24[1] 2011 in review | FUNDING United Nations and PartnersSudan work plan 2012Review of humanitarian fundingResourcing and coordinating humanitarian actionSudan makes use of the Humanitarian Work Plan, bilateralfunding (direct to implementing organizations), and pooledfunding mechanisms such as the Sudan Common HumanitarianFund (CHF) and the Central Emergency Response Fund (CERF)to provide adequate and timely resources, to determinestrategic funding priorities and to address the most urgent andlive-saving humanitarian needs on the ground. In particular,the use of pooled funds strengthens the effectiveness ofavailable funds while increasing the efficiency and timelinessof the response.2011 WORK PLANThe 2011 Sudan Work Plan has received $712million by 15November 2011, or 64 percent of total funding requirements.This is a similar level as the 2010 Work Plan, which also received64 percent funding by the end of October 2010. At the midyearpoint, the Work Plan was funded to 55 percent, indicatingthat the majority of funds arrived in in a timely manner duringthe first half of the year.The level of funding varied across sectors, some of which hadto re-adjust their targets at mid-year. For example, the EducationSector reduced its target of children accessing qualityeducation environments by 50 percent due to low funding andlack of partner capacity. It also affected the delivery of assistance:in the NFI and ESSector, the low level and late arrival offunding prevented adequate stocks of some items from beingavailable in time for the rainy season, decreasing the numberof recipients.Common Humanitarian Fund(CHF)FUNDING 2011712 millionUS$ secured forhumanitarian action in 2011The Sudan CHF is a multi-donor pooled fund used to supportthe timely allocation and disbursement of donor resources tothe most urgent humanitarian needs in Sudan under the directionof the Humanitarian Coordinator. Through the prioritizationof these needs with partners on the ground, the HumanitarianCoordinator allocated $150.3million to both the Sudanand Southern Sudan in 2011. The CHF typically channels 10-12percent of the total Work Plan funding (or about 30 percentexcluding funding for food aid).
