KHSSL Handbook 56 <strong>2012</strong>-<strong>2013</strong>/<strong>1.1</strong>STATE SPEECH CHAMPIONSHIP TOURNAMENTDuring the month of March, a State Championship will be conducted for each division (Junior and Senior).The Executive Director shall serve as the Tournament Director, assisted by such persons as he or she maydesignate. The following rules and regulations apply to both State Championship Tournaments:1. The dates and site of each State Championship will be set by the Director. He/she willforward this and other general information to all registered schools at the first of the school year.2. Detailed instructions for each State Championship will be sent by the <strong>League</strong> office astournament time nears. The tournament director is solely responsible for setting the schedule forthe State Championships (time of rounds, flighting, etc.), and will make such decisions as may benecessary when weather threatens postponement of the tournament.3. The State tournament will be conducted on tabroom.com, unless that service is not available. Inany event, all aspects of the State Championship Tournament will be conducted electronically,although the Executive Director will ensure that paper tabulation is possible in the event ofemergency. The on-line registration portal will open no later than the Monday after the earliestRegional Tournament. The Registration deadline for the State Championship will be designated bythe Executive Director, but will be no closer to State than seven days before the start of the StateChampionship Tournament. The Final Deadline for the State tournament is 5 pm of thepenultimate day before the state of the Tournament.4. Entry fees for the State Championship are $10.00 per individual entry and $ 20.00 per duo entry(Duo Acting, Duo Interpretation, and Improvisational Duo). In addition, a school mustprovide a judge for each six entries or fraction thereof. Each school is required to supply atleast one-half of their judging quota (fractions round up). Judges may be made available on a perdiem basis. The fee for each unfulfilled Judge Obligation is $65 per day. A $10.00 fee will becharged if a judge misses a round, and dropping a judge at any time will result in a $100.00 dropfee. Judges will not be permitted to trade judging assignments with anyone, even judges on theirown team, unless directed to do so by tabulation staff. Judges switching assignments withoutdirection will incur a $10 fee for the school they represent. Coaches are urged to obtaincommitments from judges before registration and find replacements when necessary so that judgingdrops occur only in the most extreme emergencies.5. <strong>School</strong> and entry registration must be made by the registration deadline. Changes after thatdeadline are subject to the following schedule of drop fees and fines:a. Contestant substitutions before the Final deadline—freeb. Drops before the Final Deadline—entry fee plus $10c. Drops after the Final Deadline but before on-site registration—entry fees plus $25d. Drops during on-site registration—entry fees plus $50e. Judge drops after registration deadline--$65 per day of obligation dropped plus $100 dropfee. If the judge drop brings the school’s judge coverage below its obligation AND nohired judges are available to cover the slot, the school’s entry may be reduced.6. Any school that attends the regional tournament and qualifies students for but does not attend theState Championship will, except in cases of illness, extreme emergency, or religious conflict, beassessed entry and drop fees for each qualifying entry and may be prohibited from entering the
