MissionTo protect fundamental human rights, increase access to basicresources for marginalised communities, and eliminatediscrimination.To create a justice delivery system that is accessible, accountable,transparent, efficient and affordable, and works for theunderprivileged.To raise the level of pro bono legal expertise for the poor to makethe work uniformly competent as well as compassionate.To equip through professional training a new generation of publicinterest lawyers and para-legals who are comfortable both in theworld of law as well as in social movements, and who learn from thesocial movements to refine legal concepts and strategies.To work towards an increased awareness of rights as universal andindivisible, and their realisation as an immediate goal.6
StrategiesThe Human Rights Law Network defends human rights byopposing violations, strengthening enforcement mechanisms,sensitising the public, and campaigning for constitutional andlegal reform. HRLN units in various states use the followingstrategies:- Legal Aid and Public Interest Litigation- Legal Education- Advocacy- Investigations, Monitoring, and Crisis Response- Access to Justice and People's Tribunals- Campaigns- Solidarity- Communications and PublicationsLegal Aid and Public Interest LitigationThe nationwide network offers quick response and probono expertise to those who have no access to the justicesystem. HRLN lawyers offer legal representation andadvice to those who cannot afford it. HRLN is part ofthe access to justice movement.Over the past decade, the Network has made a criticaltransition from individual litigation in the lower courtsto filing public interest petitions in the High Courtsand in the Supreme Court. Our experience is that adecisive and professional intervention at the level of theSupreme Court can bring about changes in retrogressivestate policies and bring relief to millions.However, increased litigation in higher courts does notmean that HRLN has in any way reduced its emphasison individual cases. It is necessary for lawyers and paralegalsto simultaneously be engaged in routine work,because it is through such cases that HRLN learns itsorientation and retains its compassion. Universalprinciples are often derived from simple individualcases.This is how young lawyers are trained. A judiciousmix of work in the trial courts and class action petitionsin the superior courts forms the complement ofHRLN's legal work. Broadly, HRLN's principle is tonever turn away an indigent person, but there remainbasic guidelines for litigation.Legal EducationAsserting everyone's right to access and everyone'sability to understand the law - we attempt to demystifylegal terms and procedures so that everyone, especiallythose neglected by the system of justice, can findthemselves included.To do this, HRLN, has formed theCentre for Constitutional Rights that takes legaleducation as a mission. It continuously campaigns forbetter understanding about the law and the judicialsystem through different channels in various Indianlanguages, and through material focused on its targetaudience.7
