<str<strong>on</strong>g>Agreement</str<strong>on</strong>g> <strong>on</strong> <strong>Strategic</strong> <strong>Partnership</strong><strong>between</strong> <strong>the</strong> <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> Afghanistanand <strong>the</strong> <strong>Republic</strong> <strong>of</strong> IndiaThe <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> Afghanistan and <strong>the</strong> <strong>Republic</strong> <strong>of</strong> India, hereinafter referred to as“<strong>the</strong> Sides”,RECOGNISING <strong>the</strong> time-tested and friendly relati<strong>on</strong>ship <strong>between</strong> <strong>the</strong> two countries,underpinned by historical and cultural ties;EMPHASISING <strong>the</strong> fundamental and lasting importance <strong>of</strong> <strong>the</strong> Treaty <strong>of</strong> Friendship<strong>between</strong> <strong>the</strong> Government <strong>of</strong> India and <strong>the</strong> Royal Government <strong>of</strong> Afghanistan <strong>of</strong> 4 January 1950,and subsequent <str<strong>on</strong>g>Agreement</str<strong>on</strong>g>s and Joint Statements;PROCEEDING from a desire to fur<strong>the</strong>r streng<strong>the</strong>n <strong>the</strong>ir traditi<strong>on</strong>al and historical ties tomutual benefit;DRAWING up<strong>on</strong> <strong>the</strong>ir rich and fruitful traditi<strong>on</strong> <strong>of</strong> cooperati<strong>on</strong> in various fields since <strong>the</strong>establishment <strong>of</strong> <strong>the</strong>ir diplomatic relati<strong>on</strong>s;CONVINCED that <strong>the</strong> fur<strong>the</strong>r comprehensive development <strong>of</strong> <strong>the</strong>ir bilateral ties wouldpromote progress and prosperity in both states and <strong>the</strong> regi<strong>on</strong> as a whole;APPRECIATING <strong>the</strong> significant expansi<strong>on</strong> <strong>of</strong> bilateral ties <strong>between</strong> <strong>the</strong> two countriesand, in this c<strong>on</strong>text, <strong>the</strong> sincere and generous assistance that <strong>the</strong> <strong>Republic</strong> <strong>of</strong> India has providedto <strong>the</strong> <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> Afghanistan over <strong>the</strong> past ten years;SEEKING to impart a l<strong>on</strong>g term commitment to <strong>the</strong>ir multifaceted bilateral relati<strong>on</strong>s andto actively develop <strong>the</strong>m in political, development, ec<strong>on</strong>omic, trade, scientific, technological,cultural and o<strong>the</strong>r fields in <strong>the</strong> years ahead,CONFIRMING <strong>the</strong>ir adherence to <strong>the</strong> comm<strong>on</strong> ideals <strong>of</strong> peace, democracy, rule <strong>of</strong> law,n<strong>on</strong>-violence, human rights and fundamental freedoms,REAFFIRMING <strong>the</strong>ir commitment to internati<strong>on</strong>al law, including to <strong>the</strong> purposes andprinciples <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s Charter,Hereby proclaim <strong>the</strong> establishment <strong>of</strong> relati<strong>on</strong>s <strong>of</strong> <strong>Strategic</strong> <strong>Partnership</strong>, as laid out in <strong>the</strong>following paragraphs:1


GENERAL PRINCIPLES1. This <str<strong>on</strong>g>Agreement</str<strong>on</strong>g>, based <strong>on</strong> mutual understanding and l<strong>on</strong>g term trust <strong>between</strong> <strong>the</strong> Sides,envisages <strong>the</strong> elevati<strong>on</strong> <strong>of</strong> <strong>the</strong> multifaceted ties <strong>between</strong> <strong>the</strong> two countries to higher levels,both in <strong>the</strong> bilateral field and in <strong>the</strong> internati<strong>on</strong>al arena.2. The <strong>Strategic</strong> <strong>Partnership</strong> <strong>between</strong> <strong>the</strong> Sides is based up<strong>on</strong> <strong>the</strong> principles <strong>of</strong> sovereignty,equality and territorial integrity <strong>of</strong> States, n<strong>on</strong>-interference in <strong>the</strong>ir internal affairs, mutualrespect and mutual benefit.3. The <strong>Strategic</strong> <strong>Partnership</strong> <strong>between</strong> <strong>the</strong> Sides is not directed against any o<strong>the</strong>r State or group<strong>of</strong> States.POLITICAL & SECURITY COOPERATION1. The Sides agree to engage in close political cooperati<strong>on</strong> and, in this respect, establish amechanism for regular bilateral political and Foreign Office c<strong>on</strong>sultati<strong>on</strong>s. Politicalc<strong>on</strong>sultati<strong>on</strong>s will be led by Foreign Ministries <strong>of</strong> both countries and include summit levelc<strong>on</strong>sultati<strong>on</strong>s c<strong>on</strong>vened at least <strong>on</strong>ce a year.2. The Sides agree to c<strong>on</strong>sult and cooperate at <strong>the</strong> United Nati<strong>on</strong>s and o<strong>the</strong>r internati<strong>on</strong>al,regi<strong>on</strong>al and multilateral fora. Such cooperati<strong>on</strong> is to be aimed at influencing decisi<strong>on</strong>makingin <strong>the</strong>se fora in <strong>the</strong> interest <strong>of</strong> both countries. Cooperati<strong>on</strong> at <strong>the</strong> UN andmultilateral fora would include:(a) Joint initiatives <strong>on</strong> key regi<strong>on</strong>al and internati<strong>on</strong>al issues;(b) Support for <strong>the</strong> reform and expansi<strong>on</strong> <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s Security Council,including a permanent seat for India in <strong>the</strong> Council.3. The Sides agree to establish a <strong>Strategic</strong> Dialogue to provide a framework for cooperati<strong>on</strong> in<strong>the</strong> area <strong>of</strong> nati<strong>on</strong>al security. The Dialogue will be led by NSAs and involve regularc<strong>on</strong>sultati<strong>on</strong>s with <strong>the</strong> aim <strong>of</strong> intensifying mutual efforts towards streng<strong>the</strong>ning regi<strong>on</strong>alpeace and security.4. Security cooperati<strong>on</strong> <strong>between</strong> <strong>the</strong> Sides is intended to help enhance <strong>the</strong>ir respective andmutual efforts in <strong>the</strong> fight against internati<strong>on</strong>al terrorism, organized crime, trafficking innarcotics, m<strong>on</strong>ey laundering and so <strong>on</strong>.5. India agrees to assist, as mutually determined, in <strong>the</strong> training, equipping and capacitybuilding programmes for Afghan Nati<strong>on</strong>al Security Forces.TRADE & ECONOMIC COOPERATION2


1. The Sides commit to streng<strong>the</strong>ning trade, ec<strong>on</strong>omic, scientific and technologicalcooperati<strong>on</strong>, as well as cooperati<strong>on</strong> <strong>between</strong> o<strong>the</strong>r bodies <strong>of</strong> business and industryrepresentatives, with a view to expanding trade and ec<strong>on</strong>omic relati<strong>on</strong>s;2. In <strong>the</strong> interest <strong>of</strong> Afghanistan’s sustainable development, and fur<strong>the</strong>ring ec<strong>on</strong>omicinterdependence <strong>between</strong> <strong>the</strong> two countries, <strong>the</strong> Sides commit to deepening anddiversifying cooperati<strong>on</strong> in sectors such as agriculture, rural development, mining,industry, energy, informati<strong>on</strong> technology, communicati<strong>on</strong>s, transport, including civilaviati<strong>on</strong>, and any o<strong>the</strong>r areas that <strong>the</strong> Sides may agree <strong>on</strong>.3. The Sides agree to take effective measures to create a favourable envir<strong>on</strong>ment to promotetrade and investment. The measures shall include, am<strong>on</strong>g o<strong>the</strong>rs:(a) Enhancing investment protecti<strong>on</strong>;(b) Simplifying customs and o<strong>the</strong>r procedures, [and] promoting <strong>the</strong> removal <strong>of</strong> n<strong>on</strong>-tariffbarriers, and gradually lowering tariff barriers;(c) Work towards <strong>the</strong> creati<strong>on</strong> <strong>of</strong> air-cargo facilities for promoti<strong>on</strong> <strong>of</strong> commercialexchange;(d) Cooperating in <strong>the</strong> areas <strong>of</strong> banking and finance, and improving credit and insurancefacilities; and(e) Enhancing cooperati<strong>on</strong> and coordinati<strong>on</strong> at internati<strong>on</strong>al trade, ec<strong>on</strong>omic and financialbodies.4. To achieve a sustained expansi<strong>on</strong> <strong>of</strong> bilateral trade and ec<strong>on</strong>omic ties with a l<strong>on</strong>g termperspective, <strong>the</strong> Sides will establish effective mechanisms for interacti<strong>on</strong> <strong>between</strong> Indianand Afghan entities. Specific measures will include:(a) Encouraging c<strong>on</strong>tacts <strong>between</strong> regi<strong>on</strong>s/provinces in both countries with a view topromoting trade, ec<strong>on</strong>omic and cultural cooperati<strong>on</strong>;(b) Mandating <strong>the</strong> relevant bodies <strong>of</strong> countries to jointly explore <strong>the</strong> possibilities <strong>of</strong>regi<strong>on</strong>al trading arrangements with third countries;(c) Fur<strong>the</strong>r enhancing <strong>the</strong> quality and internati<strong>on</strong>al competitiveness <strong>of</strong> <strong>the</strong>ir goods by,promoting cooperati<strong>on</strong> <strong>between</strong> <strong>the</strong> instituti<strong>on</strong>s <strong>of</strong> quality assurance andstandardizati<strong>on</strong>, and <strong>on</strong> new technologies; and(d) Encouraging greater cooperati<strong>on</strong> <strong>between</strong> <strong>the</strong> Chambers <strong>of</strong> Commerce and Industries <strong>of</strong>both countries.5. Recognizing that regi<strong>on</strong>al ec<strong>on</strong>omic cooperati<strong>on</strong> is vital to <strong>the</strong> future ec<strong>on</strong>omic prosperity<strong>of</strong> individual nati<strong>on</strong>s, <strong>the</strong> Sides agree to cooperate, both bilaterally and through regi<strong>on</strong>alorganizati<strong>on</strong>s in promoting regi<strong>on</strong>al ec<strong>on</strong>omic cooperati<strong>on</strong>. Regi<strong>on</strong>al ec<strong>on</strong>omic cooperati<strong>on</strong>shall:(a) Envisage assisting Afghanistan emerge as a trade, transportati<strong>on</strong> and energy hubc<strong>on</strong>necting Central and South Asia and enabling free and more unfettered transport andtransit linkages;(b) Focus <strong>on</strong> development <strong>of</strong> regi<strong>on</strong>al infrastructure projects;3


(c) Help facilitate <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> <strong>the</strong> Afghan ec<strong>on</strong>omy within <strong>the</strong> South Asian andglobal ec<strong>on</strong>omies by opening markets for Afghan and Indian products for mutualbenefit; and(d) Streng<strong>the</strong>n regi<strong>on</strong>al cooperati<strong>on</strong> under SAARC, <strong>of</strong> which both sides are members.CAPACITY DEVELOPMENT AND EDUCATION1. In <strong>the</strong> interest <strong>of</strong> Afghanistan’s l<strong>on</strong>g-term, sustainable development, and building <strong>on</strong> <strong>the</strong>existing generous aid programme <strong>of</strong>fered by India to Afghanistan, India commits toc<strong>on</strong>tinue its assistance to <strong>the</strong> development and capacity building efforts in Afghanistan.(a) Cooperati<strong>on</strong> will, am<strong>on</strong>g o<strong>the</strong>r areas <strong>of</strong> focus, c<strong>on</strong>centrate <strong>on</strong> <strong>the</strong> agriculture, miningand health sectors, reflecting Afghanistan’s priorities; and(b) India fur<strong>the</strong>r commits to expand <strong>on</strong>going Small Development Projects (SDPs) forgrass-root level development in <strong>the</strong> remote and rural areas.2. The Sides agree to establish instituti<strong>on</strong>al linkages <strong>between</strong> <strong>the</strong>ir respective governments byencouraging cooperati<strong>on</strong> <strong>between</strong> Ministries/agencies <strong>of</strong> two sides. India <strong>of</strong>fers <strong>the</strong>experience <strong>of</strong> its own instituti<strong>on</strong>al, administrative, political and ec<strong>on</strong>omic systems asreferences that Afghanistan can study and benefit from in <strong>the</strong> light <strong>of</strong> its own needs andrealities.3. As part <strong>of</strong> its highly successful annual scholarship programme, and <strong>the</strong> broader strategy <strong>of</strong>support to higher educati<strong>on</strong> for Afghanistan, India will c<strong>on</strong>tinue to expand educati<strong>on</strong> andtraining opportunities in India through <strong>the</strong> ICCR and ITEC scholarships, and multilateralfundedprogrammes.(a) Resp<strong>on</strong>ding to <strong>the</strong> requirements <strong>of</strong> Afghanistan, India will explore avenues to expandscholarships in medical, engineering and management institutes <strong>of</strong> India; and(b) The Sides will also encourage and facilitate annual student exchange programmes at <strong>the</strong>school and university levels.4. As part <strong>of</strong> its capacity building support for <strong>the</strong> Afghan government, India will c<strong>on</strong>tinue andexpand technical, training and o<strong>the</strong>r capacity building support to <strong>the</strong> various departments in<strong>the</strong> three branches <strong>of</strong> government, including <strong>the</strong> Executive, Judiciary and <strong>the</strong> Parliament.5. In resp<strong>on</strong>se to Afghanistan’s need to streng<strong>the</strong>n its administrati<strong>on</strong> and governance atnati<strong>on</strong>al and sub-nati<strong>on</strong>al levels, India <strong>of</strong>fers its experience <strong>of</strong> governance at <strong>the</strong> nati<strong>on</strong>al,state, district and local body levels, and technical assistance in setting up a permanent,career-based civil service suitable for Afghan realities.4


SOCIAL, CULTURAL, CIVIL SOCIETY & PROPLE-TO-PEOPLE RELATIONS1. In pursuit <strong>of</strong> fur<strong>the</strong>r expanding <strong>the</strong> people-to-people b<strong>on</strong>ds that exist <strong>between</strong> <strong>the</strong> twocountries, <strong>the</strong> Sides envisage greater exchanges <strong>between</strong> parliament, media, women, youth,sports, academic, cultural, intellectual and religious figures and bodies.2. Through <strong>the</strong> India-Afghanistan Foundati<strong>on</strong>, <strong>the</strong> Sides will seek to promote social andcultural ties, with a focus <strong>on</strong> arts, literature, poetry and so <strong>on</strong>, and fur<strong>the</strong>r expand <strong>the</strong>exposure to each o<strong>the</strong>rs’ cultural heritage and achievements.3. The Sides will encourage and promote greater exchanges <strong>between</strong> media organizati<strong>on</strong>s in<strong>the</strong>ir respective countries, within <strong>the</strong> framework <strong>of</strong> an independent and free media.4. Both Sides will work for <strong>the</strong> upliftment <strong>of</strong> women, <strong>the</strong>ir educati<strong>on</strong> and rights, and also for<strong>the</strong> poorer or weaker secti<strong>on</strong>s <strong>of</strong> <strong>the</strong>ir societies.5. To encourage and expand interacti<strong>on</strong> and legitimate movement <strong>of</strong> people <strong>between</strong> <strong>the</strong> twocountries, <strong>the</strong> Sides agree to simplifying rules and procedures for travel by citizens <strong>of</strong> bothcountries. The Sides intend to:(a) Promote tourist exchanges and cooperati<strong>on</strong> <strong>between</strong> tourist organizati<strong>on</strong>s in bothcountries; and(b) Encourage sister-city agreements <strong>between</strong> <strong>the</strong> cities/provinces/states <strong>of</strong> <strong>the</strong> twocountries.6. To facilitate legal cases involving nati<strong>on</strong>als <strong>of</strong> <strong>on</strong>e country in <strong>the</strong> o<strong>the</strong>r, <strong>the</strong> Sides will worktowards agreements <strong>on</strong> mutual legal assistance in civil and criminal matters.7. To promote relati<strong>on</strong>s <strong>between</strong> civil societies and, in particular, enable intellectualexchanges, <strong>the</strong> Sides intend to establish India-Afghanistan Round Table c<strong>on</strong>sisting <strong>of</strong>eminent pers<strong>on</strong>s representing different fields.8. Both Sides agree to promote cooperati<strong>on</strong> and exchanges in <strong>the</strong> field <strong>of</strong> sports.9. Both sides agree to share and learn from each o<strong>the</strong>rs’ experience <strong>of</strong> <strong>the</strong> values andinstituti<strong>on</strong>s <strong>of</strong> democracy, including <strong>the</strong> sharing, distributi<strong>on</strong> and devoluti<strong>on</strong> <strong>of</strong> powers,relati<strong>on</strong>s <strong>between</strong> <strong>the</strong> Centre and States/Provinces, electoral reforms etc.10. The Sides agree to establish parliament-to-parliament exchanges <strong>between</strong> <strong>the</strong> two countriesby organizing visits <strong>of</strong> parliamentary delegati<strong>on</strong>s and establishing parliamentary friendshipgroups in <strong>the</strong> two countries.5


IMPLEMENTATION MECHANISM1. This <strong>Strategic</strong> <strong>Partnership</strong> would be implemented under <strong>the</strong> framework <strong>of</strong> a <strong>Partnership</strong>Council, which will be headed by <strong>the</strong> Foreign Ministers <strong>of</strong> both countries. The Council willc<strong>on</strong>vene annual meetings.2. The Council will c<strong>on</strong>sist <strong>of</strong> separate Joint Working Groups <strong>on</strong> Political & SecurityC<strong>on</strong>sultati<strong>on</strong>s, Trade and Ec<strong>on</strong>omic Cooperati<strong>on</strong>, Capacity Development & Educati<strong>on</strong>, andSocial, Cultural and Civil Society, involving high level representatives from c<strong>on</strong>cernedMinistries/Authorities.3. The existing dialogue mechanisms <strong>between</strong> <strong>the</strong> two sides will become part <strong>of</strong> <strong>the</strong> Council.CONCLUSIONThe <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> Afghanistan and <strong>the</strong> <strong>Republic</strong> <strong>of</strong> India go forward in thispartnership, re-asserting <strong>the</strong> fundamental and lasting spirit <strong>of</strong> <strong>the</strong> Treaty <strong>of</strong> Friendship<strong>between</strong> <strong>the</strong> Government <strong>of</strong> India and <strong>the</strong> Royal Government <strong>of</strong> Afghanistan <strong>of</strong> 04 January1950, which states: “There shall be everlasting peace and friendship <strong>between</strong> <strong>the</strong> twoGovernments who will fur<strong>the</strong>r strive to maintain and streng<strong>the</strong>n <strong>the</strong> cordial relati<strong>on</strong>sexisting <strong>between</strong> <strong>the</strong> people <strong>of</strong> <strong>the</strong>ir respective countries.”Signed <strong>on</strong> <strong>the</strong> 4 th October 2011 at New Delhi in two originals, each in Hindi, Pashto, Dariand English languages.President<strong>of</strong> <strong>the</strong> <strong>Islamic</strong> <strong>Republic</strong> <strong>of</strong> AfghanistanPrime Minister<strong>of</strong> <strong>the</strong> <strong>Republic</strong> <strong>of</strong> India6
