We have recently rec<strong>on</strong>stituted our committees with new terms<br />
of reference and already, <strong>the</strong>y have started <strong>on</strong> <strong>the</strong>ir several<br />
tasks to improve our service to you.<br />

Alternative<br />
Investment Instruments<br />
Following <strong>the</strong> Removal of Minimum Savings Rate<br />

On April 7, <strong>the</strong> Central Bank of Barbados announced <strong>the</strong><br />
removal of <strong>the</strong> minimum savings rate, signaling <strong>the</strong> end of a<br />
decades-l<strong>on</strong>g policy of structured interest rates <strong>on</strong> loans and<br />
deposits.<br />
Maintaining an administratively determined deposit interest<br />
rate was creating strain in o<strong>the</strong>r areas of <strong>the</strong> financial sector. It<br />
led to inflated Treasury Bill rates as commercial banks sought<br />
to use <strong>the</strong> gains from <strong>the</strong>ir investments to offset <strong>the</strong> costs of<br />
paying interest to thousands of account holders, in a market<br />
that is experiencing excess liquidity. It also resulted in higher<br />
mortgage and loan rates, <strong>the</strong>reby making it more difficult for<br />
ordinary Barbadians to own homes or start businesses.<br />
After careful c<strong>on</strong>siderati<strong>on</strong>, <strong>the</strong> Central Bank determined<br />
that deregulating interest rates and allowing market forces to<br />
determine what commercial banks offer <strong>the</strong>ir customers, was<br />
<strong>the</strong> appropriate step to take.<br />
In making this decisi<strong>on</strong>, <strong>the</strong> Bank has not lost sight of <strong>the</strong><br />
potential impact <strong>on</strong> lower and middle-income Barbadians, who<br />
relied <strong>on</strong> <strong>the</strong> interest income <strong>the</strong>ir savings accounts generated<br />
to supplement <strong>the</strong>ir earnings. Almost immediately after <strong>the</strong><br />
island’s five commercial banks began making adjustments to<br />
<strong>the</strong>ir rates, <strong>the</strong> Central Bank re-launched its Savings B<strong>on</strong>ds<br />
programme, highlighting a government security targeted for<br />
<strong>the</strong> benefit of <strong>the</strong> average saver that it first introduced in <strong>the</strong><br />
early 1980s. The Bank is currently offering a yield of 5.5% at<br />
maturity, more than double what commercial banks were<br />
offering before <strong>the</strong> removal of <strong>the</strong> minimum deposit rate.<br />
While <strong>the</strong> focus of its promoti<strong>on</strong>al efforts is currently <strong>on</strong><br />
Savings B<strong>on</strong>ds – understandably so, since this particular<br />
instrument works like a savings account in that holders can<br />
encash all or a porti<strong>on</strong> <strong>the</strong>reof any time, <strong>the</strong> Central Bank<br />
also offers o<strong>the</strong>r securities – Treasury Notes and Debentures,<br />
which pay periodic interest and <strong>the</strong>refore provide an income<br />
stream for retirees and o<strong>the</strong>r Barbadians who do not have a<br />
regular income.<br />
Both types of investments, with <strong>the</strong>ir history of being safe,<br />
while offering attractive returns, are worthy of c<strong>on</strong>siderati<strong>on</strong> in<br />
a post-minimum savings rate envir<strong>on</strong>ment.<br />

June 1st marked <strong>the</strong> start of <strong>the</strong> hurricane seas<strong>on</strong> and at a press<br />
c<strong>on</strong>ference at <strong>the</strong> Office of <strong>the</strong> Department of Emergency Management<br />
(DEM), Warrens Industrial Park, <strong>the</strong> partnership between DEM and <str<strong>on</strong>g>BARP</str<strong>on</strong>g><br />
was announced.<br />
<str<strong>on</strong>g>BARP</str<strong>on</strong>g> is ever c<strong>on</strong>cerned about <strong>the</strong> health and well-being of its members.<br />
When <strong>the</strong> Department of Emergency Management (DEM) proposed a<br />
partnership with <str<strong>on</strong>g>BARP</str<strong>on</strong>g> under <strong>the</strong>ir <strong>the</strong>me “Keeping in touch with our<br />
communities” we jumped at <strong>the</strong> opportunity.<br />
With 44,000 plus members and an estimati<strong>on</strong> that <strong>the</strong>re is a <str<strong>on</strong>g>BARP</str<strong>on</strong>g> member<br />
in almost every household, we echo <strong>the</strong> sentiments of <strong>the</strong> Department of<br />
Emergency Management that is, that pers<strong>on</strong>s need to take ownership of<br />
<strong>the</strong>ir own safety and security in <strong>the</strong> face of any natural disaster which <strong>the</strong>y<br />
may be susceptible to during <strong>the</strong> 2015 Hurricane Seas<strong>on</strong>.<br />
We especially urge <strong>the</strong> seniors of Barbados to be in a state of readiness:<br />
• Have a written detailed plan including identificati<strong>on</strong> of two or<br />
three team members who can assist you in an emergency<br />
• Have your emergency supply kit prepared inclusive of any<br />
prescribed medicati<strong>on</strong><br />
• Have an evacuati<strong>on</strong> plan in place especially, if you do not have<br />
ready access to transportati<strong>on</strong><br />
• Secure all important documents, and<br />
• Be aware of <strong>the</strong> various emergency shelters located in your<br />
community especially those with wheel chair access.<br />
There are many pro-active mitigati<strong>on</strong> and preparedness activities which can<br />
be implemented <strong>on</strong> an individual level to prepare for <strong>the</strong> hurricane seas<strong>on</strong>.<br />
Through <strong>the</strong> partnership of <str<strong>on</strong>g>BARP</str<strong>on</strong>g> and DEM our initial offerings to assist <strong>the</strong> public in<br />
preparing for this hurricane seas<strong>on</strong> will include:<br />
• A co-branded brochure titled “Disaster Preparedness for <strong>the</strong><br />
Elderly and People with Disabilities and Special Needs” which<br />
will be available in hard and soft copy, and<br />
• An educati<strong>on</strong> and awareness series to be facilitated by<br />
Mr Ewald Mullin, <str<strong>on</strong>g>BARP</str<strong>on</strong>g> member and subject expert. This series<br />
will be transmitted via our <str<strong>on</strong>g>BARP</str<strong>on</strong>g> Fifty Plus Radio programme<br />
which airs every 1st and 3rd Tuesday <strong>on</strong> VOB 92.9 FM at 9:00 a.m.<br />
and every 2nd and 4th M<strong>on</strong>day <strong>on</strong> CBC 100.7FM at 12:30 p.m.<br />

What grandchildren need <strong>the</strong> most are <strong>the</strong> essentials that grandparents provide in abundance.<br />
They give unc<strong>on</strong>diti<strong>on</strong>al love, kindness, patience, humour, comfort, less<strong>on</strong>s in life…<br />

The Sandiford’s are <strong>the</strong> proud grandparents of several and are very<br />
involved in <strong>the</strong>ir grandchildren’s activities which include chess, music and<br />
<strong>the</strong>ir various after school less<strong>on</strong>s.<br />
Harry or “Leigh” is a retired Managing Director of Super Centre (now<br />
Massy Stores Supermarkets) who dedicated more than 40 years of<br />
service with Barbados Shipping and Trading (BS&T), while Myrna also<br />
retired, spent 27 years with <strong>the</strong> Royal Bank of Canada.<br />
The grandchildren are always excited when Myrna cooks some of <strong>the</strong>ir<br />
favourite foods; macar<strong>on</strong>i pie, chicken soup and fish cakes and <strong>the</strong>y seem<br />
to particularly enjoy sharing moments toge<strong>the</strong>r over a cup of tea with<br />
banana bread and biscuits. “They very much like to have us over for tea<br />
and better still to sleep over.” Exclaimed Harry, whose grandchild Leigh<br />
not <strong>on</strong>ly carries his name but also has <strong>the</strong> same penchant for chocolate.<br />
All of <strong>the</strong> children seem to excel in music, a passi<strong>on</strong> that <strong>the</strong>y also share<br />
with <strong>the</strong>ir grandfa<strong>the</strong>r.<br />
There is definitely never a dull moment with <strong>the</strong> Sandiford’s. “We can recall<br />
taking <strong>the</strong>m <strong>on</strong> a cruise when we celebrated our fiftieth anniversary.”<br />
Myrna said with a laugh. “We were surprised to discover that our <strong>the</strong>n,<br />
six year old granddaughter was ordering hot chocolate and turkey<br />
sandwiches almost every day through room service…I mean, how did she<br />
know about room service, far less know who to call?” Myrna c<strong>on</strong>tinued.<br />
The Sandiford’s are very supportive of <strong>the</strong>ir grandchildren and are more<br />
than happy to brag about <strong>the</strong>ir accomplishments. The first grandchild<br />
Jordan age 14 is very artistic and loves to sketch, while Hannah age 11,<br />
loves to swim. They are both currently at <strong>the</strong> Codringt<strong>on</strong> School.<br />
Abigail 16, is a student of Combermere School and already has Grade 1<br />
and 2 passes in <strong>the</strong> Caribbean Examinati<strong>on</strong>s (CXC’s) already under her<br />
belt. She studies <strong>the</strong> violin and recently received a distincti<strong>on</strong> at Grade 7 in<br />
piano. She plays in <strong>the</strong> Barbados Youth Orchestra and leaves very so<strong>on</strong> for<br />
Washingt<strong>on</strong> to participate in <strong>the</strong> Global Youth Leaders C<strong>on</strong>ference (GYLC).<br />
Paul 11, is a former pupil of <strong>the</strong> George Lamming Primary, having just<br />
passed for <strong>the</strong> Combermere School in <strong>the</strong> recent Barbados Sec<strong>on</strong>dary<br />
School Entrance Examinati<strong>on</strong> (Comm<strong>on</strong> Entrance). He is also studying<br />
<strong>the</strong> guitar and <strong>the</strong> piano.<br />
Kyle 12, is a student of Harris<strong>on</strong> College where he plays violin in <strong>the</strong><br />
school’s orchestra as well as in <strong>the</strong> Barbados Youth Orchestra. He has<br />
a keen interest in chess and is <strong>the</strong> current Barbados under 14 and under<br />
16 Nati<strong>on</strong>al Chess Champi<strong>on</strong>. He received a br<strong>on</strong>ze medal in <strong>the</strong> recently<br />
hosted Under 14 CARIFTA Chess Tournament and has represented<br />
Barbados in many chess tournaments throughout <strong>the</strong> Caribbean.<br />
Leigh 9, is a student at Providence Elementary School. He too has a keen<br />
interest in chess and music and plays <strong>the</strong> cello and piano. He recently<br />
received distincti<strong>on</strong>s in both piano, Grade 2 and cello Grade 1. Much like<br />
his older bro<strong>the</strong>r Leigh, he has represented Barbados at several regi<strong>on</strong>al<br />
chess tournaments and is <strong>the</strong> current CARIFTA under 12 Chess Champi<strong>on</strong>.<br />
He also holds <strong>the</strong> title of <strong>the</strong> Under 10 Nati<strong>on</strong>al Chess Champi<strong>on</strong>. He<br />
recently represented Barbados in <strong>the</strong> Pan-American Chess Tournament<br />
in Cali, Colombia in June.<br />
Tara 8, joins her bro<strong>the</strong>r at Providence and has just w<strong>on</strong> <strong>the</strong> girls Under<br />
8 chess champi<strong>on</strong>ship at <strong>the</strong> CARIFTA games. At present, she is being<br />
tutored in cello, piano and violin and has <strong>the</strong> spirit and spunk to challenge<br />
all of her siblings and cousins.<br />
“There is definitely never a dull moment with our grandchildren and you<br />
are always guaranteed to have good laugh which is <strong>the</strong> best medicine for<br />
our golden years.” The Sandiford’s echoed.<br />

to benefit you as well as our valued c<strong>on</strong>cessi<strong>on</strong>aires. To date, approximately 27,000 new memberships<br />
and renewals have been issued with new cards. Please note that effective December 31, 2015, <strong>the</strong> silver<br />
membership cards as well as <strong>the</strong> yellow life membership cards will no l<strong>on</strong>ger be accepted by merchants<br />
and c<strong>on</strong>cessi<strong>on</strong>aires offering discounts to <str<strong>on</strong>g>BARP</str<strong>on</strong>g> members. In instances where your membership is still<br />
current, you may renew your membership prior to <strong>the</strong> renewal date to ensure that you c<strong>on</strong>tinue receiving your<br />
