PurposeThis regulation establishes st<strong>and</strong>ards, policies, <strong>and</strong> procedures for the management of the Army <strong>National</strong> <strong>Guard</strong>(ARNG) <strong>and</strong> the Army <strong>National</strong> <strong>Guard</strong> of the United States (ARNGUS) enlisted Soldiers in the functional areas of:a. Classification <strong>and</strong> Reclassification.b. Personnel Management.c. Assignment <strong>and</strong> Transfer, including interstate transfer.d. Special Duty Assignment Pay.e. Enlisted Separations.f. Comm<strong>and</strong> Sergeant Major Program.1-2. The Chief, <strong>National</strong> <strong>Guard</strong> Bureau (C<strong>NGB</strong>) has Army General Staff responsibility for ARNG/ARNGUSpersonnel management <strong>and</strong> sustainment.b. The Director, Army <strong>National</strong> <strong>Guard</strong> (DARNG) exercises Army General Staff supervision over thedevelopment <strong>and</strong> execution of plans, policies, <strong>and</strong> procedures for all matters that affect ARNG/ARNGUS enlistedpersonnel management <strong>and</strong> sustainment.c. Each State Adjutant General (AG) will:(1) Develop <strong>and</strong> implement programs to manage <strong>and</strong> sustain the enlisted force that will meet Federal <strong>and</strong>State objectives <strong>and</strong> the provisions of this regulation.(2) Provide continuing guidance to subordinate comm<strong>and</strong>ers to ensure that all required programs <strong>and</strong>actions are implemented, supported, <strong>and</strong> properly conducted within the purview of this regulation.d. Comm<strong>and</strong>ers at all levels will:(1) Implement <strong>and</strong> be actively involved with ARNG recruiting <strong>and</strong> retention programs. Technicalguidance <strong>and</strong> support will be continuously provided to subordinate personnel.(2) Manage the utilization of Soldiers in accordance with their military specialties <strong>and</strong> personal qualities.(3) Foster an environment in which Soldiers may attain their full potential while helping to achievereadiness goals <strong>and</strong> objectives.(4) Ensure the benefits contained in this regulation are provided to Soldiers meeting the established criteriaoutlined herein.e. Officers <strong>and</strong> Noncommissioned Officers at every level will:(1) Train, guide, counsel, <strong>and</strong> advise their Soldiers, <strong>and</strong> assist in their military professional developmentwhile simultaneously ensuring that the organization attain its readiness goals <strong>and</strong> objectives.(2) Advise the chain of comm<strong>and</strong> <strong>and</strong> staff section members on all personnel management actions thataffect their Soldiers.(3) Recommend personnel actions for, <strong>and</strong> participate in (to the extent required or authorized by law <strong>and</strong>Army policy), the decision-making processes that affect their Soldiers.(4) Be actively involved in <strong>and</strong> support the recruiting, attrition management <strong>and</strong> retention programs of theARNG.1-5. Statutory Authoritya. Titles 10 <strong>and</strong> 32, United States Code (USC) provide statutory guidance for administering theARNGUS/ARNG. Army <strong>National</strong> <strong>Guard</strong> Soldiers who meet the requirements specified in an appropriate Federaldocument (act, law, statute, code, order, proclamation, decision, register, opinion), <strong>and</strong> the st<strong>and</strong>ards specified by theSecretary of the Army, will be Federally recognized as Reserves of the Army with assignment to the ARNGUS.1
