KHSSL Handbook 53 <strong>2012</strong>-<strong>2013</strong>/<strong>1.1</strong>REGIONAL SPEECH TOURNAMENTSDuring the month of February, a regional tournament will be conducted for each division (Junior andSenior) in each of the regions. While the <strong>League</strong> will make forms available on the league website,and retain general oversight of all regional tournaments, the administrative details and actual conduct ofeach regional tournament are entrusted to a Regional Manager appointed by the Director and approved bythe Board. The following rules and regulations apply to all regional tournaments:1. The date and site of each regional tournament will be set by the Regional Manager. The RegionalManager should schedule the tournament with due regard for standardized testing and otherconflicts affecting a large number of students. He/she will forward this information to the <strong>League</strong>office which will, in turn, provide this and other general information to the schools registered inthat region at the first of the school year. Dates of regional tournaments will be established atbeginning of academic school year, unless schedule mandates change.2. Each region must hold tournament regardless of number of schools entered.3. Regional tournaments may not be held on Sundays.4. Detailed instructions for each regional tournament will be sent by the regional manager astournament time nears. The regional manager is solely responsible for setting the schedule forhis/her regional tournaments (time of rounds, flighting, etc.), and will make such decisions asmay be necessary when weather threatens postponement of the tournament.5. Regional tournaments may be conducted on tabroom.com or on paper by the Regional Manager. Itis preferred that Registration, at the very least, be conducted on tabroom.com. The ExecutiveDirector will set up the regional tournaments on tabroom.com, give access to the Regional Managerand any other tabulation officials designated by the Manager. Regional Managers are encourage toestablish a system allowing schools to phone/text any last minute changes while they are en route tothe tournament.6. The registration deadline must be at least seven days before the Tournament; this deadline is set bythe Regional Manager. Adds after the registration deadline are subject to judge availability.7. The Final Deadline is 5 pm two days before the tournament. The Regional Tournament will carrythe following drop fees and fines; the Regional manager may waive them for good and sufficientreasons, with documentation:a. Substitutions between the registration deadline and the final deadline—freeb. Drops and Adds between the registration deadline and the final deadline—entry fee only.c. Substitutions after the Final Deadline but before arrival on-site for the RegionalTournament--$5d. Substitutions on arrival for the Regional Tournament--$25e. Drops after the Final Deadline but before arrival on-site for the Regional Tournament--$10plus the entry feef. Drops on arrival for the Regional Tournament--$50 plus the entry fee.g. Judge Name Changes after the Final Deadline but before arrival on-site for the RegionalTournament—freeh. Judge Name changes on arrival--$10.
