Depending upon the proposed dredging location, diver inspection may be necessary to estimate the extent<br />
of persistent plastics, containers, scrap metals or bulky substances, all of which are scheduled items under the<br />
Ocean Dumping Control Act. If the dredging location is near an urban refuse dump site or area of high volume<br />
ship and boat activity. debris such as plastic containers and garbage bags may be abundant on the sea floor. If<br />
there is no history of regular garbage or scrap metal disposal on the site, diver inspection may be dispensed<br />
with.<br />
The diver's inspection should traverse the dredge site on a grid of well-defined perpendicular traverse<br />
lines, and he should note any debris found, giving some idea of concentration. For example, near a garbage<br />
dumping area, he may report the numbers of plastic garbage bags seen along his traverse line.<br />
