4<strong>Headline</strong><strong>Gitnang</strong> luzonFEBRUARY 5, 2013EDITORIALGold minePampanga needs to adopt a fool-proofsystem in managing its quarry resources nowthat the Pineda administration has unearthedthe full potential of the sand and gravel industryof the province.Vice Governor Joseller “Yeng” Guiao, whospent almost his entire career as second incommand at the Capitol to prove his theorythat the quarry resources can haul in almosta million pesos everyday, is very passionateto leave the province with a computerizedsystem in the collection of quarry fees.As of January 31, the province has collectedclose to P649,782,500, and is well on track toachieving the P770 million target collectionby the time Governor Lilia Pineda and Guiaowould have ended their term of office by July.Guiao has launched a crusade to correctthe collection of quarry since he assumed officeas vice governor. His fight to uncover thereal potential of the industry took him yearsand three governors--the first two of whomdid not share his enthusiasm-- to win.This year, with a governor who has thesame wavelength when it comes to regularizingthe province’s rich income generator,Guiao wants to make final a legacy thatwould forever be credited to his name--aninstitutionalized quarry collection.Guiao thinks a governor like the incumbentwould be fine to continue the good monthlyturnout of quarry taxes. But, once anothergovernor steps in, the probability of corruptionis always there, unless a safety net, inthis case a computerized system, is laid out.The computerization, Guiao said, will ensureat the very least a consistent collectionthat does not fall far below the average ofabout P25 million per month and, ideally, topull the income higher than the said amount.Stakeholders, too, have given their nod tothe proposal. I am one of those metrosexualmen, who went to dermatologists, use body lotions,pedicure once in a while, etc. But I solemnly sayalso that I did not commit any acts of homosexualityor bisexuality: never was and never will. And Iwelcome any dissents to each and every of my statementshere. James also confessed that anger is whatmotivated him to commit all those wrongs. Furtherhe wrote that I am his “greatest rival” adding in hisown words that he always “wants to mess with thebest”, not that I am the best, but as a sign of his competitivenature. And as a selftruth:bullying an innocent, falsely-accused man isa devilish form of social sadism.As I’ve mentioned, people could be easily swayedby words, and when they monger, it could easilystretch in a damaging degree, the psychology of rumor.Average people could fall victims, what more ofa political candidate and mogul in a political arena?In the Revised Penal Code of the Philippines,Title 13 also known as the “Crime against Honor”, itdeclares a criminal law against libel, slander or oraldefamation, it’s definition, forms and punishment.As stated “A libel is public and malicious imputationof a crime, or of a vice or defect, real or imaginary,or any act, omission, condition, status, or circumstancetending to cause the dishonor, discredit,or contempt of a natural or juridical person, or toblacken the memory of one who is dead.”While Chapter 2 is about Incriminatory Machinations,wherein article 363-364 were about incriminatingan innocent person and intriguing againsthonor. The very cornerstone of Crime against Honorwould be tarnishing reputation and honor of aperson, by malicious intent and without good intention,to discredit or dishonor any person because oftheir vice, defect, status, condition, etc. Now, I haveknown a lot of people who were liable to this crime.Lo and behold Kabalens, freedom of expressionis a privilege mandated by law, but never an absolutepower. Yet politicians resort to foul tactics onlyto get an advantage over their rivals. Bruising theirreputation, punching their public image just to getthat upper hand, spewing insults right in the face oftheir candidacy. But a politician that is made of valuesand diplomacy, will remain composed. A kindof demeanor that resonates true power. And as hewas being attacked, he will calmly fire back in refute,rebut with evidence and facts, and let the publicknow for them to decide. The late Martin LutherKing, Jr. was right, “The ultimate measure of a manis not where he stands in moments of comfort andconvenience; but where he stands at times of challengeand controversy.” In our politics, it is properto “nail the coffin” which means resolving issuesand ending it.
