IntroductionThis booklet provides simple easy-<strong>to</strong>-locate safety rules andprocedures so that you can familiarize yourself with those rulesthat apply <strong>to</strong> your job. The booklet is intended for referenceonly. It is not <strong>to</strong> be taken off <strong>Postal</strong> Service ® premises andshould be used only during regular work hours. The booklet isnot intended <strong>to</strong> be all-inclusive, as it cannot cover all theconditions that may arise on your job. Your local office mayhave more specific rules <strong>to</strong> supplement these requirements.Although the Occupational <strong>Safety</strong> and Health Administrationdoes not cite employees for violation of their responsibilities,each employee shall comply with all occupational safety andhealth standards and all rules, regulations, and orders issuedunder the Act that are applicable. Occupational <strong>Safety</strong> andHealth programs are generally the same as for workers instates covered by OSHA. See OSHA 3021, 1997 (Revised).The omission of any safety information from this booklet doesnot reduce your personal responsibility <strong>to</strong> remain alert and usegood judgment when performing your duties. If any rule orprocedure is not perfectly clear <strong>to</strong> you, ask your supervisor forclarification. Learn and use all the safety rules and proceduresthat apply <strong>to</strong> your job. The <strong>Postal</strong> Service welcomes anysuggestions you may have that might improve the safety ofoperations.Submit your suggestions <strong>to</strong> your supervisor. You may wish <strong>to</strong>submit a suggestion or idea using the eIDEAS program on the<strong>Postal</strong> Service Blue page. As an alternative, you can use PSForm 1270, Idea Proposal.1


If you observe an unsafe condition or an unsafe act, report it <strong>to</strong>your supervisor immediately. Use PS Form 1767, Report ofHazard, Unsafe Condition, or Practice, <strong>to</strong> document thecondition. If you wish <strong>to</strong> remain anonymous, file PS Form 1767directly with your installation's safety personnel. Withoutrevealing your name, they will immediately give the report <strong>to</strong>your supervisor for necessary action. (In such cases, safetypersonnel must not disclose the name of the individual makingthe report.)2


Section I: General <strong>Safety</strong> RulesA. General Rules<strong>Safety</strong> rules are for your benefit; observing safe workingpractices and <strong>Postal</strong> Service safety rules is a primaryresponsibility of all <strong>Postal</strong> Service employees. General safetyrules include, but are not limited <strong>to</strong> the following rules:• Never work under the influence of in<strong>to</strong>xicants.• Never sell, possess, or use illegal drugs on <strong>Postal</strong>Service premises. If you are required <strong>to</strong> takephysician-prescribed drugs that could impair yourmental or physical abilities, you must notify yoursupervisor; never drive or work around movingequipment while under the influence of drugs.• Never keep contraband material such as firearms,dangerous weapons, fireworks, in<strong>to</strong>xicants, or illegaldrugs on postal premises. Never engage in horseplay,scuffling, fighting, or playing practical jokes on <strong>Postal</strong>Service premises. Do not run in <strong>Postal</strong> Service facilities.Hold the handrail when walking down stairs.• Do not <strong>to</strong>ss or throw packages or bundles, unlessrequired by the operation (e.g., culling belt, etc.).• Observe all warning signs and notices that have beeninstalled for your protection. Comply with all safety andhealth regulations, procedures, and practices, includingthe use of approved personal protective equipment(PPE).• Keep your work area in a safe and healthful conditionthrough proper maintenance of property and equipment.Immediately report safety hazards and unsafe workingconditions <strong>to</strong> your supervisor.3


• Keep physically and mentally fit <strong>to</strong> meet the jobrequirements.• Drive defensively and professionally; extend courtesy inall situations; and obey all state, local, and <strong>Postal</strong>Service regulations (including wearing a seatbelt whendriving a vehicle owned, leased, or contracted by the<strong>Postal</strong> Service).• Observe the control of hazardous energy lockoutprocedures.• Other safety rules may apply <strong>to</strong> your job. You shouldperform your duties in the safest possible manner at alltimes. If you have questions about how <strong>to</strong> do your jobsafely, ask your supervisor.B. Environmental Protection• Comply with environmental protection regulations,procedures, and practices.• Participate in pollution prevention by recycling, reusingmaterials, and reducing waste.• Conform <strong>to</strong> Clean Air Act requirements by carpooling orusing public transportation.C. Office <strong>Safety</strong>• Keep unattended drawers and doors closed in desks,file cabinets, etc., <strong>to</strong> eliminate tripping hazards andsources of cuts or abrasions.• Open the <strong>to</strong>p drawer of a file cabinet slowly, standing <strong>to</strong>one side of the file cabinet. When you finish with one filedrawer, close it before opening another.• Fill the lowest drawer in a file cabinet first <strong>to</strong> reduce thechance of its tipping over. Place heavy objects in thebot<strong>to</strong>m drawers.4


• Keep the <strong>to</strong>ps of file cabinets, bookcases, etc., free offiles, papers, books, and any other materials.• When seated, keep your chair firmly on the floor. Tippingit backward on its rear legs invites an accident andpossible injury.• Handle cleaning fluids with care, as some are <strong>to</strong>xic and/or flammable. See Section IV.B. for specific guidelineson handling <strong>to</strong>xic, corrosive, irritating, or flammableitems.• Keep desk<strong>to</strong>p paper cutters in a closed, locked positionwhen you are not using them.• Adjust video display moni<strong>to</strong>rs, chairs, and otherequipment for comfort and proper body alignment. Forinformation on proper body positioning, see Section XII,A—E.• Adjust video display terminals, chairs, and otherequipment for maximum comfort.• Guard office equipment with shields covering movingparts <strong>to</strong> prevent clothing, hair, and fingers from gettingcaught.• Keep all debris picked up off the floor, especially rubberbands, straps, and paper clips. Keep cubicles andworkstations clean, neat, and organized in a manner thatpresents a pleasant appearance.1. Obstructions• Keep all aisles clear of tripping hazards, such aswastebaskets, electrical cords, protruding utility outlets,trash, etc.• Keep your floor area dry. If you spill water or some otherliquid on the floor, wipe the floor dry immediately <strong>to</strong>eliminate possible slipping hazards. Call your supervisorfor assistance when cleaning large spills.5


2. Climbing• When you must climb, use a step s<strong>to</strong>ol, ladder, or otherequipment designed for that purpose. Do not climb on<strong>to</strong>chairs or other office furniture.3. Lifting• Lift with your legs instead of your back. Ask forassistance when the object is <strong>to</strong>o heavy, is awkwardlyshaped, or blocks your view when you carry it. SeeSection VII.A. for more guidelines on lifting heavyobjects.D. Eleva<strong>to</strong>rs• Load capacities are posted in eleva<strong>to</strong>rs, both by poundsand by number of persons. Never exceed this limit forany reason.• Repair an eleva<strong>to</strong>r only if you are qualified in eleva<strong>to</strong>rmaintenance and repair.• Do not use eleva<strong>to</strong>rs during an emergency evacuation.• Do not smoke in eleva<strong>to</strong>rs.• Be alert and watch your step when entering or leavingan eleva<strong>to</strong>r.• Do not ride in freight eleva<strong>to</strong>rs unless you have beenauthorized <strong>to</strong> do so.• Do not use passenger eleva<strong>to</strong>rs for freight.E. Dock <strong>Safety</strong>• Do not smoke anywhere on the docks or when you areloading or unloading trucks, trailers, vans, railroad cars,or any other vehicles.• Never jump off the docks. Use approved steps orladders.6


• Close dump holes when you are not using them.• Chock all trailers before loading or unloading them.Keep unused chocks out of walkways and s<strong>to</strong>redagainst the dock.• S<strong>to</strong>re dock plates in an anchored, upright position.• When using dock plates, secure them in position <strong>to</strong> keepthem from slipping or sliding away.• Always be aware of moving vehicles and equipment onthe dock.F. Rest Bars• Rest bars are designed <strong>to</strong> support individuals in anupright backward-leaning position while working atsome stationary activities. Do not use a rest bar as as<strong>to</strong>ol for sitting with the cushion in the flat position. Theseat can be raised or lowered in height and firmly seatedat any point between 25 inches and 36 inches. Adjustthe seat angle using only the slots provided in the seatsupport. Resting the seat support against the weldeds<strong>to</strong>p is not allowed.• Keep at least one foot on the rest bar base when usingthe rest bar. If you put one foot on the bar rest, your footmust be on the bar rest rather than inside.• After using the rest bar, fold the seat down flat and placeit in a safe location, possibly near the working case. Besure that the seat support does not stick out.7


G. Personal Portable Headsets• The use of headsets is permissible only for employeeswho perform duties while seated or stationary and onlywhere headset use does not interfere with performingduties or constitutes a safety or health hazard. Do notwear or use headsets while walking or driving, while nearmoving machinery, while involved in oral businesscommunications, or while in contact with or in view ofthe public.• Personal portable headphones or headsets are not <strong>to</strong> beused in lieu of approved personal protective equipmentin noise hazard locations.8


Section II: Occupational Injury orIllnessA. Reporting Injuries or IllnessIf you are injured or become ill from work-related causes, youmust report immediately <strong>to</strong> your supervisor, even if theproblem seems minor.1. Treatment• You must receive authorized medical evaluation andtreatment or first aid in accordance with proceduresoutlined in the Employee and Labor Relations Manual(<strong>EL</strong>M) 543. The lack of prompt attention <strong>to</strong> even slightinjuries could lead <strong>to</strong> more serious complications.2. Reporting• Your supervisor must contact the medical or health unit(if available) or the local emergency rescue or paramedicunit and report the type of injury and your location.Follow the procedures outlined in <strong>EL</strong>M 544. All reportsmust comply with the requirements of the <strong>Postal</strong>Service, the Office of Workers' CompensationPrograms, and the Occupational <strong>Safety</strong> and HealthAdministration (OSHA).3. Prevention• Your supervisor must investigate and evaluate eachaccident and take any necessary measures <strong>to</strong> preventthe recurrence of similar incidents.9


B. Treating Eye Injuries• Do not permit a fellow employee <strong>to</strong> attempt <strong>to</strong> remove aforeign body from your eye. Have any eye injury treatedimmediately by professional medical personnel.• If corrosive liquids, such as acids or other irritants, aresplashed in your eyes, flush them thoroughly with clear,cold running water for 15 minutes. Call for assistanceimmediately (you may need help <strong>to</strong> hold your eyesopen), and have the medical unit or emergency first aidfacility contacted.C. Using Emergency First Aid TelephoneNumbers• Become familiar with emergency first aid telephonenumbers and the procedures for obtaining emergencyfirst aid when needed. Use the inside cover of thishandbook <strong>to</strong> list your local emergency phone numbers.Immediately notify your supervisor of any emergency.10


Section III: Fire Prevention andProtectionA. Reporting Fire HazardsReport all suspected fire hazards <strong>to</strong> your supervisorimmediately.B. Emergency Evacuation• Become familiar with your floor plan. In case of fire, youshould know the location of and how <strong>to</strong> use all fire alarmstations, and the location of all fire exits for your facility.• Follow the directions given by the assigned emergencyevacuation team members and supervisors in your area.• Evacuate your area immediately; do not go <strong>to</strong> yourlocker <strong>to</strong> retrieve personal items.• Do not use eleva<strong>to</strong>rs during an emergency. Eleva<strong>to</strong>r useduring an emergency evacuation is prohibited.• Follow all fire evacuation procedures during fire drills aswell as during an actual emergency.• Your local office must provide a method or methods <strong>to</strong>get disabled or handicapped employees out safely.C. Fire in Your Work Area• Sound your local alarm first. Take any other requiredsteps <strong>to</strong> alert fellow employees and the fire department<strong>to</strong> the fire.• Do not engage in any disruptive actions or unnecessarytalking that might prevent others from hearing andunderstanding instructions and directions.• Move quickly, but do not run, <strong>to</strong> the nearest exit.11

Petroleum products constitute 77% and petrochemicalscontribute 23% of the <strong>to</strong>tal exports.Resources and LiquidityReliance’s financial framework allows it <strong>to</strong> maintain a conservativefinancial profile even while pursuing aggressive business growthstrategies. This is reflected in Reliance’s domestic as well asinternational ratings. The Company’s long-term debt is rated ‘AAA’from CRISIL and ‘Ind AAA’ by Fitch - the highest ratings awardedby these agencies. The short-term debt programme is rated P1+and working capital debt programme is rated AAA (Assigned) byCRISIL, the highest credit rating that can be assigned in this category.The Company’s international debt has been rated BBB (StableOutlook) by S&P, Baa2 (Stable Outlook) by Moody’s and BBB-(Stable Outlook) by Fitch. S&P has rated Reliance above India’ssovereign rating.Reliance’s gross debt equity ratio, including long-term and shortterm debt as on March 31, 2008, is at 0.45. The Company’s longterm debt as on March 31, 2008 was at Rs. 27,957 crore ($ 6,968million). Of this, foreign currency denominated debt represents85% with an average maturity of 5.2 years. The average maturityof the Company’s long-term debt is 5 years.Reliance continued <strong>to</strong> demonstrate dynamism and flexibility indebt issuance during the year. In May 2007, the Company set a newbenchmark in Asia by raising a $ 2 billion syndicated term loan fora 10-year period at competitive rates with participation from 23banks from across the globe. This is a landmark deal as it makesReliance the first corporate borrower from India <strong>to</strong> have accessedthe External Commercial Borrowings (ECB) market for this size.In September 2007 the Company also raised $ 500 million by wayof a syndicated term loan at competitive rates amidst the subprimeturmoil in the global markets.Reliance meets its working capital requirements through commercialcredit lines provided by a consortium of Indian and foreign banks.Reliance undertakes liability management transactions <strong>to</strong> reduceoverall cost of debt and diversify liability mix.As on March 31, 2008, Reliance has cash and cash equivalent ofRs. 7,566 crore ($ 1,886 million). The Company actively managesits short-term liquidity <strong>to</strong> generate reasonable returns by investingsurplus funds while preserving the safety of capital.Business ReviewOil and Gas Exploration & Production (E&P)Sec<strong>to</strong>r overviewHigh commodity prices and robust demand for oil and gas resultedin the E&P industry experiencing a record year. IPE Brent pricesaveraged at $ 82.8 /bbl during FY 2007-08 as against an average of$ 64.2 /bbl in FY 2006-07. Henry Hub natural gas price averaged at$ 7.4 /MMBTU for FY 2007- 08. One of the major events in theindustry was crude oil prices crossing an all time high of $ 100 /bbl.The energy demand was driven by secular global growth. Supplychain pressures also led <strong>to</strong> price escalations. In another significantdevelopment, spot Liquefied Natural Gas (LNG) prices breached itsoil price parity in the Asian LNG markets.The International Energy Agency forecasts the global demand foroil <strong>to</strong> grow by 1.5% <strong>to</strong> 87.2 million BPD in 2008. The previousyear 2007 saw an increase in global oil demand <strong>to</strong> 86.0 millionBPD, resulting in an increase of 1.3% over 2006.High commodity prices and robust growth have ensured strongprofitability and cash flows for E&P companies. They haveencouraged significant investments across the global energy valuechain, resulting in severe pressure in the supply chain. The cost ofexploration and development has increased sharply with the cos<strong>to</strong>f drilling rigs, seismic services, engineering, fabrication andinstallation costs contributing <strong>to</strong> the increase. This trend is likely<strong>to</strong> continue in the medium term.Rising challenges in the E&P sec<strong>to</strong>rThe capital expenditure in the E&P industry is estimated <strong>to</strong> beupwards of $ 300 billion per annum. Opera<strong>to</strong>rs are increasinglylooking at opportunities in the deep waters of the Gulf of Mexico,West Africa, Latin America and in the Asia Pacific Region.Deep water exploration is a fast emerging frontier for oil and gasas the era of ‘easy’ oil seems <strong>to</strong> have come <strong>to</strong> an end. The overallcost inflation in upstream projects in deepwater areas has increasedby more than 100% since 2002. Cost of steel has increased by100% since 2002 while in sub-sea and EPC contracts price inflationis also around 100%. PIRA estimates that since 2002, finding &development costs have increased from $ 8/ bbl <strong>to</strong> $ 15/ bbl in2006, an increase of 90%. CERA estimates that capex inflationhas risen from a base of 100 <strong>to</strong> <strong>to</strong>uch 198 in the third quarter of2007.Shortage of rigs is hampering exploration efforts worldwide. Thehigh day rates of operating the rigs are driven by demand/supplyfundamentals and rise in the cost of manpower, services and rawmaterials. Demand for 6 th generation drill-ships capable of drillingin harsher environments far exceeds the availability. Consequently,contracting rigs is a big challenge for opera<strong>to</strong>rs and due <strong>to</strong> thisshortage, rig utilisation rates are expected <strong>to</strong> remain high. Shipyardsconstructing deepwater rigs are fully booked and the lead time fora new build is between 3-4 years.Recent oil and gas discoveries are in deep waters, oil sands, shales,arctic and unconventional geographies. These discoveries are inmuch harsher terrains and in new frontiers. In addition, availabilityof manpower, services and equipment is limited. Evacuation andtransportation logistics of resources are also becoming morechallenging. All these fac<strong>to</strong>rs are resulting in project cost escalationand delays.About 88% of world’s proven oil reserves of 1,148 billion barrelsare under the control of national oil companies (NOCs) with noequity participation by international oil companies (IOCs) in them.IOCs in the western part of the world now control less than 10% ofthe world’s oil and gas resource base.In spite of these challenges, profitability of E&P companies hasbeen strong in recent times, driven largely by record oil prices.During the past five years, oil prices have increased from an averageof $ 25 /bbl in 2002 <strong>to</strong> $ 72 / bbl in 2007, an increase of 188%.More recently, oil prices have moved <strong>to</strong> as high as $ 120 /bbl.


• Follow the procedures outlined in ManagementInstruction (MI) <strong>EL</strong>-810-2006-3, Response <strong>to</strong> HazardousMaterials Releases, and the guidance found in theMaterial <strong>Safety</strong> Data Sheets (MSDSs) for handling spillsand leaks of specific products and chemicals.F. Smoking• Smoking is prohibited in all <strong>Postal</strong> Service facilities.• Smoking is prohibited while collecting or delivering mail.• Smoking is prohibited within 25 feet of gasoline pumps,gas and oil s<strong>to</strong>rage tanks, spray paint operations, orother operations involving flammable liquids or gases.13


Section IV: Personal <strong>Safety</strong> andProtective EquipmentA. Personal <strong>Safety</strong>1. Clothing• Wear sensible, properly fitting clothing <strong>to</strong> work.Oversized clothing, wide-flared pants, full dresses orskirts, full or flared sleeves on shirts or blouses,neckties, scarves, loose aprons, and similar clothing canbe hazardous if you work with machinery, vehicles, ormoving equipment. Such clothing is not acceptableapparel for the workroom floor.• Do not wear neckties around moving machinery orau<strong>to</strong>mated equipment. If you must wear a tie, wear theclip-on variety. Dress appropriately for weatherconditions.2. Jewelry• Do not wear jewelry such as necklaces, neck chains,pins, dangling earrings, bracelets, watches, watchchains, rings, etc., around moving machinery orexposed electrical circuits.3. Hair• If your hairstyle restricts either your forward or peripheralvision, or if your hair can become entangled in movingmachinery or equipment, tie your hair back or otherwiseconfine it.14


4. Shoes• Wear appropriate work shoes, whether you walk manymiles on a route or handle mail in the workroom. Wearshoes that are fully enclosed at the heels, <strong>to</strong>es, andsides, made of leather or a substantial synthetic material(canvas or nylon is not acceptable). The approvedfootwear for uniform program employees must have theSR/USA label. See <strong>EL</strong>M 939 for exceptions.• To eliminate slips, trips, and falls, do not wear thefollowing types of shoes on the workroom floor:– Heels more than 1 1/2 inches and soles more than1/2 inch in height.– Spiked heels, regardless of height.– Open shoes (including open sides, <strong>to</strong>es, or heels)such as thongs, sandals, mules, house slippers,clogs, wedgies, etc.– Heels with steel taps.– Shoes with cloth, nylon, or mesh-woven <strong>to</strong>ps, suchas tennis shoes, athletic or jogging shoes (exceptthose with leather or leatherlike uppers), moccasins,etc.– Shoes no longer adequate because of disrepair.B. Personal Protective Equipment• A hazard assessment and equipment selection may beconducted by your supervisor in your workplace inaccordance with the requirements of OSHA 1910.132—139 and Appendix B.• Wear all personal protective equipment (PPE) requiredby the <strong>Postal</strong> Service or by your supervisor for the jobsor tasks that you perform. If you have questions aboutPPE when handling chemicals, consult with yoursupervisor.15


1. Eye and Face Protection• Wear eye and face protection that meets AmericanNational Standards Institute (ANSI) standards whenworking in areas where hazards exist that could causeeye injuries. You must wear side shields with your safetyglasses.• <strong>Safety</strong> goggles and face shields for the following typesof work are manda<strong>to</strong>ry:– Handling or pouring acid or other corrosivechemicals.– Using an emery wheel or grinding, riveting,chipping, or sandblasting equipment.– Using compressed air for cleaning (see restrictionson the use of compressed air in Section V,Paragraph F).– Working in areas designated as rewrap operations,where eye hazards exist.• Never wear contact lenses in the presence of corrosiveor irritating materials, especially in battery-chargingrooms.• Wear proper eye protection of the correct shade whenobserving or performing welding operations. Useappropriate shielding <strong>to</strong> protect other employees' eyesfrom arc flashes. Never look at or in the direction of awelding arc without appropriate eye protection, as it cancause painful damage <strong>to</strong> your eyes.• Make sure that the lenses of all eye protection devicesare free from cracks, chips, or obscurities; replace orrepair such lenses immediately.2. Hand ProtectionYour supervisor will select and require employees <strong>to</strong> useappropriate hand protection when employees' hands areexposed <strong>to</strong> hazards such as those from skin absorption of16


harmful substances, severe cuts or lacerations, severeabrasions, punctures, chemical burns, thermal burns, andharmful temperature extremes.Your supervisor will base the selection of the appropriate handprotection on an evaluation of the performance characteristicsof the hand protection relative <strong>to</strong> the tasks <strong>to</strong> be performed,conditions present, duration of use, and the hazards andpotential hazards identified.• You are prohibited from using gauntlet-type gloves.• You may use gloves for materials handling activities thatdo not involve potential contact with powered machineparts.• You may use protective or barrier creams on your handsand arms if they are exposed <strong>to</strong> oils and greases,chemicals, or corrosive or irritating cleaningcompounds. However, these creams are not a substitutefor appropriate PPE.• For additional information, see Management Instruction<strong>EL</strong>-810-2000-1, Personal Protective Equipment andRespira<strong>to</strong>ry Protection Programs.3. Head Protection• Wear appropriate head protection when your workexposes you <strong>to</strong> falling objects, when a risk of strikingyour head against low stationary objects exists, or whenyou are in an area designated for hard-hat protection(especially above floor level), and when indicated byPPE assessments.• Where employees are not exposed <strong>to</strong> possible headinjuries, head protection is not required by OSHAStandards.• Regulation hats, caps, or pith helmets arerecommended for protection from the sun or cold foremployees working outdoors.17


4. Hearing Protection• You may be required <strong>to</strong> wear hearing protection if noiselevels cannot be controlled <strong>to</strong> below OSHA limits. <strong>Safety</strong>and health personnel will provide a selection ofapproved hearing protection devices and assist you withthe fit and care of the devices. Hearing protection will bemade available if noise levels on your job exceed 85decibels.• Radio headsets are not a substitute for approvedhearing protec<strong>to</strong>rs. Do not wear them in areas wherehearing protection is required.5. Respira<strong>to</strong>ry Protection• There may be situations where you are required <strong>to</strong> weara respira<strong>to</strong>r <strong>to</strong> protect you from exposure <strong>to</strong> <strong>to</strong>xicvapors, dusts, etc. Your supervisor or safety officer willprovide approved respira<strong>to</strong>rs and instruct you, on theclock and on <strong>Postal</strong> Service premises, in the proper fitand use of your respira<strong>to</strong>r.• Keep your respira<strong>to</strong>r clean, inspect it frequently asinstructed, and s<strong>to</strong>re it in a clean place.• If your job requires the use of a respira<strong>to</strong>r, you will beevaluated by a medical officer <strong>to</strong> ensure that you canwear one safely.• You may use a Filtering Facepiece type respira<strong>to</strong>r forcomfort whether it is your own or is provided by the<strong>Postal</strong> Service.• If your job does not require use of a respira<strong>to</strong>r, but youwear it voluntarily, your supervisor will provide you witha copy of Appendix D <strong>to</strong> OSHA 1910.134, Informationfor Employees Using Respira<strong>to</strong>rs When Not RequiredUnder the Standard.18


Section V: Housekeeping andSanitationKeeping your immediate work area clean is your personalresponsibility. A neat and orderly work place is a safer place <strong>to</strong>work.A. Personal Items• Where a locker and changing room are provided, keepyour locker clean, neat, and free from debris. Do nots<strong>to</strong>re items on <strong>to</strong>p of your locker.• Eat and s<strong>to</strong>re food and beverages only in authorizedareas; do not s<strong>to</strong>re or consume them in restrooms.• Dispose of food wastes, etc., only in receptaclesintended for this purpose. You are responsible fordisposing of your own food waste, wrappers, cans, etc.B. Obstacles• Keep aisles, passageways, stairways, exits, and all otherwalking areas free from obstructions at all times. Makesure that electrical panels, switches, fire-fightingequipment, exit doors, fire alarm stations, and postalinspec<strong>to</strong>r breakout doors are kept clear.• Do not enter roped-off or marked areas wheremaintenance work is being done or where hazardous orslippery conditions exist.19


C. Spills and Leaks of Hazardous Materials• If a spill or leak occurs, notify your supervisorimmediately. Alert others nearby and clear theimmediate area. If the spilled substance is flammable,take every precaution <strong>to</strong> avoid possible ignition of thesubstance.• Follow the Standard Operating Procedures (SOP) forcleaning up spills and leaks of hazardous materials.Refer <strong>to</strong> <strong>Handbook</strong> <strong>EL</strong>-812, Hazardous Materials andSpill Response, and <strong>to</strong> Material <strong>Safety</strong> Data Sheets(MSDSs) for information on chemical spills or leaks.D. Tools and Other Portable Equipment• Keep all <strong>to</strong>ols and other pieces of portable equipment intheir assigned places when not using them.• Use safety glasses when operating power <strong>to</strong>ols. <strong>Safety</strong>glasses must meet ANSI criteria.E. Cleaning• Never mix cleaning compounds. The chemicals used inthem, such as chlorine and ammonia, when combined,can take on irritating or otherwise hazardous properties.• Vacuuming is preferred <strong>to</strong> blowing down withcompressed air. If blowing down is necessary, wheneverpossible, remove dust on or inside processingequipment and other surfaces by vacuuming an areaprior <strong>to</strong> blowing it down.• Rope off wet floor areas with high visibility safetymarking rope and post Wet Floor signs until the floorsare dry.• Follow all vendors' instructions regarding equipment,materials, and supplies.20


F. Using Compressed Air• Use a vacuum rather than compressed air <strong>to</strong> removedust, dirt, or other debris from your clothing or body.Using compressed air <strong>to</strong> blow dust, dirt, or debris offyourself is an extremely hazardous practice and isprohibited.• Do not use compressed air <strong>to</strong> clean machinery or partsin mail processing areas. Use vacuum cleaners for thispurpose. The most current maintenance policies andprocedures should be followed. When compressed air ispermitted for use, the air must be compressed <strong>to</strong> 30 PSIor less or use a hose that is equipped with a nozzle thatwill deadhead at 30 PSI or less.21


Section VI: Machinery and ElectricalEquipmentA. General Rules• Treat all electrical circuits as live circuitry.• Turn off all electrical equipment when you are not usingit.• Never overload an electrical circuit.• Use <strong>Postal</strong> Service machinery and equipment only if youare trained and authorized <strong>to</strong> do so.• Never operate defective machinery or equipment.Report all such machinery or equipment <strong>to</strong> yoursupervisor immediately. Complete and attach PS Form4707, Out of Order, <strong>to</strong> all such equipment. Do no<strong>to</strong>perate any equipment that has been orange/red taggedwith this form.B. Machine GuardingNever operate machinery that is not properly guarded.• Make sure that guards are in place on all drives, pinchpoints, and points-of-operation; keep all guards in placewhile the machine is in motion.• Before starting machinery, make sure that everyone is ina safe place and that guards and safety devices are inworking condition and are properly adjusted.• Keep all guards in place, securely fastened, andmaintained in a functional condition.• Do not remove, replace, or adjust a guard on movingmachinery or equipment.22


• Do not use the s<strong>to</strong>p but<strong>to</strong>n <strong>to</strong> try <strong>to</strong> lock out equipment;it is not effective as a lockout device.C. Emergency S<strong>to</strong>p But<strong>to</strong>ns, Switches, andCords• You must be trained, on the clock and on <strong>Postal</strong> Servicepremises, in the use of emergency s<strong>to</strong>p but<strong>to</strong>ns,switches, and cords, etc., before you are assigned <strong>to</strong> amachine area.• Keep all emergency s<strong>to</strong>pping devices accessible, inplain view, and in operating condition. Report anydefects <strong>to</strong> your supervisor immediately.D. Conveyors, Sorters, and OtherMechanized Equipment• Do not climb under or on<strong>to</strong> or cross over a conveyor,sorter, or other piece of mechanized equipment for anyreason, unless the system is effectively locked out.• Do not ride the equipment.• S<strong>to</strong>p the equipment when freeing jams. Only trainedmaintenance personnel may clear a jam by going up onthe equipment. Before clearing jams or working on thisequipment, first lock out at the source of power. If two ormore people are working on the equipment, they mustall attach their own personal locks.• S<strong>to</strong>p the equipment when you must search for or pickup an item underneath it. Make certain the equipmentcannot be started unexpectedly, thus exposing you <strong>to</strong>danger.• Do not attempt <strong>to</strong> retrieve fallen, misthrown, or caughtmail from moving equipment.23


• If a conveyor s<strong>to</strong>ps, call a mechanic; do not try <strong>to</strong> restartit by pulling the belt or by using any method other thanthe designated start but<strong>to</strong>n.• Do not overload conveyors, sorters, or othermechanized equipment.E. Cords• Never splice or patch electrical cords; replace them.Shorten a cord only if you are qualified <strong>to</strong> do so.• When you disconnect electrical equipment, pull the plugrather than the cord.• As much as possible, keep extension cords off the floor.If it is absolutely necessary <strong>to</strong> put such cords on thefloor, use Underwriters Labora<strong>to</strong>ries (UL)-approved orother certified testing labora<strong>to</strong>ry-approved temporaryfloor covers <strong>to</strong> prevent tripping on or damaging the cord.• Remove and replace frayed or damaged electricalcords.• Do not use extension cords as substitutes for permanentwiring.F. Grounding• If portable electrical <strong>to</strong>ols are not double insulated andlabeled as such, make sure they are equipped with a3-wire plug. Never cut off the ground connection.• If the ground prong has been removed, do not use theequipment or <strong>to</strong>ol until the plug has been replaced.24


G. Tools• In areas containing a potentially hazardous or flammableatmosphere, such as battery-charging rooms orspray-painting booths, use only approved nonsparking<strong>to</strong>ols and explosion-proof equipment.H. Lockout Procedures• Before working on power-driven equipment or electricalcircuitry, follow lockout procedures and ensure effectivelockout at the energy sources.I. Defective Equipment• Remove all defective equipment from serviceimmediately; tag it with PS Form 4707, Out of Order,and take it <strong>to</strong> be repaired or <strong>to</strong> be s<strong>to</strong>red in thedesignated area for defective equipment. DO NOT USEtagged equipment until it has been properly repaired.25


Section VII: Lifting and MaterialHandlingA. Lifting <strong>Guide</strong>linesLifting is so much a part of our everyday activity that most of usdo not think about it, but it's often done incorrectly. The resultscan include strains, pulled muscles, disc lesions, or painfulhernias.Before lifting anything, check the immediate area and route oftravel <strong>to</strong> be sure that no obstruction or hazard can cause a slip,trip, or fall, or a striking against accident.The technique for proper lifting is simple:• Assess the load. If it appears <strong>to</strong> be <strong>to</strong>o heavy or bulky <strong>to</strong>lift comfortably, get help.• Place one foot alongside the object being lifted and onebehind. This method gives you greater stability and yourrear foot gives you better upward thrust. Use thesit-down position and keep your back in a straight line(though not necessarily perpendicular <strong>to</strong> the floor). Astraight back keeps your spine, back muscles, andorgans in correct alignment and minimizes thecompression of organs that can cause a hernia.• Tuck in your chin so your neck and head are in a straightline with your back. That helps keep your spine straightand firm. It is not necessary, however, <strong>to</strong> force your chinagainst your chest.• A palm grip is one of the most important elements ofcorrect lifting. Keep your fingers and hands extendedaround the object you are going <strong>to</strong> lift, using your fullpalm. Fingers alone have very little power; you need thestrength of your entire hand.26


• Keep the load you are lifting drawn close against yourbody; tuck your arms and elbows against your side.• When your arms are held away from your body, theylose much of their strength and power. Keeping yourarms tucked in also helps keep your body weightcentered.• Position your body so that your weight is centered overyour feet. This provides a more powerful line of thrustand also ensures better balance. Start the lift with athrust of your rear foot.• Avoid twisting during lifting; twisting is one of the mostcommon causes of back injury. By simply turning yourforward foot out and pointing it in the direction you aremoving, you will avoid the greatest danger of injury.• Do not fight <strong>to</strong> recover a dropping object or lost load.Get out of its way and let it fall.• Sudden lifting or releasing of loads can cause stress <strong>to</strong>the spine and back muscles. Always lift, move, andlower with smooth motions.B. Material-Handling Equipment• Inspect ropes, chains, cables, slips, jacks, skids, andother hoisting and rigging apparatus before using them.• Report damaged or defective ropes, chains, cables,slings, straps, or other material-handling equipment orcomponents <strong>to</strong> your supervisor.• Never lift a load and leave it suspended or unattended.Do not exceed the lifting capacity of hoisting devices forany reason.C. Portable Utility Platforms• Use portable utility platforms only if you are authorized<strong>to</strong> do so.27


D. Hand Trucks, Hampers, and Containers1. General Rules• Do not ride, climb on<strong>to</strong>, or cross over any manuallypropelled rolling equipment.• Push, rather than pull, all hand trucks, containers,hampers, and other such equipment. Your hands mustnot protrude beyond the sides of the container you arepushing. Do not manually <strong>to</strong>w containers.• Never overload equipment or load it so high that it is <strong>to</strong>pheavy.• Place orange tags on defective equipment. UsePS Form 4707, Out of Order, <strong>to</strong> report all defectiveequipment. Report defective equipment <strong>to</strong> yoursupervisor, and remove it <strong>to</strong> a designated s<strong>to</strong>rage area.2. Hampers• Keep clear of hamper dumpers in use. Avoid placingheavy objects, sacks of mail, or mail in trays in hampers.Place heavy packages on flatbed trucks rather than inhampers. If you must remove a heavy package from ahamper, tip the hamper on<strong>to</strong> its side and lift the packagefrom the floor <strong>to</strong> avoid excessive strain on your back.Use proper lifting techniques.• Use a coupler or similar device when <strong>to</strong>wing hampers.• Tow no more than three hampers, whether loaded orempty.• Never attempt <strong>to</strong> <strong>to</strong>w hampers by holding them with onehand while you drive the trac<strong>to</strong>r.• Never stack hampers more than three high, either fors<strong>to</strong>rage or transportation. To unstack hampers, alwaysget help from another person. Turn the nested hamperson<strong>to</strong> their sides before unstacking them.28


3. Containers• The term containers refer <strong>to</strong> general purpose mailcontainers (GPMC), Eastern Region mail containers(ERMC), BMC over-the-road containers (BMC-OTR),etc.• When manually loading or unloading a container, set thebrake, if one has been provided. If the container doesnot have brakes, place mail or equipment in<strong>to</strong> thecontainer rather than throw it, because the containermay move if jostled. Use at least two wheel chocks(front and back) <strong>to</strong> prevent movement when positioninga container on an uneven surface.• Load the bot<strong>to</strong>m shelf of a GPMC first. Unload it last.Use the restraining bar <strong>to</strong> hold the <strong>to</strong>p shelf while it is inthe raised position. When the container is not in use,s<strong>to</strong>re the shelves in the down position.• Secure all containers that you load on<strong>to</strong> vehicles withshoring bars <strong>to</strong> prevent the load from shifting and rollingfree. Place OTR-container <strong>to</strong>w pins in the floor socketsof trucks or vans.• If a load has <strong>to</strong>ppled against the mesh doors of anERMC, get assistance when removing the restrainingbar. When pressure is placed against the mesh door, therestraining bar can be extremely dangerous because itacts like a spring when released.• Always hold restraining bars, doors, and shelves withone hand <strong>to</strong> prevent them from falling when released,and stand <strong>to</strong> one side.• When moving an ERMC or GPMC, make sure that thecenter shelf is in the down position. Check the gate latchand shelf latch before loading or moving a container.• Push containers from the swivel wheel end. Watchconstantly for obstructions on both sides of thecontainer.29


Section VIII: Powered IndustrialTrucksPowered industrial truck (PIT) opera<strong>to</strong>rs are responsible forensuring vehicle safety and following all safety requirements.Make sure that opera<strong>to</strong>rs are trained and authorized <strong>to</strong> operatePITs described in OSHA 1910.178, such as <strong>to</strong>w mo<strong>to</strong>rs, forktrucks, platform lift trucks, mo<strong>to</strong>rized hand trucks, and otherspecialized industrial trucks powered by electric mo<strong>to</strong>rs orinternal combustion engines. All PIT-related accidents andnear misses, including property damage, must be investigatedand reported on a PS Form 1769. Fuel-powered industrialtrucks are generally prohibited indoors. Consult with your localsafety professional before using a fuel-powered industrialtruck.A. Operating Rules1. General Rules• Do not operate PITs in a reckless manner; this is strictlyprohibited.• Always wear your seat belt any time a PIT is in motion.• Before using a PIT, check the brakes, steeringapparatus, horn, etc. Report any defects <strong>to</strong> yoursupervisor immediately.• Drive PITs at or below 5 miles per hour (about the speedof a fast walk). Use only the designated vehicle trafficlanes, and keep <strong>to</strong> the right when ever possible.• Never use the reverse control as a brake.• Never allow a passenger <strong>to</strong> ride on a PIT unless securelyattached seating is provided. Never exceed the seatingcapacity of the unit.30


• Never disengage, cover up, or bypass any audible orvisual warning devices on powered industrialequipment.• Do not ride with any part of your body protruding fromthe vehicle.• Make sure that there is adequate clearance before youdrive under any overhead obstruction.• Approach all intersecting aisles and <strong>to</strong>w conveyorcrossings slowly and cautiously. Sound your horn <strong>to</strong>warn pedestrians of your approach.• Check <strong>to</strong> be sure there is a clear path <strong>to</strong> the rear beforebacking up.• Stay at least three vehicle lengths behind other vehicleswhen traveling.• Check bridge or dock plates for proper stability beforeyou drive across them.• Before dismounting, s<strong>to</strong>p your vehicle, place the gear inneutral, set the brake, and turn the ignition off.2. Lift Trucks• Lift, lower, and carry loads on a lift truck with the liftingmechanism in a vertical position or tilted back - neverforward.• Face the direction in which you are moving and becareful of rear-end swing when turning corners.• When approaching or leaving a building where the rampincline is greater than 10 degrees, turn the lift truck sothe load is on the upgrade side and cannot slip off theforks.• Keep forks on a moving lift truck low (just high enough <strong>to</strong>clear any floor obstructions and low enough <strong>to</strong> clearoverhead obstructions). Under normal conditions, 3 <strong>to</strong> 6inches above floor level should be sufficient.• Do not raise or lower forks while the forklift is in motion.31


• When you park a lift truck, fully lower the forks, put thecontrols in neutral, shut off the power, set the brake, andremove the key.• Before entering a truck or trailer with a forklift, inspectthe floor for damage or decay which might cause the lift<strong>to</strong> break through.• Make sure that the truck or trailer wheels are properlychocked or secured by a mechanical vehicle restraintsystem before entering the vehicle with a forklift.B. Warning Devices and ProtectiveEquipment• Be sure that any powered industrial vehicle you operateis equipped with a horn and a flashing warning beaconthat is in working order.• Do not operate industrial lift trucks with the overheadguard or load backrest removed.• PIT drivers must wear personal protective equipment asspecified by the local PPE assessment. PIT drivers mustalso wear hard hats when working in designated hardhat areas.C. Towing Wheeled Equipment• Use only approved <strong>to</strong>w bars or coupling devices for<strong>to</strong>wing wheeled equipment. Do not use your hand <strong>to</strong>hold equipment being <strong>to</strong>wed.• Tow only three platform trucks, hampers, or containers(GPMC, ERMC, BMC-OTR) whether loaded or empty.• Attach no more than five containers <strong>to</strong> a driverlesstrac<strong>to</strong>r unit or au<strong>to</strong>matic guidance vehicle (AGV).32


D. Towing Wheeled Equipment — 12 FootAisle FacilitiesThis section applies only <strong>to</strong> the following Logistics andDistribution Centers (L&DCs) and Priority Mail ProcessingCenters (PMPCs) at the following locations:Phoenix, ArizonaJacksonville, FloridaMiami, FloridaOrlando, FloridaSpringfield, MassachusettsNashua, New HampshireNorthern New JerseyBethpage, New YorkRochester, New YorkPhiladelphia, PennsylvaniaPittsburgh, PennsylvaniaA maximum of seven general purpose mail containers(GPMCs) and/or Eastern Region mail containers (ERMCs) maybe <strong>to</strong>wed at any given time provided that the following criteriaare met:• All aisles are clearly marked.• The aisle width must be a minimum of 12 feet <strong>to</strong> allowtwo-way traffic <strong>to</strong> pass; any aisle less than 12 feet widerequires one-way traffic or no passing of containertrains.• All 90-degree intersections are required <strong>to</strong> be chamferedby 4 feet at a minimum (see below).33


Chamfered Intersection• All L&DC and PMPC sites are required <strong>to</strong> purchase andinstall Electronic Speed Control (ESC) Programmers onall existing PIT vehicles before instituting an increase of<strong>to</strong>wing more than three mail containers within thefacility. The ESC setting is <strong>to</strong> be adjusted <strong>to</strong>approximately 80%, not exceeding 5 mph with thepowered industrial vehicle (PIV).• All newly purchased PIVs must have the ESC devicesinstalled by the manufacturer according <strong>to</strong> thespecifications mentioned above.When <strong>to</strong>wing more than three GPMC and/or ERMC containersat one time, the PIT opera<strong>to</strong>r must place a folding <strong>to</strong>w bar(shown below) between the third and fourth container. When<strong>to</strong>wing a train of seven containers at one time, the PIT opera<strong>to</strong>rmust use two folding <strong>to</strong>w bars. One will be placed between thethird and fourth container as previously mentioned and theother will be between the fifth and sixth container (i.e., in a3-2-2 pattern).When <strong>to</strong>wing containers, the PIT opera<strong>to</strong>r must use the brakelevers <strong>to</strong> prevent jackknifing or loss of containers in the train.34

Section IX: Mail DeliveryA. Fingering Mail• Never finger mail while driving, walking up and downsteps or curbs, crossing streets, or at any other time thepractice could create a safety hazard <strong>to</strong> you or thepublic.B. Hazardous Conditions• Pay close attention when you are walking in order <strong>to</strong>avoid lawn depressions, s<strong>to</strong>nes, bits of wood, children's<strong>to</strong>ys, and other tripping hazards.• You are not required <strong>to</strong> risk personal injury from icysteps, broken or rotten steps or porches, protrudingnails or sharp edges on mailboxes, or similar hazardousconditions, Use PS Form 1767, Report of Hazard,Unsafe Condition, or Practice, <strong>to</strong> report any of theseproblems <strong>to</strong> your supervisor.• Alert replacement carriers <strong>to</strong> any hazardous conditionsby completing PS Form 1766, Hazard Warning Card.C. Mail Collection• When collecting mail from a street box or a mail chutereceiving box, or when delivering mail <strong>to</strong> apartmenthouse boxes or neighborhood delivery and collectionbox units (NDCBUs) that are equipped with an arrowlock, remove the key from the lock <strong>to</strong> avoid personalinjury or damage <strong>to</strong> your clothing or keys.36


• Keep the chain for your mailbox keys securely fastened<strong>to</strong> your belt loop and place the keys and chain in yourpocket when you are not using them. Dangling, swingingkeys and chains can be dangerous.• Use PS Form 1767 <strong>to</strong> report defective, dented, orunanchored collection or relay boxes <strong>to</strong> your supervisorso that corrective action can be taken. Do not try <strong>to</strong>force entry <strong>to</strong> dented or otherwise defective collection orrelay boxes.• Always check the contents of mailboxes for brokenglass, bottles, insects, or animals before placing yourhands inside.• Never stand in the street when loading or emptyingmailboxes. Do not place mail in or collect mail from anyboxes that require you <strong>to</strong> stand in the street. UsePS Form 1767 <strong>to</strong> report such boxes <strong>to</strong> your supervisorso that corrective action can be taken.D. Animals and Insects1. General Rules• You are not required <strong>to</strong> deliver mail when an animalthreatens you. Use extra care in making deliveries whendogs or other animals are loose on your route.• Prepare PS Form 1778, Dog Warning Card, and place itin the letter case whenever you observe an animal thatmay interfere with the delivery of the mail. Place the cardin front of the address where the hazard has beenobserved. In a situation where the dog poses a threatthroughout a segment of the route, case the card at anaddress most appropriate <strong>to</strong> provide advanced warning.• In addition, report any such interference <strong>to</strong> yoursupervisor so that the cus<strong>to</strong>mer may be notified that theanimal must be restrained.37


• Never antagonize a dog. Never attempt <strong>to</strong> pert or feed adog. If a dog rushes <strong>to</strong>ward you or takes you bysurprise, do not run. Retreat very slowly, facing the dog.Keep your mail satchel between you and the dog as afirst line of defense. Be careful not <strong>to</strong> stumble overobjects as you retreat.• Use dog repellent spray only if you are attacked. Spray itdirectly at the dog's eyes, nose, and mouth. Do not usedog repellent indiscriminately or when there is danger ofspraying children or adults.• When delivering mail through a door slot, keep yourfingers out of the slot; an animal may be on the otherside.• When delivering mail <strong>to</strong> a cus<strong>to</strong>mer's door, keep yourfoot on the door so that a dog cannot unexpectedly rushout at you.• If rabies has been officially reported in the communitywhere you are delivering mail, be especially observant ofany dogs, cats, or wild animals.2. Medical Treatment of Animal Bites or InsectStings• If you are bitten, get medical treatment immediately,regardless of the severity of the injury. Even small bitesor contact with animal saliva can transmit rabies. Washthe area with soap and water as soon as possible.• If you have severe or allergic reactions <strong>to</strong> insect stings,you must inform your supervisor and, if available, themedical or health unit. Use caution in removing mailfrom mail receptacles <strong>to</strong> avoid stings from any insectsinside.38


Section X: Mo<strong>to</strong>r VehiclesVehicle accidents are a major source of serious personal injuryfor <strong>Postal</strong> Service employees. Defensive driving is the best way<strong>to</strong> prevent vehicle accidents because it involves both thedesire and the ability of a driver <strong>to</strong> control accident-provokingsituations. You are expected <strong>to</strong> drive all <strong>Postal</strong> Service vehiclesin a dependable, efficient, safe, and courteous manner.A. Licenses• Only authorized personnel can operate <strong>Postal</strong> Servicevehicles. You must have in your possession a valid statedriver's license when operating a <strong>Postal</strong> Service vehicleor any vehicle when on <strong>Postal</strong> Service business. Statedriver's licenses are not required for operating PITs on<strong>Postal</strong> Service premises.• You must inform your supervisor immediately if yourstate driver's license is revoked or suspended.• The Department of Transportation (DOT) regulationsmandate alcohol and drug testing of employees withcommercial driver's licenses (CDLs). The <strong>Postal</strong> Servicehas implemented this requirement in ManagementInstruction PO-720-95-2, Alcohol and Drug Testing ofEmployees With a Commercial Drivers License.B. Civil Laws• You must obey all state and Iocal traffic laws whendriving any <strong>Postal</strong> Service vehicle. You will receive nospecial privileges or rights as a <strong>Postal</strong> Service driver.Police citations for traffic violations are your personalresponsibility. Promptly report them <strong>to</strong> your supervisorwhile on duty.39


C. Reporting AccidentsIf you are involved in an accident:• S<strong>to</strong>p at the scene.• Aid or assist any injured person.• Have someone call for an ambulance or the police, ifnecessary.• Safeguard the scene against any further accidents.• Safeguard the mail.• Try <strong>to</strong> identify several witnesses.• Promptly notify your supervisor.• Follow the instructions in your Item 087-H, AccidentReport Kit, and any local accident reporting instructions.D. Vehicle Regulations1. Vehicle <strong>Safety</strong> Inspections• Make a daily safety check of your assigned vehicle asoutlined in Notice 76, Expanded Vehicle <strong>Safety</strong> Check,before leaving the post office parking lot or garage.Inspect leased trailers for damage or placards that maynot be appropriate, such as flammable or hazardouswaste, etc.• Check <strong>to</strong> make sure that a sealed Accident Report Kit(Item 087-H) is provided inside your assigned vehicle.• Use PS Form 4565, Vehicle Repair Tag, <strong>to</strong> report allmechanical defects, failures, and vehicle damage <strong>to</strong>your supervisor.• <strong>Handbook</strong> PO-701, Fleet Management, 243.1 requiresthat vehicles of one <strong>to</strong>n or larger that are regularlyscheduled for intercity or airport runs or vehiclesregularly scheduled for use as wreckers must carry fireextinguishers and emergency warning device kits.40


2. <strong>Safety</strong> Belts• You must wear safety belts at all times the vehicle is inmotion. When driving a long-life vehicle (LLV) or thecarrier route vehicle (CRV), you must wear the lap beltand shoulder belt whenever the vehicle is motion.Exception: When shoulder belts prevent you fromreaching <strong>to</strong> deliver or collect from curbsidemailboxes, you may unfasten the shoulder belt,but never the lap belt.• You may carry only authorized passengers. Allpassengers must remain seated and wear a lap belt andshoulder harness whenever the vehicle is in motion.• Rural carriers must follow the policy outlined in<strong>Handbook</strong> PO-603, Rural Carrier Duties andResponsibilities, 171.5.• Some administrative <strong>Postal</strong> Service vehicles areequipped with airbags that may deploy upon frontalimpact.3. Doors• When you are traveling <strong>to</strong> and from your route, when youare moving between park and relay points, and whenyou are entering or crossing intersecting roadways, youmust be sure that all vehicle doors are closed.• All vehicle doors must be secured when the vehicle isleft unattended and out of the driver's immediate sight.Exceptions: The <strong>Postal</strong> Service fleet includes anumber of 1-<strong>to</strong>n, 2-<strong>to</strong>n, and 2.5-<strong>to</strong>n step-van stylevehicles that have left-hand drive cabcompartments with sliding doors, and closedcargo areas. When driving these vehicles, keep therear door closed, and close the left door when the41


vehicle is in motion. You may leave the right dooropen however, if there is no passenger, mail, orloose equipment in the cab area and the cargopartition is closed.• When you are operating a vehicle on delivery routes andtraveling in intervals of 500 feet (1/10 mile) or less atspeeds no greater than 15 miles per hour betweendelivery s<strong>to</strong>ps, you may leave the door on the driver'sside open. You must still close the door when travelingthrough intersections.4. Fueling• Shut off the mo<strong>to</strong>r before fueling a vehicle.• Do not smoke within 25 feet of gasoline pumps, fuel,CNG, or oil s<strong>to</strong>rage tanks.• Be sure the nozzle of the pump hose <strong>to</strong>uches the edgeof the tank <strong>to</strong> avoid static sparking.• When filling a portable container, make sure it is on theground and the nozzle <strong>to</strong>uches the edge of thecontainer.• Know where the emergency shut-off switch for the fuelpump is located.• Be sure that a fire extinguisher is located nearby.5. Engine Exhaust• The gas called carbon monoxide that is released byinternal combustion engines is odorless, tasteless,colorless, and deadly. Therefore, hook up an exhausthose <strong>to</strong> any vehicle before running its engine inside abuilding, or make sure there is adequate ventilation.• Check exhaust hoses periodically for splits, cracks, orother deterioration.42


6. Tire <strong>Safety</strong> Cages• To inflate or deflate tires mounted on split rims, placethem in an approved tire safety cage. Mount ordismount split rim wheels only if you have been trained<strong>to</strong> do so.• When inflating a tire in the safety cage, use a clip-on airchuck with a remote valve so that you can stand clear.E. Driving Regulations1. General Rules• Never finger mail or hold it in your hands while you drive.• Move your vehicle only when you are absolutely certainthat it is safe <strong>to</strong> do so, especially if children may benearby. If necessary, get out, circle your vehicle, andcheck underneath it <strong>to</strong> make sure.• Yield the right of way and make any other concessionsnecessary <strong>to</strong> avoid an accident.• Always maintain a safe s<strong>to</strong>pping distance, beingespecially careful during adverse weather.• When following another vehicle in clear weather, youcan judge the necessary distance between it and yourvehicle by using the 4-second rule. Choose a landmark.When the vehicle ahead of you passes it, begin <strong>to</strong> count,one thousand and one, one thousand and two, onethousand and three, one thousand and four. If you passthe landmark before you reach one thousand and four,you are following <strong>to</strong>o closely. During adverse weather,stay farther behind the vehicle in front of you. If you arefollowing larger trucks (1-<strong>to</strong>n or more), increase the timelapse <strong>to</strong> 6 seconds.• Use your turn signal before turning, changing lanes, orpulling <strong>to</strong> or away from the curb or shoulder of the road.43


• Enter all unregulated or unprotected intersections slowlyand cautiously. Slow down and do not enter the crossstreet until you are sure you can do so safely.• Before entering any intersection, slow down and lookleft, then right, then left again. Remember that danger isalways closer from the left when the roadway is twodirectional.• Never wear headphones or headsets or any other devicethat can diminish your hearing while you are operating amo<strong>to</strong>r vehicle.2. Speed• Always drive at a safe speed. Never exceed the speedlimit, but keep in mind that under certain conditions theposted speed limit may not be the safe one.3. Backing Up• Avoid backing up whenever possible. If you can, parkwhere you will not have <strong>to</strong> back up <strong>to</strong> pull away from aparking place. If you must back up, first walk aroundyour vehicle <strong>to</strong> make sure there are no pedestrians,children, obstructions, etc., in your way.• When backing a large vehicle, have someone guide youwhenever possible. The guide should stand <strong>to</strong> the sideand rear of the vehicle and use hand signals, not oraldirections. Never allow the guide <strong>to</strong> get out of yourvision, especially behind your vehicle; you mightunknowingly crush the guide against some object. Evenwhen you use a guide, it is your responsibility <strong>to</strong> back upsafely. Use both rear-view mirrors and have themproperly adjusted.• Drivers who are required <strong>to</strong> turn a vehicle around in onecontinuous operation (such as rural carriers makingturnarounds) must use extreme caution when backingup.44


• Look, listen, and live at all railroad crossings.• Obey all highway rail-crossing warnings.4. ParkingWhenever the driver leaves the vehicle, the vehicle must beparked. To park the vehicle:• Apply the foot brake and place au<strong>to</strong>matic transmissionsin the park position. Place manual transmissions in gear.For PVS vehicles 7 <strong>to</strong>n and above, place thetransmission in neutral.• Turn the vehicle's front wheels <strong>to</strong>ward the curb if you areon a flat surface or the vehicle is facing downhill. If thevehicle is parked facing uphill, turn the front wheelsaway from the curb.• Set the hand-parking/emergency brake. For PVSvehicles 7 <strong>to</strong>n and above, the parking air brakes must beapplied.• Turn off the engine and remove the key.• Lock any sliding door(s) between the truck body andcab.• Lock the doors if you will be out of direct sight of thevehicle.5. Passengers• Ride in <strong>Postal</strong> Service-owned, GSA-owned, rental, orcontract vehicles (including employees' privately ownedvehicles when used in <strong>Postal</strong> Service operations) only ifyou are authorized <strong>to</strong> do so. All passengers must usesafety belts.• If conventional passenger seats are not provided, use anapproved auxiliary seat that faces forward and isequipped with a backrest and safety belts. Never standin a vehicle that is in motion.45


6. Loading• Make sure that any mail you load in<strong>to</strong> a vehicle will poseno hazard <strong>to</strong> the opera<strong>to</strong>r when the vehicle is started,s<strong>to</strong>pped, turned, or otherwise operated on a maildelivery route. Do not place large parcels, bulky items,or bundles of mail on the tray or ledge <strong>to</strong> the extent thatthey can obscure your vision or break the windshieldduring a sudden s<strong>to</strong>p.• Always use proper lifting techniques when loading mailin<strong>to</strong> a vehicle.7. Parking Lots• Park in designated parking spaces only.• Use designated traffic lanes only.• Observe posted speed limits. Unless posted otherwise,the maximum speed is 10 mph.• Follow one-way directional signs in traffic lanes.• Observe traffic signals when entering and leaving <strong>Postal</strong>Service premises.• Do not throw litter in parking lots. Use receptacles thatare provided.• Obey all posted signs in the parking and access roadareas.• Do not park in or block fire lanes.46


Section XI: Air Mail Facilities/CentersThe complex nature of airport operations can pose specialdangers <strong>to</strong> <strong>Postal</strong> Service employees. Learn <strong>to</strong> recognize andbe aware of hazards that may arise from aircraft, intensenoises, and fueling operations. These hazards can beovercome by proper training and constant awareness.A. General Rules• Only ramp employees who are trained and certified withaircraft operation area access can be authorized <strong>to</strong>operate <strong>Postal</strong> Service vehicles on airport property.• <strong>Postal</strong> Service employees are responsible for complyingwith all local Federal Aviation Administration aircraf<strong>to</strong>perations area and ramp safety regulations.• Smoking is not permitted in <strong>Postal</strong> Service facilitiesincluding air mail facilities. Do not smoke on airportservice ramps or in the vicinity of pouch racks. Smokeonly in designated areas.B. Opera<strong>to</strong>r and Vehicle Regulation• Before leaving your Post Office facility, make sure thatyour vehicle contains at least one-half tank of gas, a fullycharged fire extinguisher, and any required emergencyequipment.• You must yield <strong>to</strong> all emergency vehicles responding <strong>to</strong>an alert. This includes crash and rescue vehicles, firetrucks, security or police cars, etc.• Use only the exact travel route designated by the localairport authority and provided by your supervisor <strong>to</strong>reach the point of entry <strong>to</strong> an airport service ramp.47


• Approach an aircraft only after all engines and propellershave been completely s<strong>to</strong>pped. Your vehicle may notcome any closer than 5 feet (or greater distance asdictated by the local airport authority) <strong>to</strong> any part of theaircraft.• Never drive across passenger loading lanes while anaircraft is at a gate position.• Always wear ear protection devices in the presence ofoperating aircraft.• The tail end of an aircraft can be as hazardous as thefront. Running engines blast dirt, debris, and other solidobjects with a force strong enough <strong>to</strong> break windshieldsand <strong>to</strong> cause eye injury or bone fracture. Takeimmediate shelter if you are about <strong>to</strong> be caught by ablast from the engines of an arriving or departingaircraft.48


Section XII: Seated Keying ActivitiesThe following guidelines concern the adjustment ofworkstations for seated keying activities conducted over anextended period.A. Workstation ChairsAdjust a workstation chair within its limits. Sit with:• Body and head erect.• Upper arms vertical.• Lower arms comfortably horizontal.• Wrists on even line with the forearms.• Thighs comfortably horizontal.• Lower legs vertical.B. Keyboards• If the height of the keyboard can be adjusted, positionthe home row keys at approximately elbow height sothat keying can be performed with the wrist on an evenline with the forearm. The elbow should be at anapproximate 90-degree angle.• If the height of the keyboard cannot be adjusted, thechair height should be set so that the elbow isapproximately the same height as the keyboard homerow and the wrist is on an even line with the forearm.49


C. Moni<strong>to</strong>rs• Adjust moni<strong>to</strong>r screen a suitable distance (normally,approximately 18ð—24ð) from your eyes when in use,with the <strong>to</strong>p of the screen at, or a little below, eye level.Specific moni<strong>to</strong>r placement may depend on your visualacuity and corrective eyewear.• Adjust image color, brightness, and contrast. Whenpossible, select a white or light background screen colorand a dark color for text. This helps <strong>to</strong> reduceundesirable screen glare and reflections from overheadlights and light-colored clothing.• Position the screen face <strong>to</strong> avoid glare and keep yourfield of vision free from glare sources.• Clean screen periodically <strong>to</strong> eliminate smudges anddust.D. Footrests• Where a footrest is provided, adjust it <strong>to</strong> maintainsupport of thighs and lower legs. Keep feet flat andthighs horizontal <strong>to</strong> provide additional support for feetand legs.E. Work Practices• Rest your eyes periodically - blink, look away from thescreen, stand up, and stretch.• If you need <strong>to</strong> handle papers, the computer mouse, orother objects frequently in your work, try <strong>to</strong> positionthem as close <strong>to</strong> you as practical <strong>to</strong> minimize excessivereaching.F. Rotation• Follow established rotation and/or break schedules.50
