The public-privatepartnership being espoused by thenational government is alive and in fullthrottlein Pampanga.Late last week, quarry operators haveexpressed support to the government’seffort to unclog the Gugu creek, whichwas unable to channel water out towardsPampanga Bay due to heavysiltation. Water, which has sought thelowest level, breached the San Fernando-Sto.Tomas-Minalin tail dike and, inthe process, heavily flooded at leastthree localities.Though the government has assuredthe release of funds for the constructionof the breached portion, there is still theneed to dredge the river to allow constructionteams to implement the rehabilitationwithout being hampered by thewater that runs too close to the embankment.The quarry operators, who are cashing-inon sand they haul out from theprovince’s mineral deposits, promisedto help in the dredging operations bymobilizing their heavy equipment freeof charge. Robredo,Prof. Romulo Hernandez“That is why many in the graduate school do not choose to be involvedand would rather remain in the realm of passivity”It was more than two years ago (March13, 2010, if I remember the exact date right)when we, the students at thegraduate school, were asked toattend a seminar sponsored bythe GEACCUP with the theme,“GOOD DOVERNANCE: ACHALLENGE TO GRADU-ATE EDUCATION.”One of our professors, alawyer, asked us in his class tocome up with our reaction paperon the main lecture of thisseminar, still with the aforementionedtheme.And here is what I wrotethen, which I would like todedicate now to the late Sec.Jesse M. Robredo and likewiseTowardsthe LightABEL SOTOto the late Prof. Romulo Hernandez, who areboth embodiment, not of perfect public servants,but of excellent ones. This column ofmine is sincerely dedicated to both of themas my gesture of salute to the rarityof their exemplary brand of “goodgovernance” and to their dedicationand commitment as outstandingservants-leaders***What is good governance?This was the overarching questionduring this whole day seminar of theGEACCUP, and I must admit the factthat there is no single and exhaustivedefinition of “good governance,” noris there a delimitation of its scope,that commands universal acceptance.The term is used with great flexibility(and here in the Philippines,with a great deal of comedy and superficiality);this is an advantage, but also a source ofsome difficulty at the operational level. Dependingon the context and the overriding objectivesought, good governance has been saidat various times to encompass: full respect ofhuman rights, the rule of law, effective participation,multi-actor partnerships, political pluralism,transparent and accountable processesand institutions, an efficient and effectivepublic sector, legitimacy, access to knowledge,information and education, political empowermentof people, equity, sustainability, andattitudes and values that foster responsibility,solidarity and tolerance. And most especially,depending on who is defining “good” in goodgovernance.However, there is a significant degree ofconsensus that good governance relates topolitical and institutional processes and outcomesthat are deemed necessary to achievethe goals of development. It has been said thatgood governance is the process whereby publicinstitutions conduct public affairs, managepublic resources and guarantee the realizationof human rights in a manner essentiallyfree of abuse and corruption, and with dueregard for the rule of law. The true test of“good” governance is the degree to which itdelivers on the promise of human rights: civil,cultural, economic, political and social rights.The key question is: are the institutions ofgovernance effectively guaranteeing the rightto health, adequate housing, sufficient food,quality education, fair justice and personal security?Hmmmm... Silence... blank... And themarines are even listening!The lecturer in the seminar provided keyattributes of good governance. These are:transparency, responsibility, accountability,participation, and responsiveness.By linking good governance to sustainablehuman development, emphasizing principlessuch as accountability, participation and theenjoyment of human rights, and rejectingprescriptive approaches to development assistance,the resolution stands as an implicitendorsement of the rights-based approach todevelopment. (The question is whose rightsare more recognized and are we talking abouthere? Well, you know what George Orwellwrote in one his classic novels, Animal Farm,“All men are created equal, but some men aremore equal than others.”)Experts expressly linked good governanceto an enabling environment conducive to theenjoyment of human rights and “promptinggrowth and sustainable human development.”In underscoring the importance ofdevelopment cooperation for securing goodgovernance in countries in need of externalA SALUTE PAGE 9Times are hard. It is a guide to deeper prayer, good decisionsguided by keen discernment, and anactive life of service to others.It trains us to “find God in all things”.
