What are some of the processes and practices thatrecords management companies, such as <strong>Crown</strong>, useto assess their risk in regard to their building’s safetyand security?Well, this is a very broad question that cannot be answeredin brevity; but generally speaking, the first step is called“Site Qualification,” which is used to assess flood andseismic risks, draining systems, land quality and neighborhazards. It is followed by a “Site Survey,” which includessoil tests, structural examinations, floor samples andmuch more.Licensing and certifications are also an important step inthe process. You do not want to be in a situation whereyou cannot obtain the various building endorsements aftercommitting to a location. This process will usually takeseveral months and, if denied, could prevent the necessaryapprovals from being granted, some examples of buildinglicenses include Certificate of Fitness or Occupancy, andFire and Electrical Inspection Certifications.Next steps include “Critical Installations” such asMechanical & Electrical (M&E), Heating, Ventilation and AirConditioning (HVAC), wiring, etc. It’s so easy to take thesethings for granted but it is essential that all of these arecarried out by a competent electrician or engineer.Once the safe environment has been created, you haveto start installing the equipment that’s needed to run andoperate the business. Racking systems are the most widelyused within any records management centre. These systemsare vast, carrying hundreds of thousands to several millioncartons, and often housed within a single storage facility.There are two primary racking types used in recordsmanagement centres, mezzanine and long span racking.Several other racking configurations such as mobile longspan and Automated Storage & Retrieval System (ASRS)integrate various layers of automation. But no matter whichsystem is used, they are all very much the same in termsof being several meters in height and carry an immenseamount of weight, two very serious dynamics that need tobe managed within a strict safety guideline.Working with a reputable racking supplier who provideshighly engineered equipment is essential to safeguardyour business and assets. The equipment must beboth manufactured and installed to the recognizedinternational standards such as those of the StorageEquipment Manufacturers Associations (SEMA), FédérationEuropéenne de la Manutention (FEM) and the AustralianStandards for Steel Racking (AS 4084).From there, it is imperative to maintain and function within afacility safely on a day-to-day basis. This is achieved by havinga comprehensive safety policy that is well communicatedto the staff. The policy should enable the workforce torecognize and understand the potential risks throughregular risk assessments while providing the framework toenable the implementation of preventative measures andthe adoption of proven best practices.What are your final thoughts on these issues of health,safety and security?Well, all of this is just a general overview. It is in fact, justthe start. “Complacency” is defined as self-satisfaction,especially when accompanied by unawareness of actualdangers or deficiencies. The key is to never be satisfied,to always be aware of what is around you and to keeplooking for improvements. Case Study:Hospital in FranceThe General Hospital of Versailles “Centre Hospitalier de Versailles” has adeep historical significance. It was initially founded by Louis XIII in 1636 as amodest infirmary known as the “House of Charity.”It has been modernized several times throughout the centuries and today itfeatures 800 beds in the main building, as well as three additional buildingsincluding a nursing school and an historical building that was once a generalnursery.As part of the evolution of the hospital’s continued efforts to modernizeitself, The General Hospital of Versailles was seeking a partner to outsourceand digitize their medical files. This would ensure that backup copies wouldalways be on file. Having electronic records stored offsite would ensure thesafety, security and integrity of the records.The hospital also needed to maintain the instant access they were longaccustomed to while keeping their records in-house. Their requirementwas to digitize and outsource the medical records for all patients who werehospitalized within the past five years.THE PROBLEMOnce the hospital chose <strong>Crown</strong> <strong>Records</strong> <strong>Management</strong> as their recordsmanagement provider, the transitional and ongoing challenges wereidentified.• The existing files of the patients (dating back five years) had to be retrievedand transported to <strong>Crown</strong>’s Poissy <strong>Management</strong> Center, located in asuburb of Paris, France.• This represented more than 400,000 existing patient records, about eightkilometers (five miles) of files.• These existing files were quite old and not as organized as the hospitalwould have preferred, making it difficult to find the files they needed tocare for their patients.• A process would need to be put in place to manage the outsourcing ofabout 14,000 new patient files that will be added every year.• Once the files were outsourced to <strong>Crown</strong>, they had to be accessible bythe doctors and hospital employees 24 hours a day, seven days a week,should there be an emergency that would require the medical files to bereviewed urgently.8 The Global Record Issue 1 2011FOR MORE INFORMATION, CLICK HERE TO VISIT CROWNRMS.COMSUBSCRIBE • READ PAST ISSUES • SUBMIT FEEDBACKCopyright © 2010 <strong>Crown</strong> <strong>Records</strong> <strong>Management</strong>. BeforeAfterTHE SOLUTION• <strong>Crown</strong> implemented a “back file conversion” process to manage the existing files. Following the transport of the filesto <strong>Crown</strong>’s facility, each medical record was immediately scanned and digitized upon arrival.• To ensure that the medical records would be accessible to the hospital staff around-the-clock, and to ensure that theprocess would be implemented as quickly as possible, <strong>Crown</strong> utilized the resources it had available from its internationalnetwork.<strong>Crown</strong>’s local expert in Paris, Christophe Portal worked closely with Graeme Marshall, from <strong>Crown</strong> Scotland, whorelocated to France on a temporary basis. The team set up the processes and hired a new employee who is solelydedicated to managing the hospital’s records.The new staff member was recruited, trained and “up-and-running” in less than a month. He is now on staff and, alongwith his local team, is available to serve the hospital’s needs 24 hours a day, seven days a week.• For new patient records, each record continues to be scanned immediately upon arrival at <strong>Crown</strong>’s facility. All recordsare assigned a unique bar code for easy identification and stored safely and securely, with redundant systems in place,to further safeguard these critical patient files.• For the hard copy records, the files are now completely organized and labeled with the patient details. Martin Budd, director ofbusiness development at <strong>Crown</strong> <strong>Records</strong> <strong>Management</strong>,explores how better information management and datasecurity procedures can help companies to streamlinetheir processes, reduce costs and minimise risk.While there are many measures that companies can take to protect themselves against the worst of the economy’sravages, implementing efficient records management processes is one way to provide both cost and time savings inthe long-term, as well as preventing the reputation and financial damage that lost information can inflict.Reducing Costs with Offsite StorageFirstly, office and facility costs remain a major burdenfor many organisations. Despite the current economicuncertainty, average monthly office rents in the UKremain significant, often well over £50 (US$75) persquare foot for prime office space in London. By contrast,outsourcing hard copy document storage costs around£1.58 (US $2.40) per month for the contents of a typicalfour-drawer filing cabinet, which requires 10 square feet ofoffice space. Minimising Risk with Secure Storage SolutionsSecondly, careful records management protects companies againstthe financial implications and reputational damage caused by datalosses. Consumer loyalty can be severely impacted if companiesfail to treat personal and corporate information securely, with asurvey conducted by YouGov and Check Point revealing that 91percent of consumers would actively avoid purchasing goods orservices from a company which had suffered information leaks.Effective records management procedures also protect companiesagainst the legal consequences of information losses. Databreaches often lead to substantial fines, so an audit to ensuredata is not retained for longer than needed is well worthwhile.Such audits take into account all relevant legal and sector-specificregulations, with notifications whenever data has reached the endof its lifespan.The importance of such action cannot be underestimated: atotal of 99 data breaches–almost one every day–were reportedto the information commissioner in the last quarter of 2008.What’s more, a report commissioned by security firm McAfeesuggests that data breaches alone cost the world’s companiesmore than £700 billion (more than a trillion US dollars) in 2008through a combination of legal fines, operational expenses andlost revenue.Business Continuity PlanningFinally, effective records management is a key aspect of disasterrecovery and business continuity planning. Whether it’s a caseof flooding, fire or IT failure, any inability to get back up andrunning quickly can prove expensive. By ensuring that crucialinformation is backed up and stored in a secure location,companies can significantly improve their chances of being able toreturn to normal operations as quickly as possible, thus avoidingincreased costs.To implement an effective policy, it is crucial that organisationsfoster a culture where records management and data protectionis at the forefront of everyone’s minds, rather than being viewed asthe responsibility of one person or department. Companies shouldtherefore establish stringent procedures for handling and storinginformation and ensure that all employees are aware of both theirobligations and the potential consequences of data losses.These procedures should cover all types of records, fromelectronic data and email to hard copy files, and shouldalso encompass clear policies on the use of devices such asUSB memory sticks, as well as the transportation of data.In addition, all sensitive electronic data should be encrypted, whilehard copy information should be securely stored and its usecarefully monitored.It’s clear that the cost savings and reduction of risk are issuesthat all companies must take seriously. “MAD” Awards in the UK<strong>Crown</strong> <strong>Records</strong> <strong>Management</strong> in the UK is celebrating theirposition as one of only six companies to reach the finalsof the “Make A Difference (MAD)” awards, sponsored byLegal & General.The annual awards, which are supported by Business inthe Community and The Chartered Institute of Purchasingand Supply, reward suppliers who have made significantcontributions to the environment, their communities andtheir employees. <strong>Crown</strong> was recognized for its effort incutting carbon emissions during 2009. That undertakingincluded the use of electric delivery vans, producing zeroemissions and launching “Lights-out Fridays” to slashelectricity consumption across its sites by an estimated27.5 tons of carbon per year.These initiatives are part of <strong>Crown</strong> <strong>Records</strong> <strong>Management</strong>’swider Corporate Social Responsibility (CSR) policy, whichalso encompasses the use of fuel-efficient motorcycles forsmall-volume deliveries and the introduction of electronicinvoices and web-based transactions to reduce paperconsumption. The company has also switched to packingmaterials which are made from at least 80 percent recycledcontent and has offset its remaining emissions by planting2,250 trees.Frank Hopping, managing director for <strong>Crown</strong> <strong>Records</strong><strong>Management</strong>, UK & Ireland, said, “I am delighted that ourcarbon-reduction initiatives have been recognised. Weare acutely aware of the importance of minimizing ourenvironmental footprint and have worked to ensure thatthis becomes integral to all our operations.
