Iwould like to extend gratitude and appreciation to David Beery who served as our President and providedsuperb leadership to I.P.C.S.A over the last two years. Dave, like many before him, was faced with numerouschallenges throughout his term as President, with his leadership, and the dynamic Executive Board; I believethe goals he set were accomplished for the betterment of our organization. Thank you Dave Beery it was apleasure having you by my side on the Executive Board as our President.I wish to first introduce myself; I am merely a probation officer who wants to make a difference. I haveworked for the Vermilion County Probation Department for the past 16 years. Currently I am the Director ofProbation and Court Services for Vermilion County and have been in this role for the past 6 years. I haveserved on the I.P.C.S.A. Executive Board for the past 4 years as Regional Representative and the PresidentElect. I look forward to serving the Association as its President for the next 2 years.I am truly passionate about having a voice in our profession, and my belief is heavily invested through ourlegislative involvement. We set the standard for organizations and send a message further than anyone can doalone. With our legislative team on our side we cannot go wrong. A strong voice in Springfield for probationis crucial to work towards restoration of funding and the growth of our profession.My goals for the year ahead will be nothing less than my predecessors; that is to meet the needs of theorganization. We must continue to recruit new members in an effort to sustain the organization. AN IPCSA TRADITIONOctober 2010 began a new tradition for Illinois Probation and Court Services Association. AlcoholMonitoring Systems and Alcohol Monitors of Illinois collaborated with IPCSA and Tazewell County forthe first ever Bags Tournament labeled SCRAM Bags. Alcohol Monitoring Systems along with IPCSA hadno idea how successful this event would be. In October 2010, the room was so full there was hardly anyroom for waiting participants to stand.Since October 2010 the Bags Tournament has become a conference tradition. Alcohol MonitoringSystems, Alcohol Monitors of Illinois, CAM Systems, and Goodin Associates LTD. have collaborated tomake this tradition bigger, better, and with their own twist at each conference location. In Spring 2011,located in St. Clair County the bags tournament had a guest two-man band to offer entertainment.Effingham combined a paradise theme with the tournament to make it a unique experience for members.At each conference first place and sometimes second place winners have won hand made bags sets.Fall 2012 located in Winnebago County marked the fifth bags tournament. The winners were BrianModjeski and Joe Guinane. The second place winners were Greg Barrett with Iroquois County and JimRiedel from Kankakee County.As an association it is with great pleasure to begin new traditionswith our fabulous vendors. This tradition began as somethingnew and has grown into one of the members’ favorite networkingactivities at conference no matter what level of a player’s skill.The association cannot thank Alcohol Monitoring Systems,Alcohol Monitors of Illinois, CAM Systems, and GoodinAssociation LTD. enough for their continued collaboration andsupport for theassociation.3

ILLINOIS SUPREME COURT CREATES ADVISORY BOARD ON PROBATION POLICYThe Illinois Supreme Court has created an advisory board to focus on probation, an aspect of the state’s justicesystem that’s seen significant budget cuts in recent years. The creation of this Board formalizes a body and aprocess that will advise our Administrative Office of the Illinois Courts on a broad range of probation andcourt services policy matters. Effective December 1, 2012, the Supreme Court Probation Policy AdvisoryBoard was created. Its purpose is threefold: (1) to advise the Administrative Office of the Illinois Courts onpolicy matters and programming in carrying out the duties and responsibilities of Illinois’ probation and courtservices departments; (2) to provide a formal venue for communication, review, analysis and exchange ofinformation; and (3) to identify opportunities, resources and strategies to advance probation’s mission.An inaugural meeting of the Probation Advisory Board was held on Wednesday, December 12, 2012 inChicago. I P C S A B U S I N E S S M E E T I N G M I N U T E SFall Training Conference—November 4, 2012IPCSA Business Meeting MinutesFall Conference-October 19, 2012Rockford, IllinoisCalled to Order: President David Beery called the meetingto order at 8:40 am.President’s Message: President Beery addressed the associationand expressed his great appreciation to Dennis Meyers,Director of Winnebago County Court Services and his staff,for hosting such a successful conference. He recognized theProgram Committee and extended his appreciation for all thehard work and effort put forth toward this conference, as wellas the Resource Committee for their efforts in securingvendors. He thanked the Executive Board for their hard workand devotion to the Association and to the membership fortheir continued support and attendance.He encouraged members of the Association to submit articlesor ideas for the Outlook. He suggested highlighting people orprograms doing innovative work in the field.Future Conferences: President Beery announced that theSpring Conference in 2013 will be held in Utica, IL fromApril 24-26 at Grizzly Jack’s Grand Bear Resort. The GolfOuting will take place at Senica’s Oak Ridge Golf Club, inLaSalle, IL on April 23, 2012. The fall 2013 conference willbe hosted by Tazewell County.Charity Contribution: Through raffle and 50/50 sales,IPCSA was able to donate $306.00 to the Rock River ValleyPantry, in Rockford, IL and $306.00 to Belvidere-BooneCounty Food Pantry in Capron, IL.The Substance Abuse Committee sponsored a silent auctionand donated $150.00 of the proceeds to The Carpenter’s Placein Rockford, IL, a program devoted to helping the homelessrebuild their lives. They were also able to donate 1 bag oftoiletries and 6 large bags of sweaters, coats and clothing toThe Carpenter’s Place.TREASURER’S REPORT: Melissa Smith reported that theAssociation is in good standing financially as of the closing ofthis conference.LEGISLATIVE REPORT: John McCabe addressed themembership and as in the past, advised that tough financialtimes are ahead of us. He explained how we were “cut eight(8) million dollars this year”, but with a onetime surplus, wewere able to remain whole for this year only. That meanslikely cuts next year.He discussed Senate Bill 1047, which authorizes the circuitclerk’s office that imposes a court automation fee to alsocharge and collect an additional $10 operations fee forprobation and court services departments; this fee is depositedinto the probation and court services fund.Similarly to his last address to the membership, Johnencouraged members to reach out to their elected officials andeducate people on the work we do and the importance ofpublic safety. He also encouraged all members to educate ourpeers and co-workers and advocate for their membership inthis Association.COMMITTEE REPORTS:Tracy Burke-Carriere recognized all committee chairs andthanked CMO’s for allowing staff participation in theAssociation.Awards Committee: Presented by Tom Gregory ofVermillion County. He acknowledged another successfulawards ceremony. He thanked the membership for all thenominations and encouraged everyone to continue nominatingtheir peers in the future.CMO Committee: Mike Buettner of St. Clair County spoketo the membership and alluded to a grim financial future forprobation, explaining that “the money will not be there nextyear.” He continued to encourage CMO’s and members topay membership for this association and become members asthere is strength in a larger collective voice.Detention Committee: The committee is seeking moretraining opportunities as it applies to Detention and its staff, aswell as the challenges faced with getting staff to trainingoutside the building. The issue still remains with the formulafor reimbursement to jurisdictions without detention centersand those cases that remain in custody and do not get paymentfor their entire stay. The DJJ standards have been completeand will be submitted to JCAR; feedback will be important.Sangamon County has downsized the number of beds in theirDetention Center and the overall headcount and averagelength of stay is down across the state except in a few centers.Elections:The membership was thanked for their8


I P C S A B U S I N E S S M E E T I N G M I N U T E S C ON’ Tparticipation in this year’s vote and the election winners wereannounced:President Elect – Tracy Burke-Carrier, Bureau CountyStatewide Representative – Tim Shumaker, Coles,Cumberland and Edgar CountiesRegion 2 Representative – Ken Burn, Whiteside CountyDomestic Violence Committee: Chris English of St. ClairCounty advised there is very little activity with the group andthat they are seeking new chairs for the committee as well asactive participation from its members.Gender Response Committee: Rod Verdine has resignedhis position as co-chair and Joyce Ricci has replaced him.The committee met with Legislative Committee chairs todiscuss possible partnerships with legislative issues affectingthe Gender Response Committee. They anticipate collectingdonations in support of a local shelter for the SpringConference. The next meeting will be at the SpringConference 2013.Inter/Intrastate Committee: - Dave Beery advised thatwith currents concerns related to supervision fees ofjuveniles, there will be a meeting in the near future.Membership Committee: Mitch Goodwin advised that thecurrent membership for the Association is over 700 and newmembership for 2012 was 64. A goal of the committee is tocontinue to increase membership for the association.Officer Safety and Wellness Committee: Francie Cainthanked the membership for their participation in the surveythey conducted at conference. She advised 58 surveys werecompleted and returned. They continue to seek representationin the 1 st , 3 rd , 8 th , 9 th , 15 th , 17, 18 th and 21 st Circuits. Thenext meeting will be January 13, 2013 via a conference call.Pre-Trial Committee: The membership was advised thatthey continue to struggle with meeting regularly because ofincreased workloads and time constraints. However, thecommittee wishes to move forward and accomplish their goalwhich is to establish a uniform, statewide, evidence-basedrisk assessment tool (Virginia Pretrial Risk Assessment Tool)for all pretrial agencies. The committee continues stayabreast of current legislation that could affect theiroperations.Program Committee: The membership was thanked fortheir attendance at this year’s Fall Conference. Planning forthe 2013 Spring Conference has already begun and ideas,suggestions and comments were welcomed. The committeestill welcomes new members.Representative Committee: Tracy Burke-Carrierethanked all the committee members and encouraged themembership to get involved. She advised that as shesteps into the role of President Elect, the Board will beappointing a new Representative Chair to sit on theBoard.Resource Committee: This year’s Fall Conferencewelcomed 23 vendors. A Special Thank you was givento Scram and Goodin Associates for sponsoring the bagstournament; Rosecrance for sponsoring the New MemberReception, and to Arrowhead Ranch, BI, Chestnut HealthSystems and Siemen’s Diagnostics for sponsoring theconference breaks.Sex Offender Committee: The committee discussedupcoming laws going into effect 01/1/13, including the“Easter Bunny Law” and PA-97-1098 which is therestructuring of the SOMB. The next meeting will be inJanuary 2013.Substance Abuse Committee: Deb Norman advisedthat their committee had seven (7) members at theirconference meeting; they welcomed one new member.They proudly sponsored one training this conference andthey plan on sponsoring training at the upcoming springconference. Their silent auction raised $204 and $150was donated to The Carpenter’s Place, which is ahomeless day center. Additionally, they collected toiletriesand coats to be donated as well.Technology Committee: The Committee continues towork hard to keep the IPCSA website updated as well asthe Associations Facebook page. Pictures from themeetings and trainings will be added as well asemployment postings and training opportunities.Victims Concern Committee: Dan Smith advised thatthey have welcomed one new member. IPCSA COMMITTEE REPORTSMARK YOUR CALENDARS:Friday, June 21, 20132nd Annual Committee Appreciation/Committee MeetingDay CookoutRESOURCE COMMITTEE REPORTIPCSA members had the opportunity to meet with 23 vendors who exhibited at the Fall Conference inRockford in October. We had two new time vendors and 21 vendors who have shown their support forIPCSA by exhibiting at past conferences. Thirteen of the vendors traveled from out of state to exhibit at theconference.We are fortunate to have vendor exhibits that represented a wide range of probation-related services andproducts for the conference participants to learn about. Conference participants were afforded an opportunityto interact with the vendors before and after the training sessions, as well as, at the Wednesday eveningreception.We would like to acknowledge and thank the following vendors for their contributions and/or donations to theconference:Goodin & Associates and Alcohol Monitors of IL/SCRAM sponsored the bags tournament withcomplimentary beverages on Wednesday evening. Everyone who participated had lots of fun along withsome friendly competition! This was the fifth bags contest sponsored by Alcohol Monitors of IL/SCRAMand Goodin & Associates and it continues to be well received by everyone.Rosecrance Health Network once again recognized each new IPCSA member with a hand made goodiebasket at the Wednesday evening New Member Reception. Rosecrance has graciously acknowledged theAssociation’s new members at conferences for many years.Arrowhead Ranch, BI Incorporated, Chestnut Health Systems, and Siemens Healthcare Diagnosticseach paid $150 to sponsor a conference break for all of the conference attendees.Several vendors donated some great raffle prizes for the lucky IPCSA members who won! SEX OFFENDER COMMITTEE REPORTThe Sex Offender Committee’s last meeting was held at Fall Conference. We discussed new sexoffender laws that are going into effect 1-1-13. The first law is PS-97-0698, which expands thedefinition of child sex offender to victim under 18 at the time of offense, adds offense as custodialsexual misconduct, sexual misconduct with a disability, sexual relations within families, promotingprostitution by advancing prostitution, promoting prostitution by profiting from prostitution bycompelling a person to be a prostitute, grooming, and traveling to meet a minor under the Child SexOffender definition. It also adds bike paths to definition of public park. The second law is PA0699, also known as the Eastern Bunny and Santa Clause law. This moves it from a probation/parole violation to a Class 4 felony. A child sex offender cannot participate in a holiday event involvingchildren under 18,like distributing candy at Halloween, and dressing up as Santa Claus orthe Easter Bunny. The first exemption is when a person is convicted of Criminal Sexual Abuse, victimbetween 13 and 17, and offender is no more than 5 years older than the victim. The secondis if the offender is a parent or guardian of a child under 18 and that child is present in the home, andno non familial minors are present. The third law is PA97-1098, and involves the restructuring ofSOMB. It moves those responsible for regulation and disciplinary action for treatment providers tobe under the Department of Financial and Professional Regulation instead of the Attorney General’sOffice. It restructures SOMB, by adding an ATSA and Polygrapher representative to the board andchanges the focus to more evaluation and management, and training to law enforcement, probationand parole.In addition, we discussed upcoming training offered through SOMB, and ideas for trainings forfuture conferences like Grooming, Women Sex Offenders, Sex Offender Assessments, and ideas onsituational awareness with sex offenders in the field. The committee members liked the sex offenderrelated articles that have been periodically sent out through email. Finally, the co chairs arerequesting copies of sex offender specific or felony orders from each county or circuit. This is tocreate a data base for our committee to share what each county is doing on combating newlegislative challenges through the years. If you could please send a copy of your county’s sexoffender specific or felony court order to joliphant@lakecountyil.gov it will be saved and sharedwith the committee in the future.Our next meeting will be held in January TBS in the Student Boone Center in Bloomington.12


Inter/Intra State CommitteeThe committee met 12-4-12. Discussed the following:Issue of Probation fees transferring with the juvenile offender was discussed. Those in attendanceagreed that the juvenile fees should follow the offender in both courtesy supervision casesand transfer of jurisdiction. This would also mirror Juvenile interstate.The issue of the form utilized for the transfer of fees was discussed. Those in attendance feltthat the form could be simplified and improved.The issue of guidelines for the transfer of juvenile cases was discussed. Those in attendanceagreed that there is a need for state wide guidelines for the transfer of juvenile cases.Next meeting scheduled for 3-12-13 @ 10:00 a.m., Bloomington, IL.IPCSAROCKS13


C O M M I T T E E R E P O R T SDetention CommitteeAOIC: Margie reported that they are looking for more training specifically related to Detention. A Detention manager’s symposium will most likely be planned in the next year. They recognize that it is hard to get staff to training outside of the building, so in order to assist with meeting the 40hour training requirement, different types of technology is being explored such as webinars, teleconferences, DVD’s,etc…It was suggested that whatever training is offered needs to be interactive and relevant to keep staff’s interestand be useful to the job There is no date for the next Basic training for Detention yet; will probably be held in the collar counties (North)this time; Kane has a lot of new officers; pre-training assignments are being considered again to prepareparticipants for subject matter to be presented The idea of making a training video was discussed; could be done with actors from local universities or by actualstaff Sending line staff other than new employees to single modules of Basic was discussed in order to assist with traininghours; Kristen said she would explore this The formula for reimbursement to jurisdictions without Detention Centers was discussed; cases that remain incustody for long periods of time do not get payment for the entire stayDepartment of Juvenile Justice Standards: Sue Korpai gave an update on the most recently revised DJJ standards. They have been completed by theworkgroup and will be submitted to JCAR (legal division) once completely formatted. No date has been given forpossible publication. The standards are more detailed than the present version (published in 1988) but should beattainable for all Detention Centers to meet without additional cost or hardship. John McCabe stressed that duringthe JCAR evaluation, feedback will be requested from all and it will be important to reply. Most Detention Centers have had their annual inspections this year with minimal issuesLegislative Committee: John and Mike made a plea for replies to their requests for input regarding new legislation as there is often a shortwindow to respond if we want to have an impact on issues that will affect the Court Services community. John also indicated that as there is no specific committee for issues related to Juvenile Probation and Detention, it isimportant for the Detention Committee to be involved in voicing their opinions/concerns whenever possible in regardsto this legislation.Detention Committee: As many Detention managers could not attend the conference meeting, an all-day meeting is being planned inBloomington in November. Sue will be sending a “Save the Date” notice in the next week. Please keep Connie in your thoughts and prayers this week and in the future. She is battling breast cancer and havinga second surgery on Monday, 10-22-12. Although she has been through a lot, she has been in high spirits and hasbeen working as much as possible. Our next meetingis tentatively scheduled after the Executive BoardMeeting in January 2013.Pre-Trial CommitteeThe IPCSA Pretrial Services Advisory Committee had the pleasure of meeting with one another at this years Fall Conference held inRockford, IL. Pretrial Practitioners from Lake, Kane, DuPage, and McLean Counties were present. The committee was also metbriefly by John McCabe, Director of Governmental Relations.The meeting began with an overview as to the current vision of the committee. The committee has been unable to meet regularly dueto increased workloads and time constraints and the question then arose as to whether we would be able to continue to meet the goalsas indicated in our previous annual plans. The committee was heavily in favor of moving forward and banding together to accomplisha major long-term goal: to establish a uniform, statewide, evidence-based risk assessment tool for all pretrial agencies. Thisassessment is known as the Virginia Pretrial Risk Assessment Tool. The committee will continue its effort in acclimating all existingpretrial agencies in acquiring this updated assessment tool consistent with the current practices of federal pretrial agencies nationwidewho also use a uniform tool.The committee was pleased to welcome John McCabe. Mr. McCabe advised of some possible upcoming legislation which may affectthe practices of Pretrial Services operations and called on the committee for our input as to what areas of need and/or legislativechange can be brought forth in the future. The committee agreed that it will conduct a thorough review of pending legislation as wellas review the Pretrial Services and Bail Statutes to seek any possible modifications and/or additions. C O M M I T T E E R E P O R T SCMO CommitteeChief Justice Thomas Kilbride has appointed fifteen Probation Directors and CMO’s to the newly createdIllinois Supreme Court Probation Policy Advisory Board. Chief Justice Kilbride spoke of this at the fallIPCSA conference in Rockford.The Board will advise AOIC on a board range of probation and court services policy matters. The Boardmeetings will create a venue for on-going communication, review, analysis and exchange of informationto advance probation’s mission. The first meeting is scheduled for December 12th in Chicago.We feel very grateful that the Chief Justice has created this Board to gather information from those of uson the front lines. This has been an ongoing goal of the CMO Committee to open the line of communicationwith AOIC. We welcome this opportunity and believe with the Chief Justice as the driving forcebehind this initiative our concerns, ideas and common sense approach to issues will be listened to andhopefully put into practice.As in the past several years the financial crisis Illinois is facing will be a critical issue in the spring as theFY2014 budget is formulated. We ask you to contact your legislators and senators to educate them aboutprobation and court services. We can not continue to receive reductions in funding and be expected toprovide proper supervision to the probationers and quality services to the Court. We can not continue tohave the legislature pass laws which require more from us without the funding to provide basic servicesand supervision. If you need assistance in contacting your elected representatives, do not hesitate tocontact one of us or John McCabe.We would also like to offer our services as a clearinghouse to connect departments which are providinglocal training and are looking for other departments to share the cost. This year we chose Carpenter’s Place of Rockford,Illinois. It is a homeless day center that service men and women. We were able to donate $150.00 aswell as men’s and women’s clothing, wallets, and coats to the agency. Thanks to all who participated in ourSilent Auction.At Fall Conference SAC hosted one workshop on “Breaking the Cartels”. SAC plans on hosting anotherworkshop at spring conference on “Outlaw Motorcycle Gangs”. We are also looing at developing futureworkshops regarding ICE, opiates addiction, and treatment options.This year we hosted the first “Committee Appreciation Day” at Starved Rock State Park in conjunction withthe Executive Board. The turnout was great but we are hoping to double the attendance next year. Rod Verdineresigned as co-chair and was replaced by Joyce Ricciof Tazewell County. The committee has decidedto collect items for the ADV/SAS shelter (a shelterfor abused women and their children) at the springconference in LaSalle County (hosted by the 13 th JudicialCircuit). A list of items the shelter could usehas been obtained and will hopefully be printed inthis or a future issue of the Outlook.One of the sessions during the conference talkedabout dealing with girls and women on probationand in detention. It was presented by Melissa Spoonerand was very well attended. Another session thatwas presented twice on Thursday by Andrea Juarezwas in an open area below and behind the conferenceregistration area, and it was very interesting tosee those at the registration area turning around tosee and hear her speak. Although not specifically aGender Specific Speaker, she spoke of the abuse inher past and how she escaped from that life.Due to lack of funds we are seeing fewer people ableto make meetings as their circuits are sending fewerpeople to conferences. It is an intense movie.However it gives great insight to how victims are treated in the Criminal Justice System. What helpedthe Victim Joanna Katz and what did not or what made things worse, not only by the system but also byindividuals she encountered. There were also changes made to the Parole System in South Carolina dueto this case.We will see the cost of obtaining a copy of the CD. Then petition IPCSA to see it they can give the fundsto purchase a copy. When it was shown in DuPage it was obtained through the Library from anotherstate. The date could not be guaranteed. Member SpotlightWe know John McCabe as the IPCSA lobbyist extraordinaire, but did you know hisfavorite color is green? Well, I asked the hard questions when I interviewed John.Little did I know at the time he was a journalism major at the University of Illinois.So I'm sure my interviewing skills did not measure up, but we had a funconversation. At least I thought so!John grew up on the south side of Chicago in the St. Margaret of Scotland parish.You see, Chicago neighborhoods have names of course, but one is usually asked,"What parish are you from?" He graduated from St. Ignatius, the original magnet school in Chicago.John is married with two children and a wonderful English Setter named Aspen. His favorite holiday isChristmas, for the obvious reasons of giving and spending time with family and friends, and his (2) favoritepies are apple and banana cream.John's career began in the late 70's in the Illinois General Assembly. An internship led to his position on theHouse Democrats' staff as research analyst. In 1983 he set out on his own and former what is now called JohnMcCabe & Associates Ltd. He has been IPCSA's lobbyist since 1988 and continues to shatter the stereotype asa "slick and smooth" lobbyist. John is about as down to earth as it gets: I mean, he put up with my sillyquestions for 30 minutes or so! John learned the job we do as probation officers from sitting in meeting aftermeeting with the "old lions" and with officers: totally immersing himself in the job and the process.John not only works tirelessly for IPCSA and probation officers across the State, ( he took a major cut in pay toremain as our lobbyist), he is also our photographer. He learned the art photography at U of I. His pictures areso good because he is not afraid to get up close and personal for a good photo op.John is as good as it gets, and it was truly a pleasure to interview him. I will leave you with a quote (some maycall it racy before the entire thought settles), that is attached to his emails. One of the littleknown traditions is the raffle prize known as Old Man Winter. Old Man Winterwas given to IPCSA as a raffle prize by an unknown donor at the Fall 2007conference in Sangamon County and has made its way around the state since.However, a sense of panic came over the crowd during breakfast at Fall 2012Conference in Rockford when it was realized Old ManWinter failed to show up.
