Chamber Celebrates Billion-Dollar Year$1,000,000,000. That’s billion —with a “B.” $1,183,265,211, to beprecise, in new capital investmentfrom directly worked locations andexpansions since the Little RockRegional Chamber of Commercebegan staffing the Metro LittleRock Alliance in February 2005.That 10-figure investment accountsfor 10,221 new jobs and$364,129,208 in new annual payrollin less than four years.As a result, Southern Business &Development magazine put MetroLittle Rock atop its regions thrivingin a tough economy. Editor MichaelRandle wrote that there is “no doubtin our minds which southern marketwe would place at the top of thelist.”Economic DevelopmentAnd that went to press before the Jan.5, 2009, announcement that Caterpillar,the world’s largest manufacturerof construction and mining equipment,would locate its new NorthAmerican motor grader productionfacility in North Little Rock. Thecompany will locate in theformer Deluxe Video building, whereit will invest $140 million and employabout 600 people, with productionexpected to begin in early 2010.Caterpillar and 2008’s seven locationsand five expansions accountedfor $464,927,900 of that billiondollartotal, as well as 3,809 new jobsand $115,684,000 in new annualpayroll.The first location of the year cameon Feb. 26, 2008, as BJ ServicesCompany announced plans to buildan $82 million regional headquartersin Searcy, which will employ 150.Then on March 14, the Chamberannounced the third-largest newmanufacturing capital investment inthe region’s history, as Man Industries(India) Ltd. revealed plans tobuild a $100 million plant near theLittle Rock Port and employ 300 toproduce steel pipes for use in the oiland gas industry.June 19 brought Hewlett-Packard’sannouncement of 1,200 new jobsand a $28 million capital investmentfor Conway.On Oct. 8, Polymarin Compositesannounced that it would locate inthe old Levi Strauss building to manufacturehigh-performance rotorblades for the wind energy industry.With an estimated $20 million capitalinvestment, Polymarin anticipatesemploying 630 people at anaverage wage of $15 an hour withinfour years. Further, Wind WaterTechnology (WWT), a supplier toPolymarin’s parent company, EmergyaWind Technologies (EWT), willlocate in the same facility, invest $4million and employ 200 people.That’s 830 new jobs added to LMGlasfiber’s projected 1,100 in thehighly desirable sustainable energyindustry.All projects originated with andwere coordinated by the Little RockRegional Chamber of Commerce,Metro Little Rock Alliance andArkansas Economic DevelopmentCommission.New capital investment expansionannouncements included Welspun($60 million), Cameron Valves &Measurement ($31 million, 50 newjobs), Garver Engineers ($10 million,120 new jobs), Southwest PowerPool (124 new jobs, $9 million newpayroll) and Mainstream Technologies(30 new jobs).Other projects announced, inprogress or completed during theyear included Arkansas Children’sHospital ($115 million new capitalinvestment), UALR Donaghey Collegeof Engineering & InformationTechnology, Baldwin & Shell ConstructionCompany ($4.5 million to$5 million) and Holiday Inn AirportConference Center.This hottest market in the Southdidn’t just happen. The Chamber’ssuccess was directly attributable to aregional team approach to economicdevelopment, including but notlimited to Gov.
