Enclosed per yourrequest is a copy of the completed study.The Postal Service must continually look to improve productivity and increase efficiency whilemaintaining excellent service. The decline in mail volume and revenues due to the economicdownturn has only heightened the need for such improvements. These consolidations will allowus to accomplish this goal by making better use of excess space, staffing, and equipment, and toprocess mail more efficiently.It is projected that this consolidation will result in significant savings for the Postal Service. Pacific Area office, hascompleted an Area Mail Processing (AMP) study to determine the feasibility of relocatingStockton P&DC outgoing. m§lil volumes for pro&essing at the Sacramento, CA P&DC.The proposal encompasses mail processing for ZIP code ranges 952 and 953.Currently, the Stockton P&DC is an owned facility that processes all outgoing andincoming mail in the 952 and 953 ZIP ranges. Outgoing mail is processed Mondaythrough Friday at the Stockton P&DC and is processed at the Sacramento P&DC onSaturday. Incoming mail is processed at the Stockton P&DC Monday through Saturday.With the approved AMP, Stockton's outgoing letter and flat mail processing operationswill transfer to the Sacramento P&DC. Along with processing operations, the Stocktonfacility houses administrative offices, and a Busines~ Mail Entry Unit (BMEU) and a retailunit. The Stockton facility is approximately 52.8 miles from the SacramentoP&DC.Financial Summary:Annual baseline data came from JUly 1, 2009 - June 30, 2010. Financial savingsproposed for this consolidation of originating operations are:Total First Year SaVingsTotal Annual Savings$ 953, 611$1,137393The total FHP (average daily volume) to be transferred to Sacramento is 356,920pieces.Customer Service Considerations:Curr~nt overnight First Class Single Piece standards for mail originating in Stockton 952and 953, Destinating to SCFs 936, 937 and 938, would be downgraded to 2-Da~result of this AMP. The average daily volume for First Class downgrades is _pieces or 0.7% of the First Class originating volume.Maintainingtheo\f;ernight

That distance makes it impossible tocollect, transport, process and deliver that committed mail overnight.The hours of retail and business mail acceptance within the Stockton P&DC will remainthe same.Transportation Changes:Estimated additional annual transportation costs of $180,745 would be required toimplement this AMP.StaffingJrnpacts:Current projections from the AMP study indicate a net reduction of 24 craft employeeswith Stockton losing 30 and Sacramento adding 6 positions.
