The actual savingsis s·oposed savings in <strong>the</strong> approved AMP study. The reasons for thisarevolume reduction from <strong>the</strong> before period at both ManasotaTampa <strong>and</strong> o<strong>the</strong>r initiatives that occurred concurrently with <strong>the</strong> AMP. RETAIL AND BUSINESS MAIL ENTRY UNIT (BMEU) IMPACTSThere have been no changes to retail or BMEU operations as a result <strong>of</strong> <strong>the</strong> AMPimplementation. There have also been no changes to local mail collection box pick-up times dueto AMP. Mailers presently are able to deposit <strong>the</strong>ir mail through <strong>the</strong> Manasota P&DC BMEU asdone before <strong>the</strong> AMP was Implemented. A local Manasota postmark is still available from acollection box at <strong>the</strong> Manasota P&DC.CONCURRENT INITIATIVES FOR FY 2010During FY 10 <strong>the</strong>re were o<strong>the</strong>r concurrent initiatives implemented that added to <strong>the</strong> reduction <strong>of</strong>staffing that were attributed to <strong>the</strong> total savings listed in this PIR. These savings were not as aresult <strong>of</strong> <strong>the</strong> AMP. At <strong>the</strong> time <strong>of</strong> <strong>the</strong> study, both Tampa <strong>and</strong> Manasota P&DC's were excessingclerks from <strong>the</strong>ir facilities due to volume reduction. O<strong>the</strong>r attrition including retirements was alsohigher <strong>the</strong>n normal during this time frame.In FY10 <strong>the</strong> Suncoast District completed ano<strong>the</strong>r AMP project for Lakel<strong>and</strong> originating mail toTampa <strong>and</strong> closed an MTE annex. The MTE closing not only saved <strong>the</strong> lease costs buteliminated numerous PVS round trips between Tampa P&DC <strong>and</strong> that annex. This accounts forpart <strong>of</strong> <strong>the</strong> PVS savings. As a result <strong>of</strong> <strong>the</strong> Manasota AMP, Tampa gained staffing (15 mailh<strong>and</strong>lers <strong>and</strong> 9 to <strong>the</strong> Maintenance craft), <strong>and</strong> eqUipment (2 NEC cancellers). The first day <strong>of</strong> <strong>the</strong>transfer <strong>of</strong> volume from Manasota to Tampa was March 29, 2010. The first <strong>of</strong> <strong>the</strong> Impactedemployees from Manasota reported to Tampa on March 26, with <strong>the</strong> final ones reporting onMarch 29. It should be noted that given <strong>the</strong> current PIR financial model format <strong>and</strong>implementation timeframe, <strong>the</strong>re will be some savings that are attributed to both PIR's.EMPLOYEE IMPACTSThe movement <strong>of</strong> <strong>the</strong> originating mail processing operations had an Impact on staffing <strong>and</strong>required <strong>the</strong> movement <strong>of</strong> personnel as listed in <strong>the</strong> study. The AMP study projected a net impact<strong>of</strong> 27 craft <strong>and</strong> 7 management positions. The PIR shows a reduction <strong>of</strong> 318 craft positionsbetween <strong>the</strong> two facilities. TRANSPORTATIONTransportation supporting <strong>the</strong> Manasota P&DC is exclusively HCR. Because <strong>of</strong> <strong>the</strong> distance toTampa, all collection mail comes to <strong>the</strong> Manasota P&DC for cross docking for trips to Tampa.Annual net transportation savings were estimated at $18,114 in <strong>the</strong> approved study.The transportation plan that was in <strong>the</strong> approved AMP package is as follows: savings were to beachieved by reducing 2 inline stops on <strong>the</strong> 328AJ, one inline stop on 339KE <strong>and</strong> one on 339M7.An inline stop in Tampa was added for HCR 342CE. The following routesltrips will transport <strong>the</strong>collection mail from Manasota to Tampa. Route 33551 will transport collection to Tampa at 1600<strong>and</strong> 1830 (1830 is modified from outbound 0230). The DOV for collection will be on 34265 leaVing1915 with <strong>the</strong> Express volume as presently done. Current non-collection mail (STD) on <strong>the</strong>se tripswill be moved to later 33551 trips leave at 0001, 0030 <strong>and</strong> 0145 to leave enough space for <strong>the</strong>consolidated collections. Tampa will transport overnight collection mail back to Manasota on route34265 leaving at 2100, 33551 leaving at 2215, 2245, <strong>and</strong> 0001. The Tampa to Manasota trips areall existing trips with no modifications to <strong>the</strong>m.This plan was slightly changed after <strong>the</strong> study was approved to achieve service <strong>and</strong> improve <strong>the</strong>2000 cancellation percentage for <strong>the</strong> AMP. The following HCR routes 328AJ, 339 KE <strong>and</strong> M7,<strong>and</strong> 342 CE were changed as listed in <strong>the</strong> work study. Additional inline stops were taken out <strong>of</strong>HCR routes 33110 <strong>and</strong> 33512 to save costs. The HCR 33551 that was implemented waschanged from <strong>the</strong> approved study. The following routes/trips will transport <strong>the</strong> collection mail fromManasota to Tampa. Route 33551 will transport collection to Tampa at 1630, 2030, <strong>and</strong> 1800.The DOV for collection will be on 34265 leaving 1915 with <strong>the</strong> Express volume. All non-collectionmail (STD) will be moved to later 33551 trips leave at 0001 <strong>and</strong> 0115. Tampa will transportovernight collection mail back to Manasota on route 34265 leaving at 2100, 33551 leaving at2215 <strong>and</strong> 2330. The HCR savings listed in <strong>the</strong> <strong>Final</strong> PIR is $1,175,480. Of which $915,821 wasfrom <strong>the</strong> elimination <strong>of</strong> routes 339M7 <strong>and</strong> 342CE. Both <strong>of</strong> <strong>the</strong> routes were eliminated not due tothis AMP.The Tampa P&DC has made numerous changes to PVS transportation during FY 2009, FY 2010<strong>and</strong> to date in FY 2011. PVS was not impacted by this AMP. The PlR shows a total PVS savings<strong>of</strong> $1,361,280 which are irrelevant to <strong>the</strong> AMP implementation, as <strong>the</strong>re is no PVS transportationbetween Tampa <strong>and</strong> any Manasota <strong>of</strong>fice. Each <strong>of</strong> <strong>the</strong> PVS changes <strong>and</strong> <strong>the</strong> savings areattr butable to streamlining operations <strong>and</strong> not a part <strong>of</strong> AMP savings.EQUIPMENT RELOCATION <strong>and</strong> MAINTENANCE IMPACTSThe AMP study projected an annual Maintenance savings <strong>of</strong> $155,890. The <strong>Final</strong> PlR shows afirst year annual savings <strong>of</strong> $1,256,060. The primary reason for this is that Tampa had more than20 Maintenance employees less than authorized staffing levels plus o<strong>the</strong>r initiatives that were notrelated to AMP. The AFCS's were 969'ed <strong>and</strong> disposed <strong>of</strong> at Manasota. The VFS systems arecurrently still in <strong>the</strong> facility awaiting disposition.SPACE IMPACTS/DAR/EXPANSION OR RENOVATIONThere are no expansion or renovation projects, or o<strong>the</strong>r expenses associated with this AMPstUdy. The Manasota P&DC facility (280,978 sq feet) <strong>and</strong> <strong>the</strong> l<strong>and</strong> it occupies are currentlyowned by <strong>the</strong> USPS. This facility does not have any leases associated with it. The acquiredspace from <strong>the</strong> AMP is currently being cleared for long term function 4 consolidations.IMPLEMENTATION PLANIn <strong>the</strong> study it was stated that if <strong>the</strong> stUdy was approved, implementation <strong>of</strong> <strong>the</strong> mail movementwould be accomplished in phases. After approval this was actually done in a single movement <strong>of</strong><strong>the</strong> mail on March 29, 2010, achieving <strong>the</strong> required timeframe for implementation.SUMMARYThis Area Mail Processing consolidating Manasota's originating mail into <strong>the</strong> Tampa P&DC,including <strong>the</strong> additional initiatives <strong>and</strong> o<strong>the</strong>r non AMP related changes; have resulted inannualized savings <strong>of</strong> $27,193,595. The total savings for this <strong>Final</strong> 1-Year PIR includes 1 year <strong>of</strong>Lakel<strong>and</strong>'s originating volumes due to that AMP project. Both <strong>of</strong> <strong>the</strong>se PIR's are sharing <strong>the</strong> sameexact savings from Tampa's craft, Maintenance <strong>and</strong> PVS reductions. This is inflating <strong>the</strong> actualsavings from each <strong>of</strong> <strong>the</strong>se AMP studies.
