Forum is an occasionalpublication <strong>of</strong> the <strong>Association</strong><strong>of</strong> <strong>Literary</strong> <strong>Scholars</strong>, <strong>Critics</strong>,<strong>and</strong> Writers (ALSCW). Inthis issue <strong>of</strong> Forum, twelveprominent authors reflecton a recent study bythe Council on ForeignRelations (CFR) entitled“U.S. Education Reform<strong>and</strong> National Security.”The CFR study claimsthat “America’s educationalfailures pose five distinctthreats to national security:threats to economic growth<strong>and</strong> competitiveness,U.S. physical safety,intellectual property, U.S.global awareness, <strong>and</strong> U.S.unity <strong>and</strong> cohesion.” 1 Asa consequence, it proposes:1) severe changes tothe curriculum to emphasize“subjects vital to protectingnational security”; 2)exp<strong>and</strong>ed support foralternative schools, whethercharters or through voucherprograms; <strong>and</strong> 3) a “‘nationalsecurity audit’ to holdschools <strong>and</strong> policymakersaccountable for results” (p. 5). The CFR study may bedownloaded here.The CFR study raises fundamental questions about thenature <strong>and</strong> purpose <strong>of</strong> education, citizenship, individualpersonhood, <strong>and</strong> the character <strong>of</strong> the United States. The issue is editedby Lee Oser <strong>of</strong> the College <strong>of</strong>the Holy Cross <strong>and</strong> RosannaWarren <strong>of</strong> the University <strong>of</strong>Chicago. Common themesdo emerge. Our authorsnote the severely utilitarianview <strong>of</strong> education in the CFRreport; the subordination <strong>of</strong>all cultural goals to the aims<strong>of</strong> national security; <strong>and</strong>controversial assumptionsabout human nature <strong>and</strong>about democracy in the United States.Forum 5 sets the CFR report in a wider context <strong>of</strong> thehistory <strong>of</strong> educational reform in this country, <strong>and</strong> shouldprovoke further debate about these urgent questions.
