36Journalists on the Frontline <strong>of</strong> <strong>Human</strong> <strong>Rights</strong> Defence<strong>East</strong> <strong>and</strong> <strong>Horn</strong> <strong>of</strong> <strong>Africa</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> Network. He thanked the funders <strong>of</strong> theconference <strong>and</strong> the resource persons for their attendance <strong>and</strong> willingness to share their expertise.The keynote address was given by H.E. Yoka Br<strong>and</strong>t, Ambassador <strong>of</strong> the Royal Dutch Embassyto Ug<strong>and</strong>a. Among other issues, the Ambassador appreciated the considerable number <strong>of</strong> womenjournalists represented at the conference, <strong>and</strong> urged for a need to have women receive equalopportunities in their working environment as their male counterparts. Ms. Br<strong>and</strong>t noted thatjournalists are a vital link in human rights work yet they face serious challenges <strong>and</strong> risks to theirlives. She stressed a need for the journalists to work h<strong>and</strong> in h<strong>and</strong> with other HRDs to raise theirpr<strong>of</strong>iles <strong>and</strong> advocate on their behalf. The Ambassador explicitly commended EHAHRDP/Net onits work <strong>and</strong> restated the support <strong>of</strong> the Dutch Government to the organization <strong>and</strong> human rightsdefenders in the entire sub-region.The key note speech was delivered by Hon. Al-Hajji Ali Kirunda Kivejinja, 3 rd Deputy PrimeMinister <strong>and</strong> Minister <strong>of</strong> Information <strong>and</strong> National Guidance with considerable delay. TheMinister gave a general overview on the role <strong>and</strong> responsibilities <strong>of</strong> the media in relation to thedemocratisation process in Ug<strong>and</strong>a.EHAHRDP invited resource persons from reputable organisations defending human rights <strong>and</strong>protecting human rights defenders, such as Amnesty International, Article 19, Front Line, <strong>Human</strong><strong>Rights</strong> House Foundation <strong>and</strong> Peace Brigades International – European Office. Some <strong>of</strong> themdelivered presentations <strong>and</strong> training sessions during the three-day conference which will bereprinted below. 12 Each <strong>of</strong> the sessions was followed by workshop <strong>and</strong>/or plenary sessions givingparticipants the opportunity to deepen their underst<strong>and</strong>ing <strong>of</strong> the topic presented <strong>and</strong> apply thenewly-gained knowledge to specific questions posed to them. The result <strong>of</strong> this group work wasthen presented to the plenary <strong>and</strong> discussed among participants <strong>and</strong> resource persons. They stipulate the rights <strong>of</strong> human rightsdefenders <strong>and</strong> the responsibilities <strong>of</strong> states to respect these rights.12 All <strong>of</strong> the presentations have been slightly summarized. However, the outline <strong>and</strong> tone <strong>of</strong> the text hasbeen maintained.13A copy <strong>of</strong> the Conference’s agenda <strong>and</strong> list <strong>of</strong> participants <strong>and</strong> resource persons are annexed to thisreport.
