They will now accept referrals from adult teams via a copy of theirown assessment, plus the completion of a CAF pre-assessment checklist.Southampton also ask all agencies (both adult and children’s services) referringfamilies to the Pathfinder to complete a CAF pre-assessment checklist (adapted sothat it is suitable for adults). Once the family and Pathfinder agree to work with oneanother a whole family assessment is completed. (This model is discussed in furtherdetail in Section 3.21).3.9 There has been a shift away from using referral forms, as there is a view thatthey can further serve to exclude families who require support. All projectswill request information to ensure families meet their referral criteria, but inthe main they are not asking referees to complete detailed referral forms.13
Department for EducationThe Use of Whole Family Assessment to Identify the Needs of Families with MultipleProblemsFamily Engagement3.10 Levels of family engagement and the fact that local areas are working withfamilies not previously engaged in support are two of the major strengths oftheir approach. All are using a consent based approach to working withfamilies.3.11 Initial visits are often undertaken jointly with referring agencies. Familiesengage with the support for a variety of reasons: for some they know it maybe the ‘last chance’ to resolve issues prior to a referral to statutory services.Figure 3.5 provides some examples of how staff have engaged with families.Figure 3.5: Engaging FamiliesProviding support for the whole familyThis family’s issues related to the father’s domestic violence and drugs misuse butprevious support had mainly focused on the mother and children. Asking the fatherwhat help he needed was the key to him engaging with the support:“I quickly learnt that a lot of my work needed to be focused with [name offather] ... I focused on him and what his needs were ... ‘What do you wantout of this support?’ No-one had really asked him that before ... That’s whythere’d been so much resistance to support in the past – because he’s seenas the problem” (Lead Professional).“I started to accept their help. It’s because she asked me what I wanted toget out of it ... After a while it was [name of lead professional] who got meaccepting help ... She said ‘Let’s go out for a coffee’. We did and we talkedand explored it all” (Father).As a result of working with the Pathfinder, the father’s IDAP (integrated domesticabuse programme) rating regarding his level of engagement with the programmemoved from 1 (attending sessions but not engaging), to 5 (fully engaged).Linking in with existing servicesThe Pathfinder in Southampton is working with families with drug and alcoholissues. One strategy Pathfinder staff have used for engaging with families is bylinking into other appointments that families are likely to keep e.g. ‘scriptappointments’ (methadone prescription renewal appointments). Pathfinder staff willfind out which appointments individuals are likely to keep and then attend thosemeetings and engage agencies and the families through regular contact at thosemeetings.14
