Conference Report: Resources <strong>and</strong> Proceedings 5Every effort along these lines using non-violent means, accords protection to the HRDs asstipulated in the Declaration <strong>and</strong> other regional <strong>and</strong> international documents. 4Journalists as human rights defenders face multiple threats in the execution <strong>of</strong> their work in manycountries <strong>of</strong> the sub-region. This conference was designed to create an improved underst<strong>and</strong>ing <strong>of</strong>human rights among media workers <strong>and</strong> to initiate closer cooperation with fellow HRDs outsidethe media in creating higher public awareness, <strong>and</strong> strengthening protection by a more efficientutilization <strong>of</strong> the media.The main objectives <strong>of</strong> the Journalists’ Conference were:• To create <strong>and</strong> deepen awareness among journalists on human rights work <strong>and</strong> their role ashuman rights defenders;• To train journalists on existing instruments <strong>of</strong> HRDs’ protection <strong>and</strong> thereby enhancetheir knowledge on procedures in case <strong>of</strong> rights violations;• To establish synergetic linkages with fellow HRDs <strong>and</strong> devise plans for regularinformation exchange.With the help <strong>of</strong> the Network’s Focal Person in each <strong>of</strong> the member countries, participants wereidentified along previously agreed criteria, i.e.:• Proven experience in journalistic reporting preferably with a focus on human rightsreporting;• Employed with one <strong>of</strong> the major media houses/institutions (newspaper, radio or TV);• Having worked in a situation <strong>of</strong> armed conflict, in divided society or under political/legalrepression.Some participants’ experience <strong>of</strong> having faced direct political or legal repression was thought toprove worthwhile when provided as testimonies to other conference participants. A genderbalancedselection <strong>of</strong> c<strong>and</strong>idates was furthermore encouraged.2 The state <strong>of</strong> the media in the <strong>East</strong> <strong>and</strong> <strong>Horn</strong> <strong>of</strong> <strong>Africa</strong>Besides being signatories to relevant international <strong>and</strong> regional instruments on human rights <strong>and</strong>fundamental freedoms, most states in the sub-region have freedom <strong>of</strong> expression enshrined intheir national constitutions. However, the following country reports 5 compiled by participantsshow the non-compliance with international st<strong>and</strong>ards <strong>and</strong> clear breaches <strong>of</strong> national legalprovisions infringing on journalists <strong>and</strong> human rights defenders’ rights.4For example the EU Guidelines on <strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> adopted by the Council <strong>of</strong> the EuropeanUnion on 14 June 2004; <strong>Africa</strong>n Charter on <strong>Human</strong> <strong>and</strong> Peoples’ <strong>Rights</strong> & the Special Rapporteur on HRDs5The reports are a result <strong>of</strong> individual participants’ research <strong>and</strong> experience in their respective countries<strong>and</strong> therefore constitute personal views which are not necessarily those <strong>of</strong> the <strong>East</strong> <strong>and</strong> <strong>Horn</strong> <strong>of</strong> <strong>Africa</strong><strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> Project (EHAHRDP) or those <strong>of</strong> all other participants <strong>of</strong> the conference. Neitherare they able to provide full account <strong>of</strong> the situation <strong>of</strong> journalists in their respective countries.
