The only thingpossible is to introduce stimulating measures to encourage production of Serbianintellectual property and to secure for the home economy necessary information ofhigh quality on what intellectual property in the Republic of Serbia offers andadequate manner of its exploitation in the country and abroad.When it concerns intellectual property that the theory classifies as intellectualcreations, such as inventions, copyright works, interpretations and design, theeconomic implementation implies that such works are already existing. In otherwords, the question of their creation is not the immediate subject matter of thisStrategy. The policy of stimulating creation of technical inventions in the Republic ofSerbia is included in the Strategy of Scientific and Technological Development, andthe policy of incentive for copyright works and creation of performances is includedin the domain of the cultural policy of the state. With regard to the intellectualproperty classified as distinctive signs, such as trademarks and indications ofgeographical origin, the accent is on the legal protection as a precondition of theefficient economic utilization.The economic implementation of the domestic inventions faces a problem in theRepublic of Serbia, which is present in the entire world, and that is lack of adequatefinancing of the development of a concrete product on the basis of a specificinvention. As a rule, the invention (which is possibly also patented) requiresconsiderable effort and funds in order to be transformed from the technical solution ofa specific problem to a prototype of a product, and then into the product itself readyfor serial production. It is logical that the interest for the financing of that phase ofdevelopment belongs to the subjects who observe their economic interest in the latterexploitation of the product. Therefore, it is considered important to establish aconnection between the subject which has the invention and the subject owinginvestment capital and/or technological and production capacities of key importancefor the advance of economic exploitation of an invention. Staring from theassumption that the universities and the scientific and development organizations arethe natural centres of scientific exploration and technological development, theestablishment of various institutional forms of their cooperation with the economy isconsidered, in the entire world, as a key of efficient economic utilization of aninvention. Such forms of cooperation, at the same time, have stimulating effect on thedomestic technological development, because the economy becomes a “client” of thedomestic universities and scientific and development organizations, which work onprojects ordered directly by the economy. At the same time, when we speak abouteconomy, it refers both to the domestic and to the foreign business companies.According to the experience of other countries, as the useful link for connectingdemand and offer of the technical inventions appear the technology transfer centres atthe universities or scientific and development organizations. Their role is to informthe economy on the possibilities of cooperation, on the basis of inside informationabout R&D capacities and results of scientific work of their institutions, to participate33
