Tactical Urbanism: Vol. 1 + 2 Improving the livability of our towns and cities commonly starts at the street, block, or building scale. While larger scale efforts do have their place, incremental, small-scale efforts often serve as a stage for more substantial long-term investments. This approach allows a host of local actors to test new concepts before making substantial political and financial commitments. Sometimes sanctioned, sometimes not, “tactical urbanism” projects are defined by the following five characteristics: Tactical URBANISMBETA tac·ti·cal adj: \tak-ti-kəl\ 1. of or relating to small-scale actions serving a larger purpose 2. adroit in planning or maneuvering to accomplish a purpose Short Term Action | | Long Term Change • A deliberate, phased approach to instigating change; • The offering of local solutions for local planning challenges; • Short-term commitment and realistic expectations; • Low-risks, with a possibly a high reward; and • The development of social capital between citizens and the building of organizational capacity between public, private, and non-profits sectors. The Tactical Urbanism publication series is researched and published by Street Plans with the help of several contributors. The latest Tactical Urbanism guide documents two dozen case studies and provides background and insight on the converging trends behind this fast growing, action-oriented city-making movement. Together, the two guides have covered widely in the media and downloaded or viewed online more than 100,000 times. Denver, CO Brighton Boulevard FHWA Context-Sensitive Technical Assistance Plan Type: Corridor Tactical Urbanism Plan Size: 1.35 linear miles Status: Plan complete Phase 0. Existing Conditions 3) RECoMMENDATIoNS On behalf of the Federal Highway Administration, Street Plans joined Project for Public Spaces in providing technical assistance to the City of Denver in the re-design of Brighton Boulevard. 3) RECoMMENDATIoNS Phase 1. Short-term: Special Event CSS Champions Brighton Boulevard: Managing Traffic while Creating Place 33 Brighton Boulevard is the primary corridor between downtown Denver and Interstate 70, and is characterized by fading industrial land uses and an auto-dominated transportation infrastructure. To combat these conditions, the City of Denver re-zoned the corridor and surrounding neighborhood for more intensive, mixedused, transit-oriented development. Supporting this vision is the planned arrival of a new streetcar and a regional commuter rail line, adding multiple stations along and within close proximity to the corridor. 34 CSS Champions Brighton Boulevard: Managing Traffic while Creating Place Phase 2. Medium-term: Basic Infrastructure 3) RECoMMENDATIoNS With the goal of moving the city’s vision forward quickly, Street Plans and the Project for Public Spaces provided public involvement workshops, corridor planning, and urban design services. The project team also offered a short-term “tactical urbanism” implementation plan recommending the use of short-term interventions and events to activate the area, test various street design configurations, and build support for larger, long-term investments. Phase 1 demonstrates how the use of food trucks, movable planters, cafe seating, and other low-cost elements could accompany temporary eventd designed to measure possible design configurations and attract the interest of the private sector. 3) RECoMMENDATIoNS Phase 3.
