Finally, a meeting was held with former Minister for Atomic Energy, Mr. Viktor<br />
Mikhailov, currently Director <strong>of</strong> the Institute for Strategic Stability, in order to assess<br />
the Russian view <strong>of</strong> the lessons from the existing US-Russian HEU deal and inquire<br />
to which extent more materials can be declared excess and thus suitable for downblending.<br />
In April and May 2003, a small caucus <strong>of</strong> the Study Group collected the<br />
various contributions written by the members and completed a first draft that could be<br />
circulated. The comments were circulated and various other experts were asked to<br />
review certain technical issues and political assessments. Based on this feedback the<br />
report was updated.<br />
In July 2003, several <strong>of</strong> the members met in Halifax, Canada where they<br />
participated in the International <strong>Pugwash</strong> Conference. This served as an opportunity<br />
to sit down and go through the draft report in detail. In the course <strong>of</strong> August these<br />
comments were incorporated in the report text.<br />
Toward the end <strong>of</strong> November 2003 the findings <strong>of</strong> this report were presented<br />
to the Swedish Ministry for Foreign Affairs and discussed with a view to finalise the<br />
work and submit a report to the Swedish Ministry for Foreign Affairs in early 2004.<br />
The report has been written by persons who are dedicated to nuclear<br />
disarmament and non-proliferation. All co-authors have been very busy with their<br />
daily activities in various countries and context. Therefore, it has taken longer to<br />
finalize this report that was planned from the beginning. Nevertheless, the<br />
engagement in this work has brought much new knowledge and information to all<br />
who participated. Hopefully these pages will also constitute an in-put into the current<br />
non-proliferation and disarmament agendas.<br />
