CRIMINAL JUSTICE COLLABORATION Promote traffic law enforcement as a version ofthe “Broken Windows” theory.⎯ Traffic law enforcement increases overallcriminal interdiction and reduces overallcrime rights via general deterrence.• DUI• Drug trafficking• Burglary• Gun possession• Identity theft• Terrorism interdiction⎯ Develop a catch name/phrase.• For example, “Traffic with a purpose.” Promote deterrence through proven programs,including:⎯ Sobriety checkpoints⎯ Saturation patrols⎯ Roving patrols⎯ Public education combined with enforcement⎯ Expansion of state Drug Recognition Expert(DRE) Programs⎯ “Keg-buster” and other underage drinkingeducation and enforcement programs Create state and local multi-disciplinary TACsthat meet regularly and address current andemerging issues. Provide multi-disciplinary training that providescontinuing education credits, whenever possible. Online/electronic multi-disciplinary training thatprovides continuing education credits, wheneverpossible. Create listserves or Yahoo groups.⎯ Systems that allow for the quick, efficient,and free sharing of information. Support proven prevention efforts.⎯ Prevention is preferable to punishment. It’sbetter to prevent a fatality than prosecutethe person responsible for it. Support treatment and rehabilitation.⎯ Engage treatment professionals.⎯ Work with dedicated DUI/DWI courts. Support brief screening and intervention efforts.⎯ Physicians and other medical professionalswho are likely to encounter impairedpeople (especially emergency roomemployees) should screen them for alcoholand/or drug problems and offer assistance.• Research demonstrates that themajority of injuries requiring emergencytreatment are alcohol- and/or drugrelated.Photo courtesy of Rowan County, NorthCarolina, Sheriff’s Office Include multiple disciplines in major crashinvestigations, including law enforcement,prosecutors, hospitals (to ensure that propersamples are obtained for testing purposes),toxicologists, medical examiners, state datasystem recorders (to improve Fatal AnalysisReporting System [FARS] data), and others. Encourage prosecutors to include arrestingofficers and victims in their plea negotiations.⎯ When prosecutors include law enforcementofficers or victims, it makes them feel liketheir opinions matter and improves relationships.⎯ Encourage prosecutors to aggressivelyenforce impaired driving laws.⎯ Promote a policy of not reducing chargesof people who provide admissible samplesregistering 0.08 or above. Promote court monitoring.⎯ Court monitoring helps improve criminaljustice proceedings.⎯ When the system does not work properly(and change is not being discussed), lawenforcement officers understandably becomefrustrated and enforcementcollapses.⎯ The goals of court monitoring are:• To compile statistics on how DUI casesare adjudicated.• To make those involved in the processaware there is public interest in theoutcome of such cases.• To report compiled data to relevantentities so the system can be improved. Engage minority leaders.⎯ Seek their assistance in informing theirconstituents about pending checkpoints,mobilizations, and crackdowns.14
