(See the Canon of Shilun.page 24.) About that time the in'indations flowed abroad, and theboundaries of the various regions could not be distinguif^hed, until Yudivided the land into nine provinces, f )llowingthe chain of hills, andaccording with the advantages of the country, he cut down the forestsand cleared away the roads, in order to regulate the matter. Healso fixed upon the liighest moiintuns and the largest rivers as certainboundaries. These three thin^^'s constitute the most importantitems of Yu'iB merit in draining the land, there ore the writer of theClassic sets them down first.* The Ke province (or Shan-se) was the Imperial domain, surroundedon three sides by rivers, for it lay to the west of tne river of theYen province, to the east of that part of the YeUo%v river which bordersthe Yung province, and to the north of that part of the same riverwhich borders the Y'u province ; all the other eight provinces havetheir borders mentioned and not the Ke province, because the othersbeing described this may be known.f Hoo-kow (situated in Lat. 36. 15.ofN. Long. 6. oW. of Peking,)is the name of a hill, situated on the south of the /05 Keuh district,corresponding with the present department of |]^>>sih. (Lat. 36.40. N. Long. 5. 32. W.) near the district of "^ Kdh, (Lat.36. 6. N. Lat. 5. 55. W. of Peling). On examining this passagewe finl that the Ke province, or the territories of the imperialdomain, was the place where Yu first received the command todrain off the waters, and where he was rt quired to commence the work.He began his work therefore at Hoo-Uow and the adjacent places, inorder to cut off the force of the Y'ellow river, hence it is said '" havingcommenced." But the order in which Yu originally set about thework of draining the waters was to begin at the lower part ofthe streams; hence he observed the following cours*^ ; Yen, Tsing,Tseu, Yang, King, Yu, Leang, and Yûng. The Yen province wasfvrthest down the stream, theretbre he took that first ;while theYung province was farthest up the stream, therefore he attended tothat last. Yû ust^d to say " I have cleared out the nine rivers, andled them into the sea; I hive deepened the canals and led their watersinto the river;" thus the beginning and ending of his labour consistedin first drainifig off the waters of the nine rivers into the sea,that the great body of the fluid might have a vent; after which hedeepened the finals, that the smaller streams miglit find their level ;
