1. IntroductionLabour statistics <strong>and</strong> data play an essential role in the efforts of a country in achievingdecent work for all. Statistics <strong>and</strong> supporting databases are needed for the development <strong>and</strong>evaluation of effective policies <strong>and</strong> to assess progress towards the goal of achieving decentwork for all. The International Labour Organization (ILO) supports member States in thecollection <strong>and</strong> dissemination of reliable, up-to-date, gender- <strong>and</strong> age-disaggregated labourmarket statistics based on international st<strong>and</strong>ards <strong>and</strong> definitions.The present background study is an outcome of exploratory research mainly consisting ofobtaining <strong>and</strong> analyzing information necessary for monitoring <strong>and</strong> assessing progress ondecent work in Bangladesh <strong>and</strong> presenting them in the pre-designed structure described inthe guidelines provided by the ILO. This study is essentially based on the secondary data<strong>and</strong> information available in the ILO documents, publications of the Bangladesh Bureau ofStatistics (BBS) <strong>and</strong> other publications of the Government of Bangladesh. In addition, itdraws upon the brief consultations on national priorities <strong>and</strong> project implementationrelating to decent work with the Ministry of Labour <strong>and</strong> Employment (MOLE),Department of Labour (DOL), Department of Inspection for Factories <strong>and</strong> Establishments(DIFE), Bureau of Manpower, Employment <strong>and</strong> Training (BMET), Directorate ofTechnical Education (DTE), Bangladesh Technical Education Board (BTEB), BangladeshBureau of Statistics (BBS), the Planning Commission, Bangladesh Employers’ Federation(BEF) <strong>and</strong> National Coordination Committee for Workers Education (NCCWE).1.1 The ILO/EC Project for <strong>Monitoring</strong> <strong>and</strong> <strong>Assessing</strong><strong>Progress</strong> on Decent Work<strong>Monitoring</strong> <strong>and</strong> assessing progress towards decent work at the country-level is a longst<strong>and</strong>ingconcern for the ILO <strong>and</strong> its constituents. Against this background, the 2008Declaration on Social Justice for a Fair Globalization details that member States mayconsider “the establishment of appropriate indicators or statistics, if necessary with theassistance of the ILO, to monitor <strong>and</strong> evaluate the progress made” (Paragraph II.B.ii.). Inthe past, countries have repeatedly called for ILO technical cooperation to support theirefforts in this regard.With funding from the European Union, the “<strong>Monitoring</strong> <strong>and</strong> <strong>Assessing</strong> <strong>Progress</strong> onDecent Work (MAP)” project will help to address this need. Over a period of four years(2009 to 2012), the project will work with government agencies (including Ministries ofLabour <strong>and</strong> National Statistical Offices), workers’ <strong>and</strong> employers’ organizations <strong>and</strong>research institutions to strengthen the capacity of developing <strong>and</strong> transition countries toself-monitor <strong>and</strong> self-assess progress towards decent work.The project will facilitate the identification of Decent Work Indicators that are relevant atthe national level (within the framework discussed at the Tripartite Meeting of Experts onthe Measurement of Decent Work held in September 2008); support data collection; <strong>and</strong>use the collected data for an integrated policy analysis of decent work in order to makethem relevant for policy making. Project activities include: the preparation of backgroundcountry studies; national consultation workshops to identify Decent Work Indicators;regional workshops on Decent Work Indicators; support to national statistical offices orother relevant institutions; the preparation of in-depth country studies on decent work;national meetings of researchers <strong>and</strong> policy makers to disseminate the results of countrystudies; training <strong>and</strong> knowledge-sharing workshops; <strong>and</strong> the production of a manual on the“global methodology to self-monitor <strong>and</strong> self-assess progress towards decent work”.1
