4HeadlineGitnang LuzonMAY 22, 2013EDITORIALAIDS does matterAlarming was the report releasedyesterday by the Department ofHealth about 20 positive cases of HumanImmunodeficiency Virus (HIV), aprecursor to the deadly Acquired ImmunodeficiencySyndrome (AIDS).The victims are all new cases, meaning, there are already existingones who are already carriers of thevirus that has caused the death ofmany individuals in the country.Health authorities, though, wouldnot divulge the number of males orfemales infected by the virus in anapparent effort to arrest public alarmand, perhaps, minimize the effects ofsocial stigma on the victims. What is more alarming is that someof the reported victims tested positiveof HIV still work with entertainmentestablishments where they canpossibly transfer the disease to manypeople. The government has formulatedprograms for the victims of HIV forthem to be responsible not to spreadthe disease but there also have to beprograms to ensure that these victimsare socially-integrated with newmeans of livelihood. The problem with those HIV victimsdiscovered in Pampanga is that manydid not have any other means to liveand they had to go back to the entertainmentestablishments, possibly ascommercial sex workers, to eke out aliving. In such cases, these victims becometicking bombs that may triggera huge chain of infection that the governmentmight be too weak to combat. With still a few victims recordedin their lists, the government shouldmake sure it has the resources to preventthese victims from spreading thedisease simply by giving them othersource of livelihood, away from theflesh trade that becomes the perfectconduit of a potential pandemic.●HEADLINE Gitnang Luzon is aDaily Regional NewspaperEditor-in-Chief: albert lacanlaleLayout Artist: JP ManalangReporters: CHARLENE CAYABYAB /MARNA D. Paano ito magiging isang katiyakan kung ang DepEdmismo ay hindi nito kayang bigyan ng napakalinaw na kasagutan? HeadlineGitnang LuzonMAY 22, 20135In 2003, the Department of Education(DepEd) has launched itsnationwide program, the BrigadaEskuwela as part of the Oplan BalikEskuwela Program and the NationalSchool Maintenance Week Programof the said department.***The Brigada Eskuwela,an annualschools’ clean-up driveand repair activity thatis spearheaded by theDepEd, is going on foryears now conductedbefore the start of classesin public schools. Ithas been a successfulcampaign that assuresthe readiness of schoolscome June.iWritetomas m. garcia***Yesterday, the educationdepartment hasformally launched itsBrigada Eskuwela forthis year as it gears upfor the anticipated influxof students on June3 when classes for publicschool opens. Studentswill soon be returningto classrooms after atwo-month long summer vacation.“Education isslowly beingtransformedinto a privilegerather than aright”It is finally over. I am donewith the election gaga. No moreagitations and apprehensions onour part. No more reports of electionrelated incidents bombardingour office. No more pompouscandidates who literally drove ourminds to the level of insanity. Nomore “makukulit” individuals askingtheir status as registered votersand the reasons why their namesdid not appear on the lists. No morereports of defective PCOS machines. No more expendable NSCto deal with. I could not really comprehendwhy the government spentmore than P100 million creatingthis so called election assistanceagency and yet it only made mattersmore complicated on our part. Everythingnow is in order. All we haveto do right now is to submit reportsto some concern departments forformality’s sake. And we are backto square one for at least a monthor two before the possibility of theforthcoming Barangay election inOctober. However, remorseful as Imight been because of the tedioustasks given to us, I find the electionin our country quite entertaining.Yes, it was peaceful and somewhatorderly during the big day but thelast few days were full of tensions.Supporters from different partiesand candidates went overboard. Not a single day was spared withoutan issue. Filipinos eagerlywaited for the next adventures ormisfortunes from both camps andparties. Tirades and bickering wereactually done in every meeting andeven in national television.Apparently, allegations of votebuying were duly disseminatedwith the help of the social mediaand awareness was rekindled.People have had enough. Theyhave their minds of their own. Noamount of monetary value couldoverturn their decision to chooseOn Brigada Eskuwela***The program, taps local governments, private organizations, parents, students, teachers and othersectors in the society as partners inthe cleaning up and conduct of repairsof school facilities and structures. The government saves a lot inthis activity from its comparativelynot enough funds allocated for education.***Since the activity wasinstitutionalized as a yearlyschools’ preparation activityin 2008, it gainedattention from varioussectors who now donateconstruction and repairmaterials such as paints, cleaning implements andof course the man-hoursof labor that are exertedby “volunteers” in the saidactivity.***As thousands ofschools and classroomsare now being preparedfor the school opening, alot of things aside from theaesthetics school facilitiesneed the government’sattention. For a numberof years now, there hasbeen noted the shortageof classrooms, tables andchairs, textbooks andteachers. These are harsheducational realities that need to beaddressed not only by DepEd butother concerned agencies as well.***The government should likewiseprepare for the peace and order situationof areas where schools arePost-election reactionthe individuals they want to vote.Truly, a reason to be proud of as aFilipino. To the unsung heroes of theelection, our esteemededucators, who gallantlyfaced the ordeals andhurdles of the election,my deepest salutationsis conveyed thru thisarticle. Patience is reallyone of your virtues. To the people behindthe Commission on Elections,a job well done. Iam witness to how youpeople dedicated yourselvesin serving thepublic. The overwhelmingpressure before andafter the election washandled with your graceand elegance.Lolo Sixto shouldgive you full credits onthe success of the electionand he is probablyhaving second thoughtsabout his retirement. To the PhilippineNational Police, I saluteyour commitment inkeeping our country inorder during the election. To the winners ofthe May 13 election mayNow WeKnow!ELLEZ J. It’s not easy andcheap to provide education to ourchildren these days.***Now that the K-12 program onthe educational curriculum of studentshas been signed into law recently, parents will have additionaltwo more years suffering from thefinancial burden of sending someoneto school.***The K-12 institutionalizes 12years of basic education for students. It also institutionalizes additionaltwo years of spending forparents for their children’s schooling.Education is slowly being transformedinto a privilege rather thana right. Known as the “Great Emigration,”the expedition came two years after the first modest partyof settlers made the long, overland journey to Oregon. After leaving Independence, the giant wagon train followedthe Sante Fe Trail for some 40 miles and then turnednorthwest to the Platte River, which it followed along itsnorthern route to Fort Laramie, Wyoming. From there,it traveled on to the Rocky Mountains, which it passedthrough by way of the broad, level South Pass that led tothe basin of the Colorado River. The travelers then wentsouthwest to Fort Bridger, northwest across a divide toFort Hall on the Snake River, and on to Fort Boise, wherethey gained supplies for the difficult journey over the BlueMountains and into Oregon. The Great Emigration finallyarrived in October, completing the 2,000-mile journey fromIndependence in five months. In the next year, four more wagon trains made the journey, and in 1845 the number of emigrants who used theOregon Trail exceeded 3,000. Travel along the trail graduallydeclined with the advent of the railroads, and the routewas finally abandoned in the 1870s.
