Sustaining change01and transformationIn early February 2005, a magnificentfireworks display brought <strong>the</strong> <strong>University</strong><strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong>’s memorableyear-long centenary celebrationsto a close. It seemed almost symbolic <strong>of</strong>yet ano<strong>the</strong>r historic moment — <strong>the</strong> start<strong>of</strong> a new and fourth phase <strong>of</strong> transformationfor <strong>the</strong> UFS, announced just twodays previously by <strong>the</strong> Rector and Vice-Chancellor, Pr<strong>of</strong>. Frederick Fourie, inhis <strong>of</strong>ficial opening address on 4February.“A year ago we undertook a historicjourney from Grey College to <strong>the</strong> MainBuilding <strong>of</strong> our <strong>University</strong>, symbolising<strong>the</strong> 100-year journey from our past to <strong>the</strong>present. But <strong>the</strong> journey is still continuingand always will — because we mustalways strive for something better,”Pr<strong>of</strong>. Fourie said, picking up <strong>the</strong> <strong>the</strong>me<strong>of</strong> continuity and change which he hadintroduced in 2003 when he assumed <strong>the</strong>vice-chancellorship.In 2004 he argued that <strong>the</strong> UFS mustfocus on going from “good to great”,and that it must firm up its foundationsto become a great, robust university. Hedefined robustness as being strong andvibrant, vigorous, able to withstandshocks, competition, and turbulent andtough times. Now, one year later, he reiteratedthat robustness in a fast-changingworld requires <strong>the</strong> adoption <strong>of</strong> a continualchange mode, being agile and fastmoving,innovative and pre-emptive.This means nothing less than continualtransformation. Transformation is aprocess <strong>of</strong> continual and persistent‘The UFS’sjourneycontinues,and alwayswill.’3

As applied to <strong>the</strong> UFS, itmeans, firstly, becoming a truly SouthAfrican university <strong>of</strong> excellence, equityand innovation; and, secondly, becominga high-quality, equitable, non-racial,non-sexist, multicultural, multilingualuniversity and place <strong>of</strong> scholarship —for South Africa and Africa.This definition <strong>of</strong> transformationcovers many dimensions and aspects <strong>of</strong>a university, including academic focusand practice, institutional culture, staffand student affairs, financial matters,community engagement, governanceand management, and more.The UFS has achieved much in terms<strong>of</strong> transformation, and is recognised as aleader in transformation in South Africa.At least three phases can be distinguishedin its transformation history.The first transformation phase tookplace in <strong>the</strong> 1990s with <strong>the</strong> introduction<strong>of</strong> parallel-medium teaching, majorchanges in <strong>the</strong> student demography and<strong>the</strong> first appointments <strong>of</strong> senior blackmanagers.The second phase, starting in <strong>the</strong> late1990s, encompassed academic andresearch revitalisation in tandem with<strong>the</strong> Financial Turnaround Strategy,growth in student numbers, continuedchange in <strong>the</strong> student pr<strong>of</strong>ile and studentleadership structures, appointment<strong>of</strong> staff from <strong>the</strong> designated groups,more inclusive management structures,and changes in <strong>the</strong> institutional culture.The third phase was characterised by<strong>the</strong> incorporation <strong>of</strong> <strong>the</strong> Qwaqwa andVista Bloemfontein campuses in 2003and 2004, significant changes in staffcomposition in academic and supportservice departments, accompanied by<strong>the</strong> regular appointment <strong>of</strong> senior blackand female managers, fur<strong>the</strong>r changes ininstitutional culture, and a pioneeringapproach to community service learningand research.Said Pr<strong>of</strong>. Fourie: “The UFS has handled<strong>the</strong> first phases <strong>of</strong> transformation withdistinction, commitment and responsibility.It has shown remarkable maturityand robustness. But much more needs tobe done.“My conviction is that, for <strong>the</strong> UFS tocontinue on its chosen path <strong>of</strong> excellence,equity and innovation, <strong>of</strong> becominga great and robust university, it mustcontinue to change, whilst all <strong>the</strong> timeremaining true to its intrinsic nature as auniversity and place <strong>of</strong> scholarship.Continued relevance and excellencerequire continuing adjustment to changingcircumstances.”The need for sustaining changecomes from several fronts. The internationalhigher education environmentand landscape are changing as fast asever, and <strong>the</strong> UFS has to continue toadapt to that. The need for universitiesto adopt entrepreneurial and innovativeapproaches to survive as strong centres<strong>of</strong> scholarship, has not diminished.The new national higher educatonlandscape has changed in many ways,and will continue to change. This presentsnew challenges and opportunities.Financial constraints by government willhamper <strong>the</strong> development <strong>of</strong> universitiesthat have failed to become financiallymore independent. Expectations in political,community and business circles arethat universities should continue tochange and transform — and at a fasterpace. There is increasing impatiencewith <strong>the</strong> pace <strong>of</strong> transformation at universities.“We must <strong>the</strong>refore continue totransform and re-engineer <strong>the</strong> UFS into ahighly proactive form. We must cultivatean ingrained habit <strong>of</strong> change andBold stepsare necessaryto take<strong>the</strong> UFS toa newphase.5

Fourie said.The need for a next phase <strong>of</strong> transformationto maintain <strong>the</strong> momentum hadbecome imperative. Pr<strong>of</strong>. Fourie said:“We have reached a historic moment in<strong>the</strong> life <strong>of</strong> <strong>the</strong> UFS where innovativethinking and bold steps are yet againnecessary, because failure is not anoption.” To initiate <strong>the</strong> next transformationphase, two vice-rectors wereappointed to co-ordinate <strong>the</strong> formation<strong>of</strong> a transformation plan task team. Itwas set <strong>the</strong> task <strong>of</strong> compiling a coherentand comprehensive transformation planin consultation with staff, students,alumni and o<strong>the</strong>r stakeholders.The UFS’s strategic priorities (qualityand excellence; equity, diversity andredress; financial sustainability; regionalcooperation and engagement; and nationaland international outward thrust)were thoroughly informed by <strong>the</strong> ongoingtransformation process in 2005. Likewise,<strong>the</strong> transformation process wasinformed by <strong>the</strong> strategic priorities, sinceexemplary transformation must be integratedwith sound strategic and operationalmanagement <strong>of</strong> <strong>the</strong> university.The way in which this was accomplishedis detailed in <strong>the</strong> chapters that follow.The Board Room in <strong>the</strong> Main Building also has avideo-conference link with <strong>the</strong> Qwaqwa Campus.6

Pandor visits UFSMs Naledi Pandor, <strong>the</strong> Minister <strong>of</strong> Education, paid her first visit to <strong>the</strong> UFSin April 2005 and commended <strong>the</strong> <strong>University</strong> for its plans to embark on anext phase <strong>of</strong> transformation. Ms Pandor endorsed <strong>the</strong> Vice-Chancellor’sview that it was important to understand <strong>the</strong> dimensions <strong>of</strong> transformation,and challenged staff and students to commit <strong>the</strong>mselves to making <strong>the</strong> UFSan experimental South African university where diversity and non-racialismcan be shown to work.9

Transformation for03academic excellenceThe <strong>University</strong>’s continuous questfor quality and excellence permeatesall <strong>the</strong> academic core functions,namely teaching and learning,research and its community engagement.Transformation as <strong>the</strong> overall frameworkalso highlights new dimensions <strong>of</strong>quality and excellence, such as <strong>the</strong> relevanceand engagement <strong>of</strong> research, anincreased South African and Africanfocus in academic programmes, andinnovation in teaching and learning toenhance students’ insight and academicperformance.An engaged universityIn 2005 <strong>the</strong> concept <strong>of</strong> an engaged universityprovided <strong>the</strong> broader context withinwhich <strong>the</strong> UFS pursued academic excellenceand robustness. A clearer Africanorientation became evident in research,academic programmes and conferencepapers, amongst o<strong>the</strong>rs.The <strong>of</strong>ficial opening <strong>of</strong> <strong>the</strong> multidisciplinaryCentre for Plant Health Management(CePHMa) in October 2005positioned <strong>the</strong> Faculty <strong>of</strong> Natural andAgricultural Sciences as a leader in <strong>the</strong>field <strong>of</strong> crop development in Africa.CePHMa is <strong>the</strong> only centre <strong>of</strong> its kind on<strong>the</strong> continent and was established toextend <strong>the</strong> expertise in plant health managementin South Africa and in Africa, totrain experts in plant health and to conductmultidisciplinary research about<strong>the</strong> health <strong>of</strong> agricultural crops.A growingSouth Africanand Africanorientation isevident inresearch andteaching.11


all <strong>the</strong> SADC countries, as well as Kenyaand Ethiopia and even from Europe.At <strong>the</strong> launch <strong>of</strong> <strong>the</strong> new Centre for Plant Health Management (CePHMa) were, from <strong>the</strong> left:Mr John Purchase (General Manager: Grain SA), Pr<strong>of</strong>. Zakkie Pretorius (Chairperson:Department <strong>of</strong> Plant Sciences at <strong>the</strong> UFS) and Pr<strong>of</strong>. Wijnand Swart (Chairperson <strong>of</strong> CePHMa).CePHMa, an initiative <strong>of</strong> <strong>the</strong> Department<strong>of</strong> Plant Sciences, joins toge<strong>the</strong>r tendisciplines, all <strong>of</strong> <strong>the</strong>m relevant to cropproduction and crop protection. Its leadershiprole in African crop developmentis evident in its management <strong>of</strong> threeresearch programmes which concentrateon new crops. These are <strong>the</strong> New CropPathology Programme, <strong>the</strong> New CropDevelopment Programme, and Insectson New Crops Programme. It is also reflectedin <strong>the</strong> fact that many <strong>of</strong> its studentsare from Ethiopia, Eritrea, Malawi,Uganda, Zambia, Ghana, Tanzania, Cameroon,Angola, Mozambique and Lesotho.The Centre for Sustainable Agriculture,which has been <strong>of</strong>fering a multidisciplinary,part-time master’s programmefor <strong>the</strong> past 14 years, developednew modules in focus areas such as sustainableplant and animal productionsystems, agribusiness management,rural development and marketing toaddress <strong>the</strong> needs <strong>of</strong> its students morecomprehensively. The new format led tomore students registering, mainly fromAfrica is constantly ravaged by majordisasters. Drought, plagues, floods, famineand Aids have cost millions <strong>of</strong> livesin <strong>the</strong> past decade. Since disasters do notrespect international borders, bettercooperation within SADC and <strong>the</strong> rest <strong>of</strong>Africa is needed to address <strong>the</strong> issue.The UFS is <strong>the</strong> only institution in Africathat <strong>of</strong>fers a postgraduate qualificationwhich focuses on disaster risk management.Close to 20 students from SADCcountries enrolled for <strong>the</strong> programme,which is <strong>of</strong>fered by <strong>the</strong> Disaster ManagementTraining and Education Programmefor Africa (DiMTEC).In <strong>the</strong> light <strong>of</strong> <strong>the</strong> importance <strong>of</strong> <strong>the</strong>Faculty <strong>of</strong> Economic and ManagementSciences to <strong>the</strong> private and public sectors,high-level inputs by <strong>the</strong> country’sbusiness leaders and opinion-makers arecrucial for <strong>the</strong> development <strong>of</strong> students.Among those who presented guest lectureswere prominent South Africanssuch as Messrs Tito Mboweni (Governor<strong>of</strong> <strong>the</strong> SA Reserve Bank), Sizwe Nxasana(Executive Head <strong>of</strong> FirstRand Bank),Zingile Dingani (Secretary to Parliament),Winston Mosiako (ExecutiveHead <strong>of</strong> Lechabile Technology) and DrMat<strong>the</strong>ws Phosa (ANC executive member),as well as Ms Maria Ramos (GroupChief Executive <strong>of</strong> Transnet).The challenges facing <strong>the</strong> SouthAfrican community featured prominentlyin conference papers. At <strong>the</strong> conference<strong>of</strong> <strong>the</strong> Economic Society <strong>of</strong> SouthAfrica, <strong>the</strong> Department <strong>of</strong> Economicscovered topics such as <strong>the</strong> influence <strong>of</strong>antiretroviral treatment on <strong>the</strong> quality <strong>of</strong>life <strong>of</strong> patients, economic growth inAfrica, internal migration in SouthAfrica and minimum wages for domesticworkers. The Unit for Leadership Stu-12


dies launched research projects on varioustopics, including leadership behaviourin a cross-cultural work environmentin <strong>the</strong> South African NationalDefence Force and an evaluation <strong>of</strong> <strong>the</strong>human-resource function within <strong>the</strong>Mangaung Municipality.Oral history can play an importantrole in <strong>the</strong> collection <strong>of</strong> historical evidencein Africa, since it serves as ameans <strong>of</strong> transmitting and preserving<strong>the</strong> voices <strong>of</strong> those who have not beenheard in conventional written sources.Dr Stephen Semela obtained his doctor-With his paper beyond@ivory.tower -From traditional university to engaged university,presented at <strong>the</strong> United NationsConference on Engaging Communities inBrisbane, Pr<strong>of</strong>. Lucius Botes (Centre forDevelopment Support) put a fresh perspectiveon <strong>the</strong> claims regarding <strong>the</strong>involvement <strong>of</strong> universities in society.The Department <strong>of</strong> Drama andTheatre Arts in <strong>the</strong> Faculty <strong>of</strong> <strong>the</strong> Humanitiesstrives to promote indigenouslanguages and culture with <strong>the</strong> development<strong>of</strong> especially Sesotho productions.Particularly noteworthy was <strong>the</strong> multiculturalLivingstone — A river <strong>of</strong> tears andCry <strong>the</strong> beloved country, which were performedat <strong>the</strong> Grahamstown Festival.One <strong>of</strong> <strong>the</strong> many research projects <strong>of</strong><strong>the</strong> Centre for Health Systems Researchand Development comprises longitudinalresearch that documents, monitorsand facilitates <strong>the</strong> roll-out <strong>of</strong> antiretroviralsin <strong>the</strong> <strong>Free</strong> <strong>State</strong>. This project isfunded, among o<strong>the</strong>rs, by <strong>the</strong> InternationalDevelopment Research Centre and<strong>the</strong> Medical Research Council <strong>of</strong> SouthAfrica.The <strong>the</strong>me <strong>of</strong> transformation waselucidated academically by a special edition<strong>of</strong> The International Review <strong>of</strong> <strong>the</strong>Aes<strong>the</strong>tics and Sociology <strong>of</strong> Music (Vol36/1), with Dr Martina Viljoen (Music)as guest editor. In this edition SouthAfrican musicology as a transformingarea was subjected to scrutiny with referenceto critical <strong>the</strong>ory — a first in localmusicology.The Govenor <strong>of</strong> <strong>the</strong> Reserve Bank, Mr Tito Mboweni (left) visited <strong>the</strong> School <strong>of</strong>Management at <strong>the</strong> UFS. With him is Pr<strong>of</strong>. Helena van Zyl, Director <strong>of</strong> <strong>the</strong> School<strong>of</strong> Management, and Pr<strong>of</strong>. Strategiesealliansies plaasDepartementChemie aandie voorpuntin Afrika.ate in History on The Namoha Battle,Qwaqwa (1950): a case study on <strong>the</strong> significance<strong>of</strong> oral history, in which he encourageshistory researchers to complementwritten records with oral research tointegrate personal experiences and eyewitnessresponses.Because <strong>of</strong> <strong>the</strong> privileged location <strong>of</strong><strong>the</strong> Faculty <strong>of</strong> Law in <strong>the</strong> judicial capital<strong>of</strong> South Africa, some <strong>of</strong> <strong>the</strong> country’smost senior jurists are involved in <strong>the</strong>training <strong>of</strong> students to ensure that <strong>the</strong>yreceive a thorough grounding in legal<strong>the</strong>ory, as well as a sound practical foundation.Among <strong>the</strong>m are Appeal JudgesJ.J.F. (Joos) Hefer, L. (Lex) Mpati, F.D.J.(Fritz) Brand (appointed in 2005) andI.G. Farlam. The UFS is nurturing its young researchers. Attending a function to honour some <strong>of</strong><strong>the</strong>m, were, from <strong>the</strong> left: Mrs Annelize Venter (researcher at <strong>the</strong> UFS ResearchDevelopment Directorate and co-ordinator <strong>of</strong> <strong>the</strong> Thuthuka Programme), Pr<strong>of</strong>.Jonathan Jansen (Dean <strong>of</strong> Education at <strong>the</strong> <strong>University</strong> <strong>of</strong> Pretoria and guest speakerat <strong>the</strong> function), Pr<strong>of</strong>. Frans Swanepoel (Director: Research Development at <strong>the</strong>UFS), Ms Pravani Naidoo and Mr Edwin du Plessis (lecturers in <strong>the</strong> Department <strong>of</strong>Psycology who will take part in <strong>the</strong> Thuthuka Programme in 2007).Increasing <strong>the</strong> pool <strong>of</strong>researchersResearch funding increased significantlyduring 2005. The university’s NationalResearch Foundation (NRF) allocationrose by 57% from R7,7 million in 2004 tomore than R10 million in 2005 — <strong>the</strong>highest in history. Central researchfunds allocated, grew by 13,2% fromR10,8 million in 2004 to R12,2 million in2005.While <strong>the</strong> number <strong>of</strong> NRF-ratedresearchers at <strong>the</strong> university showed asteady increase up to 2004, <strong>the</strong>ir numbersdropped from 77 to 73 in 2005.However, <strong>the</strong> UFS is still ranked fourthoverall in a list ranking <strong>the</strong> top 20 highereducation institutions in South Africaaccording to proportion <strong>of</strong> staff with avalid NRF rating (published in The NRFEvaluation and Rating System: Facts andFigures 2005). According to <strong>the</strong>se findings,14,5% <strong>of</strong> academic staff at <strong>the</strong> UFSwere rated researchers.Two B-rated researchers, Pr<strong>of</strong>. AndréRoodt (Chemistry) and Pr<strong>of</strong>. Hugh Pat-terton (Microbial, Biochemical and FoodBiotechnology) joined <strong>the</strong> ranks <strong>of</strong> <strong>the</strong>UFS, pushing <strong>the</strong> number <strong>of</strong> internationallyacclaimed UFS researchers up fromnine in 2004 to eleven. Pr<strong>of</strong>. Pieter Verster(Missiology) became <strong>the</strong> first facultymember <strong>of</strong> Theology to obtain a C rating(as an established researcher), wherenumbers are down from 58 to 52. Dr CeliaHugo (Microbial, Biochemical and FoodBiotechnology), formerly a Y-rated researcher,obtained a C rating. The L-ratedresearchers remained constant at one.The majority <strong>of</strong> top researchers atmost universities in South Africa arewhite males <strong>of</strong> over 50. This trend is reflectedat <strong>the</strong> UFS, where some will beretiring within <strong>the</strong> next five years. It is<strong>the</strong>refore reassuring that a number <strong>of</strong>promising young researchers seem eagerto establish <strong>the</strong>mselves as recognised researchers.Two <strong>of</strong> <strong>the</strong>m, Dr Gustav Visser(Geography) and Pr<strong>of</strong>. Frikkie Booysen(Economics), received Y ratings.As part <strong>of</strong> <strong>the</strong> university’s researchstrategy, a strong emphasis is placed on<strong>the</strong> development <strong>of</strong> <strong>the</strong> pool <strong>of</strong> youngresearchers, especially promising researchersfrom designated groups. TheUFS participates in <strong>the</strong> Thuthuka Programme,<strong>the</strong> NRF initiative which aimsto develop <strong>the</strong> individual capacity <strong>of</strong>women and black researchers. The number<strong>of</strong> grantholders at <strong>the</strong> UFS rose impressivelyfrom 5 in 2003 to 19 in 2005.The Thuthuka Programme allocationrose more than sixfold from less thanR300 000 in 2003 to more than R2 millionin 2005.Despite <strong>the</strong> disproportionately highnumber <strong>of</strong> junior and contract staff on<strong>the</strong> Qwaqwa Campus, reasonable researchoutputs were produced. A number<strong>of</strong> academic staff published in peerreview accredited journals and present-18


ed papers at national and internationalconferences.In ano<strong>the</strong>r initiative to prepare <strong>the</strong>next generation <strong>of</strong> academic staff for allits campuses, <strong>the</strong> UFS established <strong>the</strong>Graduate Mentoring Project in 2001with funds from <strong>the</strong> Andrew W. MellonFoundation and Atlantic Philanthropies.A total <strong>of</strong> 26 students from designatedgroups have gained entrance into <strong>the</strong>programme, with <strong>the</strong> last intake takingplace in 2004. In 2005 ano<strong>the</strong>r twoMellon fellows joined <strong>the</strong> faculty ranksat Natural and Agricultural Sciences.Some faculties launched special initiativesto promote a research culture.The research committee <strong>of</strong> <strong>the</strong> Faculty <strong>of</strong>Economic and Management Sciences, forinstance, instituted a Research Day atwhich lecturers presented <strong>the</strong> papers <strong>the</strong>yhad read at national and internationalconferences during 2005. With a view toresearch capacity building and empower-For years nanotechnologists have been searching for lubricants that are light enoughand suitable for use in humans to enable <strong>the</strong>ir tiny robots to move through <strong>the</strong> humanbody. While working on his M.Sc. study on yeast, Mr Olihile Sebolai, a student at <strong>the</strong>Department <strong>of</strong> Microbial, Biochemical and Food Biotechnology, discovered a yeast whichproduces what his study leader, Pr<strong>of</strong>. Lodewyk Kock, calls a cascade <strong>of</strong> lubricants thathold <strong>the</strong> promise <strong>of</strong> doing just that. The man-made nanorobots are used to perform tasksin places that are invisible to <strong>the</strong> naked eye and could one day be used, among o<strong>the</strong>rs,to clean up human arteries. Mr Sebolai’s dissertation on <strong>the</strong> yeast genus SaccharomycopsisSchionning was published in <strong>the</strong> US journal Prostaglandins and O<strong>the</strong>r LipidMediators. Apart from obtaining his M.Sc. cum laude, Mr Sebolai was awarded six prestigiousprizes during <strong>the</strong> April graduation ceremony. Thereport found that, although strong elements<strong>of</strong> a research culture have takenroot, <strong>the</strong> research culture <strong>of</strong> <strong>the</strong> universityis not institution-wide at present.While fairly well established in somedepartments, in o<strong>the</strong>rs it still is embryonicor non-existent.A research culture is generally characterisedby a climate <strong>of</strong> intellectual and creativeenquiry, where research is part <strong>of</strong><strong>the</strong> daily agenda <strong>of</strong> most academic staff.As is <strong>the</strong> case at most universities, mostUFS researchers find that <strong>the</strong> lack <strong>of</strong> timedue to <strong>the</strong>ir lecturing load is a serioushindrance to <strong>the</strong> quality and quantity <strong>of</strong>research. At <strong>the</strong> UFS this is exacerbated by<strong>the</strong> parallel-medium teaching policy.In 2005 <strong>the</strong> DRD took fur<strong>the</strong>r steps toimprove <strong>the</strong> management quality <strong>of</strong>research development by introducing anelectronic research infrastructure.The research information managementsystem, <strong>University</strong> Office, a windows-based,dynamic input system thatrecords data in an interpretive way forresearch information management purposesand includes complete monitoring,evaluating and strategic managementcapabilities, has been operationalised.The system dramatically reducestime required to acquire up-to-date, accurateand applicable information. Dominant at conferencesQuite a number <strong>of</strong> individual departmentsdistinguished <strong>the</strong>mselves by <strong>the</strong>sheer amount <strong>of</strong> papers read at conferences.In <strong>the</strong> Faculty <strong>of</strong> Economic andManagement Sciences 40 refereed paperswere read at national congressesand 27 at international conferences.The papers presented nationallymainly dealt with <strong>the</strong> challenges facing<strong>the</strong> South African community. The Department<strong>of</strong> Economics presented n<strong>of</strong>ewer than 20 papers at <strong>the</strong> biennial congress<strong>of</strong> <strong>the</strong> Economic Society <strong>of</strong> SouthAfrica. The Centre for Accounting, withseven selected papers, put its stamp on<strong>the</strong> conference <strong>of</strong> <strong>the</strong> South African AccountingSociety. Particularly gratifyingwas <strong>the</strong> fact that younger lecturers wereamong those reporting research results.Internationally, lecturers from <strong>the</strong>Department <strong>of</strong> Public Management presentedsix papers at <strong>the</strong> annual conference<strong>of</strong> <strong>the</strong> International Association <strong>of</strong>Schools and Institutes <strong>of</strong> Administrationin Italy. Bridging <strong>the</strong> gap with04<strong>the</strong> communityCentral to <strong>the</strong> university’s priority<strong>of</strong> regional cooperation and engagementis <strong>the</strong> integration <strong>of</strong><strong>the</strong> Qwaqwa and Vista BloemfonteinCampuses as valuable constituent parts<strong>of</strong> <strong>the</strong> UFS, and <strong>the</strong> strategic reconfiguration<strong>of</strong> <strong>the</strong>se two campuses in order that<strong>the</strong> UFS, in conjunction with o<strong>the</strong>r partners,can play a meaningful role inregional engagement and development.A meaningful role for‘new’ campusesIn some circles <strong>the</strong>re has been growingconcern that higher education in SouthAfrica is not doing enough to tackleproblems <strong>of</strong> poverty, extend educationalaccess to historically disadvantagedcommunities, and play a leading role indriving <strong>the</strong> socio-economic development<strong>of</strong> <strong>the</strong> country.Within this context, <strong>the</strong> <strong>Free</strong> <strong>State</strong>Higher Education Consortium (FSHEC)launched a Tri-Campus Project early in2005 to reassess <strong>the</strong> role that three <strong>of</strong> itscampuses should be playing in <strong>the</strong> subregions<strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> in which <strong>the</strong>yare located. FSHEC is a consortiummade up <strong>of</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong><strong>State</strong>, <strong>the</strong> Central <strong>University</strong> <strong>of</strong> Technology(CUT), <strong>the</strong> <strong>Free</strong> <strong>State</strong> School <strong>of</strong>Nursing (FSSON) and <strong>the</strong> <strong>University</strong> <strong>of</strong>South Africa (Unisa).The project has focused on strategicplanning for university campuses in <strong>the</strong><strong>Free</strong> <strong>State</strong> that have been incorporatedQwaqwaand VistaCampusescan playleading rolein socioeconomicdevelopment.31


Vista canbe a modelfor highereducationinstitutions.with <strong>the</strong> UFS and CUT in terms <strong>of</strong> <strong>the</strong>National Plan for Higher Education torestructure higher education in SouthAfrica. The Qwaqwa Campus and <strong>the</strong>Bloemfontein Vista Campus were incorporatedwith <strong>the</strong> UFS in January 2003and January 2004 respectively, and <strong>the</strong>Welkom Vista Campus with <strong>the</strong> CUT.Since <strong>the</strong> situation <strong>of</strong> <strong>the</strong> BloemfonteinVista Campus is somewhat differentfrom that <strong>of</strong> <strong>the</strong> o<strong>the</strong>r two, it was decidedto prioritise <strong>the</strong> Qwaqwa andWelkom Campuses. However, <strong>the</strong> proposedplans might well be implementedat Vista Bloemfontein in future andmight <strong>of</strong>fer a model for <strong>the</strong> future development<strong>of</strong> higher education institutions.The research revealed a need torethink completely what we understandhigher education to be and what its functionshould be in <strong>the</strong> South African context<strong>of</strong> high levels <strong>of</strong> poverty. It hasbecome apparent that higher educationneeds to play a significantly more proactiverole in supporting local socio-economicdevelopment, and linking this tobroader national processes <strong>of</strong> economicgrowth and job creation. It also becomescritical to locate higher education activitiesmore strongly within integratededucational systems that serve <strong>the</strong>broader post-secondary needs <strong>of</strong> specificareas, while engaging more carefullywith <strong>the</strong> challenge <strong>of</strong> providing routesfor marginalised school learners into fur<strong>the</strong>reducation and training and highereducation.Analyses <strong>of</strong> <strong>the</strong> campuses show that,while <strong>the</strong>y have made progress sinceincorporation, both remain unsustainablein <strong>the</strong> long term.The overall vision <strong>of</strong> <strong>the</strong> Tri-CampusProject is to reconfigure <strong>the</strong> Qwaqwaand Welkom Campuses to form part <strong>of</strong>integrated systems <strong>of</strong> educational deliv-ery. The explicit focus will be to createinstitutions that are responsive to <strong>the</strong>country’s fundamental challenge <strong>of</strong>dealing with poverty alleviation in a sustainablemanner. In <strong>the</strong> normal course <strong>of</strong><strong>the</strong>ir studies, students complete communityservice modules, and gain a deeperunderstanding <strong>of</strong> course content and asense <strong>of</strong> civic responsibility.Research conducted by <strong>the</strong> JointEducation Trust (JET) into service-learningcourses at higher education institutionsbetween 2001 and 2004 showedthat <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong><strong>of</strong>fers more service-learning coursesthan any o<strong>the</strong>r institution in <strong>the</strong> country,and has <strong>the</strong> highest number <strong>of</strong> studentsenrolled for <strong>the</strong>se courses. (See table onp.34.)The results indicated that <strong>the</strong> UFS isone <strong>of</strong> <strong>the</strong> few higher education institutionsin South Africa that have madeprogress in integrating community engagementinto <strong>the</strong> mainstream academicprogrammes.According to <strong>the</strong> findings 2 233 studentsat <strong>the</strong> UFS participated in servicelearningcourses. In total 6 930 studentswere participating in service-learningcourses at ten institutions throughoutSouth Africa. Die Eenheid vir Taalbestuuris danksy ’n ruim bydrae van dieprovinsie Antwerpen, Nederland, vir ’nderde siklus van drie jaar deur middelvan die Multilingual, Informatics and Development-projekbetrokke by taalbeleidsontwikkelingen -implementering in dieVrystaat.Die Navorsingsinstituut vir Onderwysbeplanning(NIOB) is betrokke bytalle onderwysverwante projekte. In eenso ’n projek het NIOB as lid van ’n konsortium’n tender verkry om die infrastruktuurvan skole deur ’n vennootskaptussen die openbare en private sektor teverbeter. Transnet en Absa het ookfinansiering verskaf vir die indiensopleidingvan onderwysers in Wetenskap,Wiskunde en Engels.Ander departemente in die fakulteitwas ook betrokke by die opleiding vanonderwysers en leerders. Die AfdelingDie Universiteit van dieVrystaat se proefplaseword toenemend benutom nie alleen studentemet die nodige kennis toete rus nie, maar ook meerhulp, kennis en vaardighedeterug te ploeg in diegemeenskappe wat deurdie UV bedien word. Gemeenskapsbetrokkenheid is ’n hoë prioriteit bydie Universiteit van die Vrystaat.Duits het in samewerking met dieGoe<strong>the</strong>-instituut in Johannesburg ’ntweedaagse nasionale opleidingseminaarvir Duits-leerkragte aangebied.Een van die vlagskipprojekte in die fakulteitis die Kunstenaars in Skole-projek,wat deur die Departement Kuns en Kultuurgefinansier word en waar kunstenaarsas kunstenaar-opvoeders aangewendword om kuns- en handvlytprojektein skole aan te bied. The programme consists <strong>of</strong> 15 short moduleswhich are accredited within <strong>the</strong> framework <strong>of</strong> <strong>the</strong> SouthAfrican Qualifications Authority. The initiative, which is funded by<strong>the</strong> Flemish government, is a joint project <strong>of</strong> <strong>the</strong> Department <strong>of</strong>Local Government and Housing, <strong>the</strong> South African LocalGovernment Association (SALGA) (<strong>Free</strong> <strong>State</strong>) and <strong>the</strong> UFSPublic Sector Management Programme.37

Voortdurendetransformasie, <strong>of</strong> te wel deurlopendemodernisering en opgraderingvan administratiewe en bestuurstelsels,is dus onontbeerlik, omdat geen universiteitaan die voorpunt kan bly as systeunstelsels nie aan die eise van die tydvoldoen nie.Stelsels gemoderniseerOmvattende herorganisasie van rekenaardiensteen -stelsels, die moderniseringvan die vergaderingbestuurstelsel,asook vordering met die uitrol van diegeïntegreerde prestasiebestuurstelsel hetwerksaamhede in 2005 gekenmerk.Die oorskakeling na die geïntegreerdeadministrasie-rekenaarstelsel People-S<strong>of</strong>t, een van die grootste en duursteprojekte wat die universiteit nog aangepakhet, het in 2003 begin. Teen Julie2004 was al drie sleutelareas, menslikehulpbronne, finansies en studentesake,in bedryf.Die eerste groot toets vir PeopleS<strong>of</strong>twas die registrasieproses van 2005. Dieproses het, met die samewerking vanadministratiewe en akademiese personeellede,baie glad verloop. Die finaleveranderings in PeopleS<strong>of</strong>t is ook afgehandelen die implementeringsproseshet tot ’n einde gekom. Wat die dissiplinêrebeleid betref, is die proses van oorskakelingvanaf ’n akkusatoriese na ’n inkwasatorieseprosedure byna afgehandel.Goeie vordering is gemaak met diekonsolidering van die salarisstruktuur enrange van al die departemente. Departementewat reeds afgehandel is, is dieRekensentrum, Sportburo, Kovsiesteundienste,Menslike Hulpbronne en die Biblioteek-en Inligtingsdiens.Die prestasiebestuursprojek, PMPKe Nako, word deur die DepartementMenslike Hulpbronne bestuur om ’nprestasiebestuurstelsel te ontwikkel om’n toepaslike vergoeding-, prestasie-oorsig-en menslikehulpbron-ontwikkelingstelselin te stel. Rekenaardienste is vroeg in 2005 inStelselontwikkeling en Rekenaardiensteverdeel. ’n Nuwe direkteur, mnr. SakkieJanse van Rensburg, het die leisels byRekenaardienste oorgeneem en homonder meer op beter dienslewering enbestuurspraktyke toegespits.Omdat sekuriteit in die elektronieseomgewing vir instellings al hoe belangrikerword, het Rekenaardienste sy fokusdaarop aansienlik verskerp. The UFS is committed tothis, but an important question is whatstudents experience at grassroots level.Outsiders and many staff membersand students are <strong>of</strong> <strong>the</strong> opinion that “twocampuses” in effect exist on <strong>the</strong> MainCampus — one white and one black, separatedin <strong>the</strong> classrooms and in <strong>the</strong> residences.This is an unintended consequence<strong>of</strong> <strong>the</strong> <strong>University</strong>’s parallel-mediumpolicy (which allows for classes inAfrikaans and in English), toge<strong>the</strong>r with<strong>the</strong> current residence placement policywhich gives students <strong>the</strong> freedom tochoose between residences. The currentresidence policy <strong>of</strong> free association anddissociation is <strong>the</strong> result <strong>of</strong> negotiations ina transition period in 1997/98. After eightyears <strong>the</strong> situation has changed. Lately,more students are used to mixed schoolsand mixed school hostels.During 2005 <strong>the</strong> Vice-Rector: StudentAffairs, Dr Ezekiel Moraka, completed adraft document on <strong>the</strong> situation. Aninclusive consultation process and discussionson <strong>the</strong> placement policy will follow,which will involve students, studentleaders and wardens.New institutional cultureThe development <strong>of</strong> a new institutionalculture is an intrinsic part <strong>of</strong> <strong>the</strong> university’srole in promoting social justice and inbuilding a new South African society.54

Congregations <strong>of</strong> <strong>the</strong> ReformedChurch in Africa were also visited.Two busloads filled with a multiculturalmix <strong>of</strong> students from <strong>the</strong> Faculty <strong>of</strong><strong>the</strong> Humanities undertook a history tour<strong>of</strong> Bloemfontein at <strong>the</strong> end <strong>of</strong> August. Thebuses took <strong>the</strong>m to <strong>the</strong> War Museum <strong>of</strong><strong>the</strong> Boer Republics, <strong>the</strong> Women’s Memorialand <strong>the</strong> black townships. One <strong>of</strong> <strong>the</strong>highlights was <strong>the</strong> visit to MapikelaHouse, where <strong>the</strong> founder members <strong>of</strong><strong>the</strong> ANC met in <strong>the</strong> early 1900s. Apartfrom <strong>the</strong> cultural interaction, <strong>the</strong> sightsalso proved to be an eye-opener for bothblack and white students.In <strong>the</strong> Faculty <strong>of</strong> Natural and AgriculturalSciences, <strong>the</strong> Vice-Dean, Pr<strong>of</strong>. In instances<strong>of</strong> real need, services were <strong>of</strong>feredfree <strong>of</strong> charge or at a nominal fee.In 2005 almost 70% <strong>of</strong> Kovsie Health’sclients were black students and staff. Anincreasing number <strong>of</strong> service workersmade use <strong>of</strong> <strong>the</strong> service.Kovsie Health also <strong>of</strong>fered preventativeservices, which included immunisation<strong>of</strong> high-risk students against HepatitisA and B, as well as flu. Health counsellingservices on <strong>the</strong> Main and VistaCampuses included counselling and dissemination<strong>of</strong> literature on birth control(which was identified as a problem areain 2005), cervical cancer and HIV/Aids.Strong support forstudents with disabilitiesDuring 2005 <strong>the</strong> Unit for Students withDisabilities (USD) facilitated assistance to120 students. The USD supports <strong>the</strong> visuallyimpaired, those that are hard <strong>of</strong> hearing,physically or learning disabled, andthose suffering from psycho-social disability,epilepsy or speech defects. Temporarilydisabled students who haveproblems completing exams or tests, alsoreceive assistance.The USD places a heavy emphasis ona strong relationship <strong>of</strong> trust and cooperationwith academic faculties and staff,which enables disabled students to studyand to be assessed within a teaching environmentwhich takes <strong>the</strong>ir disability intoaccount realistically. Where necessary,academic teaching staff were <strong>of</strong>feredadvice on teaching and learning methods,techniques and equipment when classesincluded students with disabilities.Students with disabilities were able tomake use <strong>of</strong> <strong>the</strong> USD’s computer labwhich consists <strong>of</strong> six accessible computerstations with <strong>the</strong> latest assistive technologyand s<strong>of</strong>tware. This facility providesaccessible word-processing by utilisingscreen reading and magnification s<strong>of</strong>tware,and accessible Internet and e-mailfacilities for people with a range <strong>of</strong> disabilities.In 2005 individual tutoring was arrangedfor visually impaired students inEconomics and Accounting, as well asComputer Science.To raise awareness about disability,<strong>the</strong> USD and <strong>the</strong> Kovsie Student CommunityService (Kovscom) arranged awheel-chair dance and related competitionson Casual Day. Breakthrough for08student governanceTwo events represented a majorbreakthrough for student governanceand transformation. InJune <strong>the</strong> UFS Council unanimously approved<strong>the</strong> establishment <strong>of</strong> a CentralStudents’ Representative Council for <strong>the</strong>three campuses, as well as a new SRCconstitution for <strong>the</strong> Main Campus inBloemfontein. The establishment <strong>of</strong> <strong>the</strong>Central SRC should speed up <strong>the</strong> integrationprocess <strong>of</strong> <strong>the</strong> campuses.The SRC elections which followed inAugust, were conducted peacefully andsuccessfully on all three campuses.Central SRC establishedThe need to establish a Central Students’Representative Council (CSRC) followed<strong>the</strong> incorporation <strong>of</strong> <strong>the</strong> Qwaqwa andVista Bloemfontein Campuses in 2003and 2004 respectively. The CSRC includesrepresentatives <strong>of</strong> all three campuses.The constitution <strong>of</strong> <strong>the</strong> CSRC was<strong>the</strong> outcome <strong>of</strong> consensus reached between<strong>the</strong> SRCs <strong>of</strong> <strong>the</strong>se three campuses,indirectly involving diverse student formationssuch as Sasco, ANCYL, YCL,Pasma, Saso, Sadesmo, Azasco, SCO,Here XVII, KovsieAlliance and ACDP.With <strong>the</strong> establishment <strong>of</strong> a CentralSRC, <strong>the</strong> UFS has adopted a federal studentgovernance model whereby <strong>the</strong>CSRC is <strong>the</strong> highest representative studentbody on matters <strong>of</strong> common concernfor all students. This constituted a legitimatebasis for <strong>the</strong> democratic participation <strong>of</strong>all students on <strong>the</strong> Main Campus in <strong>the</strong>governance <strong>of</strong> <strong>the</strong> university.In terms <strong>of</strong> <strong>the</strong> amendments to <strong>the</strong>Main Campus SRC constitution, nine <strong>of</strong><strong>the</strong> 18 SRC members will be elected bymeans <strong>of</strong> proportional representation,and nine on <strong>the</strong> basis <strong>of</strong> a direct, firstpast-<strong>the</strong>-postelection.The following portfolios <strong>of</strong> <strong>the</strong> maincampus SRC have since been contestedby individual candidates on <strong>the</strong> basis <strong>of</strong>“first past <strong>the</strong> post”: president, secretary,academic affairs, legal and constitutionalaffairs, student development, arts andculture, men’s internal liaison, ladies’internal liaison, media, marketing andliaison. Ms Burta deKock, netball coach, coached <strong>the</strong> Lynxteam <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong>, that was crowned<strong>the</strong> national champions. Mr JacquesNienaber was team physio<strong>the</strong>rapist <strong>of</strong> <strong>the</strong>Cats and <strong>the</strong> South African A rugby team,as well as conditioning coach <strong>of</strong> <strong>the</strong>Cheetahs. An informalpartnership has existed for several years,which led to <strong>the</strong> establishment <strong>of</strong> <strong>the</strong>Cheetah Rugby Centre <strong>of</strong> Excellence. The victorious Absa CurrieCup champions, <strong>the</strong> <strong>Free</strong> <strong>State</strong> Cheetahs,boasted ten current Kovsies and four formerKovsies as team members. Seven <strong>of</strong>its management and technical supportstaff members have current or former tieswith <strong>the</strong> UFS.The university also is in <strong>the</strong> process <strong>of</strong>establishing a working alliance withBloemfontein Celtic Football Club. TheExco <strong>of</strong> <strong>the</strong> UFS Executive Managementshowed its solidarity with Celtic beforeand after <strong>the</strong> SAA Super Eight Soccer Cupfinal, which ended in Celtic’s first cup victoryin twenty years. Busy year for world expertPr<strong>of</strong>. Rob Bragg from <strong>the</strong> Department <strong>of</strong>Microbial, Biochemical and Food Biotechnologyis widely regarded as one <strong>of</strong> twoworld experts on poultry diseases. In 2005he was asked to assist vaccine manufacturersin <strong>the</strong> USA, Israel and Italy with <strong>the</strong>irinfectious coryza vaccines and to develop aserological test for a company based in <strong>the</strong>Ne<strong>the</strong>rlands. He was <strong>the</strong> only South Africanwho attended <strong>the</strong> American Federation <strong>of</strong>Aviculture Congress in Miami, Florida wherehe discussed methods to control diseases incaptive bird species, and <strong>the</strong> development <strong>of</strong>a vaccine to control <strong>the</strong> beak and fea<strong>the</strong>rdisease virus. In Turkey he trained a group<strong>of</strong> veterinarians in biosecurity in <strong>the</strong> poultryindustry. He also presented data on <strong>the</strong> disinfectionprogramme he developed over <strong>the</strong>last number <strong>of</strong> years. This concept has revolutioniseddisease control in <strong>the</strong> poultryindustry and has been used to control,amongst o<strong>the</strong>rs, Newcastle Disease in anumber <strong>of</strong> countries around <strong>the</strong> world. InIstanbul he addressed delegates at <strong>the</strong>World Veterinary Poultry Association Congress,<strong>the</strong> main ga<strong>the</strong>ring point for researcherson poultry diseases.van drie jaar (tot Mei 2008) as lid van dieSuid-Afrikaanse Raad vir Statistiekaangestel. Conclusion12Following <strong>the</strong> wonderful experiences<strong>of</strong> our centenary celebrationsin 2004, it was quite anadjustment for <strong>the</strong> <strong>University</strong>, its staffand its students to return to “normality”in 2005. However, <strong>the</strong> UFS did not driftinto “post-centenary blues”. The year2005 was seized as an important opportunityfor seriously contemplating <strong>the</strong>challenges ahead. The year was broughtinto focus by <strong>the</strong> realisation that we havea duty and responsibility to build newand stronger foundations for <strong>the</strong> next 10,20 or 50 years.Flowing from this perspective, significantnew strategic initiatives werelaunched. The first is <strong>the</strong> new, fourthphase transformation project andappointment <strong>of</strong> <strong>the</strong> Transformation PlanTask Team — intended to give a deeper,more comprehensive content to <strong>the</strong> concept<strong>of</strong> transformation. The second is <strong>the</strong>Tri-Campus Project, designed to reconfigureand realign <strong>the</strong> Qwaqwa andVista Campuses in an ambitious effort t<strong>of</strong>ind an optimal model for higher educationengagement in a developing society,dealing with poverty alleviation in a sustainablemanner.The third is <strong>the</strong> strategic cluster initiative,which is <strong>the</strong> beginning <strong>of</strong> aprocess to elevate <strong>the</strong> <strong>University</strong>’s qualityin scientific and academic Endeavourto a fur<strong>the</strong>r, higher level. A fourth issport commercialisation — at this stagestill a fledgling project, but one intendedto provide excellent sports facilities tostudents and our surrounding communitiesvia innovative entrepreneurialsports initiatives.It is our dutyto build newand strongerfoundations.79


While all <strong>of</strong> <strong>the</strong>se were only initiatedin 2005, with much more planning to bedone in 2006, potentially <strong>the</strong>se are some<strong>of</strong> <strong>the</strong> most important strategic initiativeslaunched by <strong>the</strong> UFS in its postfinancial turnaround phase.
