Standards of Practice (<strong>SOP</strong>) <strong>Committee</strong> <strong>Recommendation</strong> & <strong>Request</strong> <strong>for</strong> <strong>Approval</strong>The <strong>SOP</strong> <strong>Committee</strong> concluded its review of CII Best Practices Guide (IR 166-3) asdescribed in the documented request <strong>for</strong> the <strong>Committee</strong> entitled “Plan to augment <strong>CMAA</strong>Body of Knowledge with CII Publication IR166-3 <strong>SOP</strong> <strong>Committee</strong> Concurrence and<strong>Recommendation</strong> Sought” and submit the following recommendation to the Board of Directors<strong>for</strong> approval on November 5, 2011 in Washington, DCResolved:“CII’s Publication IR 166-3 entitled “CII Best Practices Guide: Improving ProjectPer<strong>for</strong>mance” is a useful and relevant addition to the <strong>CMAA</strong> Body of Knowledge and itshould be added to the Body of Knowledge and incorporated into the scope of test items<strong>for</strong> future versions of the CCM examination.The timing and extent of coverage in future versions of the CCM examination will bedetermined independently by CMCI as part of their periodic job analyses conducted toupdate the examination in con<strong>for</strong>mance with the requirements of CM Certification’s ANSIaccreditation.”Plan follows on next page….


Plan to augment <strong>CMAA</strong> Body of Knowledge with CII Publication IR166-3<strong>SOP</strong> <strong>Committee</strong> Concurrence and <strong>Recommendation</strong> SoughtSummary and StatusThe assessment of CII Best Practices content within the 2010 <strong>CMAA</strong> Standards of Practice (<strong>SOP</strong>) documentconcluded with the determination of next steps to accomplish the appropriate integration of CII Best Practices with<strong>CMAA</strong> Standards of Practice. For your convenience, the final report is attached. Joint <strong>Committee</strong> Participants agreedthat the <strong>CMAA</strong> Standards of Practice document is a valuable resource <strong>for</strong> construction management professionalsand recommended <strong>for</strong> the education of CII member organization professionals.Participants also agreed that several CII Best Practices described in CII’s Best Practices Guide (IR166-3, Version 3.0included as attachment) are strongly represented within the <strong>CMAA</strong> <strong>SOP</strong> document, specifically Front End Planning,Alignment, Constructability, and Change Management. There were various levels of support within the CM<strong>SOP</strong> <strong>for</strong>other CII Best Practices.The methodology utilized a series of statements and questions, answers to which described the alignment betweenthe <strong>SOP</strong> and Best Practices. Specific further explanations may vary but do not suggest that the Best Practices arenot relevant to the conduct of construction project delivery. As additional knowledge, all of the CII Best Practices canbe relevant to professional Construction Managers in fulfilling their role leading and managing construction projectdelivery in a manner that serves the interests of the project and its owner.IR 166-3 constitutes additional knowledge and guidance in a manner similar to the existing <strong>CMAA</strong> guidancedocuments in publication at this time (five documents relating to cost management, time management, qualitymanagement, contract administration, and sustainability). This single document is relevant in its entirety to ourstandards <strong>for</strong> project management and program management. The individual best practices are also relevant toother specific standards to varying degrees. The difference in relationship is that as a guidance document IR 166-3can enhance the construction manager’s conduct of the functions to which the best practices are related. And, as isthe case with our guidance documents, the best practices are not in any manner required to be used by theconstruction manager. They are simply well researched and implemented practices that have been proved to have apositive effect on construction project delivery measured in terms of cost reduction and schedule improvement, aswell as other measures.


<strong>CMAA</strong> staff has reviewed each of CII’s Best Practices (6.1.3 path <strong>for</strong>ward action in joint committee report) using thedocument files previously furnished to the joint committee - http://www.construction-institute.org/docshare/mgarcia/CII-<strong>CMAA</strong>%20Best%20Practices%20Integration%20Project/Best%20Practices/ and has concluded that the addition of thesebest practices as contained in IR 166-3 is a useful and relevant addition to the <strong>CMAA</strong> Body of Knowledge.The summary table included with this communication - RELATIONSHIP BETWEEN <strong>CMAA</strong> BODY OF KNOWLEDGEAND CII BEST PRACTICES – provides a visual indication that confirms both the earlier work of the joint committeeand support <strong>for</strong> the plan to augment our Body of Knowledge. It also serves an additional direct value as the map <strong>for</strong>the appropriate citations (6.1.4 path <strong>for</strong>ward action item in joint committee report).<strong>Committee</strong> Action <strong>Request</strong>ed1. Please complete a thorough review of CII Publication IR 166-3 using the summary table as a reference. Thetwo terms used in the summary – RELEVANT and Influential – are defined as follows:RELEVANT - Indicates that the Best Practice is RELEVANT and should be understood by the CMper<strong>for</strong>ming their role in the construction project delivery process. Further, that a professional CM interestedin earning the CCM credential would be able to demonstrate knowledge of the Best Practice by answeringquestions that may appear on future versions of the CCM examination.Influential - Determined by CII's Implementation Strategy <strong>Committee</strong> that these Best Practices are the mostinfluential as to their impact on the management of cost, time quality, safety, and risk. Those indicated asinfluential are also RELEVANT.2. At the conclusion of your review please reply indicating your acceptance of the following recommendation tobe taken <strong>for</strong>ward to the Board of Directors.“I concur with the staff conclusion that CII’s Publication IR 166-3 entitled “CII Best Practices Guide:Improving Project Per<strong>for</strong>mance” is a useful and relevant addition to the <strong>CMAA</strong> Body of Knowledge and thatthe <strong>SOP</strong> <strong>Committee</strong> should recommend its addition to the Body of Knowledge and incorporation into thescope of questions <strong>for</strong> future versions of the CCM examination. The timing and extent of coverage in futureversions of the examination should be determined independently by CMCI as part of its ongoing jobanalyses to update the test blueprint in con<strong>for</strong>mance with the requirements of CMCI’s ANSI accreditation.”********
