GENERAL ORIENTATIONThis section <strong>of</strong> <strong>the</strong> Yearbook <strong>of</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>the</strong> <strong>Free</strong> <strong>State</strong> sets out<strong>the</strong> regulations in respect <strong>of</strong> <strong>the</strong> qualifications and study programmes in<strong>the</strong> Faculty <strong>of</strong> Economic and Management Sciences. One candistinguish between undergraduate study (first bachelor’s degrees), andpostgraduate study (honours, magister and doctoral degrees, as well asadvanced and higher diplomas).FACULTY AND GENERAL REGULATIONSFor all <strong>the</strong> various degrees and options a number <strong>of</strong> regulations apply.Two sets <strong>of</strong> regulations are relevant:General regulations <strong>of</strong> <strong>the</strong> <strong>University</strong>, which are applicable to allFaculties, and consequently also apply to qualifications andprogrammes in this Faculty. Unless specifically stated o<strong>the</strong>rwise, <strong>the</strong>general regulations which apply to bachelor’s degrees, apply to all <strong>the</strong>degrees listed here.The general regulations are set out in Part 1 <strong>of</strong> <strong>the</strong> Yearbook <strong>of</strong> <strong>the</strong><strong>University</strong>, and contain basic information such as <strong>the</strong> following: Admission to <strong>the</strong> <strong>University</strong>, to degree and diploma study, and tostudy for non-degree purposes (separate modules). INFORMATIONFIRST BACHELOR’S DEGREES,DIPLOMAS AND CERTIFICATESThe first Baccalaureus degrees in this Faculty are intended to maximallydevelop a student’s capabilities and potential. Scientifically basedteaching is applied to equip each student for various career options in<strong>the</strong> broader field <strong>of</strong> Economics and Management. This includes careersin <strong>the</strong> private and public sectors, certain pr<strong>of</strong>essions as well as insecondary and tertiary institutions <strong>of</strong> learning. Postgraduate study isavailable for fur<strong>the</strong>r advancement in a large spectrum <strong>of</strong> careers.Students can obtain first degree qualifications by following one <strong>of</strong> <strong>the</strong>three undergraduate programmes:Private Sector ManagementPublic Sector ManagementTraining <strong>of</strong> AccountantsA number <strong>of</strong> first bachelor's degrees are awarded in <strong>the</strong> Faculty in <strong>the</strong>three teaching programmes (see table below). In each <strong>of</strong> <strong>the</strong>seprogrammes, specialisation in particular fields is possible (<strong>the</strong>se subprogrammesare indicated in brackets after <strong>the</strong> name <strong>of</strong> <strong>the</strong> degree).In addition to <strong>the</strong> numerous degrees, a certificate and diploma in PublicSector Management are also available. This certificate and diploma areintended for students who are not able to complete <strong>the</strong> B.Admin. orB.Pub. Degree module, for whatever reasons. This <strong>of</strong>fers a point <strong>of</strong> exitto <strong>the</strong> student, while ensuring a qualification which is <strong>of</strong> use in <strong>the</strong> labourmarket. A student can be awarded a certificate after successfullycompleting one full year <strong>of</strong> study for a degree, and a diploma aftersuccessfully completing <strong>the</strong> first two years <strong>of</strong> study for a degree module.Postgraduate study is available to anyone wishing to concentrate in achosen field <strong>of</strong> study upon completion <strong>of</strong> a bachelor’s degree.Economic and Management Sciences 9Calendar 2011

or• Grade 12 Certificate wi<strong>the</strong>ndorsement, plus• A grand total <strong>of</strong> at least 1260,plus• M score <strong>of</strong> 30 and higher,plus• Grade 12 Ma<strong>the</strong>matics (HG)with at least a C symbol orhigher, plus• Grade 12 Accounting (HG)with at least a C symbol orhigherShould a prospective student not qualify in respect <strong>of</strong> <strong>the</strong> Ma<strong>the</strong>maticsrequirement, <strong>the</strong>re are a couple <strong>of</strong> alternative ways <strong>of</strong> obtainingadmission:Alternative 1: Passing a module in Ma<strong>the</strong>matics at this or ano<strong>the</strong>rapproved institution <strong>of</strong> learning followed by a written application foradmission to <strong>the</strong> Dean <strong>of</strong> <strong>the</strong> Faculty <strong>of</strong> Economic and ManagementSciences.Alternative 2: Following a module in Ma<strong>the</strong>matics which is equivalent to<strong>the</strong> Grade 12 (SG) C symbol or achievement level 4, whileregistering simultaneously as a student for non-degree purposes at<strong>the</strong> UFS (general regulation A4) (in o<strong>the</strong>r words, <strong>the</strong> initialregistration is for non-degree-purposes). This implies that certainindividual modules can be taken without formally registering for adegree. As soon as a student presents pro<strong>of</strong> <strong>of</strong> a passing mark for<strong>the</strong> Ma<strong>the</strong>matics module or equivalent, application can be made forformal admission for degree purposes as well as for credit formodules previously passed for non-degree purposes. First yearmodules which can be taken for this purpose prior to meeting <strong>the</strong>Ma<strong>the</strong>matics Grade 12 requirement are <strong>the</strong> following:OBS134 and OBS144HUM114 and ORG124REK114 and REK124STK114 and STK124AFP132 and AFP142EBE112 and EBE122Economic and Management Sciences 15Calendar 2011


As a Grade 12 Ma<strong>the</strong>matics performance level 4 or Grade 12Ma<strong>the</strong>matics (SG) C symbol equivalent module, <strong>the</strong> following will beaccepted:(a)(b)Statistics at first-year level (i.e. STK114 and STK124).A Ma<strong>the</strong>matics module taken at ano<strong>the</strong>r institution <strong>of</strong> learning suchas an <strong>University</strong> <strong>of</strong> Technology on <strong>the</strong> same level as Ma<strong>the</strong>matics(SG) C or Ma<strong>the</strong>matics achievement level 4 (50%).As Statistics is a compulsory subject in <strong>the</strong> first year for most <strong>of</strong> <strong>the</strong>degrees in this Faculty, it is <strong>the</strong> better option to choose (a) if possible.O<strong>the</strong>rwise it would be advisable to first complete a module inMa<strong>the</strong>matics at Grade 12 level (SG) C or Grade 12 performance level 4.Additional requirements for admission to certain subjects ormodulesThe following requirements must be met for admission to certainsubjects or modules:1. Economics (EKN114 and EKN124): Grade 12 Ma<strong>the</strong>maticsperformance level 4 (50%) or Grade 12 Ma<strong>the</strong>matics (SG) with atleast a C symbol is a prerequisite. Subject to approval by <strong>the</strong>Departmental Chairperson, a student may gain admission with pro<strong>of</strong>that an equivalent module in Ma<strong>the</strong>matics or Statistics has beenpassed.2. Business Management (OBS234 and OBS364): Grade 12Ma<strong>the</strong>matics performance level 4 (50%) or Grade 12 Ma<strong>the</strong>matics(SG) with at least a C symbol is a prerequisite. Subject to approvalby <strong>the</strong> Departmental Chairperson, an equivalent module(Ma<strong>the</strong>matics or Statistics) may also enable a student to register for<strong>the</strong> above-mentioned modules.3. Financial Accounting (FIN114 and FIN 124): Grade 12 Accounting(HG) is a prerequisite.4. BRS111 and RIS134:• Students, who passed Information Technology (IT) in Grade 12on performance level 5 or passed ano<strong>the</strong>r substantialEconomic and Management Sciences 16Calendar 2011


programme course and can deliver pro<strong>of</strong> <strong>of</strong> that, may beexempted from RIS134 or RIS144 if <strong>the</strong>y pass a promotiontest at <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> semester with at least 65%. Thistest will be on <strong>the</strong> same standard as <strong>the</strong> RIS134 examination.[This arrangement is also applicable to for students whopassed Computer Studies in Grade 12 (HG)].• Students, who passed Information Technology (IT) in Grade 12on performance level 4, or Computer Application Technology(CAT) on performance level 5, are exempted from BRS111.[This arrangement is also applicable to students who passedComputer Studies in Grade 12 with at least a D symbol (HG)or a C symbol (SG)].SEQUENCE OF MODULES AND PREREQUISITESUnless specific prerequisites are set for a module, as is <strong>the</strong> case for <strong>the</strong>subjects listed below, all modules in this Faculty are independentsemester or year modules which can be taken in any sequence andwithout preconditions. Prerequisites for subjects which are not <strong>of</strong>feredby <strong>the</strong> Faculty <strong>of</strong> Economic and Management Sciences appear in <strong>the</strong>general regulations <strong>of</strong> <strong>the</strong> Yearbook (Part 1) and/or in <strong>the</strong> relevantYearbooks <strong>of</strong> o<strong>the</strong>r Faculties. Each degree isstructured around a solid core <strong>of</strong> economic and managementsubjects. The foundation which is laid in <strong>the</strong> first year <strong>of</strong> study - andwhich is <strong>the</strong> same for all <strong>the</strong> degree options – is streng<strong>the</strong>ned in <strong>the</strong>second and third years <strong>of</strong> study, whilst also systematically becomingmore focused in each field <strong>of</strong> specialisation.The distinctive aspects <strong>of</strong> each degree are clearly set out, so that<strong>the</strong> prospective students can make a well informed choice beforedeciding on a particular field <strong>of</strong> study. It is possible to change <strong>the</strong>field <strong>of</strong> study during <strong>the</strong> module <strong>of</strong> a study period. When should a student’s choice be <strong>final</strong>?With a few exceptions all students taking degrees in this Facultytake <strong>the</strong> same first-year subjects, namely Economics, BusinessManagement, Industrial Psychology, Accounting and Statistics/Ma<strong>the</strong>matics.These subjects form <strong>the</strong> foundation <strong>of</strong> anymanagement degree.In <strong>the</strong> second year <strong>the</strong>re are a number <strong>of</strong> differences between <strong>the</strong>various fields, and in <strong>the</strong> third year <strong>the</strong>re are significant differences.Ideally a student should try to make a choice at <strong>the</strong> end <strong>of</strong> his/herfirst year, although it can be done later on if necessary as well. Itcould have <strong>the</strong> implication that extra subjects need to be taken for<strong>the</strong> new field <strong>of</strong> study.Students can change <strong>the</strong>ir field <strong>of</strong> study in <strong>the</strong> programme forPrivate Sector Management only twice. UNDERGRADUATE PROGRAMME IN PUBLIC SECTORMANAGEMENTGeneral InformationFirst qualifications in Public Sector Management can be obtained invarious fields <strong>of</strong> specialisation. They are all accommodated within twodegrees, namely B.Admin. and B.Pub.Baccalaureus Administrationis (B.Admin.).This is a well-established specialised degree for an administrativecareer in <strong>the</strong> public sector. It is structured around Public Managementand Municipal Management. It is possible for students to includesubjects such as Anthropology, Sociology or Political Science in <strong>the</strong>ircurriculum.Baccalaureus in Public Management (B.Pub.).This is a unique and comprehensive basic degree, directed at preparingprospective candidates for senior management positions, especially in<strong>the</strong> public sector, and also for academic careers at tertiary institutions. Although this degree focuses on management in <strong>the</strong> public sector, itis also an excellent qualification for a career in <strong>the</strong> private sector(refer to <strong>the</strong> <strong>Undergraduate</strong> Programme in Private Sector Management.)The degree is structured around <strong>the</strong> core subjects <strong>of</strong> Economics,Public Management, Industrial Psychology and Accounting, withample scope for optional subjects. Specialisation is made possible by way <strong>of</strong> <strong>the</strong> availability <strong>of</strong> anumber <strong>of</strong> focused options within <strong>the</strong> B.Pub. degree, namely:B.Pub.(General)B.Pub.(Accounting)B.Pub.(Economic Policy)B.Pub.(Human Resource Management)The structure <strong>of</strong> each curriculum for <strong>the</strong> normal three-year studyperiod is explained below. All <strong>the</strong> degrees are built on a solideconomic and management basis. The foundation which is laid in<strong>the</strong> first year <strong>of</strong> study - and which is <strong>the</strong> same for all <strong>the</strong> degreeoptions - is streng<strong>the</strong>ned in <strong>the</strong> second and third years <strong>of</strong> study,whilst also systematically becoming more focused in each field <strong>of</strong>specialisation.The distinctive aspects <strong>of</strong> each degree are clearly set out, so that<strong>the</strong> prospective students can make a well informed choice beforedeciding on a particular field <strong>of</strong> study. It is possible to changedirection during <strong>the</strong> module <strong>of</strong> a study period. This might mean,however, that extra modules need to be taken in order to complywith <strong>the</strong> requirements for a new degree chosen.A basic module in computer literacy (BRS111 and BRS121) formspart <strong>of</strong> all <strong>the</strong> curricula, as well as a module in Afrikaans for <strong>the</strong>pr<strong>of</strong>ession or English for business usage. The Language Pr<strong>of</strong>iciencymodule is not only aimed at giving <strong>the</strong> student <strong>the</strong> necessary skillsfor successful academic study, but will also prove to be a valuabletool in a management capacity.The number <strong>of</strong> semester modules normally required for a B.Pub.degree is 30.Typically, three “major” subjects must be taken at third-year level.This opens <strong>the</strong> way for postgraduate studies in one <strong>of</strong> <strong>the</strong>sesubjects or for one <strong>of</strong> <strong>the</strong> <strong>the</strong>me-oriented postgraduate degrees in<strong>the</strong> Faculty.Besides <strong>the</strong> various degrees a Diploma or a Certificate in PublicSector Management is also available. When must a student make his or her <strong>final</strong> choice between <strong>the</strong>various fields <strong>of</strong> study?In most cases students in this Faculty follow <strong>the</strong> same first year subjectsfor all <strong>the</strong> degrees. These are. Economics, Business Management,Accounting, Industrial Psychology and Statistics/ Ma<strong>the</strong>matics. Thesesubjects form <strong>the</strong> foundation <strong>of</strong> any basic management degree.In <strong>the</strong> second year <strong>of</strong> study diversification begins, and in <strong>the</strong> third year<strong>the</strong>re are considerable differences between <strong>the</strong> various specialiseddegrees.Ideally a student should have made his/her <strong>final</strong> choice by <strong>the</strong> end <strong>of</strong> <strong>the</strong>first study year, but it can also be done later on.
