城 市 中 國 的 無 產 化 111 4 Western and Wright (1994) Wright (1997)4 1981 年 中 共 中 央 書 記 處 研 究 室 理 論 組 組 長 林 子 力 在 起 草 個 體 戶 相 關 法 令 時 引 用 了 《 資本 論 》 第 一 卷 第 三 篇 第 九 章 〈 剩 餘 價 值 率 和 剩 餘 價 值 量 〉, 劃 分 了 小 業 主 與 資 本 家 的界 線 。 馬 克 思 認 為 雇 工 八 人 以 下 , 自 己 也 和 工 人 一 樣 直 接 參 與 勞 動 過 程 , 是 「 介 於 資本 家 和 工 人 之 間 的 中 間 人 物 , 成 了 小 業 主 」, 而 超 過 八 人 , 則 開 始 「 佔 有 工 人 的 剩 餘價 值 」。 因 此 在 《 國 務 院 關 於 城 鎮 非 農 業 個 體 經 濟 若 干 政 策 性 規 定 》(1981) 中 定 義 「 個體 經 營 戶 , 一 般 是 一 人 經 營 或 家 庭 經 營 ; 必 要 時 , 經 過 工 商 行 政 管 理 部 門 批 准 , 可 以請 一 至 兩 個 幫 手 ; 技 術 性 較 強 或 者 有 特 殊 技 藝 的 , 可 以 帶 兩 三 個 最 多 不 超 過 五 個 學徒 」, 也 就 是 雇 工 不 得 超 過 七 人 。 過 去 關 於 中 國 企 業 家 回 報 的 增 長 或 幹 部 下 海 的 研 究(Nee 1989; Wu and Xie 2003) 集 中 在 個 體 戶 的 收 入 變 化 , 讀 者 可 以 留 意 統 計 結 論 之 相 同與 不 同 之 處 。

城 市 中 國 的 無 產 化 115 5(Wu and Xie 2003)(Embourgeoisement)(Szelényi and Manchin 1989)( 二 ) 何 時 無 產 化 ?(Rawski 1999)(Shirk1993)5 中 國 是 否 出 現 類 似 台 灣 社 會 中 自 僱 者 與 小 雇 主 頑 存 的 現 象 ? 小 商 品 生 產 是 否 仍 在 經 濟發 展 中 佔 一 席 之 地 ?( 謝 國 雄 1989; 柯 志 明 1993), 根 據 最 近 中 國 工 商 總 局 的 統 計 ,1999 年 中 國 有 個 體 工 商 戶 3,160 萬 戶 , 而 截 至 2006 年 6 月 , 減 少 為 2,506 萬 戶 , 個 體戶 似 乎 正 迅 速 減 少 。 本 文 2003 年 的 數 據 中 還 看 不 出 個 體 戶 強 烈 的 衰 退 趨 勢 , 其 相 對 比率 僅 僅 是 逐 漸 停 滯 , 但 絕 對 人 數 似 乎 也 在 下 降 。

152 台 灣 社 會 學 第 十 四 期統 計 數 據 背 後 的 打 工 妹林 宗 弘2005 年 7 月 , 我 隨 當 時 任 教 於 香 港 科 大 的 潘 毅 教 授 與 陳 允 中 教 授所 組 織 的 血 汗 工 廠 調 查 小 組 來 到 東 莞 的 樟 木 頭 , 一 個 靠 近 山 區 的 林 業小 鎮 。 就 像 中 國 其 他 的 工 業 化 地 區 , 這 裡 的 景 觀 充 滿 了 矛 盾 的 對 比 ,一 邊 是 人 民 公 社 時 期 保 留 下 來 的 「 土 角 厝 」, 另 一 邊 是 嶄 新 的 港 資 企業 廠 房 , 生 產 印 有 迪 士 尼 卡 通 人 物 的 文 具 。 這 裡 的 工 人 一 個 月 大 概 只能 掙 到 五 、 六 百 人 民 幣 , 廠 方 包 吃 包 住 要 扣 一 百 五 , 飯 菜 的 品 質 又 極差 , 工 人 寧 可 搬 出 去 住 自 己 煮 飯 , 因 此 , 農 村 裡 一 套 雙 人 床 的 破 房 間 ,房 租 每 月 一 百 塊 仍 床 位 難 求 。傍 晚 , 我 們 在 一 間 農 舍 門 口 與 三 名 來 自 四 川 的 女 工 攀 談 , 其 中 一位 年 輕 打 工 妹 用 頗 標 準 的 普 通 話 陳 述 她 在 廠 裡 的 見 聞 。 原 來 , 一 年 多前 東 莞 勞 動 局 來 此 地 查 廠 時 , 工 廠 為 了 應 付 勞 動 檢 查 合 同 造 假 , 工 人才 知 道 廠 方 的 低 工 資 已 經 違 反 勞 動 法 , 憤 而 組 織 抗 爭 。 資 方 花 錢 收買 、 開 除 了 一 部 份 帶 頭 罷 工 的 生 產 線 「 老 大 」 之 後 , 終 於 暫 時 壓 制 了工 潮 。2005 年 5 月 起 , 勞 動 局 要 求 廠 方 遵 守 最 低 工 資 , 每 月 必 須 達 到五 百 七 「 保 底 」 的 標 準 , 資 方 反 而 變 相 提 高 保 底 的 最 低 標 準 , 做 不 完按 未 達 標 的 件 數 扣 錢 。 一 位 男 工 不 滿 地 說 , 廠 方 這 種 作 法 逼 工 人 超 時趕 工 到 半 夜 , 與 之 前 用 加 班 工 資 的 算 法 比 較 起 來 , 保 底 件 數 提 高 , 總收 入 反 而 降 低 , 是 「 無 薪 加 班 」。我 們 把 話 題 轉 向 工 傷 , 這 是 此 次 血 汗 工 廠 調 查 的 重 點 。 打 工 妹說 , 這 間 工 廠 六 月 底 剛 死 了 兩 個 工 人 , 其 中 一 個 打 工 的 男 孩 疑 似 感 冒肺 炎 , 領 班 不 讓 他 休 息 , 加 班 完 隔 天 被 發 現 死 在 床 上 , 另 一 個 打 工 妹連 續 加 班 沒 睡 覺 , 結 果 放 假 後 意 外 死 在 廠 外 。 廠 方 賠 了 一 萬 五 給 前 一個 農 民 工 的 家 屬 , 後 一 個 女 工 就 只 賠 了 六 千 塊 。當 我 們 訪 問 這 位 打 工 妹 時 , 屋 裡 另 外 兩 位 中 年 女 工 有 一 句 沒 一 句補 充 著 , 一 個 照 撫 著 屋 內 鍋 裡 的 菜 與 開 水 , 一 個 拿 起 掃 把 忙 著 打 掃 。不 一 會 兒 , 她 們 便 用 四 川 腔 熱 情 地 招 呼 起 來 ,「 你 們 一 定 還 沒 吃 晚飯 , 一 起 來 吃 吧 !」「 對 啊 , 一 塊 兒 吃 ! 進 來 進 來 ! 別 客 氣 !」 我 們跟 進 屋 去 , 在 潮 濕 陰 暗 的 農 舍 裡 架 著 三 層 床 位 以 及 一 些 簡 單 的 家 當 ,牆 邊 有 張 約 一 尺 高 , 兩 尺 見 方 的 小 桌 , 上 頭 擺 著 她 們 三 個 女 工 的 晚

城 市 中 國 的 無 產 化 153餐 : 三 碗 白 飯 , 一 大 盤 炒 了 辣 椒 與 花 椒 粉 的 空 心 菜 , 還 有 三 大 碗 燒 滾的 白 開 水 。雖 然 菜 香 四 逸 , 這 真 是 令 作 為 研 究 者 — 而 且 還 是 個 前 台 灣 工 會工 作 人 員 的 我 , 難 以 下 嚥 的 一 頓 飯 。 當 時 我 只 能 制 止 正 在 添 飯 的 女 工大 姐 , 說 我 們 不 餓 , 真 的 不 客 氣 , 繼 續 聊 吧 , 妳 們 快 吃 , 吃 完 還 要 趕去 上 夜 班 , 遲 到 要 罰 錢 。這 趟 暑 假 迪 士 尼 工 傷 調 查 之 旅 , 總 共 訪 問 了 珠 三 角 十 餘 家 外 資 與台 資 工 廠 的 農 民 工 與 打 工 妹 , 令 我 大 開 眼 界 , 這 些 訪 談 後 來 由 「 大 學師 生 監 察 無 良 企 業 行 動 」(Students and Scholars Against Corporate Misbehavior,SACOM) 整 理 成 《 找 回 米 奇 的 良 心 : 迪 士 尼 公 司 所 屬 中 國 製造 廠 商 的 勞 工 調 查 報 告 》 公 諸 於 世 , 串 聯 國 際 反 血 汗 工 廠 的 活 動 , 該組 織 並 獲 暢 銷 雜 誌 《 南 風 窗 》 選 為 中 國 年 度 公 益 社 團 。 然 而 近 三 年 後 ,迪 士 尼 改 善 血 汗 工 廠 的 承 諾 仍 口 惠 而 不 實 , 多 半 被 發 現 後 抽 單 了 事 。這 次 調 查 也 讓 我 意 識 到 社 會 學 界 市 場 轉 型 之 爭 的 理 論 限 制 。 中 國市 場 轉 型 爭 論 的 「 政 治 資 本 」 與 「 人 力 資 本 」 的 回 報 , 能 夠 說 明 珠 三角 工 廠 裡 數 千 萬 民 工 所 面 臨 的 生 活 處 境 嗎 ? 從 人 民 公 社 到 現 代 工 廠 的這 三 十 年 , 究 竟 是 何 種 力 量 塑 造 了 當 代 中 國 的 社 會 不 平 等 ? 回 頭 來看 , 毛 澤 東 統 治 時 期 的 中 國 , 在 這 種 不 平 等 的 發 展 中 是 無 辜 的 嗎 ? 最後 , 台 灣 社 會 學 者 的 研 究 是 否 總 透 過 台 資 的 視 野 或 田 野 , 把 中 國 工 廠當 成 台 商 研 究 的 延 伸 ? 顯 然 , 台 商 從 來 就 不 是 共 產 黨 統 治 下 的 弱 者 ,毛 澤 東 時 代 的 舊 體 制 也 不 是 無 辜 的 , 眼 前 犧 牲 農 民 與 工 人 的 血 汗 工 廠更 不 該 被 遺 忘 。 很 自 然 地 , 我 回 到 馬 克 思 的 階 級 研 究 傳 統 、 與 毛 澤 東時 代 的 幽 暗 歷 史 裡 去 找 答 案 。在 香 港 科 大 的 「 中 國 社 會 分 層 」 研 究 班 上 , 我 嘗 試 提 出 擴 展 新 馬克 思 主 義 階 級 分 析 的 初 步 構 想 , 並 獲 得 邊 燕 杰 教 授 的 鼓 勵 與 支 持 , 之後 參 與 黃 善 國 教 授 的 分 類 數 據 統 計 課 程 , 更 重 要 的 是 吳 曉 剛 教 授 亦 師亦 友 的 悉 心 指 導 , 幫 助 我 將 中 國 社 會 正 在 「 無 產 化 」 的 感 性 直 覺 , 逐漸 轉 化 為 學 術 規 範 下 的 量 化 分 析 。 此 外 , 科 大 社 會 科 學 部 的 中 國 大 陸同 學 、 與 香 港 勞 工 NGO 的 友 人 們 , 給 了 我 許 多 協 助 與 關 懷 。 如 果 沒有 上 述 所 有 人 的 提 攜 , 這 篇 文 章 不 可 能 問 世 , 當 然 , 文 中 的 分 析 與 數據 仍 有 許 多 令 人 不 儘 滿 意 之 處 , 該 由 我 自 己 負 責 。 但 是 起 心 動 念 , 在東 莞 樟 木 頭 跟 四 川 打 工 妹 那 一 噸 食 不 下 嚥 的 晚 餐 , 或 許 才 是 這 趟 學 術之 旅 的 出 發 點 吧 !
