Einsatzgruppe Wiking (Norway and Denmark)* The extent of the zone<br />
may be changed at the discretion of the Wehrmacht. That part of<br />
the Organization which is. not active in front zone is not designated<br />
Front-OT, and its skilled personnel receive only such specialist pay<br />
above their basic pay as is unifor<strong>ml</strong>y regulated by the Plenipotentiary<br />
General for Manpower Allocation^ SAUCKEL) for all labour in Germany.<br />
And inasmuch as the OT has always distinguished between Fronteinsatz<br />
(Service performed in the operational area) and Heimatseinsatz (Service<br />
in the zone of the interior), there is consequently no basis forassuming<br />
that the OT has been reduced either in sphere of authority or<br />
in strength of personnel. Nor is there any basis for assuming that<br />
there has been a partial dissolution of the OT. All indications<br />
point to the contrary. It is well to remember, however, that even<br />
in the Zone of the Interior, the OT is, in respect to manpower priority,<br />
classified as a vital industry.<br />

ADMINISTRATIVE AGENCIES FOR CONSTRUCTION 24th August 1944<br />

The Reich Minister for Armament and War Production and Chief of<br />
Organisation Todt henceforth heads the war activities of the<br />
Administrative Agencies for Construction. I empower him to issue<br />
directives for the above purpose to all administrative National<br />
Municipal construction agencies of Greater Germany and incorporated<br />
territories. He may dispose over the personnel and facilities of<br />
these agencies according to his Judgment.<br />

The administrative organisation remains unchanged by thus being<br />
placed on a war footing.<br />
II<br />
The decisions under paragraph I apply also to state-controlled public<br />
corporations insofar as they have administrative agencies of their own.<br />
Ill<br />
The Reich Minister for Armament and War Production and Chief of<br />
the OT will issue, henceforth, the legal and administrative regulations<br />
necessary for carrying out and amplifying the above decree in agreement<br />
with the Plenipotentiary General for the Administration of the Reich<br />
(HTMM1ER).<br />
