It will be on thisday that we’ll choose leaders who maymake or break the country’s momentumtowards progress.On this day, we forget all speculationsand look at the numbers to help us decidewhom to vote, and then cross our fingershoping that we have chosen wisely.On this day, we forget about what otherpeople say and stick to concrete data asour yardstick for the candidates for thiselection. We need to have a solid basis forour votes since we cannot just leave thefate of our country to chances.Track records of candidates, whetherthey did good or not during their terms,and what they could offer for the nationlonging for genuine service, should be themain driving force to help us mark the rightovals on that ballot.If even the mere effort of going to theprecinct to cast our vote should be justifiedby making the right choices, then, all themore we should vote with our conscienceif we still have the slightest compassion forour country.Every three years, it is only on this oneday that we really have the power over thepoliticians in this country. It is only on thisday that they bow before us. (045) 435-0938If elections were held today(though it is just several hours to go beforethe polls open), incumbent PampangaGovernor Lilia “Nanay” Pinedawill definitely get her fresh mandate asprovincial chief executive.I guess that will be the Kapampangans’gift to Nanay Baby for MothersDay, which fell on a Sunday immediatelybefore the Monday polls.But, even without any ocassion precedingthe mid-term polls, Nanay deservesa gift in the form of overwhelmingvotes for her reelection if only to rewardher for her hardwork as governor for thepast three years.With Pineda as governor, the provincegot both a leader to make the decisionsthat mattered most for the benefitof the people and a mother to take careof the needs of the constituency.Kapampangans are an appreciativepeople who know how to repay the gooddeeds accorded to them in the past andthey are wise to choose a leader based onperformance.When the people thought their leadershave become too corrupt and abusive,they sent a strong message via theirvotes in the 2007 elections. They madethe same move in the 2010 polls, oustinga leader they thought did not really deliverthe promises of progress and goodgovernance.When she assumed the governorshipin July 2010, nobody expected thata soft-spoken, mild-mannered motherwould outlast the rigors of the provincialleadership. But, she more than exceededall expectations. She immediately buckleddown to work and delivered whatPitik-BulagAngelo Blancopast officials can only promise to do.Her efforts to improve the servicesof the provincial government,starting off with health, is highlylaudable. While the national governmentis thinking of privatizingthe state-run hospitals toupgrade their services, Nanaymobilized Capitol’s resources touplift the deteriorating conditionof provincial and district hospitals.I don’t know what it is withother people who cannot acceptthat the incumbent governor isdoing well in running the affairsof the provincial government thatthey even decided to run againsther while they already had a dismalrun in the last election.A large majority of Kapampangansmade their choice in2010 and they were not disappointedwith their choice. In fact,many who did not support Nanay’scandidacy in the past agreethat the governor performed satisfactorilyin her first term thatshe deserved a fresh term.The different surveys conductedin the province by varioussurvey firms all point out tothe same direction: that GovernorPineda will be reelected viaa landslide victory. Consistentlyso, Nanay is receiving more than80 percent of the respondents’nod while her counterparts arebarely hitting past 10 percent.With due respect to the other candidates,the better concede the fight toMga taga-Kuwatro Distrito,magtapatan nga tayo. The college now stands proud and strong amongthe many private educational institutions already situatedwithin the city. However, instead of providing an alternatevenue for high quality education, the CCA brings in“market-sensitive” courses into the fray, which will offerprograms not offered in other colleges and universities inthe province and even in Region III.The city sees massive potential within the CCA as itis envisioned to bring about thousands of skilled and talentedAngeleños ready to serve their immediate communities.In terms of educational support, a total of 196 studentswere given scholarships by the city government throughits Public Employment and Services Office. Free internetservices are also currently available to students at the AngelesCity Library.On Economic DevelopmentSince 2010, no new taxes were imposed on the publicin the city. Despite of this, it even managed to increaserevenue collection. The City Treasurer’s Office recorded a26% increase on the city’s total income from local sourcesand a 17% increase from real property tax. This providedfor a favorable business climate in Angeles, encouragingmore investments within the city’s business community.Of course, we can’t fail to mention the transfer of theNAIA terminal to Clark Special Economic Zone whichwill most definitely provide a constant stream of businessopportunities for both international and local investors inthe near future.Local farmers also enjoy support from the city governmentthrough several trainings on alternative farmingmethods and entrepreneurial skills have been madeavailable all year round through the City Agricultural Office.Pamintuan’s administration has also placed greatimportance upon socialized housing for Angeleños andgovernment employees. According to the Local UrbanPoor and Housing Office, the city has assisted more than3,000 families in acquiring land titles since 2010. Theseinclude families from Hadrian, Old Sto. Niño (Pampang),renal Care UnitCutud Old Barrio, Pampang (Sitio Lambingan), Purok 4of Barangay Anunas, and San Anselmo.On Healthcare ServicesMayor Edgardo Pamintuan places heavy importanceon the value of the Angeleños’ health. This is why, over thepast two years, the city experienced unparalleled growthand development in the aspect of health care, starting offwith the application of Ospital ning Angeles’ (ONA), thecity’s public hospital, accreditation as a tertiary level hospitalis on its way.In the month of September, the city held a simplegroundbreaking and time capsule laying ceremony inpreparation for the two-story extension facility that ispoised to house 30 individual rooms and a chemotherapyroom for patients undergoing cancer treatments.Of course, the Angeles City Renal Care Unit (RCU),also housed within ONA’s compound, celebrated its 1styear anniversary last July and has now saved the livesof hundreds of patients. It currently houses 19 dialysismachines, compared to the Philippine General Hospitalwhich has 10 and the Kidney Center Institute which has10, making the RCU the most updated and equipped dialysiscenter in the country.Outside his contract yet still in the aspect of healthcare,Pamintuan also established the MEDIKALINGACenter, ONA’s extension clinic for minor surgeries whichholds its operations every Friday, free of charge. Patientsin need of minor surgeries and referred by physiciansfrom any of the City’s Renal Health Units shall be entertainedin the MEDIKALINGA.With these aforementioned developments under theleadership of Mayor Edgardo Pamintuan, Angeles cannow be considered as a mecca for medical innovation andadvancements in Central <strong>Luzon</strong>.On Environmental PreservationAfter the widespread devastation of Mount Pinatuboback in 1991, then Vice Mayor Pamintuan was able tounite the people amidst the disarray and revive the city ofAngeles into what it is today.Almost 20 years later, under his leadership, Pamintuanonce again rallied the people towards a single cause– and it was to clean up the once pristine Sapang Balencreek. For over a year, the city, together with the differentnon-government organizations, private groups, schoolsand environmental advocates trooped down the differentwaterways of the city and cleaned them up, which provedto be an effective way of sending a message to people disposingtheir garbage there.After the monthly cleaning, the city is now poised todeputize regular citizens in order to report, apprehendand penalize people who still continue to throw theirtrash in the creeks.To further boost the efforts of preserving and protectingour environment, Pamintuan’s administration establishedthe Task Force 1-million trees in order to plantseveral trees in the city.
