Theirs is animmigration problem and nolonger a labor one,” he added.Binay said the remedies forimmigration law violators aredifferent from those affected bythe Saudization policy.There is currently no amnestyin effect for foreign nationalsillegally staying in SaudiArabia.The Vice President alsoreminded OFWs to always gothrough legal channels and filethe proper documents to avoidcomplications in the future.“Please respect the laborlaws of your host country. 4HEADLINE<strong>Gitnang</strong> <strong>Luzon</strong>APRIL 17, 2013EDITORIALThieves from within?The Bureau of Customs in the Portof Clark could not believe what theydiscovered early this week: within theirwalls crooks plundered through their inventoryof confiscated oil and clandestinelyreplaced the stock with water andsludge.Perhaps, the thieves have used upthe oil a little at a time for their vehiclesover a period of time or have in barrelssold the diesel to certain buyers. Howeverthey did it, still the government lostrevenues which should have been easyincome for the state through the BoC.Dispositions of confiscated contrabandsin Customs warehouses usuallytake longer than expected thus the lossof possible revenues for the governmentdue to spoilage or pilferage.The bigger problem is that there couldbe Customs employees who are involvedin stealing confiscated productsimpounded in the BoC warehouse. Theyhave access to these items and couldsecretly chip some for their personalbenefits.In the case of the diesel fuel replacedwith water in the barrels, the BoC couldbe looking at a bigger group that operatesin the warehouses. The disappearanceof barrels and barrels of oil couldnever be undertaken by a single individual.This incident should be given due attentionby Customs Collector RonnieSilvestre, who discovered the switchingright after his return to Clark in Februarythis year.
