Frans Swanepoel, Director: ResearchDevelopment, <strong>the</strong> primary purpose <strong>of</strong> <strong>the</strong> PostgraduateOffice is to provide co-ordination and supportservices for <strong>postgraduate</strong> students and postdoctoral fellows,as well as academic staff across <strong>the</strong> university."Guided by values such as intellectual inquiry, innovation,collegiality, integrity and efficiency, <strong>the</strong> PostgraduateOffice will seek to foster a challenging, inclusiveand supportive environment for <strong>postgraduate</strong> teaching,learning, research and scholarship; and will strive to engagestudents in <strong>the</strong> vibrant life <strong>of</strong> a research university,"Pr<strong>of</strong>. Swanepoel said.Students, faculties and staff stand to benefit from <strong>the</strong>establishment <strong>of</strong> this <strong><strong>of</strong>fice</strong>. Postgraduate students andpostdoctoral research fellows will have <strong>the</strong>ir interestspromoted in synergy with faculty and departmental facilities.The <strong><strong>of</strong>fice</strong> will also provide a critical resource to<strong>the</strong> faculties in <strong>the</strong> form <strong>of</strong> a single database <strong>of</strong> <strong>postgraduate</strong>students, <strong>postgraduate</strong> topics, supervisors andfunding opportunities. Faculty launches anti-plagiarism campaignMarietjie Steyn and Refilwe Tsie. Both are third-year students in <strong>the</strong> Department <strong>of</strong> Communications andInformation Studies.Waldo Emerson oncesaid: 'Genius borrows nobly'.“RalphSadly, some learners at tertiarylevel do not care to subscribe tothis maxim, while o<strong>the</strong>rs inadvertentlycommit plagiarism. Intentional or not,<strong>the</strong> act <strong>of</strong> copying original sources withoutacknowledging <strong>the</strong>m has becomerife at South African universities," saidDr Susan Brokensha, Senior Lecturer in<strong>the</strong> Department <strong>of</strong> English and ClassicalLanguages.She quotes Mat<strong>the</strong>w Savides (TheMercury, 2 August, 2007), "Plagiarismhas reached such proportions at [SouthAfrican] tertiary institutions that drasticmeasures – including <strong>the</strong> development<strong>of</strong> s<strong>of</strong>tware designed to detect plagiarisedwork – have been put in place."In response to <strong>the</strong> plagiarism plague,<strong>the</strong> Faculty <strong>of</strong> <strong>the</strong> Humanities,through its Quality Assurance Committee,has launched an anti-plagiarismcampaign which will run every year.The committee organised an anti-plagiarismweek in September duringwhich students were made aware <strong>of</strong> <strong>the</strong>dangers <strong>of</strong> plagiarism via an exhibition<strong>of</strong> anti-plagiarism posters and informationleaflets in <strong>the</strong> foyer <strong>of</strong> <strong>the</strong> FlippieGroenewoud Building.Dr Brokensha said: "Students werenot passive visitors to <strong>the</strong> exhibition.For starters, <strong>the</strong> anti-plagiarism posterson display were designed by Humanitiesstudents in 2006. A competitionalso took place during which all studentswere invited to SMS an anti-plagiarismslogan to a cell-phone number.The best slogans were announced andprize winners were awarded R1 000,R750, and R500, respectively."The awareness-raising week did notend <strong>the</strong>re. An evaluation <strong>of</strong> <strong>the</strong> impact<strong>of</strong> <strong>the</strong> campaign took place in <strong>the</strong> form<strong>of</strong> short questions to students.She said: "In 2008, <strong>the</strong> Quality AssuranceCommittee intends organisingworkshops at which students will begiven strategies on how to avoid committingplagiarism and lecturers will beassisted to guide students.“Through <strong>the</strong>se kinds <strong>of</strong> ongoinginitiatives, <strong>the</strong> Faculty <strong>of</strong> <strong>the</strong> Humanitieshopes to sensitise learners andstaff to <strong>the</strong> necessity <strong>of</strong> academicintegrity."3


Psychology <strong>of</strong> Education takes hands with governmentThe Department <strong>of</strong> Psychology <strong>of</strong>Education in co-operation with <strong>the</strong>Sub-Directorate: Inclusive Education<strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> Department <strong>of</strong> Educationare developing a revised qualification:<strong>the</strong> Advanced Certificate in Educationto equip educators standing infront <strong>of</strong> inclusive classrooms (wherelearners with barriers to learning areincorporated in a normal class) with <strong>the</strong>necessary skills to effectively supportlearners who are experiencing barriers tolearning. IEASA honours two at Student Academic ServicesMr Vernon Collett, Registrar: StudentAcademic Services, andMs Jeanne Niemann, from <strong>the</strong>Division: Student Academic Services(International Office), both receivedawards from <strong>the</strong> International EducationAssociation <strong>of</strong> South Africa (IEASA).Mr Collett received <strong>the</strong> Certificate <strong>of</strong>Honour in support <strong>of</strong> IEASA's goals. Heparticipated in <strong>the</strong> very first meetingthat was convened which supportedinternationalisation at South Africanuniversities. He received this award forhis continuous contributions and support<strong>of</strong> IEASA's aims and goals.Ms Niemann was nominated for <strong>the</strong>award: "Most outstanding internationalstudent support services individual".One <strong>of</strong> <strong>the</strong> reasons she was nominatedfor <strong>the</strong> award was because she sometimesattended to students' needs afterhours. A situation is on record whereMs Niemann arranged for students thatwere in an accident to be transferred toBloemfontein from Kroonstad. For anumber <strong>of</strong> days she frequently visited<strong>the</strong>m, signed for treatment where neededand made follow-up calls to <strong>the</strong> medicalpersonnel to determine <strong>the</strong>ircondition and progress.Ano<strong>the</strong>r incident is recorded whereshe assisted Eritrean students who studiedat <strong>the</strong> <strong>UFS</strong> with financial supportfrom <strong>the</strong>ir government. At some point,<strong>the</strong> Eritrean government stopped <strong>the</strong>irMs Jeanne Niemann and Mr Vernon Collett.financial support and cancelled <strong>the</strong>irstudy permits. Because <strong>of</strong> this, <strong>the</strong> studentswere taken into custody by <strong>the</strong>South African authorities and were preparedto be repatriated to Eritrea. MsNiemann realised that <strong>the</strong> Eritreangovernment could not cancel <strong>the</strong> studypermits because <strong>the</strong>y were issued by<strong>the</strong> South African Department <strong>of</strong> HomeAffairs. She paid for legal support for<strong>the</strong> students and <strong>the</strong>y were released.When Customs wanted to take <strong>the</strong>students into custody for a second timeshe intervened and was taken intocustody herself for "obstruction <strong>of</strong>justice". After some hours she wasreleased.She started a process from her <strong><strong>of</strong>fice</strong>whereby <strong>the</strong> students obtainedcitizenship in Ethiopia and receivedstudy permits as well as financial support.These students have completed<strong>the</strong>ir studies and now are working inEthiopia in <strong>the</strong>ir specialised fields.Qwaqwa staff take part in spring walkPr<strong>of</strong>. Nel receivesgrant from SanpadIn a relaxed mood 76 staff members participated in this year's spring walk on <strong>the</strong> Qwaqwa Campus. Staffwere awarded with prizes and draws sponsored by local businesses in Qwaqwa. A tired, but happy, crowdrequested this fun and healthy occasion to be an annual event.Pr<strong>of</strong>. Philip Nel from <strong>the</strong> DepartmentAfroasiatic Studies,Sign Language and LanguagePractice recently received R500000 in project-funding support from<strong>the</strong> South Africa-Ne<strong>the</strong>rlands Programmeon Alternatives in Development(Sanpad). Sanpad is financedby <strong>the</strong> Ne<strong>the</strong>rlands Ministry <strong>of</strong>Foreign Affairs and funds high-quality,collaborative research conductedby South African researchers inpartnership with researchers in <strong>the</strong>Ne<strong>the</strong>rlands. The title <strong>of</strong> Pr<strong>of</strong>. Nel'sproject is: "Communities in Communion:Religious integration inSouth African sacred places in forming<strong>the</strong> new South African identity".6

Hulle het die Human ComputerInteraction (HCI) International2007-kongres in Beijing, China bygewoon.Aangesien hulle op Loslitdagterugvoer moes gee oor die kongres, isdaar besluit op ’n Chinese-tema.Die personeel in die Ho<strong>of</strong>gebou hetook geensins afgesteek by die loslitdagvieringenie. Annanda Calitz vanKovsie Alumni in die afdeling UV-Bemarking, sê: "Kovsiedag sal voortaan jaarliks gevier word op die eersteVrydag in September. Kenmerkend aan hierdie dag is die dra van die Kovsie-balkie en samekoms van alumniin die omgewing om aangename herinneringe te herleef. By die geleen<strong>the</strong>id was, van links: mee. This may <strong>of</strong>fendpeople if <strong>the</strong>y do not know that it isnot polite to look down uponsomeone when talking to <strong>the</strong>m,according to <strong>the</strong> African culture."He says eye contact is also aproblem to some Africans, as <strong>the</strong>ybelieve that one should not haveeye contact with someone onerespects.Ever wondered why your Africanneighbour suddenly receives somany visitors? Mr Masisi says: "ForAfricans it is imperative to attend<strong>the</strong> funeral <strong>of</strong> a family member orextended family member. A halfhourprayer <strong>of</strong> condolence is heldevery evening from Monday toThursday. Bursaries awarded to 180 studentsThe Department <strong>of</strong> Education awarded180 Fundza Lushaka Bursariesto students in education at <strong>the</strong> <strong>UFS</strong>.The Deputy Minister <strong>of</strong> Education, MrEnver Surty made <strong>the</strong> awards during afunction held on <strong>the</strong> Main Campus.The Fundza Lushaka Bursary Programmeis a multi-year programme thatpromotes teaching in public schools. Thebursaries, valued at R40 000 each, enablestudents to complete a full teachingqualification in an area <strong>of</strong> national priority."The programme was implemented inrecognition and acknowledgement <strong>of</strong> <strong>the</strong>educators in South Africa. All <strong>of</strong> you sittinghere today should regard yourselves asnation builders as you will be helping tobuild communities and a caring society.Therefore it is imperative that you must becommitted to teaching and have an interestin working with young people whentaking up this bursary," said Mr Surty.Mr Surty said <strong>the</strong> skills required forteachers <strong>of</strong> today are much different thanin <strong>the</strong> past. According to him, <strong>the</strong> nationalpriority areas include among o<strong>the</strong>rs Africanlanguages, English, ma<strong>the</strong>matics, naturalsciences and information and computerapplication technology. Although <strong>the</strong>bursary programme is non-racial, specialattention was given to <strong>the</strong> awarding <strong>of</strong> <strong>the</strong>bursaries to women. At <strong>the</strong> <strong>UFS</strong> 58% <strong>of</strong><strong>the</strong> bursars are female students, while58% are black and 42% white students.Pr<strong>of</strong>. Frederick Fourie, Rector andVice-Chancellor <strong>of</strong> <strong>the</strong> <strong>UFS</strong>, said <strong>the</strong>institution was concerned about <strong>the</strong> smallnumber <strong>of</strong> students who showed interestin education a while ago. Magda Fourie, voorheen verbondeaan die UV as Viserektor:Akademiese Beplanning, en nouViserektor: Onderrig aan die Universiteitvan Stellenbosch, het met Dumela geselsen ’n terugblik gegee oor haar loopbaan,die uitdagings waarvoor sy te staan gekomhet en ook van die hoogtepunte watsy beleef het."My loopbaan by die UV het al in 1975begin toe ek (nadat ek my B.A. en HODvoltooi het) aangestel is as akademieseassistent by die Navorsingseenheid virOnderwysbeplanning (NEOB) wat toe pasdeur pr<strong>of</strong>. Dudley Vermaak gestig is. Ditwas wonderlike ondervinding, want pr<strong>of</strong>.Vermaak en NEOB het baanbrekerswerkin onderwysbeplanning gedoen. Na ’nklompie jare by Vista Universiteit, het ek in1998 weer by die UV aangesluit as hoëronderwysnavorserby die Navorsingeenheidvir Hoër Onderwys," sê pr<strong>of</strong>. Fourie.Van navorser het sy gevorder tot adjunk-direkteurvan die Strategiese Diens,en daarna direkteur van die Sentrum virHoëronderwysstudies en -ontwikkeling. In2002 het die destydse Viserektor: Akademieshaar as akademiese adviseur aangestel,en in 2004 het sy die eerste Viserektor:Akademiese Beplanning aan dieUV geword. "Dié pos was ’n groot uitdaging,aangesien die portefeulje nie vantevorebestaan het nie, en ek dus nie ’nvoorganger gehad het by wie ek kon leernie," sê sy.Oor ander uitdagings sê sy: "Die ontwikkelingen vestiging van ’n Prestasiebestuurstelsel,en die oorname van eDegree-aktiwiteitewas twee baie moeilikeprojekte waarby ek betrokke was, ons hetletterlik jare lank met hierdie twee projektegestoei!"Die institusionele oudit van 2006 was’n reusetaak, maar een wat ek oortuig isPr<strong>of</strong>. Volgens pr<strong>of</strong>.Fourie maak hierdie mense ’n groot verskilin die ontwikkeling en vernuwing vanonderrigleer in die verskillende fakulteite.’n Verdere hoogtepunt in haar loopbaanwas die integrasie van bestuursinligting,institusionele navorsing, beplanningen monitering (gehalteversekering) indie werksaamhede van die Beplanningseenheid.Met trots noem sy dat die UV-Beplanningseenheid nasionaal as 'benchmark'gesien word vir die organisering vanhierdie funksies.Te midde van al die hoogtepunte enuitdagings wat sy aan die UV ervaar hetsal sy tog eendag aan haar kleinkinderswil vertel dat die UV, met betrekking totdie hantering van diversiteit, vir baie anderinstellings as voorbeeld kan dien en datdiversiteit nie net geakkommodeer wordnie, maar gevier kan word. "Die feit dat dieUV diversiteit sien as ’n bate en nie ’nprobleem nie, maak dit ’n trotse voorbeeldvan ’n ware Suid-Afrikaanse universiteit,"sê sy.Dit wat belangrik is vir pr<strong>of</strong>. Fourie,mag moontlik gesien word as haar resepvir sukses. "Die mens is geskape met ’nwonderlike kapasiteit om te kan groei ente ontwikkel; vir my is dit baie belangrikom nie te stagneer in my eie ontwikkelingnie. Ek glo dat God vir elkeen van ons ’nunieke rol en opdrag in die lewe het, endat ons vir sover dit moontlik is binne onseie beperkinge en tekortkominge, daarnamoet streef om daardie opdrag te verstaanen so goed as moontlik te vervul."Aan die Stellenbosch Universiteit vindpr<strong>of</strong>. Fourie haar tans in ’n nuwe werksomgewingmet nuwe uitdagings. "Ek dinkvir Stellenbosch Universiteit lê daar groottransformasie-uitdagings voor. Ek hoopdat ek ’n bydrae in die verband kan maaken dat ek die ervaring van hoëronderwystransformasiewat ek die afgelope 20 jaaropgedoen het, daar kan gebruik."Stellenbosch met sy mooi natuurskoonsal ook aan pr<strong>of</strong>. Fourie die geleen<strong>the</strong>idgun om haar groot liefde vir dienatuur en buitelewe uit te leef. Sy sê:"Vroeër het ons gereeld 4X4 gery, gekampeeren die hele Suider-Afrika verken. DieOkavango-delta in Botswana en Sossusvleiin Namibië is van my gunstelingplekke.Die UV het vir my ’n wonderlike kameraas afskeidsgeskenk gegee, en ek kannie wag om al die mooi plekke in Stellenboschte verken nie!"Verder is sy lief vir ’n verskeidenheidvan musiek en ook verslaaf aan lees. "Mygrootste vrees is dat ek iewers gestrandsal wees sonder leesst<strong>of</strong>; so ek neem oralwaar ek gaan ’n vrag boeke <strong>of</strong> artikelssaam. Wat baie mense ook nie van myweet nie is dat ek mal is oor moordstories!”Pr<strong>of</strong>. Fourie is nie net suksesvolle akademikusen bestuurder nie, maar ook mavan vier: twee dogters en tweelingseuns."Enige ma wat vier tieners oorleef het,moet ’n baie goeie selfbeeld hê! Dan is ekook die trotse ouma van ’n opvreetbaarpragtige kleinseun! " sê sy.Alhoewel sy gereed is vir al die nuweuitdagings en avonture wat Stellenboschhaar bied, sal dié gebore en getoë Vrystatertog die Vrystaters mis. "Vrystaters isbaie besondere, warm en plat-op-die-aardemense. Ek gaan verseker ook die oopvlaktes, wye vergesigte en helder blou lugvan die Vrystaat mis; en natuurlik om ’nCheetah-wedstryd op Vodacompark tegaan kyk!Op ’n meer ernstige noot sê sy: "Soosek ouer word, besef ek al meer dat verhoudingstussen mense baie belangrikeris as take - wat ek wil hê mense by dieUV moet onthou is nie goed wat ek gedoenhet <strong>of</strong> tot stand gebring het nie,maar die verhoudings wat ek met mensedaar opgebou het. In die tyd waarin ekmoes afskeid neem van Kovsies, het ekweer besef hoeveel kosbare vriende ekdaar het. Ek glo daardie vriendskapsbandesal standhoudend wees - ook oorgroot afstande heen."11


'UV-koshuislewe moet toekoms virPr<strong>of</strong>. Frederick Fourie, Rektor en Visiekanselier.Deur Frederick Fourie, Rektor en Visiekanselier, UV.Leierskap en vernuwing van denkeen praktyke ten opsigte van koshuiseis noodsaaklik as die UVvan 'n verdeelde kampuslewe wil wegbeweeg.Sedert die UV-raadsvergaderingvan 8 Junie vanjaar, waar nuwebeleidsriglyne vir diversiteit in koshuiseaanvaar is, is talle menings oor hierdieuiters belangrike en sensitiewe kwessiegepubliseer.Vir die UV en die land is sulke debatvoeringnoodsaaklik en wil ons ditgraag aanmoedig. Ek het elke standpuntnoukeurig gelees en verstaan dieirritasies, die beangs<strong>the</strong>id en die verwagtingewat deur die raadsbesluit geskepis en die verskillende menings watgepubliseer is.Dat die bestuur van diversiteit 'nkomplekse aangeleen<strong>the</strong>id is, word inhierdie debat weerspieël. Ook dat diemense in hierdie land nog worstel metdie nalatenskap van 'n ingewikkeldeverlede.Dit word byvoorbeeld weerspieël inmenings met terme soos "hulle" en"ons", en veralgemenings oor (dikwelsnegatiewe) eienskappe wat aan "hulle"toegedig word. Dit is deel van 'n groterongemaklikheid met mense wat"anders" is.Opponerende standpunte pleit virverdraagsaamheid en aanvaarding. Anderhandel oor vrese van taalverdringing,veral wat Afrikaans betref.Die vraag is <strong>of</strong> ons hier in die Vrystaatregtig wil voortgaan – soos noudie geval is – om 'n samelewing te skepwaar jong mense en die leiers vanmôre in twee parallelle wêrelde leef,een wit, een swart, geskei op grond vantaal, kultuur en ras – sonder ommekaar se wêrelde, denkwyses, drome,teleurstellings, vreugdes en pyn teverstaan. Dit is die werklikheid vankoshuise op die ho<strong>of</strong>kampus van dieUV.As rektor is dit uit 'n breë opvoedkundigeoogpunt vir my ontstellend asek met wit finalejaarstudente in koshuisepraat en hulle sê vir my dat hullenog nie gereed is vir 'n rasgemengdeomgewing nie, terwyl hulle binnemaande in so 'n omgewing sal moetwerk. Net so ontstellend is dit wanneerjong swart leiers geen ervaring het vanvriendskappe en van noue samewerkingmet wit studente nie. Dit laat 'nmens wonder <strong>of</strong> die universiteit nie insy opvoedkundige taak met hierdiestudente misluk het nie.Sonder twyfel speel koshuise 'ndeurslaggewende rol in die vorming vaninwoners se denke en sosiale opvoeding.Koshuislewe het ook 'n sterk impakop die res van die studentelewe opdie kampus. As ons wil wegbeweeg van'n verdeelde kampuslewe, is leierskapen vernuwing van denke en praktyketen opsigte van koshuise noodsaaklik.Oor die afgelope 10 tot 15 jaar hetdie UV sy leierskap in Suid-Afrikaansehoër onderwys getoon deur verskeieinisiatiewe, soos byvoorbeeld die akademieseen navorsingsvernuwing, dietydige instelling van 'n parallelmediumtaalbeleid,ons samelewingsdiensleerbeleiden beslis ook deur die aanstellingvan personeel uit die aangewesegroepe. Sulke leierskap is ook nounodig in die hantering van ons koshuislewe.Dit is deel van ons vordering asuniversiteit wat trots is op sy innovering,sy uitnemendheid en sy billikheid.Vandaar die besluit van die raadvan die UV om integrasie in koshuise tebegin. Hierdie besluit herbevestig eintlik'n beleidsbesluit van tien jaar gelede,naamlik om 'n diversiteitsvlak van 30%in koshuise te bereik. Dit word aanvanklikingevoer by eerstejaars. In diepraktyk beteken dit dat 'n koshuis soosHuis Abraham Fischer, wat 125 ledehet en ongeveer 30 eerstejaars, in2008 ongeveer tien nie-wit studentemoet inneem.Die beleidsriglyne is 'n gebalanseerdemiddeweg tussen die verskeiestandpunte waarna die bestuur geluisterhet in die konsultasieproses wat diebesluit voorafgegaan het. Die UV se uiteindelike antwoordis dat 'n mens nie 'n koshuis as ekwivalentaan 'n woonhuis, die private ruimtevan 'n individu, kan beskou nie.Koshuisstudente is wetlik mondigejong mense wat hul ouerhuis verlaat envrywillig saam met honderde ander studentein 'n verblyfgerief <strong>of</strong> "losieshuis"van 'n openbare instelling tydens hulstudie gaan bly. Die feit dat daardie gerief'n versorgde omgewing is onder diegoeie toesig en beheer van die universiteit,verander nie aan die feit dat dit 'nopenbare verblyfgerief is nie.Maar die UV se nuwe beleidsriglyneeerbiedig wel die onderskeid tussenprivate en openbare ruimtes deur koshuiskamersas private ruimte te erken.Wat ekwivalent kan wees aan 'n woonhuisis die kamer van 'n student in 'nkoshuis. By die keuse van kamermaatssal persoonlike voorkeure dus die deurslaggee.In elk geval moes studente in diehuidige koshuisbedeling ook saam metmedestudente bly wie se gedrag <strong>of</strong> gewoonteshulle aanstoot kon gee – sonderdat hul enige keuse gehad het.(Eintlik is daar ook nie eers veel van 'nkeuse as dit kom by kamermaats in dieeerste jaar nie. Die plasing word gewoonlikdeur die koshuis gedoen.)In die huidige opset is daar dusbesliste elemente van beperkte "vryheidvan assosiasie" en beperkte keusevryheid.In 'n openbare blyplek kan dit niejuis anders nie.Drie jaar gelede het die UV sy honderdstebestaansjaar gevier. Baie hetverander. 'n Universiteit se gedaantebly dus nooit dieselfde nie. In koshuiseen hul tradisies is daar mooi dinge watbehou moet word, maar ook vernederendeen onsmaaklike praktyke watgerus maar kan verdwyn sodat nuwetradisies ontwikkel kan word. Vir dietoekoms van hierdie land met al sydiversiteit is dit noodsaaklik dat swartstudente en swart jong leiers leer omwit studente en wit jong leiers te sienas bates en vennote waarmee die landse uitdagings gepak kan word.Terselfdertyd moet wit studente leer omswart studente en swart jong leiers tesien as vennote waarmee hulle saamdie toekoms kan ingaan.Netwerke en byvoorbeeld toekomstigesakekontakte moet oor rassegrenseheen ontwikkel word op 'n basis vanwedersydse vertroue en kennis vanmekaar – én gedeelde verhale vangoeie studentedae en studentepret watsaam beleef is.Die nalatenskap van ons verlede isdat feitlik alle mense in Suid-Afrika, wit,swart <strong>of</strong> bruin, steeds onvermydelik inrasseterme dink, al is hulle hoe billik <strong>of</strong>oopkop <strong>of</strong> verlig <strong>of</strong> liberaal <strong>of</strong> "tengunste van transformasie" <strong>of</strong> wat ookal. By die jeug is dit dalk minder. Dieuitdaging, veral vir ouers en opvoedkundigeinstellings, is om ons kindersen jong mense – sowel swart as wit –na 'n nie-rassige toekoms te lei waarhulle van hierdie bagasie verlos is.Hulle mag nie wees soos ons"grootmense" (my geslag en die ouergeslag) nie, mag nie so beangs weesoor mense wat "anders" is nie. Andershet hulle nie 'n toekoms saam nie.Dat die oorgang nie maklik gaanwees nie, is 'n feit. Daarom is die bestuurdringend besig om saam met studenteondersteuningsmeganismes teontwerp om verskeie aspekte van dienuwe bedeling en koshuislewe in diealgemeen aan te pak. Dit sluit die taalkwessie,sekuriteit, verkose strukture,gedragskodes, ensovoorts, in. Ek wilgraag aan almal die versekering geedat ons alles in ons vermoë doen ommet groot versigtigheid en omsigtigheidhierdie nuwe bedeling vir ons koshuisete implementeer. Hierin vra ons diesamewerking van almal om polarisasieen die voortsetting van kwetsende vooroordeleen stereotipes teen te werk.Laat ons dus die begrip van naasteliefdewerklik op die Kovsiekampus uitleef,waar die meeste sowel swart aswit studente so sterk in die Christeliketradisie staan.The Council <strong>of</strong> <strong>the</strong> <strong>UFS</strong> took anumber <strong>of</strong> key decisions atits quarterly meeting on 16September 2007.The Council gave <strong>the</strong> greenlight for <strong>the</strong> merger <strong>of</strong> <strong>the</strong> SectionUpgrading <strong>of</strong> Education (School <strong>of</strong>Education) and Research Institutefor Education Planning (RIEP) tocreate a single unit for educationdevelopment. The qualificationsand courses currently <strong>of</strong>fered by<strong>the</strong>se two units will henceforth be<strong>of</strong>fered by <strong>the</strong> newly formed unit.The new unit will be known as <strong>the</strong>Centre for Education Development.Under this new dispensation,amongst o<strong>the</strong>rs, <strong>the</strong> functions <strong>of</strong><strong>the</strong> unit will be extended to includeo<strong>the</strong>r in-service training <strong>of</strong> teachersand empowering courses andqualifications as well. Some <strong>of</strong> <strong>the</strong>existing RIEP courses will be convertedinto credit-bearing shortcourses in more learning areasthan are presently available. Thefocus will also be on <strong>of</strong>fering shortcourses as <strong>the</strong> need may arise.Research will become a prominentfunction <strong>of</strong> this new unit.The Council has also approved<strong>the</strong> reinstatement <strong>of</strong> <strong>the</strong> Department<strong>of</strong> Genetics as a stand-alonedepartment. Currently Genetics is asub-discipline <strong>of</strong> Plant Sciences. Itsreinstatement as an independentdepartment will have several advantagesfor <strong>the</strong> Faculty <strong>of</strong> Naturaland Agricultural Sciences, as wellas <strong>the</strong> university, namely:• with its own identity, Genetics asa subject will attract more students,through which <strong>the</strong> <strong>UFS</strong> will be ableto get more subsidies.• <strong>postgraduate</strong> students who leave<strong>the</strong> university will have an incentiveto stay.• researchers in Animal Geneticsand Behavioural Genetics will beable to fulfill <strong>the</strong>ir full role.• service delivery to <strong>the</strong> industrywill result in <strong>the</strong> generation <strong>of</strong> thirdstreamincome.13

The conferencebrought toge<strong>the</strong>r key role-playersfrom <strong>the</strong> South African governmentas well as crucial internationalnon-governmental organisations in<strong>the</strong> region.Every year thousands <strong>of</strong> childrenand adults become victims <strong>of</strong> traffickingand abuse in South Africaand throughout <strong>the</strong> sou<strong>the</strong>rn Africanregion. Students in politics learn about community serviceThis year, for <strong>the</strong> first time, a communityservice learning componentwas presented as part <strong>of</strong> <strong>the</strong>module in Political Transformation andManagement in <strong>the</strong> Programme in Governanceand Political Transformation.It provided students from this master'sdegree <strong>the</strong> opportunity to engage incommunity service learning activities.The community's needs, problemsand disputes were identified and discussedduring workshops organised by<strong>the</strong> students. En weliswaar is dit indie verlede nie heeltemal lukraak en opdie gevoel af gedoen nie. Maar nou isdaar 'n sisteem in plek wat bestuurdersin staat stel om hulle optrede met groterobjektiwiteit te motiveer.Uiteraard is 'n sisteem net so goedsoos die mense wat dit bedryf. Dit helpnie daar is iets beskikbaar maar dit wordnie behoorlik bestuur nie. Want ook dieprestasiebestuurstelsel moet bestuurword. Maar ten minste het dit diepotensiaal om met groter objektiwiteit enbillikheid mense na waarde te skat enhulle vermoëns tot hulle reg te laat kom.Alle eer aan dr. Huysamen en mnr.Geyer wat met groot geduld en oortuigingons deur die oefening geneem het.Dit kan nie maklik wees om mense telaat inkoop by 'n stelsel waarvan hullenie (aanvanklik) oortuig is dat dit waardetoevoeg tot hulle reeds besigebestaan nie.” skryf pr<strong>of</strong>. Met die noodsaakvan prestasie is daar nie fout te vindnie. Maar hoe meet jy verseker dat ditnie oppervlakkig, niksseggend enonbillik raak nie? Trouens, kan die soortprestasie wat van personeel in 'nakademiese opset verlang word,hoegenaamd sinvol gemeet word? Enin elk geval het ons al die jare goedreggekom. Ons weet wat ons aanmekaar het, wat mekaar se sterk enswak punte is.Maar soos wat dr. RenaldeHuysamen, Ho<strong>of</strong>: Prestasiebestuur enpersoneel by SHOSO, ons touwys gemaakhet met die vereenvoudigde sisteemvan prestasiebestuur, het dit algaandetot ons deurgedring dat ons diesisteem tot ons eie voordeel kan gebruik.Uiteraard sal daar altyd manierewees om die skuiwergate in 'n sisteemuit te buit. Tog bied hierdie stelsel diegeleen<strong>the</strong>id om dit wat jy in elk gevaldoen, te formaliseer en op papier te sit.En so word dit vir bestuurders (soosdekane en departementsho<strong>of</strong>de) maklikerom met groter objektiwiteit die di-verse take en verantwoordelikhede, asookdie uiteenlopende gawes en talentevan personeel onder oë te kry en te bestuur.Want dit is waaroor dit onder anderegaan in prestasiebestuur, om metgroter objektiwiteit en effektiwiteit 'neenheid, departement <strong>of</strong> fakulteit sesterk punte te mobiliseer, knelpunte teidentifiseer en swak punte uit te skakel<strong>of</strong> te ontwikkel.En vir die personeel self word dieproses van hulle eie beoordeling ookdeursigtiger.
