HeadlineGitnang LuzonAPRIL 15, 20135I was watching last weekthe speech of former Senator LeticiaRamos Shahani, the sister offormer President Fidel V. Ramoson the internet when news brokeout that another drowning incidentoccurred at the PampangaRiver where two morelives were claimed bydeath.***The former Senator’sspeech tells thatdespite the fact that weFilipinos live in an archipelago,we are notquite knowledgeable inswimming. We are surroundedby vast coastalwaters and have lots ofinland tributaries yet,we often witness deathsby drowning.***Filipinos have a number ofgreat drivers of road vehicles includingtricycles and motorcyclesyet have not much drivers of boatsand other water crafts. While wehave lots of cars on the road, thereare not much bancas or rafts onour waters that are sometimesmake a better mode of transportationthan road transports.Making Filipinos learn how to swimiWritetomas m. garcia***Many of us have wide rangeof skills in many fields and sometimeseven excel in water sportslike swimming, yet many of us donot know how to swim or have noteven learn the basic skill on waters, more so on basic water emergencyrescue.***Only last week, two separatedrowning incidents at the PampangaRiver happened in two consecutivedays, claiming, all in all, seven lives. Inthe first incident, twosurvived while five mettheir tragic deaths.***The Araw ng Kagitinganlast April 9 becamean “Araw ngPagluluksa” for thefamilies of the couple,a son and their nephewswho drowned atthe Pampanga River inSan Luis town when thefiberglass boat they were ridingwas filled with water and capsized. The boat’s occupants submergedand drowned in the river. Five outof the seven died. The supposedhappy boat ride became tragicpuffing out a great summer activityin a rural countryside town.***I have been told that the fatherof the children was a great swimmerwho spent some of his yearsgrowing up in rivers and streamin the said town. I guess he diedwhile saving others from drowning.Oftentimes, those who attemptto save lives from drowningare the ones who drown. Aperson who is drowning wouldgrip anyone or anything whilein panic. The one who is savingsomeone who drowning is usuallyrestrained and made helpless untilboth drown in the waters.***The next day, after the SanLuis tragedy, two young womenalso met death when the boatthey are riding also capsized thistime at the adjacent town of Apalitwhere the Pampanga River alsotraverses. As per early reports, thevictims were about to cross theriver to get into the opposite sidewhen the boat they were into wassuddenly filled with water.***It was a new day of grief for thefamilies of other drowning victimswho senselessly died at thePampanga River. I surmise thatthe latest victims have no swimmingskills or if otherwise, wereenveloped with panic.***According to Shahani, it’squite ironic that while we have lotsof bodies of water in and aroundour communities, we have nowater survival skills or just evenbasic swimming skills to cope upwith our fluvial environments. Many Filipinos drown even inmere floodwaters, in swimmingpools and in beach resorts. Perhapsthe Philippine Navy can conducttraining to us Filipinos withbasic swimming skills while ourlocal disaster and risk-reductioncouncils can teach everyone withIWRITE Page 7Ditak Mung AmanuKa Dencio PachecoAting kandidatuAtin kung metung kakilalang kandidatuAla ne mang agawa minunang terminuNgeni tatagal ne naman pu kanuPara panatilyan kayang ikwang puwestuNung keng bulsa sadya yang makapalMakanyan mu naman lupa ng pasosyalBakit mo wari bakit ya kanu miyalalMemudmud kwalta nya yang tatagalDakal ya pengaku karing botantiAtlung banwa ala mang milyariGilutan na la gewang alang silbiSusuyuan na no man panaun ta ngeniMakasukal mang lub ing kayang paninapBotanti na ngeni ya namang dakap-dakapKaybat nang pepaysira ngeni ya gaganapPapabotung pasibayu tsaka ya mamarapMagloku ne naman aliwang tauMekad ngeni ene lukluk pasibayuNung e nya manyali karen kayang botuKaybat na nita mikawakawani na kayuKareng mikibalu kareng kayang sistiAsisiguradu ku maybug kang maririEmu ne ibotu abalu mu ngan man itiNung ena ing botu mu kaya ipisaliMAILI TA PA!Romeo S. Breaking in half, it plungeddownward to the sea floor. Captain Edward Smith went down withthe ship. The Carpathia arrived about an hour later and rescued the705 people who made it onto the lifeboats. The people who wereforced into the cold waters all perished.Official blame for the tragedy was placed on the captain andbridge crew, all of whom had died. In the wake of the accident, significant safety-improvement measures were established, includinga requirement that the number of lifeboats on board a shipreflect the entire number of passengers. The sinking of the Titanichas become a legendary story about the dangers of hubris. In 1985, after many attempts over many years, divers werefinally able to locate the wreckage of the Titanic on the floor of theNorth Atlantic.-HISTORYRight time, wrong companyHave you ever beenwith people who makeyou feel little less of aperson? You, yourself, don’t even know whyyou’re with them. Youdevelop insecuritiesand self pity. You loseall the confidence inyou, you feel ugly andfat. You feel unwanted. There’s nothingwrong with you, neitherwith them. Backthen, all of my friendswere popular and I wasa little left out so all ofthose dream jobs youthink of in high schoollike being a flight attendant, bank telleror those in the broadcastingor advertisingindustry, I neverdreamed of them. Iconfined myself withthe dream of just workingin a descent officewith my own computer. When I went tocollege, I met new setof friends; the kindof friends I grew somuch comfortablewith. They love music, they play billiards andthey’re all humurous. They were the kind offriends I can be myselfwith. I can laugh sohard and pig out withthem without beingself-conscious. Forthe first time in my life,I felt wanted. I felt thatmy presence mattered,my opinions wereheard, my suggestionswere considered. There was a hundredeighty-degreeturn ofevents. I don’t rememberI changed anythingabout myself, but therewere changes in myenvironment, therewere changes with thepeople I was hangingout with. Then I started tobelieve that the peoplewe surround ourselveshave a great impact onwhat we can becomeand where we’re going. We really have to findpeople whom we sharesame interest with:those who understandour feelings and cancontribute to our success, whether it be personalor career growth. They are also thosewho would be genuinelyhappy for all thedecisions we make inour lives, whether theyare part of it or not.We have to keep findingthose people whocan boost our self confidencejust when weblew everything away.Pen TalksAubrey F. However, most parents especially thoseliving in the rural areas often forego vaccinations becausevaccines are expensive. Likewise, free vaccination is notavailable all the time,” Zubiri said.“Government agencies should act in sync with oneanother. Time and precious life are wasted when agenciesprevent the regular free vaccination that is recommendedby health institutions such as the Health Department andeven international ones like the World health Organization(WHO)At the same time, Zubiri said, the government “mustset a goal of at least 90 percent of children across thecountry receive each vaccine recommended to protectthem from diseases. This should be increased periodically.”Zubiri added that reaching this goal involves morethan giving vaccine--it requires public health activitiessuch as tracking children who are in need of vaccination, educational outreach, and promoting public awareness ofthe continued importance of vaccination across lifetime.“Parallel to instituting mandatory free immunization, the Health Department should likewise empower theover-burdened barangay health workers and add morepersonnel to visit the most inaccessible communities toassess children’s medical needs especially an active file ofthe immunization history individually and per community,”Zubiri said. •Want to broaden your business horizon?LET US HELP YOU!CALL US: (045)455-0938 • 455-1576EMAIL US: headlinegitnangluzon@gmail.comVISIT US: 2nd Floor U2 Bldg., MacArthur Hiway, Dolores, City of San Fernando (P)
