The wbole thing hasevidently been concocted by Mr. David Arnot, andothers, for Waterboer. From the earliest period ofGriqua history, every event has been perverted andmisrepresented in the most shameless, transparentmanner, in order to suit the compi1er's own fraudulentends, and make out a claim for Waterboer to thediamondfields.In recommending this precious mass of false evidenceand fabrication, General Hay reiterates his'fallacies and mistatements, •• viz.:-That "many thousands of British subjects have emigratedthither . . . within GriqUillanl • . • and the Griqua Governmentfeels itself incompetent to exercise over them . • • that authority••. imperatively demanded," &c.We have already seen that none of the " many thousan&"were in Griqualand; that the Griqua Governmenthad notbing at al1 to do with them; tbat theywere all in the Orange Free State; and that on the6th of September, 1870, President Brand hadappointed :Mr. O.
