Technical Co-operation7. TECHNICAL CO-OPERATIONPOLICY7.1 AIMTechnical collaboration <strong>and</strong> co-operation in the implementation <strong>and</strong>strengthening <strong>of</strong> relevant areas in the pharmaceutical sector shall beestablished with various stakeholders at the national, regional <strong>and</strong>international levelsTo ensure that relevant technical co-operations are explored, best practices <strong>and</strong>agreed st<strong>and</strong>ards promoted to optimise the effective use <strong>of</strong> resources <strong>and</strong>strengthen national <strong>and</strong> regional policies.7.2 STRATEGYThe aim shall be achieved by training, sharing <strong>of</strong> information, expertise, skills <strong>and</strong>facilities <strong>and</strong> through harmonisation <strong>of</strong> legislation, regulations <strong>and</strong> guidelinespertaining to medicines at national, regional <strong>and</strong> international levels.Partnerships involving various stakeholders <strong>and</strong> key players in the healthcare sectorshall be enhanced to achieve the desired goals, setting strategies <strong>and</strong> priorities, <strong>and</strong>implementing policies.7.2.1 National PerspectiveThe Ministry <strong>of</strong> <strong>Health</strong> shall play a leading role in facilitating inter <strong>and</strong> intraagencycoordination, cooperation <strong>and</strong> information sharing between public <strong>and</strong> privatesectors for pharmaceutical services planning <strong>and</strong> implementation.Effective partnerships with consumers, industry, research institutions, academia,pr<strong>of</strong>essionals, practitioners, government agencies <strong>and</strong> NGOs shall be furtherdeveloped to provide support for continued progress towards a globalisedenvironment in the pharmaceutical sector.Strategic alliance through mutual <strong>and</strong> shared underst<strong>and</strong>ing <strong>of</strong> roles, opencommunication, consultative arrangements <strong>and</strong> consensus agreement betweenstakeholders, regulators <strong>and</strong> implementers shall be fostered to achieve theappropriate st<strong>and</strong>ard <strong>of</strong> regulations <strong>and</strong> enforcement.28
