SECTION 11Unclaimed Prize MoneyPrize monies allocated for the payment of winning Official On-Line Game Tickets shall beretained by the Director for payment to the ticket holder entitled thereto, with respect toOfficial On-Line Game Tickets purchased from On-Line Retailers. In the event no claimor redemption is made within one (1) year of the applicable drawing date on the ticket,any remaining prize monies shall be paid out of the State <strong>Lottery</strong> Fund and used forpurposes otherwise provided for in accordance with Section 19 of the <strong>Illinois</strong> <strong>Lottery</strong> Law(20 ILCS 1605/19) (relating to unclaimed prize money). Amended 1/15/2012.Prize monies for On-Line Game winning tickets purchased via the internet, shall be paidas set forth in Section 10.8 hereof. SECTION 12Governing Law12.1 In purchasing a ticket, the purchaser agrees to comply with and abide by applicablelaws, all <strong>Lottery</strong> <strong>Rules</strong> and Regulations, instructions, conditions and final decisions of theDirector, and all procedures established by the Director for conduct of the On-LineGames. Additionally, in purchasing a ticket issued for Mega Millions, the player agrees tocomply with and be bound by all applicable statutes, administrative rules and regulations,and procedures of the party lottery of the state in which the Mega Millions ticket is issued,and by directives and determinations of the director of that party lottery. Additionally, theplayer shall be bound to all applicable provisions of the “Mega Millions Official Game<strong>Rules</strong>” and the Mega Millions Finance and Operations Procedures. The player agrees, asits sole and exclusive remedy, that claims arising out of a Mega Millions ticket can onlybe pursued against the party lottery of ticket purchase. Litigation, if any, shall only bemaintained within the state in which the Mega Millions ticket was purchased and onlyagainst the party lottery that issued the ticket. Nothing in this rule shall be construed as awaiver of any defense or claim the <strong>Illinois</strong> <strong>Lottery</strong> may have in the event a player pursueslitigation against the <strong>Illinois</strong> <strong>Lottery</strong>, its officers, or employees. In purchasing a ticketissued for Powerball, the purchaser agrees to comply with and abide by all applicablelaws, rules, regulations, procedures, and decisions of the Selling <strong>Lottery</strong> where the ticketwas purchased.12.2 If a name and address is contained on the ticket, the person so named shall, forall purposes, be considered to be the owner of the ticket. All number selections or otherinformation appearing on the ticket shall be deemed as given exclusively by the owner.12.3 All decisions made by the Director, including the declaration of prizes and thepayment thereof and the interpretation of the <strong>Lottery</strong> <strong>Rules</strong>, shall be final and binding onall players and on every person making a claim respect thereof, subject to the provisionsof the Administrative Review Law.12.4 In the case of a conflict or contradiction between or among the statutes and rulesgoverning the on-line games, the statutes and rules control in the following order ofprecedence: 20 ILCS 1605, <strong>Illinois</strong> <strong>Lottery</strong> Law; Title 11 <strong>Illinois</strong> Administrative Code Part1770 <strong>Lottery</strong> (General), and these Game <strong>Rules</strong>.Northstar <strong>Lottery</strong> Group, LLC, as the private manager of the <strong>Illinois</strong> <strong>Lottery</strong> EffectiveMay 15, 2015.47
