ASA Process Overview1 Application ProcessAfter an initial consultation, the proponent will complete an application form 1 , which includes aguide to assist in completing the form. Administrative <strong>information</strong> required on the form includesowner’s contact <strong>information</strong>, plant operator details (if operator is different from the owner) andthe physical location of the site(s) or facilities and their surroundings. A short overview of theregulations that the Alternative Safety Approach is intended to address would also be includedand, if the application is for a Safety Management Plan, the hazard category (as per BC SafetyAuthority Hazard category Directive) assigned to the facility or operation. The total energycontained in the facility as well as the date that we could expect to receive the submission of theAlternative Standard Approach, would also be included as part of the application package.The Alternative Safety Approach application fee will be paid up front when the application issubmitted and the amount will be as per the fee schedule, available on the BC Safety Authoritywebsite. This will be a non-refundable fee.The BC Safety Authority will have one point of contact for all Alternative Safety Approachapplications 2 , and once the application has been reviewed for completeness, it will be registeredand assessed.The assessment of applications for Safety Management Plans will primarily focus on confirmingthat the hazard category selected by the proponent is appropriate, and to verify that theproposed approach is suitable for the instrument selected..In addition, BCSA will determine if any third party review requirements of the Alternative SafetyApproach will be neces<strong>sa</strong>ry. ASA Process Overview2 Preparation and Submission ProcessOnce an application has been accepted, the applicant then prepares their submission for anAlternative Safety Approach. Full details on the required contents of an Equivalent StandardApproach or a Safety Management Plan can be found in the guidance materials 3 available on theBC Safety Authority website, www.<strong>sa</strong>fetyauthority.ca or by contacting us at 1-866-566-7233.3 ASA Assessment ProcessAssessment is a structured process where the BC Safety Authority examines the adequacy ofthe submission, and determines whether the proponent has taken all the neces<strong>sa</strong>ry steps toprotect people, property and the environmentIn assessing a Safety Management Plan, conclusions will be based on the following;the submission contains sufficient <strong>information</strong> for evaluation,the plan demonstrates that a structured, well defined process was used to identify, asses<strong>sa</strong>nd mitigate the risks associated with the hazards at the site, andthe presence of any deficiencies in the risk mitigation plan.A review of the risk mitigation will include;a review of the overall <strong>management</strong> systems,evidence of involvement of site/facility staff in the development of the plan,a demonstration of the competency and training of staff,a review of third party documentation will be performed where applicable, anda site visit may be required in some situations.For all new Safety Management Plans, the evaluation process will also include an oraldemonstration meeting with the proponent to provide assurance that they are knowledgeableon the contents of the plan, and can demonstrate their commitment to the <strong>sa</strong>fety <strong>management</strong>systems approach detailed in the plan.On completion of the assessment process, a Safety Manager will make a decision on theoutcome; either the Alternative Safety Approach will be accepted or rejected.3 Safety Management Plan Guide MAN 4032Man-4035-00 Doc 01.
