It addressesthe urgent need for a co-ordinatedpublic interest response to thethreats to public health, water andair quality, fish and wildlife habitatand community interests posed byirresponsible mineral policies andpractices in Canada and around theworld.The MiningWatch Canada officeopened in April 1999. MiningWatchCanada shares infrastructure andservices with the Canadian Parksand Wilderness Society (CPAWS) ina central Ottawa location.The aims of MiningWatch Canadaare to:◊ ensure that mineral developmentpractices are consistent with thegoals of sustainable communitiesand ecological health;◊ strengthen technical andstrategic skills withincommunities and organisationsfaced with impacts of mineraldevelopment;◊ impose appropriate terms andconditions on mining and insome cases prevent thedevelopment of projects thatwould adversely affect areas ofecological, economic and culturalsignificance; and◊ advocate policies to improve theefficiency and reduce the risks ofmineral development.MiningWatch Canada is a directresponse to industry and governmentfailures to protect the public and theenvironment from destructivemining practices and to deliver ontheir sustainability rhetoric. Withtechnical and strategic expertisefrom across Canada, MiningWatchCanada will carry out and/or supportthe monitoring, analysis andadvocacy necessary to affect thebehaviour of industry and publicdecision-makers.A national non -profit withdedicated staff in an Ottawa-basedoffice, and supporting initiativesfrom partners in affectedcommunities in Canada and aroundthe world, MiningWatch Canada isgoverned by a Board of Directorscomprised of a range of experts,community leaders and activistsfrom across Canada.ActivitiesMiningWatch Canada has animpact on the accountability of policymakers and industry alike with fourmain activities. We:◊ Provide an Ottawa-basedmonitoring function of miningcompanies, government agencies,and industry associations;◊ Carry out and disseminate highquality research highlightingcurrent problems with mineralpolicies and practices;◊ Promote a well-grounded publicagenda for reform of selectedindustry practices andgovernment policy;◊ Increase regional interventioncapacity by facilitatinginformation exchange, effectivecommunications and jointstrategic initiatives amongaffected public stakeholders.◊ Link with other activist and nongovernmentalorganisationsaround the world to exchangeinformation and strategiesaround specific projects andcorporations as well as policyand legal questions.MiningWatch Canada and itsmember organisations are able toplay many roles. In some cases MWCstaff take a lead in carrying outresearch and advocacy efforts; in32 MiningWatch Canada
others MWC plays a limitedfacilitation or support role orwatching brief as other organisationswith particular expertise orjurisdiction take the lead.MiningWatch Canada will takeprimary responsibility for deliveringthe following over and above itsspecific Ottawa-based monitoringand support activities over the nexttwo years:◊◊◊◊Seminar to develop aCommunity-based participatoryframework to account for the fullcosts of mining. This will bringtogether communityrepresentatives from around theworld who had suffered theimpacts of Canadian miningcompanies to share their stories.Develop and deliver a criticalreview of a number ofgovernment policies affecting theminerals sectorDevelopment and publication ofa Framework for ResponsibleMining Practices in collaborationwith the USA's Mineral PolicyCenter.Community support and capacitybuilding in the regions, includinga national database/inventory ofadvanced mining projects, Website, listserv and quarterly emailbulletin, an expert referraldirectory, and a small grantssupport program to assistregional group campaigns andprograms.Board of DirectorsLegally, MiningWatch Canada isa federally registered non -profitsociety, with an thirteen -memberBoard of Directors.The Directors have expertise andexperience in geoscience, humanhealth sciences, politicalcommunications, resource law,campaigning, organisationalmanagement and fund-raising,international development andaboriginal issues.PersonnelThe MWC national office isstaffed by:◊◊◊National Coordinator, JoanKuyekResearch Co-ordinator,Catherine CoumansCommunicationsCoordinator, Jamie Kneen.MembershipMembership in MWC is comprisedof not-for-profit organisationsworking on environmental, socialjustice, international developmentand aboriginal issues. Membergroups serve as primary programand campaign partners and assistin the development of strategy viainput to the annual meeting.Membership applications areapproved by the Board ofMiningWatch Canada.Membership is not available to forprofitorganisations or associationsthereof.
