QRS-1443T-1, Version 1Appendix B: Nuclear Site Licence ConditionsUnder the Nuclear Installations Act 1965 (as amended) (NIA65), HSE attachesconditions to nuclear site licences to ensure safety <strong>and</strong> appropriate h<strong>and</strong>ling, treatmentor disposal <strong>of</strong> radioactive materials. HSE has developed a st<strong>and</strong>ard suite <strong>of</strong> licenceconditions which are attached to all nuclear site licences.Although some licence conditions impose specific duties the majority require thelicensee to devise <strong>and</strong> implement adequate arrangements in particular areas. Theissues covered range from processes for ensuring the safety <strong>of</strong> plant <strong>and</strong> for controllingoperations to management issues such as the supervision <strong>and</strong> training <strong>of</strong> staff.Each licensee can develop licence condition compliance arrangements that areappropriate to the scale <strong>and</strong> nature <strong>of</strong> its activities. This proportionate regulation <strong>of</strong>fersimportant flexibility in respect <strong>of</strong> closed nuclear sites where there are greatlydiminished hazards, or the hazards are in a passively safe state requiring minimalintervention.The following sections list the licence conditions with a brief commentary on howrelevant they are to the Active Institutional Control period for the LLWR. Licenceconditions that are expected to be less important during institutional control areindicated in blue, whilst those that may be more significant are highlighted in green.1 InterpretationThis is a st<strong>and</strong>ard condition that provides definitions all are agreed upon in theremainder <strong>of</strong> the licence conditions <strong>and</strong> other relevant documentation.2 Marking <strong>of</strong> the Site BoundaryIt will remain necessary to clearly <strong>and</strong> securely mark the boundary <strong>of</strong> the site. It ispossible that some areas may be de-licensed resulting in a modification to theboundary <strong>and</strong> change to the fence line, however. Otherwise, the interpretation wouldbe expected to be the same as at present.3 Restriction on Dealing with the SiteThis limits the use <strong>of</strong> the site to the licensee. As the site will be in a passive state <strong>and</strong>other activities on it will be discouraged, this would continue to apply as at present.85
