In the Matter of an Application to <strong>Permit</strong> ) FILE NO: <strong>EOZ</strong>2008-02the <strong>Juniper</strong> <strong>Canyon</strong> Wind Energy Project - <strong>Phase</strong> 1 )pursuant to the “<strong>EOZ</strong>” Energy Overlay Zone ) FINDINGS OF FACT) CONCLUSIONS, AND) DECISION OF THE) KLICKITAT COUNTY) PLANNING DEPARTMENTPacific Wind Development LLC, a wholly-owned subsidiary of Iberdrola Renewables, Inc has applied fora permit pursuant to the Energy Overlay Zone (<strong>EOZ</strong>) to establish <strong>Juniper</strong> <strong>Canyon</strong> Wind Farm. ThisEnergy Overlay Zone <strong>Permit</strong> (<strong>EOZ</strong>2008-02) only authorizes <strong>Phase</strong> 1 of the two-phased project. Adecision to approve <strong>Phase</strong> 2 is not being made at this time. <strong>Phase</strong> 2 will be covered by a separate oramended permit. The <strong>Klickitat</strong> <strong>County</strong> Planning Director finds as follows:FINDINGS OF FACT1. Application/Project Location: The Applicant is Pacific Wind Development, a wholly-ownedsubsidiary of Iberdrola Renewables, Inc, 1125 NW Couch, Suite 700, Portland, OR 97209(Applicant). The <strong>Juniper</strong> <strong>Canyon</strong> Wind Energy Project is a wind energy generation facility onapproximately 28,000 acres in unincorporated <strong>Klickitat</strong> <strong>County</strong>. The project area is locatedimmediately south of Bickleton, Washington, and north of the town of Roosevelt, Washington. Theproject is located within Sections 1 and 2, Township 4 North, Range 20 East; Sections 2, 3, 4, 5, 6, 7,8, 9, 10, 11, 12, 14, 15, 16, 17, 18, 19, 20, 21, 28, 29 and 33, Township 4 North, Range 21 East;Sections 6, 7 and 18, Township 4 North, Range 22 East; Sections 1, 2, 12, 25 and 36, Township 5North, Range 20 East; Sections 6, 7, 10, 13, 15, 16, 18, 19, 20, 21, 22, 24, 25, 27, 28, 29, 30, 31, 32,33, 34 and 36, Township 5 North, Range 21 East; Sections 18, 19, 30 and 31, Township 5 North,Range 22 East; Sections 26, 27, 34, 35 and 36, Township 6 North, Range 20 East, WM, <strong>Klickitat</strong><strong>County</strong>. The entire Project area lies within the <strong>Klickitat</strong> <strong>County</strong> Energy Overlay Zone (<strong>EOZ</strong>). Theseproperties are under lease to the Applicant.2. Project Description: The Project would consist of up to 128 wind turbines, each generating between1.5 and 3.0 megawatts (MW) of electricity, for a total proposed generating capacity of up to 250megawatts (MW). The final number of turbines (not to exceed 128 wind turbines) would depend onthe availability of different turbine types and other factors.• The project would be constructed in two phases:<strong>Phase</strong> 1 would consist of up to 63 2.4-MW turbines laid along approximately 12 miles of turbinestrings in 12 segments (12 turbine strings), and 19 miles of new roads. A 34.5kV collector cablesystem would be constructed linking each turbine to the next and to the project substation. Thiscollector would consist of 6 miles of overhead cables and 19 miles of underground cables. Anestimated of 20.4 miles of 230kV overhead power lines would be constructed, from one projectsubstation to the Bonneville Power Administration’s (BPA’s) Rock Creek Substation. Anoperation and maintenance (O&M) facility would be constructed near the center of the projectsite on approximately 10 acres of land.Although both <strong>Phase</strong> 1 and <strong>Phase</strong> 2 were evaluated in the Environmental Impact Statement,<strong>Phase</strong> 2 is not authorized at this time and will be permitted under a separate or amended permitwould consist of up to 65 1.5-MW turbines. <strong>Phase</strong> 2 would include installation of approximatelyFindings of Fact, Conclusions, and Decision Page 2 of 20<strong>Juniper</strong> <strong>Canyon</strong> Wind Energy Project – <strong>Phase</strong> 1
