SECTION 1Game Descriptions1.1 The PICK-3 GAME awards prizes to ticket holders matching a three-digit numberfrom 000 through 999, or a designated combination thereof, with the three-digit Pick-3Game Winning Number randomly selected during the scheduled drawing(s).1.2 The PICK-4 GAME awards prizes to ticket holders matching a four-digit number,from 0000 through 9999, or a designated combination thereof, with the four-digit Pick-4Game Winning Number randomly selected during the scheduled drawing(s).1.3 The plus FIREBALL option is an add-on to the Pick-3 and Pick-4 Games. Playerswho select the plus FIREBALL option, pay, for each game panel played, a cost equal tothe Pick-3 or Pick-4 base wager, thereby doubling the purchase, to get an extra numberdrawn at random and improve the chances of winning prizes. The choice to play plusFIREBALL applies to all game panels played on the Play Slip. Players cannot apply theoption to individual panels on a Play Slip. Ten (10) numbered balls will be placed in adrawing machine for each Pick-3 Game drawing. The ten (10) numbered balls arenumbered zero (0) through nine (9). For the Pick-3 game, the number of the ball drawn(the plus FIREBALL) may replace any one of the three (3) numbers drawn to createwinning plus FIREBALL combinations (winning Pick-3 combinations). If the player’sselected numbers, match any of the plus FIREBALL combinations, the player wins plusFIREBALL. Ten (10) numbered balls will be placed in a drawing machine for each Pick-4 Game drawing. The ten (10) numbered balls are numbered zero (0) through nine (9).For the Pick-4 game, the number of the ball drawn (the plus FIREBALL) may replace anyone of the four (4) numbers drawn to create winning plus FIREBALL combinations(winning Pick-4 combinations). If the player’s selected numbers match any of the plusFIREBALL combinations, the player wins plus FIREBALL. If the plus FIREBALL numberis the same as one of the player’s numbers, and the player’s numbers match the numbersdrawn for the player’s play style, the player will be awarded the Pick-3 or Pick-4 baseprize and the plus FIREBALL prize. The plus FIREBALL prize that will be awarded will beall winning plus FIREBALL combinations, as determined by the player’s play style andwager amount. For purposes of the plus FIREBALL option, wherever the term “bonusprize” is used, “bonus prize” means plus FIREBALL prize.1.4 The LOTTO GAME awards prizes to ticket holders matching two (2), three (3), four(4), five (5) or six (6) numbers from one (0l) through fifty-two (52) with the six (6) <strong>Lotto</strong>Game Winning Numbers randomly selected during the scheduled drawing.1.5 The EXTRA SHOT option is an add-on to the LOTTO game. Players who selectthe Extra Shot option pay an extra $1.00 per game panel played on their LOTTO gameticket for the opportunity to get an extra number drawn at random and increase thechances of winning non-jackpot LOTTO prizes. The choice to play Extra Shot applies toall game panels played on the ticket. Players cannot apply the option to individual panels3

The LOTTO Grand Prize is NOT modified by an Extra Shot purchase.Added effective 10/28/2012; amended effective 07/14/2013.1.6 The LUCKY DAY LOTTO GAME (formerly known as Little <strong>Lotto</strong>) awards prizes toticket holders matching two (2), three (3), four (4) or five (5) numbers from one (01)through forty-five (45) with the five (5) Lucky Day <strong>Lotto</strong> Game Winning Numbers randomlyselected during the scheduled drawing. Amended effective 5/13/20121.7 The EZMATCH option is an instant-win feature associated with Lucky Day <strong>Lotto</strong>that costs $1.00 per play in addition to the cost of the Lucky Day <strong>Lotto</strong> ticket. A playerselecting EZmatch will receive five (5) EZmatch numbers printed below the Lucky Day<strong>Lotto</strong> numbers on the ticket. If any of the EZmatch numbers matches any of the LuckyDay <strong>Lotto</strong> numbers, the player shall instantly win the corresponding amount shown. Thechoice to play EZmatch applies to all game panels played on the ticket. Players cannotapply the option to individual panels on a play slip.1.8 The MEGA MILLIONS GAME awards prizes to ticket holders matching specifiedcombinations of numbers randomly selected at regularly scheduled drawings. Thenumbers are chosen from two fields. Field 1 consists of the numbers one (01) throughseventy-five (75) and five winning numbers are drawn from this field. Field 2 consists ofthe numbers one (1) through fifteen (15) and one winning number is drawn from thisfield. The Mega Millions Game is conducted in accordance with "Mega Millions OfficialGame <strong>Rules</strong>" and Mega Millions Finance and Operations Procedures developed by theMega Millions group except where those <strong>Rules</strong> and Procedures defer to the laws, policiesor rules of the Party Lotteries. In the latter instance, this document or relevantadministrative rules shall apply.1.9 The MEGAPLIER option is an add-on to the Mega Millions 5/75 + 1/15 game.Players who select the Megaplier option pay an extra $1.00 per game panel played ontheir Mega Millions ticket for the opportunity to multiply the set Mega Millions prizes by anumber (2, 3, 4, or 5) that is randomly selected at draw time. The choice to play Megaplierapplies to all games played on the ticket. Player cannot apply the option to individualpanels on a ticket. The Mega Millions Grand Prize is not a set prize and is therefore NOTmodified by a Megaplier purchase. Field 2 consists of the numbers one(01) through thirty-five (35) and one winning number is drawn from this field. The Powerballgame is conducted in accordance with the Powerball Game <strong>Rules</strong> developed by the Multi-State <strong>Lottery</strong> Association (Part II, Sections 26 – 34, of the Powerball Group <strong>Rules</strong>) exceptfor instances where those rules defer to the laws, policies or rules of the Party Lotteries. Inthe latter instance, this document or relevant administrative rules shall apply. Addedeffective 1/31/2010; revised effective 1/15/2012 for drawings beginning 1/18/2012.4


1.11 The POWER PLAY option is an add-on to the current Powerball 5/59 + 1/35 game.Players who select the Power Play option pay an extra $1.00 per game panel played ontheir Powerball ticket for the opportunity to win set Power Play prizes. The choice to playPower Play applies to all games played on the ticket. Player can not apply the option toonly select panels on a ticket. The Power Play option is offered pursuant to Part III,Sections A-H, of the Powerball Group <strong>Rules</strong>. The Powerball Grand Prize is not a setprize and is therefore NOT modified by a Power Play purchase. Added effective 1/31/2010;Added effective 1/31/2010; Amended effective 1/15/2012 for drawings beginning 1/18/2012.1.12 The MY3 GAME awards prizes to ticket holders matching a three-digit numberfrom 000 through 999, or a designated combination thereof, with the three-digit My3Game Winning Number randomly selected during the scheduled drawing(s). The MY3GAME is cancelled effective after the September 14, 2014 evening drawing at 6:30PM CST. Prizes must be claimed no later than one year from the date of the drawing.Validations shall remain effective for one year from September 14, 2014 but eachprize redemption is subject to the one year claim period. Added effective 9/9/2012andamended 9/14/2014.1.13 The HIT OR MISS GAME awards prizes to ticket holders matching specifiedcombinations or not matching specified combinations of numbers randomly selected atregularly scheduled drawings. If a player matches more than seven (7) or fewer than five(5) numbers drawn from a field of twenty-four (24) numbers, the player wins a prize. If aplayer matches all twelve (12) numbers drawn in the drawing, or does not match anynumbers drawn in the drawing, the player wins the Grand (Top) Prize. Additionally, THEGOOD LIFE NUMBER is a feature of the Hit or Miss game and affords players theopportunity to win $250,000 Grand (Top) Prize instantly plus The Good Life Number prizeof $100,000 annually for twenty (20) years. The player’s The Good Life Number, one (1)through five (5), is randomly generated for each game panel played on the player’s Hit orMiss play slip. If the player’s The Good Life Number matches The Good Life Numberbetween one (1) and five (5) drawn in the drawing and the player also matches zero (0)or twelve (12) numbers drawn in the drawing, the player wins $250,000 Grand (Top) Prizeinstantly plus $100,000 annually for twenty (20) years. Hit or Miss prizes will be paidpursuant to Section 7.6 of these On-Line Game rules. The player’s The Good Life Numberis automatically generated at random and will be printed on the game ticket. Players donot choose The Good Life Number. The rules relating to Hit or Miss shall be effectiveupon commencement of Hit or Miss game ticket sales. The <strong>Lottery</strong> will announce thecommencement of ticket sales prior to the commencement date. The HIT OR MISSGAME is cancelled effective after the February 28, 2015 evening drawing at 9:22PM CDT. Prizes must be claimed no later than one year from the date of thedrawing. Validations shall remain effective for one year from February 28, 2015 buteach prize redemption is subject to the one year claim period.5


SECTION 2DefinitionsThe following words and terms, when used within this document, shall have the followingmeaning unless otherwise indicated:Claim - To submit a winning Official On-Line Game Ticket and completed claim form toan <strong>Illinois</strong> <strong>Lottery</strong> Office for payment.Department - The <strong>Illinois</strong> Department of <strong>Lottery</strong>. Amended effective 10/15/2011.Director – The Director of the Department. Amended effective 10/15/2011.Hit or Miss Game Panel** – That area of an Official On-Line Hit or Miss Game ticketidentified by an alpha character, A through E, containing twelve (12) player or computerselectednumbers, and The Good Life Number, containing one (1) computer-selectednumber, from one (1) through (5). The HIT OR MISS GAME is cancelled effective afterthe February 28, 2015 evening drawing at 9:22 PM CDT. Prizes must be claimed nolater than one year from the date of the drawing. Validations shall remain effectivefor one year from February 28, 2015 but each prize redemption is subject to the oneyear claim period.Hit or Miss Game Winning Numbers** – Twelve (12) one or two-digit numbers, fromone (1) through twenty-four (24), randomly selected at each Hit or Miss drawing, whichshall be used to determine the winning Hit or Miss plays contained on Official On-Line Hitor Miss tickets. Additionally, one (1) one-digit number, from one (1) through (5), randomlyselected at each Hit or Miss drawing, which shall be used to determine the winning TheGood Life Number contained on Official On-Line Hit or Miss tickets. The HIT OR MISSGAME is cancelled effective after the February 28, 2015 evening drawing at 9:22PM CDT. Prizes must be claimed no later than one year from the date of thedrawing. Validations shall remain effective for one year from February 28, 2015 buteach prize redemption is subject to the one year claim period.Hit or Miss Play Slip** – A machine-readable form, used in purchasing an Official On-Line Hit or Miss Game ticket, having five (5) game panels, each containing twenty-four(24) areas numbered one (1) through twenty-four (24), and having each game panelidentified by an alpha character: A, B, C, D, and E. The HIT OR MISS GAME is cancelledeffective after the February 28, 2015 evening drawing at 9:22 PM CDT. Prizes mustbe claimed no later than one year from the date of the drawing. Validations shallremain effective for one year from February 28, 2015 but each prize redemption issubject to the one year claim period.Internet Game Ticket - A <strong>Lotto</strong> Game ticket purchased via the internet, bearing player orcomputer selected numbers, type of bet, drawing date, amount of bet, and validationdata. "Internet Game Ticket" shall also mean a game ticket for Mega Millions purchasedvia the internet, with or without the Megaplier option, where "Mega Millions Official Game6


<strong>Rules</strong>" have deferred to a Party <strong>Lottery</strong>'s laws, policies or rules. "Internet Game Ticket"shall also mean a game ticket for Powerball purchased via the internet, with or withoutthe Power Play option, where "Powerball Official Game <strong>Rules</strong>" have deferred to a Party<strong>Lottery</strong>'s laws, policies or rules. Added effective 3/25/2012 for the Internet Pilot Program andamended effective 02/15/15.Internet Player Account - A bank account established for a Registered Internet <strong>Lottery</strong>Player for the sole purpose of purchasing Internet Tickets or Subscription Plans via theinternet and, at the Internet Player’s discretion, receiving payment for any prizes won inconnection with an internet purchase. Added effective 3/25/2012 for the Internet Pilot Program.<strong>Lottery</strong> or State <strong>Lottery</strong> - The lottery or lotteries established and operated by theDepartment pursuant to the <strong>Illinois</strong> <strong>Lottery</strong> Law.<strong>Lottery</strong> Central – The <strong>Illinois</strong> <strong>Lottery</strong>’s office located in Springfield, <strong>Illinois</strong>.<strong>Lottery</strong> Law – The <strong>Illinois</strong> <strong>Lottery</strong> Law, 20 ILCS 1605 et. seq., as amended. Added effective1/15/2012.<strong>Lottery</strong> <strong>Rules</strong> – The rules implementing the <strong>Lottery</strong> Law, 11. Ill. Adm. Code 1770. Addedeffective 1/15/2012.<strong>Lotto</strong> Annuity Option - The right to receive any <strong>Lotto</strong> Grand Prize won in 30 annualinstallments. Pick-3 Game Three-Way Combo Bet - A three-digit number wager in which two of thethree digits are alike, designed to match, in any order, the Pick-3 Game Winning Numberfor a specified drawing. The Three-Way Combo wager costs three times more than aconventional Straight bet, but pays at the Straight rate regardless of draw order. SECTION 3Retail and Internet Ticket Sales3.1 The sale of Official On-Line Game Tickets may be conducted (1) only by such<strong>Illinois</strong> business locations as the Director shall contract with and license pursuant to<strong>Lottery</strong> <strong>Rules</strong> (relating to ticket sales agents) and approve for On-Line Game sales (On-Line Retailers) or (2) solely with respect to the <strong>Lotto</strong> Game, Powerball, and the MegaMillions Game over the internet via illinoislottery.com in accordance with the <strong>Lottery</strong> Lawand <strong>Lottery</strong> <strong>Rules</strong> and as set forth in Section 3.2 below. Amended 12/18/2009 and 3/25/2012for the Internet Pilot Program.3.2 Internet Game Tickets and Subscription Plans are available for purchase via theinternet by individuals who have a legal residence in the State of <strong>Illinois</strong>, are 18 years orolder and located within the State of <strong>Illinois</strong> at the time Internet Game Tickets arepurchased. To purchase Internet Game Tickets and Subscription Plans via the internet,players must create an Internet Player’s Account. Upon completion of a transaction topurchase Internet Game Tickets or Subscription Plans over the internet, players shallreceive an electronic record of purchase. Neither the electronic record of purchase, anyvirtual ticket or facsimile thereof, nor any other confirmation of purchase of an InternetGame Ticket or Subscription Plans shall constitute bearer instruments. Added effective3/25/2012 for the Internet Pilot Program.A winning Internet Game Ticket is deemed to be owned by the registered owner of theInternet <strong>Lottery</strong> Player’s Account from which the winning Internet Game Ticket ispurchased. The player receives one set of numbersand The Good Life Number for each $2.00 played in the Hit or Miss Game. The HIT ORMISS GAME is cancelled effective after the February 28, 2015 evening drawing at9:22 PM CDT. Prizes must be claimed no later than one year from the date of thedrawing. Validations shall remain effective for one year from February 28, 2015 buteach prize redemption is subject to the one year claim period.4.2 Official On-Line Pick-3 Game and Pick-4 Game tickets may be purchased for 50¢,$1.00, $2.00, $3.00, $4.00 or $5.00 per ticket, or multiples thereof dependent upon wagertype and number of draws, at the discretion of the purchaser. The plus FIREBALL optionmay be selected for a cost equal to the Pick-3 or Pick-4 base wager, thereby doubling thepurchase.4.3 Official On-Line Lucky Day <strong>Lotto</strong> Game tickets may be purchased for $1.00, $2.00,$3.00, $4.00, $5.00, $6.00, $7.00, $8.00, $9.00 or $10.00 per ticket, or multiples thereofif a multi-draw wager, at the discretion of the purchaser, in accordance with the numberof game panels and inclusive drawings. The player receives one set of numbers for each $1.00 playedin the Mega Millions game. In <strong>Illinois</strong>, the Megaplier option may be selected for an additional$1.00 per game panel purchased, per drawing, thereby doubling the purchase price of theticket. SECTION 5Play Characteristics and Restrictions5.1 Official On-Line Game tickets may only be sold to persons 18 years of age or older,providing such persons are not:1. Any member of the <strong>Lottery</strong> Control Board, officer, or person employed bythe Board or by the Department; employees of any TV station from whichlottery drawings originate who are directly involved in the production ofdrawing telecasts including floor director, camera operators, stage hands,character generator operators, air control technicians, announcer andperformer for each telecast; employees of any advertising agency or publicrelations agency or any consultant employed by the Department who aredirectly involved in a <strong>Lottery</strong> engagement; employees of audit firmsperforming on site contractual audit services with respect to Department'soperations; employees of any vendor of goods or services to the Departmentor Board which the Director has stated in rule or contract shall not purchasetickets as such purchase may jeopardize the security and integrity of the<strong>Lottery</strong>.2. Any spouse, child, brother, sister or parent residing as a member of thesame household in the principal place of residence of any person designatedin subsection 1 of this Section 5.1.5.2 Except as described in Section 3.2 with respect to Internet Game Tickets, a RetailOfficial On-Line Game Ticket matching all game play, serial number and other validationdata residing in <strong>Lottery</strong>'s on-line gaming system computer shall be the only valid proof ofthe wager placed and the only valid receipt for claiming or redeeming any prize, exceptas provided in the <strong>Lottery</strong>'s General <strong>Rules</strong>. Amended 3/25/2012 for the Internet Pilot Program.5.3 Official On-Line Pick-3 Game, My3 and Pick-4 Game tickets, and anycorresponding plus FIREBALL additions, may be canceled by, and a refund issued to, thepurchaser providing such ticket is surrendered by the purchaser to the selling Retailer onthe same day as the purchase, and if no drawing applicable to the ticket has previouslybeen held. My3 references added effective 9/19/12. The MY3 GAME is cancelled effective afterthe September 14, 2014 evening drawing at 6:30 PM CST. Prizes must be claimedno later than one year from the date of the drawing. Validations shall remaineffective for one year from September 14, 2014 but each prize redemption is subjectto the one year claim period.5.4 Official On-Line Hit or Miss Game tickets, <strong>Lotto</strong> Game tickets, Lucky Day <strong>Lotto</strong>Game tickets, Mega Millions Game Tickets and Powerball Game tickets, and anycorresponding Extra Shot, EZmatch, Megaplier, and Power Play additions, and OfficialOn-Line Pick-3 and Pick 4 Game Tickets purchased through Subscription Plans may notbe canceled by the purchaser once entered into the <strong>Lottery</strong>’s gaming system, except thatSubscription Plans for those tickets and for Official On-Line Pick-3 and Pick 4 Game18


Tickets may be deleted by the <strong>Lottery</strong> and the balance of the Subscription Plan costrefunded under the following circumstances:1. (A) When the <strong>Lottery</strong> initiates a change to the game matrix, drawingschedule or any other element of the game, or another event occurs whichchanges the terms and conditions of the contract between the subscriber andthe <strong>Lottery</strong> or (B) if a change described in 1 (A) occurs and the subscribernotifies the <strong>Lottery</strong>, in writing, that the new terms and conditions are notacceptable and requests termination of the Subscription Plan. Cancellationshall be effective upon deletion of the Subscription Plan by the <strong>Lottery</strong>.2. When a subscriber dies during the term of the Subscription Plan andthe authorized representative of the subscriber's estate requests, in writing,that the remaining Subscription Plan be canceled.Amended 02/15/15 to clarify Pick3/Pick 4 Subscription Plans are available for internetpurchase.The HIT OR MISS GAME is cancelled effective after the February 28, 2015 eveningdrawing at 9:22 PM CDT. Validations shall remain effective for one year from February28, 2015 but each prize redemption is subject to the one year claim period.5.5 Except for purchases made via the internet as described in Section 3.2 above,Purchasers may submit a completed Hit or Miss, Pick-3, My3, Pick-4, <strong>Lotto</strong> or Lucky Day<strong>Lotto</strong> Play Slip to an On-Line Retailer to have issued an Official On-Line Hit or Miss, Pick-3, Pick-4, <strong>Lotto</strong>, or Lucky Day <strong>Lotto</strong> Game Ticket. Hit or Miss, Pick-3, My3, Pick-4, <strong>Lotto</strong>and Lucky Day <strong>Lotto</strong> Play Slips shall be available at no cost to the purchaser and shallhave no pecuniary or prize value, or constitute evidence of purchase or numberselections. Except for purchases made via internet as described in 3.2 above, the use ofmechanical, electronic, computer generated or any other non-manual method of markingPlay Slips is prohibited. Prizes must be claimed no later than one year from the date of thedrawing. Validations shall remain effective for one year from February 28, 2015 buteach prize redemption is subject to the one year claim period.5.8 It shall be the sole responsibility of the ticket purchaser to verify the accuracy andcondition of the data printed on the Official On-Line Game Ticket at the time of purchase.5.9 Official On-Line <strong>Lotto</strong>, Mega Millions and Powerball Tickets may, at the purchaser'sdiscretion, be purchased for up to fifteen (15) consecutive drawings by marking thenumber of drawings on the Play Slip, if applicable, or for up to twenty-five (25) consecutivedrawings by orally conveying the number of drawings to an On-Line Retailer, commencingwith the next scheduled drawing. Amended effective 11/24/2013. Official On-Line Lucky Day<strong>Lotto</strong> Tickets may, at the purchaser’s discretion, be purchased for up to twenty-five (25)consecutive midday, evening, or both midday and evening drawings by marking “yes” onthe Play Slip and orally conveying the number of drawings and which drawing (midday,evening, or both midday and evening) to an On-Line Retailer, commencing with the nextscheduled drawing. Amended 02/15/2015.5.10 (A) Official On-Line Pick-3 Game, and Pick-4 Game Tickets may, at thepurchaser's discretion, if the purchaser orally conveys the purchase to an On-LineRetailer, be purchased up to seven (7) days in advance, including the day of purchase.Such purchases may be for up to seven (7) consecutive midday drawings, up to seven(7) consecutive evening drawings, or for individual drawings within the seven (7) dayperiod. Official On-Line Pick-3, and Pick-4 Game Tickets may, at the purchaser’sdiscretion, if the purchaser submits a completed Pick-3 or Pick-4 Play Slip, be purchasedup to six (6) days in advance, including the day of purchase. Such purchases may be forup to six (6) consecutive midday drawings, up to six (6) consecutive evening drawings, orfor individual drawings within the six (6) day period. Midday and evening wagers may notbe combined on a single ticket. Note - if a ticket is purchased after the drawing cutoff on20

The Grand (Top) Prizeshall be paid according to 7.6.2 of these On-Line Game <strong>Rules</strong>.9. For purposes of prize calculation with respect to the Grand (Top) Prize in the eventit is a pari-mutuel prize, the calculation shall be rounded down so that prizes shall be paidin multiples of fifty (50) cents. Any part of the pari-mutuel Grand (Top) Prize for a drawingthat is not paid in prizes (breakage) shall be applied to offset prize expense.10. For purposes of prize calculation with respect to The Good Life Number Prize,$100.00 per year for twenty (20) years, in the event it is a pari-mutuel prize, the calculationshall be rounded down so that prizes shall be paid in multiples of fifty (50) cents. SECTION 8Ticket Responsibility8.1 A winning Retail Official On-Line Game winning ticket is deemed to be owned bythe person or entity named on the ticket or, in the case of a ticket not completed withname and address, by the ticket bearer. In the event more than one name appears onthe back of a winning ticket, the named individuals will be considered joint owners of theticket and be required to complete an <strong>Illinois</strong> or federal form 5754 establishing specificlevels of ownership in the prize. Unless additional documentation is required by the<strong>Lottery</strong>’s General <strong>Rules</strong> (11 Ill. Adm. Code 1770.190), the prize shall then be dividedamong the named individuals in accordance with the form 5754. For prizes of $25,000or less, ticket ownership may be relinquished to one of the individuals named on the ticketback, provided that the other named individual(s) give up ownership interest in the ticketin writing, in the presence of a notary public. Amended 12/18/2009.8.2 The <strong>Lottery</strong> shall not be responsible for lost or stolen Retail Official On-Line Gametickets unless otherwise provided in the <strong>Lottery</strong>’s General <strong>Rules</strong>.8.3 The purchaser of a Retail Official On-Line Game Ticket has the sole responsibilityfor verifying the accuracy and condition of the data printed on the ticket at the time ofpurchase from an On-Line Retailer.8.4 The <strong>Lottery</strong> shall not be responsible to the player for Retail Official On-Line Gametickets redeemed in error by an On-Line Retailer.8.5 Section 3.2 above contains provisions related to Internet Game Tickets. Addedeffective 3/25/2012 for the Internet Pilot Program.Section 8 also amended for the Internet Pilot Program.39


SECTION 9Ticket Validation Requirements9.1. In order to be deemed a valid winning Retail Official On-Line Game winning ticket,all of the following conditions must be met:1. The validation data must be present in its entirety and mustcorrespond, using the computer validation file, to the number selectionsprinted on the ticket for the drawing date(s) and, if applicable, drawing time,printed on the ticket. Amended 1/15/2012;2. The ticket must be sufficiently intact to permit validation;3. The ticket must not be intentionally mutilated, altered, reconstituted,or tampered with in any manner;4. The ticket must not be counterfeit or an exact duplicate of anotherwinning ticket;5. The ticket must have been issued by an authorized On-LineRetailer on official paper stock;6. The ticket must not have been stolen or canceled;7. The ticket must be submitted for payment in accordance with Section "10"(relating to procedures for claiming and payment of prizes);8. For Hit or Miss, Pick-3, My3, Pick-4, <strong>Lotto</strong>, Lucky Day <strong>Lotto</strong>, Mega Millionsand Powerball, the ticket data, including any plus FIREBALL, Extra Shot, EZmatch,Megaplier or Power Play add-on purchase, must have been recorded on thecentral computer system prior to the drawing and the ticket data must match thiscomputer record in every respect. The MY3 GAME is cancelled effective afterthe September 14, 2014 evening drawing at 6:30 PM CST. Prizes must beclaimed no later than one year from the date of the drawing. Validations shallremain effective for one year from September 14, 2014 but each prizeredemption is subject to the one year claim period. The HIT OR MISS GAMEis cancelled effective after the February 28, 2015 evening drawing at 9:22 PMCDT. Prizes must be claimed no later than one year from the date of thedrawing. Validations shall remain effective for one year from February 28,2015 but each prize redemption is subject to the one year claim period.Powerball reference added effective 1/31/2010; amended 6/1/2010 and 1/15/2012, Amendedeffective 9/9/12 to add references to My3 and 10/28/2012 to change reference to Section J toSection 10.9. The player or computer number selections, validation data and, ifapplicable, the drawing date(s) and time of an apparent winning ticket must appearon the official file of winning tickets, and a ticket with that exact data must not havebeen previously paid;10. The ticket must not be mis-registered, defectively printed or printed orproduced in error to an extent that it cannot be processed by the <strong>Lottery</strong>;11. The ticket must pass all other confidential security checks of the <strong>Lottery</strong>;12. In submitting an Official On-Line Game Ticket for validation, the playeragrees to abide by applicable laws, all <strong>Lottery</strong> <strong>Rules</strong> and Regulations, instructions,conditions and final decisions of the Director;40


13. There must not be any other breach of these <strong>Rules</strong> in relation to the ticketwhich, in the opinion of the Director, justifies disqualification.9.2 In order to be deemed a valid winning Internet Game Ticket, the followingconditions must be met:1. The validation data must be present in its entirety and mustcorrespond, using the computer validation file, to the number selectionsprinted on the ticket for the drawing date(s) and, if applicable, drawing time,printed on the ticket.2. The ticket must not have been canceled;3. The ticket must be submitted for payment in accordance with Section10 below (relating to procedures for claiming and payment of prizes);4. The ticket data, including any plus FIREBALL, Extra Shot, Megaplier,or Power Play add-on purchase, must have been recorded on the centralcomputer system prior to the drawing and the ticket data must match thiscomputer record in every respect.5. The player or computer number selections, validation data and, ifapplicable, the drawing date(s) and time of an apparent winning ticket mustappear on the official file of winning tickets, and a ticket with that exact datamust not have been previously paid;6. The ticket must not be mis-registered or produced in error to anextent that it cannot be processed by the <strong>Lottery</strong>;7. The ticket and the purchase thereof via the internet must pass allother confidential security checks of the <strong>Lottery</strong>;8. The player agrees to abide by applicable laws, all <strong>Lottery</strong> <strong>Rules</strong> andRegulations, instructions, conditions and final decisions of the Director;9. There must not be any other breach of these <strong>Rules</strong> in relation to theticket which, in the opinion of the Director, justifies disqualification. Addedeffective 3/25/2012 for the Internet Pilot Program.9.3. An Official On-Line Game Ticket submitted for validation which fails any of thepreceding validation conditions shall be considered void, subject to the followingdeterminations:1. In all cases of doubt, the determination of the Director shall be finaland binding; however, the Director may, at his/her option, replace an invalidticket with a ticket of equivalent sales price from any current <strong>Lottery</strong> game;2. In the event a defective ticket is purchased or in the event theDirector determines to adjust an error, the sole and exclusive remedy shallbe the replacement of such defective or erroneous ticket(s) with a ticket ofequivalent sales price from any current <strong>Lottery</strong> game;3. In the event a ticket is not paid by the <strong>Lottery</strong> and a dispute occursas to whether the ticket is a winning ticket, the <strong>Lottery</strong> may, at its option,replace the ticket as provided in paragraph (a) of this subsection. This shallbe the sole and exclusive remedy, of the holder of the ticket;41


4. Any ticket holder, who disputes a final validation decision of theDirector, may seek review before a hearing officer designated by theDepartment. Pursuant to the Department’s hearing rules, the Director willreview the recommendation of the hearing officer and issue a final decisionregarding the dispute.Section 9 also amended for the Internet Pilot Program.42


SECTION 10Procedures for Claiming and Payment of PrizesPrizes shall be redeemed or claimed as follows, effective upon determination of prizepayouts, for a period of one year from the ticket drawing date10.1 On-Line Retailers are authorized and required to make payment of cash prizes of$600 or less providing the winning ticket is presented within one year from the drawingdate on any individual winning Retail Official On-Line Game Ticket, and such On-LineRetailer has sufficient funds available for such payment. Holders of an individual winningRetail Official On-Line Game Ticket representing a cash prize of $600 or less shall bepaid by any On-Line Retailer, provided all of the ticket validation requirements in Section9 hereof (relating to ticket validation requirements) have been met, a proper validationpay ticket has been issued by the On-Line Retailer's computer terminal, and all otherprocedures have been complied with as outlined in the On-Line Retailer Manual and anyaddendum thereof. Amended 1/15/2012.10.2. Within one year from the date of the drawing, holders of an individual winning RetailOfficial On-Line Game Ticket representing a cash prize of $25,000 or less may presenttheir winning tickets to any official <strong>Lottery</strong> Prize Center for validation and payment. Wherethe individual tickets are identical wagers, required to be combined for tax reporting andwithholding purposes, the aggregate prize amount may not exceed $25,000 on a singlecheck. Amended 1/15/2012.10.3 Holders of any winning Retail Official On-Line Game Ticket that is eligible forpayment by an On-Line Retailer or by a <strong>Lottery</strong> Prize Center may also mail the ticket(s)and a properly completed claim form to <strong>Lottery</strong> Central. The claim form and tickets mustbe received at <strong>Lottery</strong> Central within one year of the date of the drawing. The ticket(s)will be validated at <strong>Lottery</strong> Central and any prize(s) due will be paid by State of <strong>Illinois</strong>warrant. Amended 1/15/2012.10.4 Holders of an individual winning Retail Official On-Line Game Ticket representinga cash prize of more than $25,000 but less than $1,000,000, must mail a properlycompleted claim form and ticket(s) to <strong>Lottery</strong> Central or hand deliver the properlycompleted claim form and ticket(s) to a <strong>Lottery</strong> Prize Center, where the claim form andticket(s) must be received within one year from the date of the drawing. The ticket(s) willbe validated at <strong>Lottery</strong> Central and any prize(s) due will subsequently be paid by State of<strong>Illinois</strong> warrant. Amended 1/15/2012.10.5 Prizes of $1,000,000 or more may be claimed only at <strong>Lottery</strong> Central or the<strong>Lottery</strong>’s administrative office in Chicago, unless an alternate site is mutually agreed uponby the Department and the ticket holder. Such prize claims shall be made on a date andat a time mutually agreed to by the claimant and the <strong>Lottery</strong>. The winning Retail OfficialOn-Line Game Ticket and a properly completed claim form must be surrendered to<strong>Lottery</strong> staff at the designated claim location within one year from the date of the43


drawing. The ticket will be validated at <strong>Lottery</strong> Central and any prize due will subsequentlybe paid by State of <strong>Illinois</strong> warrant. Amended 1/15/2012.10.6 In the event that a single Retail Official On-Line Game Ticket contains two (2) ormore winning game panels, the cumulative prize amount shall be claimed or redeemedin accordance with the above specified prize payment limits.10.7 In the event a player wins a prize in connection with a multi-draw ticket, the prizewon may be redeemed or claimed immediately or held for later redemption during theclaim period set forth in these rules. If the prize is claimed or redeemed immediately anddrawings remain on the ticket, an exchange ticket will be issued to the player. In theevent a player wins an EZmatch prize in connection with a Lucky Day <strong>Lotto</strong> ticket, theEZmatch prize won may be redeemed or claimed immediately or held for later redemptionduring the claim period set forth in these rules. If the EZmatch prize is claimed orredeemed immediately and Lucky Day <strong>Lotto</strong> drawings remain on the ticket, an exchangeticket for Lucky Day <strong>Lotto</strong> will be issued to the player.10.8 Validated prizes up to $600 won by a player as a result of the purchase of anInternet Ticket will be posted automatically to the internet player’s lottery account with noaction required by the Player. Prizes in excess of $600 will be submitted to theDepartment for Verification and the Department shall require the Player to complete aclaim form which must be sent to <strong>Lottery</strong> Central for processing. The Player mustcomplete the claim form within one (1) year after the date of the drawing or the prize willbe unclaimed. Validated prizes between $600.01 and $25,000 won by a Player as a resultof a purchase via the internet will be posted to the player’s internet lottery account afterthe Department completes its verification procedures, unless the player requests paymentby check. All prizes in excess of $25,000 will be paid by the State Comptroller. Addedeffective 3/25/2012 for the Internet Pilot Program.10.9 The payment of prizes to those persons who may die before receiving any or all ofa particular prize shall be paid in accordance with Section 13 of the <strong>Illinois</strong> <strong>Lottery</strong> Law(20 ILCS 1605/13) (relating to prizes payable after death of a prize winner).10.10 The <strong>Lottery</strong> shall be discharged of any and all liability after payment of prizes asprovided in Section 13 of the <strong>Illinois</strong> <strong>Lottery</strong> Law (relating to discharge of State liabilityupon payment).10.11 <strong>Illinois</strong> and federal withholding taxes shall be withheld by the <strong>Lottery</strong> for prizepayments in such amounts as may be required in accordance with applicable provisionsof the law.10.12. On-Line Game prizes shall not be paid to any of the following persons:1. Any member of the <strong>Lottery</strong> Control Board, officer, or person employed bythe Board or by the Department; employees of any TV station from which lotterydrawings originate who are directly involved in the production of drawingtelecasts, including floor director, camera operators, stage hands, character44


generator operators, air control technicians, announcer and performer for eachtelecast; employees of any advertising agency or public relations agency or anyconsultant employed by the Department who are directly involved in a <strong>Lottery</strong>engagement; employees, of audit firms, performing on site contractual auditservices with respect to Department's operations; employees of any vendor ofgoods or services to the Department or Board which the Director has stated inrule or contract shall not be paid prizes as such payment may jeopardize thesecurity and integrity of the <strong>Lottery</strong>.2. Any spouse, child, brother, sister or parent residing as a member of the samehousehold in the principal place of residence of any person designated insubsection (a) of this Section.3. SECTION 11Unclaimed Prize MoneyPrize monies allocated for the payment of winning Official On-Line Game Tickets shall beretained by the Director for payment to the ticket holder entitled thereto, with respect toOfficial On-Line Game Tickets purchased from On-Line Retailers. In the event no claimor redemption is made within one (1) year of the applicable drawing date on the ticket,any remaining prize monies shall be paid out of the State <strong>Lottery</strong> Fund and used forpurposes otherwise provided for in accordance with Section 19 of the <strong>Illinois</strong> <strong>Lottery</strong> Law(20 ILCS 1605/19) (relating to unclaimed prize money). Amended 1/15/2012.Prize monies for On-Line Game winning tickets purchased via the internet, shall be paidas set forth in Section 10.8 hereof. Added effective 3/25/2012 for the Internet Pilot Program.Section 11 also amended for the Internet Pilot Program.46


SECTION 12Governing Law12.1 In purchasing a ticket, the purchaser agrees to comply with and abide by applicablelaws, all <strong>Lottery</strong> <strong>Rules</strong> and Regulations, instructions, conditions and final decisions of theDirector, and all procedures established by the Director for conduct of the On-LineGames. Additionally, in purchasing a ticket issued for Mega Millions, the player agrees tocomply with and be bound by all applicable statutes, administrative rules and regulations,and procedures of the party lottery of the state in which the Mega Millions ticket is issued,and by directives and determinations of the director of that party lottery. Additionally, theplayer shall be bound to all applicable provisions of the “Mega Millions Official Game<strong>Rules</strong>” and the Mega Millions Finance and Operations Procedures. The player agrees, asits sole and exclusive remedy, that claims arising out of a Mega Millions ticket can onlybe pursued against the party lottery of ticket purchase. Litigation, if any, shall only bemaintained within the state in which the Mega Millions ticket was purchased and onlyagainst the party lottery that issued the ticket. Nothing in this rule shall be construed as awaiver of any defense or claim the <strong>Illinois</strong> <strong>Lottery</strong> may have in the event a player pursueslitigation against the <strong>Illinois</strong> <strong>Lottery</strong>, its officers, or employees. In purchasing a ticketissued for Powerball, the purchaser agrees to comply with and abide by all applicablelaws, rules, regulations, procedures, and decisions of the Selling <strong>Lottery</strong> where the ticketwas purchased.12.2 If a name and address is contained on the ticket, the person so named shall, forall purposes, be considered to be the owner of the ticket. All number selections or otherinformation appearing on the ticket shall be deemed as given exclusively by the owner.12.3 All decisions made by the Director, including the declaration of prizes and thepayment thereof and the interpretation of the <strong>Lottery</strong> <strong>Rules</strong>, shall be final and binding onall players and on every person making a claim respect thereof, subject to the provisionsof the Administrative Review Law.12.4 In the case of a conflict or contradiction between or among the statutes and rulesgoverning the on-line games, the statutes and rules control in the following order ofprecedence: 20 ILCS 1605, <strong>Illinois</strong> <strong>Lottery</strong> Law; Title 11 <strong>Illinois</strong> Administrative Code Part1770 <strong>Lottery</strong> (General), and these Game <strong>Rules</strong>.Northstar <strong>Lottery</strong> Group, LLC, as the private manager of the <strong>Illinois</strong> <strong>Lottery</strong> EffectiveMay 15, 2015.47
