The NorthEast QuadrantA new school and over 500 new homes currentlyhighlight Poundbury’s last phase of developmentThe North East Quadrantwill increase the currentdevelopment by a third andincrease employment spaceby 50,000 ft squared.Opening in 2016, thenew school will cater for600 pupils after the nearby Damers Schoolmoves location. The development in thisquarter is ongoing and will continue for thenext five years.The North East Quadrant borders TheGreat Field, the back of Queen MotherSquare heading towards PoundburyCemetery and behind the Dorset Cerealsfactory on Peverell Avenue East.CG Fry is currently building hundredsof the new homes and commercial units.The buildings will be a mix of classical andvernacular in style and range from classicallydesigned five-bedroom houses to onebedroomapartments. The building’s cast iron columns andbrackets were subsequently discoveredlaying in a scrap yard, and the Duchy founda way of incorporating them into the 4,000ft squared pannier building next to the LittleWaitrose at the end of the Kings Point Housearcade.Since it was opened in October last year,The Brace of Butchers has proved to bevery popular due its range of quality meatand other fresh local products, from theirown watercress farm to even being the firstretailer in the UK to stock fresh wasabi.Other gems for shoppers to discover includethe Gallery On The Square café, The EngineRooms restaurant and award-winning deliand café Olives Et Al in the Potting Shed.Poundbury Estate Director SimonConibear describes the square as makingPoundbury “buzz”.It now hosts the monthly PoundburyFarmers’ Market on the first Saturday of eachmonth and it is the home of the popularDorset Food & Arts Festival held the firstweekend every August.When the development has finished “itwill be the lynchpin for the area and is at theheart of the project,” he added.To the north of the Queen Mother Squareproject will be Royal Pavilion, a classicalbuilding of 20 luxury apartments above ahealth spa. Philip spent days pouring overphotographs in the archive at Windsor Castleand met the Queen Mother when she was100, to present her with a statue of her latehusband Kind George VI, which now standsoutside Dartmouth Naval College.Philip Jackson says: “Meeting the QueenMother at the time was incredibly usefulbecause one could see what a great spirit shewas. Even at that age she was a remarkableexample of how you can live life to the full,right to the very end.”Philip adds: “When you look at thephotographs and the footage, you seldomcatch her without a smile on her face – it wasso obvious that she had the spark of life inher and I really wanted to get that life intothe work. A place to live,work and playWith all new developments, a thriving community needsto be built, along with every brick laid. Now, halfwaythrough the project we look at what has been achievedIt takes time, support and dedicatedresidents to build a communityto be proud of. As the gradualinflux of residents to Poundburyhas increased over time, so has thenumber of activities on offer for thelocal community.There’s now a strong committee ofcommunity voices, which make up thePoundbury Residents’ Association. Themembers work with the community tohost events, fund groups and liaise with theDuchy of Cornwall on planning matters andany other issues.There are established events, which runyearly such as the popular Dorset Food &Arts Festival, held every August in QueenMother Square. There’s also a square danceheld in Pummery Square, which is attendedby local families in their droves.Both this and the Children’s Christmasparty are organised by resident Katie Gallego.“I think that Poundbury should have avillage feel,” she says. “And these events areimportant because they are a way to meetother people.“When I came here from Australia I didn’tknow anyone but I instantly made reallygood friends in this community.”“I think that Poundbury shouldhave a village feel”The Cheeky Monkeys playgroup, whichruns on Friday mornings at the BrownswordHall, is passed on to a new committee ofvolunteers every few years. Anna Ledsham,a volunteer at Cheeky Monkeys, said sheis grateful for all the community supportand funding. The PoundburyResidents’AssociationCelebrating 20 yearsSince the birth of thePoundbury Residents'Association, thecommunity has benefitedin many ways. A dedicatedteam of elected volunteersmeet regularly to discussways in which the committee can help thelocal community.The committee was founded in March1996 by residents, including Peter Bryant,who bought one of the very first houses inPoundbury in 1995. He said: “I wanted tohelp establish the community that has beensought as one of the main principles set outwhen planning Poundbury.“So I set up the committee and theNeighbourhood Watch and there’s no doubtthat it quickly became a focal point forthe community.“When I look how the community hasgrown in the 20 years I am pleased I was ableto contribute and people can benefit from mywork and that of the committee.”Since Peter’s chairmanship the committeehad lots of hard-working volunteers.Current chairman David Leaper said: “I putmy head above the parapet because I live inPoundbury and I think it’s important to pullin the community.“There is now a mixed and variedcommunity here in Poundbury and I’ve seenthis really grow in the 11 years we’velived here. “My motivation is to makePoundbury as good a place as we can.”David’s wife, Fran Leaper is the PRAsecretary and former chairman. The produce at the festival isamazing, it’s a real showcase event.”Live music adorns the stage all day with ajazz street band in the evening.The festival is managed by a committee ofvolunteers and last year raised £3,000 forlocal charity Weldmar Hospicecare Trust.But the event is not just for food lovers. The school, whichwill offer places to 600 children will openits doors in time for the new school year inSeptember 2016.The move will enable the school to offer anadditional 150 places to Dorchester children,turning it into a four-form entry school.Plans for the new school have been inthe pipeline since 2006 and the news waswelcomed by local families.Poundbury mum Sarah Collins, whohas two children who attend Damers FirstSchool and one who will start in 2016, islooking forward to the new school.She said: “The new school site will be greatfor Poundbury parents and will benefit allDamers' families. ROYALVISITSThe Prince of Wales has visited Poundbury at leasttwice a year since the first bricks were laid down 22years ago. He attends public and private engagementswhere he speaks to the key people involved with thedevelopment to be kept up to date.The Prince has been accompanied by ministers ofstate, major landowners and foreign dignitaries andon one occasion his mother Queen Elizabeth II.Before Poundbury was built the Prince attended the planningconsultation weekend when the masterplan was exhibited to thepublic and stakeholders in 1989. At this time, whilst the land had beenallocated for Dorchester’s expansion Poundbury was simply a Duchyfarm on the edge of Dorchester.Many new businesses and buildings have been opened by the Princesince then. The plansonly came together in2011, and now four yearslater it is powering gasto a staggering 56,000 homes during thesummer – stretching from Bovington toLyme Regis. The electricity generated goesstraight into the grid and powers the electrichomes and a further 500 homes.The Duchy of Cornwall’s SustainableStrategy focuses on the plant and it wasa joint venture between them and thelandowner’s J V Farming Ltd, who at thetime needed more sustainable break cropsand fertiliser sources.Nick Finding, J V Energen’s ManagingDirector, who grew up on the former dairyfarm, said: “I am immensely proud of whatwe’ve achieved here as a joint venture.“What we’ve managed to pioneer herefeels like just the start and I’m sure will be alegacy for everyone involved.”Incredibly the Rainbarrow Farm plantuses more than 66 tonnes a day of foodwaste, potato waste, the leftovers fromhugely popular Poundbury firms such asDorset Cereals and the House of Dorchesterchocolate factory.On top of this 80 tonnes of maize fromthe nearby farms is used to start thefertilisation process. Some are driven by teams of like- mindedprofessionals, others husband and wife duos, butinterestingly behind many of these businesses are passionate,driven working mothers.Now, it would be wrong to say that there are more femalebusiness owners than anyone else, especially on a development whichis home to 173 businesses and 2,100 employees.But in one area in particular – Buttermarket Square – nearly everyretail unit is owned or rented by a female businesswoman. Whentrying to find out the reasons Poundbury has been such a draw, it isapparent that the cost effective rental prices and the friendly nature ofthe community has played a big part.Mum-of-two Charlie Polley, 32, opened the doors to Boo’s ToyShop in Buttermarket in 2013. She has also been ableto buy the next door shop and to expand the business.“I was drawn to Poundbury because it was affordable and I saw a gapin the market which meant I was able to carve this unique business,”she says.“Of course starting a business in a new development takes times andeffort and sacrifice. But I’ve been able to use my own creativity to bringcustomers to the shop.“We don’t experience the footfall of the town centre but instead offinding that a negative I find it empowering that customers travel tosee us and we offer a unique experience.”Charlie personally organises two popular seasonal events inPoundbury, the Easter egg hunt and the Santa’s Grotto, which bothdraw in hundreds of parents and children.Having met the Prince of Wales twice in the last few years andhanding him presents after the birth of both Prince George andPrincess Charlotte, Charlie said it is a real privilege to work in such aprestigious place.However, success for Charlie is when she hears children in her shopusing their imagination when perusing the toys on display.“It just is such a great feeling when you hear a little girl talking aboutbeing a princess or her brother running to be a shopkeeper in thewooden shop,” she says.“That’s what makes it worthwhile.”Also in Buttermarket there’s Julie Hebblethwaite who opened Christabel’sLinens after sourcing linens and materials from all over Europe.Just a few doors down is Jacqui Cheke who owns the busy Capelli ofPoundbury hairdressing salon. Jacqui moved from another location inPoundbury, so she was able to help her daughter Jordan Summers set upa beauty business next door. At just 21, Jordan was able to create her ownbusiness Allure of Poundbury – not something every 21 year old can say.On one corner of the Buttermarket the Dorchester Physiotherapy &Sports Injury Clinic was set up by duo Sophie Dorkings and SamanthaFirkin. Their charismatic approach to business is refreshing and perhapswhy Sam has recently been nominated for a Venus Small Business Award.On the other corner of the Buttermarket sits a trendy looking interiordesign company called CW Interiors. Inside, radiating serious style herselfis Cat White. As a mother of two young children Cat also started herbusiness from home in Bridport in 2011 and she describes the business as‘growing organically’ until she got to a point where she needed a base.“I remember coming to Poundbury and it feeling quite safe, close toother nice businesses and the rent was really reasonable,” she says.“On top of that it is really aesthetically pleasing which suits the businessperfectly.”Cat has a range of clients but benefits from being close to the developersin Poundbury who she works for to design theirinterior decoration.“One of the benefits I found setting up here is that everyone was reallysupportive and that made a big difference.”Julie HebblethwaiteChristabel’s Linens62 63


Continued from page 63Five minutes walk away, in PummerySquare, the first phase of Poundbury, you’llfind Sinead McCarney, 31, who is the proudowner of boutique children’s shop Hey Baby.After working as a baby shop managerin London she had her second baby anddecided that they would all like to move outof London to the country.“The shop just popped up online and it wasa very strange coincidence and we thought,yes, we can make that work,” she said.Sinead and her fiance fell in love with theshop and the area and made the move inJune 2014, along with her two sons aged fiveand one.“I am not surprised that there are a lotof female business retailers here,” she sayswith some confidence. “I think Poundburyspecifically is ideal for independentbusinesses. Most are started up by motherswho need flexibility for their children andthat is probably the biggest draw for womanstarting up here.”Across the square from her is SueMcCarthy-Moore of Stitchinghouse Design.She was a true pioneer in Poundbury afterstarting her business from her GuinnessTrust home in 1994 where Poundbury wasin its infancy. She was a single mum at theSinead McCarneyHey BabySue McCarthy-Mooretime and said people were “very supportive” ofher and her passion to work hard to establishher business. Twenty one years later and shehas one of the longest serving businesses onthe development, which is testament to herdetermination to succeed.In an office with a view of a beautifulfountain sits Maria Kemp. She owns asuccessful estate agency Kemp & Co, whichtoday employs seven members of staff. Now22 years after thefirst brick was laid,what economicalimpact has thedevelopment had onits surrounding areas?Adevelopment of thesheer size and scale ofPoundbury will alwaysbe closely scrutinised.The urban extensionto Dorchester willeventually increase thecounty town by a quarter by 2025.Therefore Dorset County Councilundertook an Economic Impact Assessmentof Poundbury to establish the impact of thedevelopment.The findings were:• Approximately £834 million increaseddemand for local goods and servicesover the life of the project (directimpact £33 million)• Which is equivalent to local GrossValue Added(GVA) increasing by about£285 million over the life of the project(direct impact £17 million)• 4,700 people-years of employment(direct impact 3,000 people years)• 3,000 business years including selfemployment(direct impact 2,100business years)Estimates were also made regardingthe potential cumulative effects by thecompletion of the development. Providingthere is no major change, it was estimatedthat Poundbury will have added 431 new fulltime equivalent jobs and 121 new businesses– including self employed to the localeconomy.76 77

He is a worldrenowned urbanist and champion ofclassical architecture who campaigns forthe reconstruction of the European citymodel and riles against suburban sprawl.Krier’s brief was to create an autonomousnew extension to Dorchester thatrespected the unique historic characterand identity of this ancient market town.His masterplan achieved this by creatingan impressive framework which dividesPoundbury into four distinct quarters ofmixed use development, each representinga new neighbourhood or boroughsettlement with its own local facilities.Construction work began in 1993, withDevelopment Director Andrew Hamiltonjoined soon after by Simon Conibear,now the Duchy’s Estate Director forDorchester.Poundbury is not just about architecture,as is often thought. It is primarilyabout creating a sustainable mixed usecommunity. The high density designintegrates residential housing with a broadrange of commercial and community useswhich enables residents to meet a highproportion of their daily needs on foot.Private and affordable housing are alsocompletely integrated and the result isan attractive, modern and pleasing placein which people can live, work, shop andplay. Emphasis is placed on the qualityof design and materials, landscaping andgreat attention to detail – even down tothe street furniture and signage.The architecture at Poundbury usesa variety of traditional materials suchas stone, slate and render. The phase 1architecture in particular draws uponthe rich heritage of the county and theattractive streets of Dorchester itself. Laterphases are influenced by the best of 18thand 19th century Georgian and Victorianarchitecture, but with a modern twistincluding more sustainable methods ofconstruction.Many of the architects appointed forPoundbury are based in Dorset, andwork together on various aspects ofeach phase of development. For examplePummery Square was designed by JohnSimpson, Leigh Brooks, David Oliver,Ben Pentreath, Andy Kunz and PhilipStorey. The design of the South WestQuadrant was coordinated by WorkingGroup, an architectural practice foundedby leading architect and interior designerBen Pentreath. New architects JonathanHolland, Craig Hamilton and GeorgeSaumarez Smith were also brought onboard.
