The wbole thing hasevidently been concocted by Mr. David Arnot, ando<strong>the</strong>rs, f<strong>or</strong> Waterboer. From <strong>the</strong> earliest period ofGriqua hist<strong>or</strong>y, every event has been perverted andmisrepresented in <strong>the</strong> most shameless, transparentmanner, in <strong>or</strong>der to suit <strong>the</strong> compi1er's own fraudulentends, and make out a claim f<strong>or</strong> Waterboer to <strong>the</strong><strong>diamond</strong><strong>fields</strong>.In recommending this precious mass of false evidenceand fabrication, General Hay reiterates his'fallacies and mistatements, •• viz.:-That "many thousands of British subjects have emigratedthi<strong>the</strong>r . . . within GriqUillanl • . • and <strong>the</strong> Griqua Governmentfeels itself incompetent to exercise over <strong>the</strong>m . • • that auth<strong>or</strong>ity••. imperatively demanded," &c.We have already seen that none of <strong>the</strong> " many thousan&"were in Griqualand; that <strong>the</strong> Griqua Governmenthad notbing at al1 to do with <strong>the</strong>m; tbat <strong>the</strong>ywere all in <strong>the</strong> Orange Free State; and that on <strong>the</strong>6th of September, 1870, President Brand hadappointed :Mr. O. J.
