Other Assistance - In the immediate days after a major disaster,neighborhood organizations <strong>and</strong> local congregations will emerge toprovide care <strong>and</strong> shelter support independent of local government. Localgovernment will need to coordinate care <strong>and</strong> shelter services with thosegroups that emerge spontaneously.e. Parks <strong>and</strong> Open Spaces - Some displaced residents will converge onpublic parks <strong>and</strong> open spaces, as an alternative to using indoor mass careshelters.f. Remaining on Damaged Property - Many residents who suffer somestructural damage to their home, following a major disaster, will choose toremain on their property (i.e., camp-out), versus going to a public disastershelter. Yet, they will still have needs <strong>and</strong> expectations <strong>for</strong> disasterassistance from local government.g. Local Assistance Center Needs - Given the above, in addition toopening disaster shelters, cities will need to open Local AssistanceCenters (as a place <strong>for</strong> local residents to go <strong>for</strong> disaster assistance). Community Based Organizations (CBO) Might be Overwhelmed –CBOs that provides social services <strong>and</strong> serves vulnerable populations willinitially be overwhelmed with dem<strong>and</strong>s <strong>for</strong> service, but will do everythingpossible to meet new <strong>and</strong> emerging community needs. Essential Services Might Not Be Available - Essential public <strong>and</strong> privateservices will continue during mass care <strong>and</strong> shelter operations.
