Opportunely, in 2010-2011, ourproduction grew by 911,743 MT,” Bordey said.The country’s harvest area also increased toabout 4.24 percent.Bordey said the country registered 47,773-MT growth per year from 2000 to 2011. In2010-2011, harvest area jumped to 182,481MT.“So far, a large portion of the increase camefrom non-irrigated areas where harvest areais more dependent on weather. 4<strong>Headline</strong><strong>Gitnang</strong> luzonOCTOBER 1-2, 2012EDITORIALBalancing actThe government is taking the high wirein the issue of wage hikes in the country,doing a balancing act between therequest of the labor sector for at leastP125 across-the-board wage increaseand the reasoning of employers thathigh wages would kill businesses.Between these two colliding sentiments,the government can only look fora win-win solution that requires both partiesto drop a couple of notch lower thantheir original demands or stance.On the part of the labor sector, thereis the need to raise the wages to helpthem cope up with the spiralling pricesof basic commodities and primary services.A daily-wage earner’s take-homepay every payday is barely enough tomeet all their domestic requirements forfood, shelter and clothing. The thin payenvelope is further famished in the faceof additional expenditures that are classifiedmore under the “wants.”But, the government cannot simplymake move to favor the labor sector anddisregard the plight of employers, whodepend on their profits to continue providingemployment to the workers. If thegovernment, through the regional wageboards, will resort to arm-twisting if onlyto give-in to the demands of the laborsector, the country will end up losingbusinesses that generate employmentto many. Then, we’ll have the biggerproblem of unemployment staring us inthe eyes.The government, perhaps, could startimplementing programs to boost employee’sproductivity and enjoin privatefirms to devise their respective rewardssystem for productive employees. Thisway the employees benefit directly withthe company’s growing profit due to highproductivity.By dealing with wages alone, the governmentdoes not solve the problemonce and for all. Come to think of it, noamount of increases could ever satisfythe people’s ever-growing wants. Itseems that wage and wants are directlyproportional in the sense that wants risewhile the wages increase. He tookhis own life by hanging himself inside his room. It was sodevastating that until now we could not accept his fate. DocB was the least person we know that could commit such act.He was the typical bachelor with a lot of friends and colleagues.He enjoyed his life, as far as I know. He loved goingout. I still remember every time we had plans to party,we would fetch him at his house and always make a joke onhis recent visit to the toilet, and he would wave his hand onmy face and laugh. I missed that laughter. He was a funnyman, I should say, yet had mood swings that even us friendssometimes get irritated with. He would visit us unexpectedlyand had breakfast with us and tease me on my adoboand fried rice. I laughed every time he talked about our sonCholo during his elementary days; on how he would climbthe school gate and Cholo’s uniform being unruly and dirty.There was a time when I asked him to fetch me in our houseand he agreed only to come using his big bike. I was soafraid to take a ride on his big bike yet he assured me that hecan manage. I laughed every time I remember that moment,screaming my lungs out as he steps on the brake and runsfast. Alas, we arrived in our meeting place and joked to ourfriends how heavy I was and how I made him deaf becauseof my shrieking voice.I would not forget that fateful night when Doc D, our mutualfriend, called me and told me about his death. I wasdumbfounded. Everybody was shocked and hurriedly wentopment. Having been an attachedagency, now under administrativesupervision of the Department of Scienceand Technology, has strengthenedeven more our mandate to roll-out and espouse the useof indigenous researches, ideas, materials and inventionsnecessary to propel the economy and uplift the lives of peopledoing business in the country.We emerged to have lived-up to the challenges of times byoffering short-term livelihood courses necessary to jumpstartproven and tested entrepreneurial undertakings with minimalrisks. Coupled with our joint venture business plan withthe private sector, we managed to bring forth to the mainstreameconomic activity unconventional studies, researchesand innovations beneficial in enhancing and accelerating locallivelihood activities.Pushing for local government unit (LGU) partnershipthrough our Technology Livelihood Development Centers(TLDC) proved not only financially economical but beneficialas well. Through this unique set-up, we managed to maximizegovernment financial and human resources towardspromoting local livelihood and entrepreneurial programs.This approach helped enhance and develop local economicactivities into profitable and worthy business propositions.This is government’s best effort in bringing to the grassrootslevel genuine economic impact necessary to uplift their currentstate of living.Our TechnoCenters evolved well from simply being hostbusiness facilities to Mt. Pinatubo affected communities intowell rounded technology promoting business centers helpinglocal industry and adding up to our country’s employmentindex. Added to this, our efforts in technology business incubation(TBI) proved to be a well-meaning approach in mainstreamingnew and emerging ideas and innovations that needfurther mentoring to be able to compete well in the commercialtrade of businesses.In the next couple of weeks, we will witness again the filingof certificates of candidacies of people vying to serve ourPhilippine Senate, House of Representatives and various LocalGovernment Unit positions. May this exercise prove tobe part of our maturing process in approaching politics andelections in the country. The very act of signifying and filingtheir certificates of candidacy prove to be their pact with thepeople to champion their rights and welfare towards a betterlife. We wish for this activity to prove our renewal of faith toour race as a people and as a nation committed to being activecitizens and continuously contributing positive impact topeople’s lives.We, at TRC, will not just watch but will actively participatein the process and banner the interest of people seeking betterlives. Supportingthat theory was the suicide note found in his room. Otherssaid he was not the type of man who would do such thingand yet he did it. WHY? This was the question that never leftour mind until now.It was his second death anniversary last Wednesday.I said a prayer and told him that we missed him so much.Honestly, I was not able to sleep that night and kept mumblingto myself and talking to him not to visit me. AlthoughI missed him, I still don’t want to see his face around staringat me at night.I made a research on how a person would kill himself,what are the reasons behind, the symptoms and the prevention.I want to share this information in memory our friend,NOW WE KNOW! The Qatari man recently traveledto Saudi Arabia, leading scientists to believe that the viruscould have originated in the Middle East.WHO issued a statement on Sunday saying that notravel restrictions would be recommended since knowledgeabout the virus is very limited and there is no evidenceof human to human transmission.SARS (Severe Acute Respiratory Syndrome) firstjumped into the spotlight in 2003 when it killed about 800people in more than 30 countries worldwide. Because thevirus spreads via air droplets that are expelled when aninfected person sneezed or coughed, the cases began toquickly pile up after the first case was identified.
