United Nations and Partners[3] Humanitarian ACTION plan<strong>SUDAN</strong> WORK PLAN 201243Criteria for selection andprioritization of projectsChoosing projects that further the strategic prioritiesHumanitarian actors in Sudan agreed on criteria to guidesectors in the selection of projects for inclusion in the 2012HWP. Each project had to meet the following nine criteria inorder to be eligible for inclusion:1The project plan should address needs that are confirmedby evidence, either through assessment on the ground ortriangulation (multiple independent sources).234The project must contribute towards the strategic priorities.The project must contribute to the sector objectives.The project must present a clear target in specified operationalareas and should not duplicate activities implementedby other organizations.56The project must do no harm.The project must identify and respond to the distinctneeds of women, girls, boys and men or justify its focuson one group (e.g. targeted action).7The implementing agency or organization must havethe capacity to implement the project within a proposedtimeframe.8The appealing agency or organization must be part ofexisting coordination structures (sector working groupmember).9The implementation of a project or portion of a multi-yearprogramme must be feasible within a 12-month timeframe(until 31 December 2012) and cost-effective in relationto operational conditions.** In addition, the humanitarian community recognized the importance of the following twocriteria, although noted that meeting such criteria was not possible in all sectors or projects.To the extent possible, the project shall include national10 NGOs/partners.11To the extent possible, 2012 projects should reflect anevolution from 2011 HWP projects; where repetitionis unavoidable, the proposing organization should justify whythe particular project is needed for another year.Each sector then used the following criteria to assign projectsa high priority or medium priority rating. Projects scoring 6 – 10points are deemed high priority, while projects scoring 1 – 5 areconsidered medium priority.Criteria• The project makes an immediate impact to address needsFor each of the criteria, the following scoringshould apply:• The project enables or compliments other projects to make an immediate impact to address needs or mitigates orprevents new needs.• The project builds or contributes to self-reliance among affected populations, reducing dependenc on aid.• The project builds or strengthens the capacity of national or local actors.• YES - two points• TO SOME EXTENT - one point• [Additional sector specific criteria]• NO - zero points
