IIPART<strong>FINAL</strong> <strong>REPORT</strong>Development of a Child Rights Methodology to Identify and Support Child Victims of Trafficking• a specialist undertakes <strong>the</strong> preliminary assessment of <strong>the</strong> child;• whenever <strong>the</strong> specialist observes <strong>the</strong> child’s willingness to provide information on <strong>the</strong>trafficking rings or <strong>the</strong> abuses s/he faced, s/he must notify at once <strong>the</strong> DGCCOA and <strong>the</strong>GDSACP;• <strong>the</strong> Centre’s multidisciplinary team drafts a personalised intervention plan or a socialintervention plan;• specialists from local NGOs are involved in <strong>the</strong> assessment, <strong>the</strong>rapy or in <strong>the</strong> case monitoring;• <strong>the</strong> multidisciplinary team drafts and implements a specialised intervention plan;• <strong>the</strong> monitoring and assessment of <strong>the</strong> (intervention) programme include:- Observing <strong>the</strong> case and <strong>the</strong> results- Intermediary, final assessment and analysis of <strong>the</strong> results obtained- Follow-up to monitor <strong>the</strong> evolution of <strong>the</strong> case, provide support in case of relapse and reassess<strong>the</strong> child’s situation (in <strong>the</strong> minimum monitoring period);• <strong>the</strong> case is closed (from a medical, psychological, social and family reintegration standpoint)when <strong>the</strong> protection measures designed to ensure <strong>the</strong> child’s mental and physical integrity areset in place.Record of proceedings and documents:• hard-copy records: each case has its own file (hard copy). It comprises <strong>the</strong> preliminary recordform, <strong>the</strong> full record form, specialised investigations: psychological, psychiatric, medical, social,juridical and pedagogical investigations and <strong>the</strong> child’s works - drawings, psychological tests,etc. These three individual reports (no. 1, no. 2 intermediary and final), copies of documentsissued by o<strong>the</strong>r public institutions, <strong>the</strong> personalised intervention plan and <strong>the</strong> socialintervention plan will be annexed to <strong>the</strong> file. The files are stored in a safe place forconfidentiality and for personal data protection reasons;• electronic records: each case is recorded in <strong>the</strong> database of <strong>the</strong> Pilot Centre. The Transit Centreis responsible for forwarding personal data on assisted children to <strong>the</strong> Pilot Centre to ensure acentralisation of information.County General Directorate for Social Assistance and Child Protection• <strong>the</strong> case is monitored for a period of minimum 6 months by <strong>the</strong> local Child ProtectionDirection / General Directorate for Social Assistance, in <strong>the</strong> child’s county of residence;• <strong>the</strong> competent local GDSACP will forward <strong>the</strong> monitoring reports to <strong>the</strong> NACRP every twomonths.National Authority for <strong>Children</strong>’s Rights Protection• forwards all monitoring reports to Bucharest Pilot Centre to ensure centralisation of data on allassisted children.Development of a child rights methodology to identify and support child victims of traffickingPART IIIMETHODOLOGYFOR IDENTIFICATIONAND SUPPORT OFCHILD VICTIMS OFTRAFFICKINGNational Agency against Trafficking in Persons (ANIPT)• informs <strong>the</strong> child on services provided to victims of trafficking (a representative of <strong>the</strong> regionalcentre will travel toge<strong>the</strong>r with a representative of <strong>the</strong> transit centre to <strong>the</strong> border point);• <strong>the</strong> Combating Organised Crime Directorate (DGCCO) notifies ANIPT and a representativeof ANIP travels to <strong>the</strong> border point (Baneasa or Otopeni airport) or a representative ofDGCCO accompanies <strong>the</strong> child at ANIPT’s regional centre where s/he is informed of his/herrights.Regional Centre• monitors <strong>the</strong> social assistance services provided to victims of trafficking;• when local service providers cannot entirely cover <strong>the</strong> victims’ social needs, specialisedassistance is provided by <strong>the</strong> regional centre’s personnel. The staff of <strong>the</strong> regional centre, i.e.psychologists and social workers, assist <strong>the</strong> trafficking victims to reintegrate socially andprofessionally;• <strong>the</strong> staff of <strong>the</strong> regional centre also give advice to victims who consent to take part in criminalproceedings (support and access to legal services).5253
