and governing bodies. Where an associated publication contradicts any portion of this publication<br />

it is to be taken as the overriding authority.<br />

Introduction<br />

Team <strong>Managers</strong> play a crucial role both in the success of the team and in the Club itself. This<br />

<strong>Manual</strong> draws together the various process, procedures and expectations of Team Management.<br />

It provides <strong>Managers</strong> and coaches with a framework for running a team by standardising our<br />

procedures and focusing on the key activities required for the delivery of fun and enjoyment in<br />

football whilst developing skill, technical ability and knowledge both in training and matches.<br />

Aim<br />

The aim of this <strong>Manual</strong> is to provide Team <strong>Managers</strong> with policy and direction for the conduct of<br />

managing teams and players in football related activities to help children enjoy and develop as<br />

players and support the FA aims and aspirations of the English game.<br />

This <strong>Manual</strong> sets out the establishment of a team, routine management through to disbandment.<br />

This <strong>Manual</strong> applies equally to all Junior Teams within Randlay Colts Junior Football Team.<br />

Management Commitment<br />

It’s vital that any team has a committed and dedicated management team to ensure that all<br />

involved in that team (players, parents and volunteers) have a point of contact, stability and<br />

continuity in management. It’s also important that the team and club have appropriate<br />

communication channels which is normally done through the team manager. It’s recognised that<br />

all involved in Randlay Colts are volunteers and football will naturally come after family, work and<br />

other commitments and appreciate the time and effort involved by Team Volunteers to ensure<br />

the success of the team and Randlay Colts.<br />

Randlay Colts Junior Football Club (<strong>RC</strong>JFC)<br />

<strong>RC</strong>JFC was established in 1986 to provide football in the Community for Children. Over the years<br />

it has grown to support teams in nearly every age group (5 – 16) and remains one of the largest<br />

Junior Football Club’s in Telford.<br />

<strong>RC</strong>JFC is a member of the Telford Junior League and is affiliated to Shropshire FA.<br />

<strong>RC</strong>JFC is a ‘not for profit’ organisation, all involved in the Club are volunteers who give up many<br />

hours a week in support of teams and the Club. All monies collected and donated to the Club is<br />

re-invested into the best interests of the Club and its Teams. Club finances are audited<br />

independently each year and a report submitted to the committee and TJYFL.<br />

The Club, through its Constitution has established a Committee with defined roles and<br />

responsibilities who are legally responsible to ensure that the Club and its teams operates within<br />

the <strong>RC</strong>JFC Constitution, Telford League and FA rules as well as associated legal requirements to<br />

the operation of a Community Sports Group and meet any Child Protection requirements. Team<br />

<strong>Managers</strong> form part of this committee and may have additional roles within the Club.<br />

<strong>RC</strong>JFC ‘home ground’ is Stirchley Recreation Centre and we are able to recruit players from within<br />

15 miles of the registered address of the club as defined within the constitution.<br />

Constitution and Rules<br />

The Constitution and rules are established by the Club and held by the Club Secretary. These<br />

provide the governing rules of the Club to which all involved at the Club at whatever level must<br />

abide by.<br />

<strong>RC</strong>JFC Organisation<br />

Randlay Colts is governed by a Committee with a Chairperson, Secretary and Treasurer. A number<br />

of Secretarial roles are established to aid in the administration of the Club. Team <strong>Managers</strong> form<br />

part of the Committee and represent their team members on the committee.<br />

An organisation chart is established with appointed personal listed.<br />

<strong>RC</strong>JFC Annual General Meeting (AGM)<br />

An AGM is held annually after the end of the season. The purpose is to formally end that year’s<br />

committee and re-elect a new one for the forthcoming season.<br />

The constitution describes the AGM further.<br />

<strong>RC</strong>JFC Meetings<br />

The Club aims to hold a meeting each month.<br />

The aim of this is to primarily aid communication within the Club over League updates, plan and<br />

discuss forthcoming events, team issues and club requirements.<br />

A representative from each team is required at each meeting, preferably the team manager but a<br />

representative may attend if the manager is unavailable.<br />

Club meetings are generally held on the Sunday following the monthly TYJFL meeting (league<br />

meetings are normally held the first Monday each month). The Club Secretary produces a forecast<br />

of meeting at the AGM, meetings and its location are confirmed monthly and at least 1 week prior<br />

to the meeting.<br />

Randlay Colts have established its own website.<br />

Each team has its own page and the website administrator will allocate a login to Team <strong>Managers</strong><br />

to have access to their own page to upload information and photo’s as required. Team <strong>Managers</strong><br />

can restrict access to their page and issue parents a password to access content if they wish.<br />

Unless published publically by the TYJFL, teams are not to publish their results on this website.<br />

There is a help page on the website and a separate guide is published by <strong>RC</strong>JFC on the website.<br />

Randlay FC <strong>Managers</strong><br />

The main method of communication between all <strong>Managers</strong> is the Clubs Facebook page. Invites<br />

will be issued to new <strong>Managers</strong> upon appointment. <strong>Managers</strong> without Facebook accounts are<br />

strongly recommended to create an account even if it’s only to have access to this page alone.<br />

<strong>RC</strong>JFC have established a Facebook page for teams to book pitches for matches.<br />

<strong>RC</strong>JFC Christmas Party<br />

Each year the Club endeavours to hold a Christmas part for its junior teams, is generally aimed at<br />

the U10 age groups but the age limit may change each year depending upon player numbers.<br />

A Christmas party committee is formed in September from the junior teams to plan and organise<br />

the Christmas party.<br />

The party is generally funded in a small part by the Club but costs are largely reclaimed through<br />

ticket sales.<br />

<strong>RC</strong>JFC Summer Tournament<br />

<strong>RC</strong>JFC endeavour to hold a Summer Tournament which is open for all teams to enter. Each team<br />

is usually allowed to enter one team free (this may not always be the case), any additional teams<br />

are required to pay an entry fee.<br />

A Tournament Committee is elected who with assistance from other volunteers organise the<br />

event.<br />

It is expected that each <strong>RC</strong>JFC team shall fully support the event and providing volunteers<br />

throughout the event and enter at least one team.<br />

<strong>RC</strong>JFC Sponsorship<br />

Opportunities are open for corporate sponsorship at all levels and elements of the Club, it is the<br />

responsibility of all involved in <strong>RC</strong>JFC to source funds and Sponsors to support the financial<br />

stability and success of the Club.<br />

Any opportunity or interest expressed by a Company should be referred to the Funding Secretary<br />

asap for Club action.<br />

Wrekin Run<br />

The Wrekin Run is usually held in October each year. Its purpose is to hold an event to enable<br />

teams to raise funds for themselves through player sponsorship.<br />

Despite its name it is not intended or held as a ‘running’ event or as a race. Participants can ascend<br />

as far and as high as they wish on the Wrekin path as fast or slow as they wish.<br />

All <strong>RC</strong>JFC teams are encouraged to take part to support the event and to raise funds for their<br />

respective teams.<br />

The format is generally as follows:<br />

All teams meet at the foot of the Wrekin.<br />

Players are checked in at the start point.<br />

Teams are set off in age order (youngest first)<br />

with 2-3 minute gaps in between.<br />

The objective is to reach the top of the Wrekin or<br />

to a pre-designated point in bad or unsuitable<br />

weather.<br />

Participants descend and check in at the finish<br />

line (same point as the start).<br />

Each team is required to provide a volunteer to assist with the event.<br />

<strong>RC</strong>JFC Maintains liability insurance through Shrops FA. A copy of the Certificate can be gained<br />

from the Club Secretary who is also the point of contact over insurance quires.<br />

<strong>RC</strong>JFC welcomes and positively encourages new volunteers at all levels of the Club and team.<br />

Volunteers are vital to ensure the future of <strong>RC</strong>JFC.<br />

Volunteers<br />

In line with our commitment to our Safe Guarding Children Policy, volunteers are required to be<br />

vetted by the Club prior to engagement either by a team or the Club.<br />

Volunteer Procedure<br />

1. When a volunteer is identified that person must complete a Volunteer<br />

application form with the relevant information and submit this to the Club<br />

Secretary along with any supporting documents such as Coaching, C<strong>RC</strong> or<br />

other relevant qualifications.<br />

2. The Club Secretary will formally acknowledge receipt and contact the<br />

appropriate members of the committee for review and processing.<br />

3. A member of the Committee will contact the applicant to arrange an initial<br />

meeting, the purpose of this is to meet and evaluate the volunteer for the<br />

applied for role and to confirm and answer any questions which either the<br />

Committee or the applicant may have.<br />

4. The Club Welfare Officer is to contact the applicant to arrange completion of<br />

an online C<strong>RC</strong> application (if not completed prior to application and if there is<br />

a need in the role applied for) in line with our procedure.<br />

5. The Training Officer will arrange any formal volunteer training if required.<br />

6. The Chartership Co-Ordinator is to ensure the volunteer is registered with the<br />

FA and Club and that all Chartership requirements are fulfilled.<br />

Discipline<br />

7. If there is no specific preference as to the role the volunteer wishes to take,<br />

then the committee will evaluate where the greatest need in the club lies and<br />

offer this and other positions within the Club that they may wish to take it.<br />

8. A volunteer may become involved with supporting and assisting a team whilst<br />

C<strong>RC</strong> is in process but as a precaution, at that volunteer must be supervised by<br />

another member of the Club whilst in the presence of players.<br />

9. The Club Secretary will confirm with the applicant as to the success on an<br />

application.<br />

10. As required, a mentor within the Club will be appointed to assist the volunteer<br />

in their new role.<br />

In order to administer the Club adequately <strong>RC</strong>JFC requires an adequate and effective disciplinary<br />

process. All volunteers and committee members are subject to disciplinary proceedings if<br />

constitutional requirements are not met.<br />

Sanctions may range from verbal warning to expulsion from the Club.<br />

The Discipline Policy and Procedure can be found in the Club Constitution and within this <strong>Manual</strong><br />

in the Discipline Chapter<br />

SHROPSHIRE FOOTBALL ASSOCIATION<br />

<strong>RC</strong>JFC is registered as a Chartered Club through affiliation with Shropshire Football Association<br />

(Shrops FA). They are our local FA contact and are our regional governing body. The Telford Junior<br />

League is affiliated with the Shrops FA.<br />

All contact with Shrops FA is to be done through the Club Sec. for Club<br />

Administration, CSCO over Chartership requirements, the Trg Off for courses<br />

TFJFL<br />

The Telford Junior Football League (TJYFL) is the league <strong>RC</strong>JFC is entered into. The league is<br />

affiliated to Shrops FA.<br />

The League runs from the September to May each year. Randlay Colts teams are to register with<br />

the Club for entry into the forthcoming season by Jun 15 th each year using the <strong>RC</strong>JFC Team<br />

Registration Form.<br />

It is run as a league and depending on the amount of teams entered into may be sub-divided into<br />

divisions.<br />

As of 2012/13 season results of matches are not published for the U9’s and below, this rule will<br />

follow the teams through each season to eventually all age group results will not be published<br />

upto the U13 age group.<br />

Where divisions are established the league evaluates results and selects teams for each division<br />

based on previous performance with the intention to have competitive games at all levels. This<br />

maybe done mid-season to ensure an equality between teams is maintained.<br />

TFJFL Committee<br />

TFJFL has a similar Committee set up as <strong>RC</strong>JFC with a Chairman, Secretary and Treasurer, other<br />

league appointments are in place such as League Welfare Officer, Development Officer,<br />

Registrations Secretary and Fixtures Secretary<br />

TFJFL Meetings<br />

<strong>RC</strong>JFC Secretary attends Monthly meetings on behalf of the Club. Information is passed to Club<br />

Members at the subsequent Club Meeting.<br />

TYJFL Rules<br />

Rules are established by TYJFL for League and Cup Competitions. These are detailed within a<br />

booklet which is distributed by the Club Secretary to teams in August.<br />

Each manager is to ensure it retains a copy of the league rules and is familiar with its requirements.<br />

Infringements of league rules may lead to disciplinary action, such as fines, bans or<br />

disqualification.<br />

The website contains forecasted matches (league and Cups), results (competitive leagues only),<br />

match related forms, manager contact details and relevant league news and updates.<br />

To find your team / league ensure the dropdown list for current season is correct and select<br />

dropdown menu relevant to the age group and league you are searching for.<br />

When Cup fixtures and results are published, these can be accessed by the cup / competition<br />

dropdown menu, the Charity Cup fixtures are uploaded as a News item.<br />

The League also posts updates in the News Section.<br />

As this <strong>Manual</strong> is being put together the TYFJL is planning to join The FA Full Time System. This is<br />

an online administration of the League, Player and Team registrations. This will include the<br />

negating of League Age Reps as Team <strong>Managers</strong> will be able to text the results direct to the<br />

website allowing instant updating of it.<br />

TYJFL Presentations<br />

Annually at the end of the Season (usually in May), TYJFL hold their presentations. Presentation<br />

dates are published in the league rules booklet.<br />

Presentations are made to group winners (competitive leagues) and Shield, Cup and Plate awards.<br />

TFJFL Fixtures<br />

Generally forthcoming matches are planned a number of weeks ahead by the leagues’ fixtures<br />

secretary, the length of time varies dependent upon relative stage in the season, number of games<br />

to be played, progress of any Cup games, holidays etc. If a game is not forecasted by the Tuesday<br />

morning of that week then team managers can take it that no game is planned for the forthcoming<br />

Sunday.<br />

Contact with TFJFL<br />

All questions and league clarifications are to be done through the Club Secretary, <strong>Managers</strong> are<br />

not to contact the league committee members direct.<br />

Team Manager Contact Details<br />

These are uploaded and accessible on the TFJFL Website, any changes in personal contact details<br />

are to be communicated to the Club Sec. who will inform the league to make the appropriate<br />

amendments.<br />

When communicating with other team managers outside of the club, managers are to ensure they<br />

have the most up to date contact number from this list.<br />

FA CHARTERSHIP<br />

The FA Charter Standard programme is a kitemark, which recognises and rewards high quality<br />

levels of provision in club and league football. The kitemark is awarded to clubs and leagues that<br />

are well run, sustainable, which place child protection, quality coaching and safety paramount.<br />

There are three levels of FA Charter Standard Awards for clubs to recognise the different<br />

standards. The entry level is an ‘FA Charter Standard Club’, the next level is an ‘FA Charter<br />

Standard Development Club’ and the most advanced ‘FA Charter Standard Community Club’. Each<br />

advanced level requires additional criteria to be met.<br />

Criteria for achieving the entry level award include having a trained Welfare Officer, CRB checks<br />

for all volunteers, Emergency Aid-trained volunteers linked to each team, Respect programme<br />

sign-up, a Level One coach for each youth team, appropriate club administration in place and a<br />

volunteer co-ordinator.<br />

Randlay Colts achieved FA Charter Standard Club Status in 2014 and hopes to progress to a Charter<br />

Standard Development Club.<br />

The following Sections summarise our Policies and requirements<br />

Safe Guarding Children<br />

Safeguarding Children is the top priority within <strong>RC</strong>JFC. We have a responsibility to ensure that<br />

children have the chance to enjoy football in a supportive and child centred and friendly<br />

environment.<br />

Everyone involved in football must recognise that the responsibility to safeguard exists both on<br />

and off the field of play.<br />

<strong>RC</strong>JFC believes football can have a powerful positive influence on children and young people. That<br />

means everyone involved in the Club/Team must take on the responsibility of looking after those<br />

children who want to play the game.<br />

Safeguarding Children is about doing things the right way; doing things properly. It’s about<br />

allowing children to enjoy the game without abuse of any kind. That means bullying, physical,<br />

emotional or sexual abuse and neglect.<br />

<strong>RC</strong>JFC have established a Safeguarding Children Policy and subsequent procedures to which all<br />

volunteers within the club should be familiar with. The FA also has available free of charge<br />

additional guidelines and advice.<br />

Safeguarding Children workshops are provided by the FA; <strong>RC</strong>JFC encourages all volunteers to<br />

attend these and at least the team coach must hold this qualification. Attendance is organised via<br />

the Clubs Coach and Development Officer. There is also has an FA Online Safeguarding Children<br />

Recertification course once volunteers have completed the course.<br />

C<strong>RC</strong> (Criminal Records Checks)<br />

In line with FA Chartership and Randlay Colts requirements, all persons in a supervisory role (which<br />

includes managers, coaches, assistant coaches and referees) are required to have completed an<br />

enhanced C<strong>RC</strong>.<br />

C<strong>RC</strong> Process<br />

All requiring C<strong>RC</strong> are to contact a CWO who will email an online link to complete a C<strong>RC</strong>.<br />

How it works<br />

There are four steps to complete the online application process by an applicant:<br />

1. Registration / Application<br />

Applicants are to register through the online portal<br />

The applicant is to complete the online application and submit it for verification<br />

The applicant is to provide their FAN* in the Personal Reference Number field provided.<br />

*please go to http://www.thefa.com/FAN to register with the FA and receive a FAN<br />

number.<br />

Once registered the applicant can then login using the above organisation PIN, the<br />

applicants email address and password created as part of the registration process and<br />

commence the online CRB application. The applicant will be asked for their National<br />

Insurance, Passport and Driving Licence numbers so please ensure these are at hand.<br />

2. Verification<br />

Once online application is complete, the applicant is to then contact a CWO to have the<br />

documents used verified.<br />

3. Payment<br />

The applicant is to log back in to TMG to complete payment (currently £10 which can be<br />

reimbursed by the Club – a receipt is to be printed out and provided to the Treasurer)<br />

The application will not be progressed unless payment is made<br />

Upon payment background checks are conducted and once complete, the CRB will issue<br />

the applicant with a copy of the CRB Disclosure.<br />

4. Notification<br />

The applicant receives a certificate of the C<strong>RC</strong> check.<br />

The applicant is to notify the CWO the certificate has arrived.<br />

Use of CRB Enhanced Disclosure information by The FA<br />

By completing an online CRB Enhanced Disclosure application the applicant is allowing<br />

The FA to have sight of any criminal record or non-conviction information that is held and<br />

released by the Police via the CRB process. This information may include outstanding<br />

prosecutions and relevant allegations of criminal behaviour. In line with the CRB Code of<br />

Practice, The FA may disclose this information to those involved in making a suitability<br />

decision. The FA may use any or all of this information to help decide on the applicant’s<br />

suitability to be involved with children or vulnerable adults in football.<br />

Is it secure?<br />

Yes. The Online Service is tested, approved, audited and used by several government<br />

departments. Information security management: UKAS accredited, ISO 27001:2005.<br />

We have established a Policy to ensure that everyone is treated fairly and with respect and that<br />

our club is equally accessible to all.<br />

Anti-Bullying<br />

OUR COMMITMENT is to provide a caring, friendly and safe environment for all of our members<br />

so they can participate in football in a relaxed and secure atmosphere. Bullying of any kind is<br />

unacceptable at our club. If bullying does occur, all club members or parents should be able to tell<br />

and know that incidents will be dealt with promptly and effectively. We are a TELLING club. This<br />

means that anyone who knows that bullying is happening is expected to tell the club welfare<br />

officer or any committee member.<br />

We have established a Policy and Procedure which sets out the requirements for identification,<br />

handling and resolving bullying.<br />

Neglect<br />

The FA Child Protection Procedures and Practices definition of neglect includes situations in which:<br />

A child’s basic physical needs (e.g. for food, warm clothing) are not met.<br />

Children are consistently left alone and unsupervised.<br />

In the football environment, neglect might also occur if a coach or manager fails to<br />

ensure children or young people are safe, or exposes them to undue extremes of<br />

weather or risk of injury, e.g. through unsafe equipment.<br />

Risk Assessment<br />

At all stages of team management, assessment must be conducted on any actual or potential risks<br />

and prevent or rectify any hazard to prevent harm to any person or child that maybe affected by<br />

the teams activities..<br />

The Club evaluates at a higher level the risks associated with <strong>Managers</strong> / coaches through C<strong>RC</strong><br />

and ongoing evaluation of performance.<br />

Feedback is provided to managers on any risks associated with pitch conditions, weather and any<br />

other aspects which may have a negative effect upon players.<br />

Supervision<br />

The principles for assessing potential risks remain the same whatever the activity, therefore<br />

<strong>Managers</strong> and Coaches need to consider these and decide what ratio of adults to children they<br />

consider to be appropriate to ensure their safety.<br />

There should always be two adults and a minimum of one adult to ten children. More adults are<br />

required when working with younger age groups, particular U9s and below.<br />

An adult is anyone over the age of 18. You may have volunteers or even FA Level 1 Coaches who<br />

are not yet 18. They cannot be considered an adult legally, therefore this effects the ratio of adults<br />

to children. However, you can ask parents to be present and support the team in such<br />

circumstances. It is also important to consider the experience of the adults involved. Clearly it is<br />

best practice to have FA Qualified Coaches, however it is likely that there will be a mixture of<br />

qualified and unqualified coaches.<br />

Minimum coaching ratio is 16 players to 1 qualified Level 1 coach.<br />

Two adults must be present at all training and matches.<br />

Social Media & Communication<br />

Alongside the very beneficial aspects of modern communication technologies we have to<br />

recognise that there are also increased risks to children and young people. These risks must be<br />

appropriately managed.<br />

If a team decides that the most effective way of communicating to its players is via a social<br />

networking site, then the team is strongly advised to set up an account in the name of the team<br />

and explicitly for use by parents about football matters e.g. fixtures, cancellations and team<br />

selection. At no time should there be any personal communications, ‘banter’ or comments.<br />

<strong>RC</strong>JFC are responsible for ensuring all content hosted on their websites, social network areas and<br />

any associated message boards or blogs abide by the Rules and Regulations of The Football<br />

Association.<br />

A Club Welfare Officer should have access to the page to monitor the content.<br />

The page should be protected from public access or viewing if possible e.g. secret or closed.<br />

Children should be advised to always tell an adult they trust about communications that make<br />

them feel uncomfortable or where they’ve been asked not to tell their parent about the<br />

communication.<br />

YOUTH DEVELOPMENT REVIEW<br />

On 28 May 2012, The FA formally ratified some of the recommendations of the Youth<br />

Development Review. The amendments to the youth game can be found in FA individual guidance<br />

booklets.<br />

These amendments have been developed over two years of research, consultations and listening<br />

to those involved in the youth game, most importantly those that play – the children.<br />

These positive changes have been put in place to improve enjoyment, fun and development of<br />

young players allowing more touches, on a better proportioned pitch with an increase of<br />

involvement in the game as a whole. The changes within The FA’s Youth Development Review will<br />

make youth football better for everyone involved.<br />

The changes were phased in from the 2013/2014 season.<br />

This is about a modern, child-friendly approach to youth football, challenging the win-at-all-costs<br />

mentality that is stifling development and enjoyment for young people. Working together with a<br />

proactive attitude, adults can help develop a better learning environment for young people that<br />

puts their needs at the centre of the process.<br />

Team Name<br />

Each team shall be called by the Club Name “Randlay Colts”. A suffix shall be adopted to<br />

distinguish teams amongst other <strong>RC</strong>JFC teams in the same age group. Suffixes shall either relate<br />

to Randlay Colts Club Colours or alternatively be ‘bird’ related a suggested list is below:<br />

Team Management<br />

Teams are required to have at least two Adults registered with <strong>RC</strong>JFC.<br />

Each Team is to have the following:<br />

The above appointments maybe held by one or more individuals. However there must be at least<br />

two adults involved with the team at all times and present at each training / match. Both adults<br />

are to hold a valid FA C<strong>RC</strong> and have completed the FA Safeguarding Children Workshop within the<br />

previous three year period.<br />

In addition the team must have the following support staff:<br />

● Nominated Team Referee (except U16’s)<br />

● Linesman (9v9 and 11v11)<br />

Child Protection<br />

In line with <strong>RC</strong>JFC Policies, all involved in a supervisory role within a team (<strong>Managers</strong>, Coaches and<br />

Referees) are to have completed a C<strong>RC</strong>.<br />

Team <strong>Managers</strong> are to ensure all involved within the team have registered with the Club Secretary<br />

and have completed C<strong>RC</strong> checks prior to engagement with Children.<br />

<strong>RC</strong>JFC Welfare Officer is the point of contact for all C<strong>RC</strong>’s.<br />

Team Registration<br />

The Club Secretary will distribute Team registration forms in May. All <strong>RC</strong>JFC teams are required to<br />

register with the Club Secretary for entry into for the forthcoming season by 15 th June each year.<br />

Late entry may lead to a fine being levied by TJYFL onto the respective team entering into the<br />

league late.<br />

No team will be accepted for re-registration unless their current team account is in a positive<br />

status or a financial repayment plan has been agreed with the Committee.<br />

FA rules prevent children from playing other children 2 years older / younger than themselves.<br />

They also prevent children playing in formats outside their own age groups e.g. school year 3<br />

children (U8) are to play 5v5 and not 7v7.<br />

As a Club we would recommend any new player joins the team whose school year falls in the<br />

upper year, however if space is unavailable then the Manager should discuss with the player and<br />

parents the following options:<br />

The Player continue training, but does not join the team unless a place becomes<br />

Player Registrations<br />

All players wishing to play for a <strong>RC</strong>JFC team are required to be registered with Randlay Colts and<br />

with the League prior to playing in any official league match.<br />

Registered players under the <strong>RC</strong>JFC constitution are termed and considered full members of<br />

<strong>RC</strong>JFC.<br />

Registration forms are available from the Club Registrations Secretary. New registration forms are<br />

issued by TJYFL prior to the start of the season (generally around June) and require to be<br />

completed as follows:<br />

An attached birth certificate or other form of proof of age and nationality (if the player<br />

has not been registered with the league either at all or for 2 or more seasons<br />

The team manager will need to submit the registration form along with a copy of a medical and<br />

consent form and the registration fee to the Club Registration Secretary.<br />

Forms are generally required to be handed into the club at least 3 weeks prior to the start of the<br />

season (the Registration Secretary will advise on the specific date), during the season,<br />

registrations will be accepted at any time and generally take a full week to process upto the end<br />

of January when new registrations or transferred are only accepted in exceptional circumstances<br />

by the League.<br />

Signed players will be required to pay annual subs as required under the constitution which will<br />

be due in September.<br />

After the Registration Secretary and League have process forms, part 2 of the registration form is<br />

returned to the Team Manager. The Manager is to retain registration forms and present these at<br />

each League and Cup game to validate registration of each player.<br />

There are restrictions on registering players born outside of England, international clearance<br />

maybe required. Please confirm requirements with the <strong>RC</strong>JFC Registrations Secretary.<br />

During the playing season, players may ‘transfer in’ or ‘out’ of the team from/to other Clubs. The<br />

procedure to follow is described in the section entitled “Transfer of Registered Players to/from<br />

<strong>RC</strong>JFC”<br />

Player Subscriptions (Membership Fee)<br />

Annual Subscription for Membership of <strong>RC</strong>JFC is established in the constitution. <strong>RC</strong>JFC offer a<br />

discount if membership is paid within 3 months of registration (Sept – Dec). A discount may apply<br />

if signing a player in January to reflect the fact it’s likely that half the league/cup season has been<br />

played, <strong>Managers</strong> discretion is allowed to set this price based on the amount of games remaining.<br />

Only signed players are to pay a membership fee, unsigned (those just attending training or joining<br />

the team post season) are to pay weekly subs unless signed.<br />

<strong>RC</strong>JFC have established a Standing Order Mandate Form should parents wish to use this method<br />

of payment.<br />

Team Accounts<br />

Each team is to nominate a responsible adult to act as the team treasurer and inform the Club<br />

treasurer as to who they are and contact details.<br />

The Club treasurer holds the overall account for each team but each team manager is responsible<br />

for accounting for all transactions in and out of their account.<br />

To administer its funds it’s recommended each team holds as a minimum the following:<br />

All income is to be recorded by the team treasurer as to the source where money was collected<br />

from, date and how much.<br />

A suggested spreadsheet (Team Accounts) is provided to aid the team in recording its transactions<br />

should they wish to use it.<br />

The team accountant is responsible for submitting on the last day of each month a financial report<br />

to the Club Treasurer on the transactions occurred on the account during that month including<br />

copies of payment and receipt vouchers.<br />

Under the constitution, each team is required to deposit its funds with the Club Treasurer who in<br />

turn establishes a sub-account for each team. The team manager is allowed to withhold up to<br />

£100 in float money to pay for monthly expenses such as refs fee’s and replacement training<br />

equipment and kit. Should the team manager require a withdrawal from their account then they<br />

are to notify the Club Treasurer and a mutual place and time can be arranged for the transfer of<br />

money.<br />

Team Funds<br />

The team itself is responsible for raising its own funds to support its activity throughout<br />

the year.<br />

Funding for teams generally comes from:<br />

The Club will endeavour to organise an event annually (usually the Wrekin Run) where<br />

teams may this activity to raise funds through sponsorship for their team. The team is to<br />

organise additional events as required by that team.<br />

Team Sponsorship<br />

Teams are encouraged to make contact with Corporate Enterprises to gain sponsorship<br />

for their team.<br />

Sponsorship for each team is the responsibility of the Team Manager to gain and to<br />

manage; the Funding Secretary will assist the Team Manager in sourcing or securing<br />

sponsorship if required.<br />

Sponsors are allowed to have Company logo’s on Randlay Colt Strips, however these<br />

must be at a respectable size so as not to diminish the team strip appearance and colour.<br />

Team are not allowed to display on team kit names of sponsors from a licensed business<br />

or related products of public houses, hotels, bars, night clubs, adult shops, and betting<br />

shops.<br />

Sponsors for each team are to be registered with the Funding Co-Ordinator, who can<br />

promote the sponsor on the teams’ behalf at Club level.<br />

Team Sponsors may display promotional banners at <strong>RC</strong>JFC events such as the annual<br />

tournament. The sponsor’s logo can be displayed on the team’s web-page<br />

If a sponsor requests the teams strip is to reflect the sponsors colour, then this shall be<br />

the teams’ second strip (away strip), the teams main strip (home strip) is to always the<br />

<strong>RC</strong>JFC colours of Royal Blue / White.<br />

Team Communication<br />

Communication with Parents / Players and their support and their understanding of the teams’<br />

requirements and <strong>Managers</strong> expectations is vital for any junior team.<br />

A number of communication methods are available to each team and no single one is normally<br />

sufficient, therefore it is recommended that each team uses a variety of methods and identifies<br />

which one(s) are most effective for themselves.<br />

Reference should be made to the communication section of this manual in relation to safe<br />

guarding children.<br />

Parents Meeting<br />

Communication with Parents and their support and their understanding of the teams’<br />

requirements and <strong>Managers</strong> expectations is vital for any junior team. It’s recommended<br />

that the team holds a parents meeting prior to commencement of the season.<br />

This will be an opportunity to introduce yourself and any other volunteers helping out<br />

with the team and provide an opportunity to get to know each other.<br />

Meetings with parents should not be limited to the just the start of the season, regular<br />

meetings should be conducted as and when needed throughout the year, especially<br />

when managing a younger team.<br />

If required and almost essential for new teams being established, it may be appropriate<br />

for a Committee Member to initially meet parents and provide an overview on <strong>RC</strong>JFC at<br />

the first training session, it would also be an opportunity for parents to ask questions<br />

direct to a Committee Member about the Club.<br />

Team Updates<br />

It is recommended that the Manager provides regular updates to parents on the progress<br />

of their player and on the team and its future plans and programmes. Several methods<br />

can be employed and it can be done on a 1-1 basis or as a team update depending upon<br />

the information that needs to be conveyed, a combination of all the below maybe the<br />

best method to communicate to all parents due availability and other factors:<br />

Can provide a detailed information to all parents, particularly useful for when<br />

parents do not attend training / matches or when a player has separated parents<br />

when the passage of information may not be effective between parents.<br />

Social Media Sites<br />

Most parents and older players have some form of social media account and it’s<br />

a good source to pass on immediate information, gaining feedback, forecasting<br />

events and posting pictures and videos of the team on.<br />

Any access to social media sites should be strictly controlled and not made public<br />

if at all possible. A member of the committee, preferably a Welfare Officer is to<br />

be allowed access to the site.<br />

<strong>RC</strong>JFC have established a Social Media Policy to which all managers should be<br />

familiar with.<br />

Online Team Management Websites<br />

There are a range of commercial and free websites that allow team<br />

management, such as www.teamer.net as an example, these normally require<br />

registration by each member, most send out text’s or emails to members as a<br />

form of communication.<br />

Emails<br />

Email communication can be a useful source to parents, but like social media<br />

sites, emails require the parent / player to have an account and frequent access<br />

to the internet.<br />

Texting<br />

By far the most normal and useful form of communication between parents and<br />

older players. However this may cost the Manager significant money sending<br />

out texts to all parents and players plus the information within is usually quite<br />

brief.<br />

Meetings<br />

Post training and match briefing allow the Manager to verbally communicate<br />

and answer questions from parents and players, however if passing on<br />

important information, the manager should be mindful of who is present and<br />

also if passing information onto parents through players or even other parents<br />

then this may either not reach that person or not all the information may be<br />

passed on.<br />

Players Personal Equipment<br />

All children whether in a match or at training shall wear the following at parents own personal<br />

expense:<br />

The team manager shall ensure the goalkeeper wears a set of suitable goalkeeping gloves, ideally<br />

those fitted with finger bendback protection.<br />

The Manager and Coach are to ensure no player is to use equipment or wear anything that may<br />

cause harm to himself or another player.<br />

Players are not to wear jewellery, this includes earrings, rings, nose, lip, eyebrow, tongue or any<br />

other piercing which may cause harm or injury at any time.<br />

* Although not officially banned by the FA, it is encouraged that players do not wear “blade” type boots nor<br />

metal studs, as these can lead to serious injury to the player themselves and other players caught by them during<br />

play. When playing on 3g pitches please refer to the 3G Pitches Section of this <strong>Manual</strong> for a description on the<br />

appropriate types of footwear.<br />

Training Kit<br />

Where possible, <strong>RC</strong>JFC will fund or part fund the purchase of the following items for a new team<br />

being established with Randlay Colts.<br />

A number of other training equipment is available and each team should evaluate the need,<br />

benefit and appropriateness of any training kit purchased.<br />

Match Strip<br />

It is ultimately the responsibility of the team itself to acquire a match strip for itself. If required,<br />

<strong>RC</strong>JFC will endeavour to source a strip internally.<br />

There is no specific <strong>RC</strong>JFC team strip design (i.e.. stripes etc), teams are allowed to choose their<br />

own team strip designs as long as they meet the constitution requirements of colour which is<br />

Royal Blue and White. Shirts must have the <strong>RC</strong>JFC badge and team numbers. It is advisable to<br />

purchase long sleeved shirts, as this will add extra protection and warmth to children, particularly<br />

over the main football season.<br />

Player’s names are not allowed to be on Shirts.<br />

Sponsors are allowed to display their logo’s or names on team shirts, however teams are not<br />

allowed to display on team kit names of sponsors from a licensed business or related products of<br />

public houses, hotels, bars, night clubs, adult shops, and betting shops.<br />

Alternative strips (commonly referred to as away strips) may be purchased by the team in an<br />

alternative colour, however these should only be worn when a clash colours occur with the home<br />

team.<br />

Goalkeepers are to wear colours which distinguish themselves from other players and the referee.<br />

Players are allowed to wear ‘Skins’, these are to be the same colour as the main colour of the<br />

outer garment than it’s under.<br />

Tape can be used to hold up socks but any tape used is to be the same colour as the sock.<br />

Team captains are to wear an armband to identify themselves on the pitch.<br />

The referee may not allow a player onto the field of player who’s kit does not comply to FA or<br />

League rules or guidance.<br />

It is against League rules for any team to play in black.<br />

Transfer of Registered Players to/from <strong>RC</strong>JFC<br />

Should there be a need to transfer a player between teams/clubs then the procedure is defined<br />

by the TJYFL and transfer forms (TF) are available on the League Website for download.<br />

A player can only transfer between teams in the age group they are registered in, i.e. a player<br />

registered for U11’s can only play for an U11 team.<br />

A minimum of 1 week is required to transfer a player between Clubs and the player will therefore<br />

will be ineligible to play for either team during the process.<br />

The league will only accept player transfers after 31 Jan under exceptional circumstances.<br />

Player Attendance Policy<br />

A player not attending training or matches for 3 consecutive weeks without notice or good reason<br />

shall at the discretion of the team manager forfeit their place in the team or be refused training.<br />

Team <strong>Managers</strong> may formulate their own attendance and playing policy as long as it is<br />

implemented fairly and across all team players and this has been communicated to players and<br />

parents<br />

Training<br />

Each team shall define its own day and length of training it’s important to consider the age and<br />

ability of players when deciding team training length and time to ensure that training is<br />

appropriate to the players taking part. Children are liable for overuse injuries particularly when<br />

training and playing in matches happen over the same weekend and so when planning training<br />

consideration of this should also be included.<br />

Training is to be always conducted by a qualified football<br />

coach (minimum level 1).<br />

Training sessions should be planned and based upon the FA<br />

‘four corners’ model. (Technical, Psychological, Physical and<br />

Social). To retain player interest, training should be fun and<br />

entertaining whilst being challenging and aimed to develop<br />

player confidence, knowledge and skill.<br />

Each training session should include a warm up and down sessions as well as the structured<br />

training itself.<br />

Not only is it a Chartership requirement, but it is also good practice to maintain a register of<br />

players attending training. This can serve a number of purposes:<br />

Record of session themes for future planning purposes.<br />

Record of reasons of player non-attendance i.e. illness, holiday etc.<br />

<strong>RC</strong>JFC have established a basic training register which each team may use.<br />

A <strong>RC</strong>JFC training plan is established and can be used by coaches for planning training sessions.<br />

Players (Non-Signed)<br />

Teams are encouraged to offer and train as many children within the <strong>RC</strong>JFC ration of 16:1,<br />

including players who are not registered as a member of <strong>RC</strong>JFC<br />

Unsigned players under the constitution are considered and termed as non-members of <strong>RC</strong>JFC<br />

and are therefore not subject to annual subs, but are liable to and expected to pay the team<br />

weekly subs at the rate defined in the constitution (currently £2.50) as and when they attend<br />

training or matches.<br />

A medical and consent form is required to be completed and signed by parents / guardians and<br />

retained by the team manager.<br />

An unsigned player cannot play in a TJYFL league or cup game, however if selected by the team<br />

manager they may play in friendlies and tournaments if eligible.<br />

Players registered to another club are not permitted to train with or play for <strong>RC</strong>JFC until that player<br />

has been formally de-registered from the holding Club.<br />

Players Gender<br />

<strong>RC</strong>JFC operates and fully supports equality and has established a document Policy to support this.<br />

In principle, <strong>RC</strong>JFC operates a mixed team policy, males and female children may join any team<br />

up to the age of 13, when it is a FA requirement that players will only play in single sex leagues<br />

from then onwards.<br />

Training Ground<br />

<strong>RC</strong>JFC pays TWC for each team to use of the Stirchley Recreation Fields for training. If a team<br />

wishes to train elsewhere (including the gym) then this shall not be subsidised or paid for by <strong>RC</strong>JFC,<br />

the team will bear these costs themselves in full, the exception to this is the Mini Colts who the<br />

Club funds for the use of the gym for 1 hour throughout the year.<br />

Pitch Care<br />

Team are unable to play without pitches, it is therefore imperative that teams care for<br />

the pitches we use.<br />

Where possible teams are not to train on marked out pitches, but find an alternative area<br />

off pitch. It is recognised though by the Club that teams wish to and need to practice on<br />

pitches whether that is to make use of set goals, practice set pieces, or training matches.<br />

The Club may at times prohibit teams from training on pitches due to pitch conditions or<br />

other factors. Teams are to respect this and stay off and away from pitches.<br />

equipment should be used that is either damaged or could cause harm to a child<br />

additionally training equipment should be used in a way that will not cause harm or<br />

injury.<br />

Goals<br />

Goals usually are the most significant risk and are to be anchored and set up in a way to<br />

prevent injury and are to be checked prior to use. A more detailed guide is included<br />

within this <strong>Manual</strong>.<br />

Training Sessions<br />

Coaches should plan each session. To assist Coaches there is a training plan template within this<br />

manual.<br />

To assist club coaches <strong>RC</strong>JFC has purchased the FA Grassroots Future Game <strong>Manual</strong>s.<br />

These are held by the Club Secretary and can be loaned to Coaches on a short time basis.<br />

Types of Matches<br />

League Matches<br />

Matches run from Sept – May and are planned and forecasted by the League fixtures<br />

Secretary.<br />

Each team can find a forecast of its League matches on the TJFYL website. The TFJFC<br />

Section describes this in more detail.<br />

Only registered players may play in these games.<br />

Cup Matches (Competitive Leagues)<br />

The following Cup Games are played for each competitive League and are listed in priority<br />

All Cups are played over the League period and only registered players may play in these<br />

Charity Cup<br />

The TFJFL and Shrewsbury County Junior League combine to play each other<br />

through a series of random draws and knock out rounds within each age group.<br />

Contact details for SJL are normally posted on the TFJFC website.<br />

League Cup<br />

All teams of the same age group play through a number of knock out rounds to<br />

win the League Cup<br />

Minton Cup<br />

Those teams who do not reach the semi-finals of the League Cup are entered<br />

into the Minton Cup and go through a number of knock out rounds to the final.<br />

Shield / Plate and Cup Games (Non-Competitive<br />

Leagues)<br />

The League is authorised to put on up to three competitive competitions, these are<br />

normally in the form of Shield, Plate and Cup competitions. Results are still not publicised<br />

apart from annotating who the winners of particular matches are and who is through to<br />

the next round(s).<br />

Friendly Matches<br />

Organised at a local level between teams generally during “free weekends” of the league<br />

season or pre-season over the summer.<br />

Tournament Matches<br />

Tournament matches are generally short matches and run as a round robin between<br />

participating teams. The format and length is controlled by the hosting Club.<br />

Tournaments are covered elsewhere within this manual.<br />

Entry is via application to the respective organising Organisation.<br />

There are a number of online sources that list Junior Tournaments, the most popular is<br />

Publicising Results<br />

It is against FA rules to publically publish results of non-competitive games. This includes the Club<br />

Website, facebook and twitterfeed; the rule also applies to personal social media.<br />

Organising Matches<br />

All home games are to be played at Stirchley Recreation Centre unless previously agreed<br />

otherwise with the Club Committee.<br />

Most TYJFL matches are played Sunday mornings (10 – 12:30) and this is accepted as the general<br />

rule, however there are times and circumstances when this is not possible, therefore it’s<br />

important to liaise with the opposing teams Manager if you wish to arrange an afternoon kick off<br />

for either a home or an away match prior to arrangement being confirmed.<br />

Team Manager contact details are posted on the TYJFL website and the Club Secretary will need<br />

to be advised if team contact details change so that the league can be advised.<br />

Home Matches<br />

Pitches are paid for by <strong>RC</strong>JFC but only for League and Cup matches. Any friendly matches<br />

arranged the team are to bear the costs of the pitch hire in full themselves.<br />

If playing a home match, it is the home team <strong>Managers</strong> responsibility to arrange:<br />

start of the season and you will need to contact the club fixtures secretary to arrange an<br />

with another team to ‘share’ a pitch, it is advisable between the teams using the same<br />

pitch to agree kick off times with each other team to avoid confusion and double booking,<br />

it also helps in utilising referees who can roll onto the next match if requested.<br />

Away Matches<br />

The away Manager should contact the <strong>RC</strong>JFC Manager by the Thursday prior to the match<br />

to confirm details of the forthcoming game, if the away team Manager has not made<br />

contact then the <strong>RC</strong>JFC Manager needs to endeavour to contact the away Manager asap.<br />

If contact has not been made by Friday then refer the problem to <strong>RC</strong>JFC Secretary.<br />

Once match timings and location have been confirmed, then this should be<br />

communicated out to parents and players asap.<br />

Reversal of Fixture<br />

Once five days notification has been given of the forthcoming fixture, where the home<br />

teams pitch is considered unfit and the away teams pitch is available and fit for use by<br />

7pm on the Thursday prior to the commencement of the scheduled fixture, the fixture<br />

will be reversed. The original home team will take responsibility for the organisation of<br />

the referee.<br />

Postponement of Match<br />

Where a match is postponed for whatever reason, the Team Manager must inform the<br />

Club Secretary immediately and also Stirchley Recreation Centre Reception to cancel the<br />

pitch to prevent a charge.<br />

General<br />

Notice of postponement of any match due to exceptional circumstances, that is<br />

anything other than weather related, must be given in writing (giving full<br />

explanation, naming players available, unavailable and their reason). This is to<br />

e endorsed by the Club Secretary. The notification must be received by the<br />

League no later than five days after the date of fixture.<br />

Weather Related<br />

Adult Supervision<br />

Conditions to postpone a match due to weather is described further in the Pitch<br />

Inspection Section.<br />

Match Day Postponement<br />

If the game has started and you realise quickly that you have made an error of<br />

judgment and there are signs that the players are not happy or worse showing<br />

signs of distress due to the weather conditions (which can happen very quickly<br />

with the younger age-groups). At the first break in play call the referee/s over<br />

and ask them to postpone the game on welfare grounds due to the deteriorating<br />

weather conditions and the players inability to cope with those conditions, make<br />

sure all the children are sent immediately to cover and warmth (even if this is<br />

parents cars or nearby trees), it’s never too late to stop a game where a players<br />

welfare is at stake. It may be necessary once the players are extracted from the<br />

weather elements to take time to talk to parents/supporters and explain your<br />

reasons for your decision, if that decision was based on the welfare of the<br />

children.<br />

All teams must be supervised by at least two responsible adults who are registered members of<br />

<strong>RC</strong>JFC and both of whom hold a valid FA C<strong>RC</strong> and has completed the FA Safeguarding Children<br />

Workshop within the previous three year period. At least one of these adults shall have completed<br />

the FA Safeguarding Children’s Workshop within the previous three year period. At least one of<br />

the responsible adults shall have completed the FA Level one coaching course.<br />

Players<br />

Playing Time (Guidance)<br />

The club has a philosophy of “Equal Playing Time”, this applies over the season and not<br />

to one match. As a guide, <strong>Managers</strong> may want to consider allowing weaker players to<br />

have extended playing time in the less competitive games whereas the more gifted and<br />

stronger players are fielded against other teams where the result may either have a<br />

derogatory effect or be a critical game for the team.<br />

“Equal Playing Time” inevitably forces a manager to make changes when they don’t want<br />

to. Therefore, for the younger age groups in particular, substitutions have to be thought<br />

out before the game starts. A manager should consider not starting with the strongest<br />

team and end with the weakest as this can create bad feeling if the team loses the lead<br />

in the final minutes. There will be occasions when “Equal Playing Time” is inappropriate<br />

First Aid<br />

and managers should abide with the spirit of this rule rather than without exception. The<br />

only exceptions to this are in cases of injury, disciplinary or Code of Conduct issues.<br />

U7 to U10 – Mini-soccer<br />

Playing time on match days should be approximately equal for all players. A player’s<br />

development should come above any other consideration as well as opportunity and<br />

fairness to all players, these should be considered over and above winning the game.<br />

9v9 – U11-U12<br />

(In line with FA Guidelines) up to the Age of 12 all players should play a minimum of 50%<br />

of the match in every game where they are selected for a match-day squad.<br />

11v11 (Age 13 upwards)<br />

Any players should play an absolute minimum of 15 minutes in every game where they<br />

are selected for a match day squad (FA guideline actually currently suggests a minimum<br />

of 5-10 mins 2012-13). We would hope that most registered players however are<br />

receiving at least 50% of game-time. Coaches and <strong>Managers</strong> necessarily consider a wide<br />

range of factors in their match day selections.<br />

At least one of the responsible adults shall have completed the FA Emergency 1 st Aid curse within<br />

the last three years.<br />

The teams’ First Aid kit is to be available for each match.<br />

<strong>RC</strong>JFC has established documented Procedures and Policies for emergencies and match officials<br />

should be fully aware of these.<br />

Match Communications<br />

Notify parents in as far as in advance as possible over fixtures and timings, as part of the preseason<br />

meeting with parents advise them all of your usual home team kick off timings and that<br />

players need to be on the field ready for each match at least 30 mins prior to kick off (you may<br />

want to extend this if you wish).<br />

At Club level, matches are not confirmed until Thursday of each week, however as soon as pitch<br />

and ref’s are booked you should be advising your parents of match details asap. The method<br />

<strong>Managers</strong> do this is down to each team, generally texting information or uploading to a website /<br />

social media site maybe an option provided all have access to this and are aware that changes are<br />

made.<br />

It’s important to remember and remind parents that communication over matches is two way and<br />

the to emphasise with parents that player non-availability needs to be communicated to the<br />

Manager asap and several weeks in advance (where possible) so that the Manager can evaluate<br />

if there are enough players to play the match and any logistical or tactical changes that need to<br />

be conducted.<br />

Other information to be considered when communicating to parents over matches is an accurate<br />

location including postcode and possibly directions, any central meeting points to travel to<br />

matches together or car share and any team strip changes.<br />

The FA recommends that texting is not used as the primary method of communication between<br />

adults and child/young people in football, communication should be done through the parent.<br />

Goals<br />

Goal safety is paramount when setting up goals and <strong>Managers</strong> are to ensure goals are set<br />

up and secured appropriately, please refer to the Goal Post Safety section within this<br />

manual.<br />

<strong>RC</strong>JFC uses a variety of goal types dependent upon the size of goals being used. Mini-<br />

Soccer (5v5 and 7v7 goals) are portable goals and kept in the <strong>RC</strong>JFC store. Youth goals<br />

are permanent and only require netting to be attached. Nets are kept in the <strong>RC</strong>JFC Store<br />

Goal nets must be used.<br />

Respect Barriers<br />

The FA respect designated Spectators’ areas were introduced in 2008 as a response to<br />

concern at some touchline spectator behaviour – particularly in youth football. The area<br />

draws the line which spectators should not cross. It deters them from standing on the<br />

touchline or infringing onto the pitch and creates a clearer distinction between those<br />

who are there to spectate and those with a responsibility to coach and manage. As a<br />

consequence, the experience of match officials and players has improved.<br />

The arrangement is to mark out a designated Spectators’ Area on the opposite side of<br />

the pitch to club officials (manager/coaches etc) for spectators to stand behind. This<br />

allows the manager/coaches of both teams to stand on the other side of the pitch,<br />

meaning players can better distinguish the advice from their team officials. The<br />

designated Spectators’ Area should ideally start three yards (two metres) from the<br />

touchline. The area should run the full length of the pitch. No spectators should be<br />

watching from behind the goal as this is not a designated spectator area.<br />

It is generally advisable for a team to purchase a good quality match ball.<br />

All matches shall have a duration as set out above unless a shorter time (not less than<br />

80% of the original minutes) is mutually agreed by the two teams in consultation with<br />

the referee prior to the commencement of the match, and in any event shall be of equal<br />

halves.<br />

Substitutions<br />

All age groups are allowed roll on – roll off subs, there is no limit on the number of substitutions<br />

that can be made during a game. A player who has been replaced may return to the field of player<br />

at any time. Entry to the field of play will only be allowed during a stoppage in play.<br />

Respect<br />

The FA and <strong>RC</strong>JFC Respect and Code of Conducts shall be enforced at all times. Additionally prior<br />

to the start of the match, the teams and participating officials shall conduct the ‘Respect’<br />

handshake and offer three cheers and handshakes to the opposing team after the match.<br />

Team Captain<br />

A Team Captain is to be designated and wear a captain’s armband. It is generally recommended<br />

at U11 and below team captain is shared around the team and all players enjoy at least one game<br />

as the team captain. As players get older a more regular and consistent captain maybe required.<br />

Referee<br />

The referee has overall responsibility for the match, no manager or spectator may influence or<br />

interfere with the game or its result.<br />

A qualified referee should be used at all times wherever possible.<br />

It is the Team <strong>Managers</strong> responsibility to source a Ref for each home game. Exceptions to this are<br />

as follows:<br />

U16s referee will be organised by the TFJFL Referee Secretary<br />

Semi and Cup Final referees will be organised by the TFJFL Referee Secretary<br />

The Club Referee Secretary has contact details of Referees qualified to officiate Junior Football<br />

and Mini-Soccer and those affiliated to <strong>RC</strong>JFC.<br />

Teams may establish their own referee from either the pool of parents or own Management<br />

Team. Anyone officiating as a Referee are to referee in an unbiased manner and not direct or<br />

manage their own team whilst in that role.<br />

It is recommended that all persons acting as a Referee are to be qualified with the respective<br />

Course:<br />

● Mini-Soccer Referee Course (5v5 and 7v7)<br />

● Basic Referee Course (All age groups)<br />

Referee Fees<br />

It is up to the referee if they will charge for their services and any associated expenses.<br />

Teams are to pay for referees from team funds on the day of the match.<br />

Referee fees are dependent on which age group and the referee themselves. Below is a<br />

guideline for fees as set out by TFJFL. If you have a league appointed referee please pay<br />

the league specified fee for your league and age group.<br />

● U12 and below = £10 - £12<br />

● U13 – U15 = £15<br />

● U16 = £20<br />

Referee Training<br />

The FA have established a specific course for refereeing games for players U10 and below<br />

and a full referee course for U11 and above. Where a referee is sourced from within a<br />

team but they are willing to referee other <strong>RC</strong>JFC teams and where financially feasible,<br />

<strong>RC</strong>JFC will fund the cost of the referee course otherwise courses are to be paid for from<br />

team funds.<br />

Pitch Inspections<br />

FA rules are that only referees can make a decision to postpone a match due to pitch conditions,<br />

however at Junior Football Level (U15’s and below) it is generally accepted that it can be the home<br />

team managers decision, this is not an official rule or league recommendation. In any event<br />

communication between the two team managers and the ref usually brings an amicable solution.<br />

For advice in respect of pitch inspections, please be advised of the following that would be<br />

considered best practice & should be adopted wherever possible.<br />

The key is to be proactive and not judge or leave judgement minutes before the kick-off. Some<br />

parents may well travel a significant distance to attend a game and therefore where-ever possible<br />

judgement on pitch conditions should be made in as reasonably practicable amount of time prior<br />

to the match.<br />

Pre-Match Day - Inspection<br />

It is good practice to assess pitch condition days before the arranged kick off, this to<br />

initially evaluate basic pitch conditions are adequate for the forthcoming match.<br />

Consideration should be given to:<br />

Access & Egress to the pitch<br />

If there are any concerns then these should be addressed immediately to<br />

Match Day - Pre-Inspection<br />

As early as possible (a minimum 1 hour before kick-off) the pitch should be inspected for<br />

serviceability.<br />

To call off or confirm a match where there are could either be a conflict of interest or<br />

could cause contention, it is recommended that a minimum if two people (ideally one or<br />

more of the following: the referee, opposition member or another <strong>RC</strong>JFC team member<br />

with a vested interest of that pitch or an adult from of your own team) conduct the<br />

inspection.<br />

Inspect all areas of the field of play but pay specific attention to areas of high traffic ie:<br />

goal/penalty areas and the central third of the pitch. Look to see that the playing surface<br />

is safe and/or playable.<br />

Decisions<br />

Above all other considerations listed below, <strong>Managers</strong> must place the well-being and<br />

safety of each player above all other considerations. We also must ensure the games are<br />

fun, playing in inclement weather or in poor pitch conditions will only result in loss of<br />

interest and dissatisfaction from parents and players alike.<br />

If there is any doubt about whether to play the game or not – postpone the game! It is<br />

better to postpone the game & be wrong, than play the game & be wrong!<br />

Matches should be considered for postponement if:<br />

The pitch is frozen/icy, specifically if there ruts from previous games that<br />

would be dangerous ie: they could cause twisted ankles etc if stepped into<br />

and/or could cause cuts to legs/arms if slid over<br />

The pitch is waterlogged (assess if a ball runs feely and/or bounce true ie: does<br />

it gets get stuck in puddles/not bounce back up having hit the ground).<br />

If the pitch is covered in snow, (assess if the pitch markings visible and/or does<br />

the ball run feely and/or bounce true ie: are the lines covered in snow and /or<br />

does the ball get stuck in the snow or gather snow onto it as it rolls/not<br />

bounce back up having hit the ground<br />

If then pitch is baked hard, specifically are there ruts from previous games<br />

that would be dangerous ie: they could cause twisted ankles etc if stepped<br />

into and/or could cause cuts to legs/arms if slid over<br />

Take your time to assess the current weather conditions & be fully aware of the local<br />

forecast for the next few hours<br />

As an example, the pitch is close to being waterlogged & heavy rain is falling & will<br />

continue to do so… will you be able to finish the game if you were to start it?<br />

If a delay to kick off is possible, consider this if it means the game can take place ie: if kick<br />

off is 10.00am but a delay to 10.30am to allow the temperature to rise will allow to pitch<br />

to become safe then consider this (be mindful though of games that might follow yours…<br />

this might not be an option available to you). This is especially pertinent in respect of fogbound<br />

pitches; a small delay could allow the game to take place safely<br />

Having said that, frozen or icy pitches will not become playable in a short space of time…<br />

they will need a substantial increase in the temperature to unfreeze – if the weather<br />

forecast doesn’t support this happening, postpone the game<br />

If snow can be removed from the pitch and/or lines in time, consider this as an option.<br />

That said; still ensure that the remaining snow (if any) doesn’t prevent the ball from<br />

rolling true etc (as above) & that the ball can be seen!<br />

A different coloured ball (yellow/orange) should be used in this circumstance as a white<br />

ball will not be visible (if available).<br />

Consideration should also be given to exposing players to weather, should you choose to<br />

go ahead with the match, shortening warm up time maybe appropriate or cancelling end<br />

of match penalty shoot outs maybe an another option.<br />

Cancelling / Delaying Kick Off<br />

If there is no call for concern, there is generally no need to confirm the match conditions<br />

however where it is questionable if the Match may go ahead, early communication to all<br />

interested parties is essential to ensure that as minimal inconvenience is caused and<br />

alternative arrangements can be made.<br />

Should a game be cancelled or delayed, the following should be informed in the order<br />

shown asap:<br />

Where a game is cancelled or delayed a representative from the team should be on the<br />

pitch at the original start time incase any official / parent / player has not received<br />

notification.<br />

Match Disciplinary Action<br />

Referees may issue Yellow & Red cards at all ages. Appropriate disciplinary action maybe taken by<br />

Shrops FA for sending off offences and will be communicated to <strong>RC</strong>JFC Secretary who will notify<br />

the team and players parents directly.<br />

No player under 18 are allowed to be fined, however when fines are issued by Shrops FA for<br />

actions by a player, these fines are levied against the team and deducted from team funds by the<br />

Club Treasurer.<br />

All match disciplinary is to be reported to the Club Secretary within 5 days of the incident.<br />

Half Time<br />

Half time interval shall be at variable minute’s duration, but shall not exceed fifteen minutes.<br />

Man of the Match Awards<br />

Some <strong>Managers</strong> like to award a “Man of the Match” at each game, <strong>Managers</strong> should ensure the<br />

award is spread equally around the team each week during the season. <strong>Managers</strong> may want to<br />

change this award to Parents Man of the Match and nominate a parent each week to award the<br />

trophy, this usually takes the pressure off the Manager, allows the Manager to concentrate and<br />

focus on the game and avoids parents perception of any bias towards any player.<br />

This often matters more to the children than the result so can be used to reward children who<br />

worked well in training or did what they were asked to do in a game.<br />

Goal Scorer Rewards<br />

Generally parents (and some <strong>Managers</strong>) will want to reward their players for scoring<br />

goals, <strong>Managers</strong> should discourage this type of reward as this potentially encourages<br />

selfishness and the attitude that the goal scorer is more important than teamwork,<br />

defending, making an important tackle or pass or goalkeeping.<br />

Match Report Forms (MRF)<br />

A MRF is to be completed and submitted to the TFJFL Representative within the prescribed<br />

timeline set within the league rules.<br />

MRF’s are to be completed in black ink and all in capitals, it is the home teams’ responsibility to<br />

raise and send to the report in. Both teams complete the form listing players who have took part<br />

in the match, results and any comments. The referee is to also compete a section marking teams<br />

on respect scores.<br />

Match Complaints / Incidents<br />

Should a <strong>RC</strong>JFC Manager feel the need to make a formal complaint or record an incident against<br />

either the Ref or the opposing team or the opposing team have notified the team a complaint is<br />

to be levied, then in addition to the relevant sections completed on the MRF a <strong>RC</strong>JFC Match<br />

Incident Form is to be completed by the Team Manager and any other witnesses asap after the<br />

incident (The Team Manager should have spare Incident Forms as part of their Match Day pack to<br />

hand to witnesses immediately after the incident).<br />

The <strong>RC</strong>JFC Welfare Officer, Club Chairman and Secretary are to be informed of the incident /<br />

complaint asap after the Match. The incident form is to be submitted with any other witness<br />

statements or evidence to the <strong>RC</strong>JFC Welfare Officer.<br />

Depending upon the severity of the complaint / incident, resolution shall be endeavoured to be<br />

resolved between the two clubs or if required escalated and reported to TYJFL.<br />

Pitch Care<br />

Teams should expect the pitches to be in good care and playable (weather conditions excluded).<br />

From time to time either through vandalism or neglect pitches or parts of it are damaged and<br />

maybe unplayable. All incidents of this type are to be reported to the Stirchley Rec for home<br />

pitches or the referee at away matches.<br />

<strong>Managers</strong> are to ensure pitches are clear of any litter post match.<br />

End of Match Penalty Shoot Outs<br />

It is generally customary post match to conduct a penalty shootout between the two teams.<br />

This can serve a number of purposes.<br />

Allows all players the opportunity to score.<br />

Match result is almost immediately forgotten or not focused on.<br />

Acts as an additional competition to focus on.<br />

Teams should consider any other team waiting for use of the pitch prior to agreeing to conduct a<br />

penalty shootout.<br />

FA RESPECT PROGRAMME<br />

Respect is the collective responsibility of everyone involved in football to create a fair, safe and<br />

enjoyable environment in which the game can take place.<br />

Respect is The FA’s programme to address unacceptable behaviour in football – on and off the<br />

pitch. On average, 7,000 referees quit football every year because of the abuse they receive from<br />

players and from the sidelines. Lots of children also quit football because of the attitude and<br />

actions of over-enthusiastic and pushy parents.<br />

In response, The FA’s Respect programme provides a series of tools for leagues, clubs, coaches,<br />

Referees, players and parents from grassroots to elite football to ensure a safe, positive<br />

environment in which to enjoy the game.<br />

These tools include agreed codes of conduct, in-service training for Referees, Respect club packs,<br />

spectator sideline barriers funded by the Football Foundation and ensuring Team Manager work<br />

with referees to manage player and spectator behaviour.<br />

The FA has also launched a free online Respect Parent Guide to highlight examples of poor<br />

behaviour and, more importantly, how it can be improved.<br />

Goal Post Safety<br />

It is a <strong>Managers</strong> duty of care to ensure that the goals used for training and matches is safe to use<br />

and will not cause injury or harm to a player or volunteer.<br />

Several serious injuries and unfortunately fatalities have occurred in recent years at grassroots<br />

level as a result of unsafe or incorrect use of goalposts. Safety is always of paramount importance<br />

and everyone in football must play their part to prevent similar incidents occurring in the future:<br />

●<br />

For safety reasons goalposts of any size (including those which are portable and not<br />

installed permanently at a pitch or practice field) must always be anchored securely to<br />

the ground or have a weighted back bar.<br />

• Portable goalposts must be secured as per the manufacturer’s instructions;<br />

this is also a requirement for the Laws of the Game.<br />

• Under no circumstances should children or adults be allowed to climb on,<br />

swing or play with the structure of the goalposts;<br />

• Particular attention is drawn to the fact that if not properly assembled and<br />

secured, portable goalposts may overturn; and<br />

• Regular inspections of goalposts must be carried out to check that they are<br />

properly maintained.<br />

Portable goalposts should not be left in place after use. They should be either dismantled or<br />

removed to a place of secure storage, or placed together and suitable fixings applied to prevent<br />

unauthorised use at any time.<br />

The use of metal cup hooks on any part of a goal frame was banned from the commencement of<br />

season 2007-08 and match officials have been instructed not to commence matches where such<br />

net fixings are evident for safety reasons. Nets may be secured by plastic fixings, arrow head<br />

shaped plastic hooks or tape and not by metal cup hooks. Any metal cup hooks should be removed<br />

and replaced. New goalposts should not be purchased if they include metal cup hooks.<br />

Goalposts which are “homemade” or which have been altered from their original size or<br />

construction should not be used under any circumstances as they potentially pose a serious safety<br />

risk<br />

Team First Aider<br />

A minimum of one qualified First Aider is required for each team, this is a <strong>RC</strong>JFC and Chartership<br />

requirement.<br />

The FA First Aid course forms part of the Level 1 coaching course, equivalent first aid qualifications<br />

will be accepted e.g. an ‘in date’ HSE accredited qualification or if after September 30 th , an Ofqual<br />

accredited Emergency First Aid qualification.<br />

Emergency Procedure<br />

Every precaution should be taken to prevent injury or harm to either a player, volunteer or<br />

spectator.<br />

A qualified first aider MUST always be present at training and matches and the team should at all<br />

times have a sufficiently stocked 1 st Aid Kit present and mobile phone.<br />

In the event of an incident of a medical nature, the teams 1 st Aider should evaluate the problem<br />

and treat within the training and competency they have.<br />

Player Injury<br />

Invariably injuries will occur whilst either at training or on the pitch during a match, the vast<br />

majority of these will be minor knocks and scrapes to which the child will recover fully from within<br />

a few seconds with no treatment.<br />

Should a child appear to be significantly distressed or the injury is likely to take up some time to<br />

treat then the child is to be taken to the sideline for treatment (where practical) to allow<br />

continuation of the match or training.<br />

Should medical assistance be required it is likely that the ‘casualty’ will be in one of two categories:<br />

In most cases a casualty will be assessed to be fit enough to make their way either off the<br />

pitches, either by themselves or with some assistance from an adult. Where children are<br />

injured and there is no representation from their parent or guardian present, every<br />

attempt should be made to contact them to advise them of the situation and discuss the<br />

next course of action.<br />

It may be the case that a child may need hospital treatment or some form of “1 st<br />

responder” treatment, in this case every arrangement should be made to ensure the child<br />

is medically treated.<br />

Non-Emergency - The parent should be advised and the responsibility left upto them to<br />

arrange medical treatment.<br />

Emergency – Arrangements should be made for the child to be taken to a suitable<br />

location (Stirchley Recreation Car Park) and emergency services informed to meet the<br />

casualty there for assessment and / or transportation to hospital.<br />

Immobilised<br />

Should an occasion arise where a player is incapacitated for whatever reason and an<br />

ambulance be required, then access to the field for an ambulance should be ensured.<br />

If in any doubt if a child should be moved due to the nature of their injury, then the best<br />

advice would be not to move them at all. If appropriate then the game or training should<br />

be immediately postponed or cancelled (this will be a refs decision).<br />

An ambulance is to be called (Stirchley Rec notified of the incidence immediately if at<br />

home), the ambulance should be given directions to access the field (through the back<br />

gate at Stirchley).<br />

Stirchley Rec Emergency Access<br />

A person should be nominated (preferably someone with a car in the car park<br />

for speed) to collect the key to the back gate to the fields to open this to allow<br />

access for an ambulance.<br />

Incident Form<br />

Where a player is injured requiring attention from a first aider or emergency<br />

services, or where there is a need to inform a parent of an incident, then a<br />

incident form is to be completed and submitted to the Club Welfare Officer. The<br />

Club Welfare officer will retain records relating to accidents as well as act as the<br />

point of contact for any external services such as doctors or insurance enquiries.<br />

3g Pitches - Footwear<br />

Acceptable: The use of plastic screw-in and moulded studs are normally considered acceptable.<br />

Unacceptable: The use of flat soled training shoes and astro trainers should be discouraged, and<br />

ideally prohibited, as they flatten the pile of the carpet and increase the rate of compaction of the<br />

infill. A number of manufacturers and site operators have also decided that the use of blades on<br />

3G Football Turf surfaces is not to be recommended.<br />

Background<br />

As a Club we want to ensure <strong>Managers</strong> and Coaches are fully competent and informed of their<br />

duties and responsibilities to carry them out in a professional and effective manner. Additionally<br />

<strong>RC</strong>JFC encourages personal development of coaches to enhance our player experience and<br />

provide additional resources and competence within our volunteers.<br />

To that effect, pre-season <strong>RC</strong>JFC will provide a training session for all <strong>Managers</strong> and Coaches on<br />

the expectations and requirements of the roles and the Club. Additionally it’ll cover the<br />

procedures to follow internally to manage a team and external requirements such as League or<br />

FA.<br />

Mentors<br />

New <strong>Managers</strong> in their first season will be allocated a Mentor within the Club, this’ll generally be<br />

a senior manager or volunteer with sufficient experience and knowledge to provide support and<br />

advice to a new manager on the administration of their team.<br />

Training<br />

Coach Mentors<br />

<strong>RC</strong>JFC has established at least one Adult Mentor. Upon request to the Training Officer (by<br />

a coach), Mentors will observe one or training sessions and provide impartial advice and<br />

support to enable personal develop of their coaching skills and knowledge.<br />

Coaching courses to achieve Level 1 in Coaching is available by The FA. The Training Officer will<br />

organise these on behalf of the Club.<br />

The club will sponsor one level 1 coach per team, where there is a need and the Club has sufficient<br />

funds it may subsidise in part or in full a 2 nd coach per team or a coach to attend a level 2 course,<br />

however this will be on a case by case basis and not the norm.<br />

CPD courses are regularly held by Shrops FA and coaches are strongly encouraged to attend these.<br />

FA Licensed Coaches’ Club forms a key part of The FA’s Youth Development<br />

In today’s ever evolving game, it is essential that coaches at all levels of the<br />

game keep up to speed with new coaching techniques and advice.<br />

The FA Licensed Coaches’ Club will require that coaches meet the following criteria in order to<br />

published or winner trophies are presented, this is deemed to be detrimental to the development<br />

of the player and the game and will not be sanctioned.<br />

From season 2013/14, Under 7’s and Under 8’s can play in a maximum of three trophy events<br />

during the season, lasting a maximum of two weeks each. These are short-term experiences<br />

helping children learn about winning and losing in an appropriate environment. The winners of<br />

these events can be published and trophies can be presented.<br />

Except where other provision, in these Laws are made, the Laws of Association Football apply.<br />

Each Law is numbered to correspond with the appropriate Law of the Game. These Laws are<br />

mandatory unless special permission is granted by The Football Association.<br />

Laws of Mini-Soccer (5v5)<br />

Law 1 - Playing Area<br />

Halfway Line<br />

The field of play is divided into two halves by a halfway line. The centre mark is indicated<br />

at the mid-point of the halfway line. This is also used as the retreat line when restarting<br />

play with a goal kick.<br />

Goal Size<br />

The distance between the posts is 12ft and the distance between the lower edge of the<br />

cross bar and the ground is 6ft.<br />

Law 2 - The Ball<br />

The ball should be size 3 for U7 and U8<br />

It should be safe and made of leather or another suitable material<br />

5v5<br />

A match may not START if either team consists of fewer than four players. The minimum<br />

number of players in a team required for a match to CONTINUE is also four. Matches can<br />

begin with 5v4 but the importance and ethos of Mini-Soccer should be upheld wherever<br />

possible and the development of the children should come before the score line.<br />

Players must play with and against players only from their own age range, as per Football<br />

Association and Competition rules.<br />

Each team must not have a squad greater than double the size of the team per age.<br />

Any number of substitutes, without being named, may be used at any time with the<br />

permission of the referee. A player who has been replaced may return to the playing area<br />

as a substitute for another player.<br />

All team members should receive equal playing time where possible, with a best practice<br />

recommendation of at least 50% per player for each game.<br />

Law 4 - Playing Equipment<br />

Players must wear shin guards and goalkeepers must wear a distinguishing playing strip.<br />

Shin guards must be covered entirely by the socks.<br />

Players must wear the appropriate clothing dependant on the weather.<br />

Correct footwear must be worn for the surface of the pitch e.g. no metal studs on artificial<br />

grass pitches.<br />

Law 5 - Referees<br />

The Authority of the Referee<br />

Each match is controlled by a referee who has full authority to enforce the Laws for Mini-<br />

Soccer in connection with the match to which they have been appointed.<br />

Furthermore, referees should also recognise their role is to facilitate learning of the<br />

players, for example, allow young children to take a second attempt at a throw-in if the<br />

first is not within the Laws.<br />

Law 6 - Assistant Referee<br />

Assistant referees are not required.<br />

Law 7 - Duration of the Game<br />

In any one day, no player shall play more than 40 minutes. It is the responsibility of the<br />

parent/carer or organisation to ensure the child does not exceed this. Each<br />

league/competition will determine its own playing time within the maximum time<br />

permitted however the maximum duration will be two halves of 20 minutes.<br />

It is permitted during development matches that the periods of play can be split into<br />

equal quarters.<br />

The half time interval must not exceed 5 minutes.<br />

Please refer to the Standard Code of Rules for Youth Competitions.<br />

Law 8 - Start and Restart of Play<br />

Procedure<br />

A kick-off is taken at the centre of the playing area to start the game and after a goal has<br />

been scored.<br />

Opponents must be 5 yards away from the ball and in their own half of the field. The ball<br />

must be played forward. In Mini-Soccer a goal cannot be scored directly from a start or<br />

restart of play.<br />

Special Circumstances<br />

A dropped ball to restart the match, after play has been temporarily stopped inside the<br />

penalty area, takes place on the penalty area line parallel to the goal line at the point<br />

nearest to where the ball was located when the play stopped. No goal can be scored<br />

direct from a dropped ball.<br />

Law 9 - Ball In and Out of Play<br />

Normal rules apply, as per Laws of Association Football.<br />

Law 10 - Method of Scoring<br />

Except where other provision, in these Laws are made, the Laws of Association Football apply.<br />

Each Law is numbered to correspond with the appropriate Law of the Game. These Laws are<br />

mandatory unless special permission is granted by The Football Association.<br />

Law 1 - Playing Area<br />

Halfway Line<br />

The field of play is divided into two halves by a halfway line. The centre mark is indicated<br />

at the mid-point of the halfway line.<br />

Goal Size<br />

The distance between the posts is either 16ft or 21ft and the distance between the lower<br />

edge of the cross bar and the ground is 7ft.<br />

Law 2 - The Ball<br />

A match may not START if either team consists of fewer than six players. The minimum<br />

number of players in a team required for a match to CONTINUE is also six. Should a team<br />

fall below this, normal rules apply, as per Laws of Association Football.<br />

Players must play with and against players only from their own age range, as per Football<br />

Association and Competition rules.<br />

Each team must not have a squad greater than double the size of the team per age.<br />

Any number of substitutes may be used at any time with the permission of the referee.<br />

A player who has been replaced may return to the playing area as a substitute for another<br />

player.<br />

All team members should receive equal playing time where possible, with a best practice<br />

recommendation of at least 50% per player for each game.<br />

For all other substitution rules, normal rules apply, as per Laws of Association Football.<br />

Law 4 - Playing Equipment<br />

Players must wear shin guards and goalkeepers must wear a distinguishing playing strip.<br />

Shin guards must be covered entirely by the socks.<br />

Players must wear the appropriate clothing dependant on the weather.<br />

Correct footwear must be worn for the surface of the pitch e.g. no metal studs on artificial<br />

grass pitches.<br />

Law 5 - Referees<br />

The Authority of the Referee<br />

Each match is controlled by a referee who has full authority to enforce the Laws for 9v9<br />

Football in connection with the match to which they have been appointed.<br />

The powers and duties of the referee are as normal rules apply, as per Laws of Association<br />

Football.<br />

Law 6 - Assistant Referee<br />

Two assistant referees may be appointed whose duties, subject to the decision of the<br />

referee, are to indicate:<br />

Law 7 - Duration of the Game<br />

In any one day, no player shall play more than 100 minutes. It is the responsibility of the<br />

parent/carer or organisation to ensure the child does not exceed this. Each<br />

league/competition will determine its own playing time within the maximum time<br />

permitted however the maximum duration will be two halves of 30 minutes.<br />

It is permitted during development matches that the periods of play can be split into<br />

equal quarters.<br />

The half time interval must not exceed 15 minutes.<br />

Please refer to the Standard Code of Rules for Youth Competitions.<br />

Law 8 - Start and Restart of Play<br />

Procedure<br />

A kick-off is taken at the centre of the playing area to start the game and after a goal has<br />

been scored.<br />

Opponents must be 7 yards away from the ball and in their own half of the field. The ball<br />

must be played forward.<br />

General<br />

Annually, usually in May after the current season has ended,<br />

<strong>RC</strong>JFC hold presentations for its players. Presentations are made<br />

for each team and the players that are signed for each team.<br />

Due to the number of teams, the presentations are normally split<br />

into two age groups (Under 10 and below and Under 11 and<br />

above), this may change on each year dependent upon number of<br />

teams or other factors such as Cup games or availability.<br />

Presentations require assistance and commitment from all teams<br />

to ensure a successful and enjoyable night for the players<br />

Presentation Committee<br />

Each year a new Presentation Committee is formed which will have the responsibility to plan and<br />

organise the presentations. Roles and responsibilities will be defined each year according to<br />

members and requirements of each presentation.<br />

Tickets<br />

The <strong>RC</strong>JFC treasurer will allocate an initial quota of tickets based upon number of players in that<br />

team and the capacity of the venue.<br />

Ticket prices are set each year for adults and children (5-16), players will always have free entry.<br />

Tickets are to be sold by team managers and money collected given to the <strong>RC</strong>JFC Treasurer.<br />

Any additional ticket requirements are to be requested through the Treasurer.<br />

Each Team Manager will be allowed free tickets for themselves, partner and children. Team<br />

coaches and assistants will not be entitled to free tickets. If a team wishes to allow free entry for<br />

its assistants then these tickets shall be purchased out of team funds.<br />

Team Slide Shows<br />

Each team is to prepare a slide show which will be shown in the background whilst team<br />

presentations and individual awards are being made. No team (less U16s) are to have<br />

presentations to music.<br />

U16’s Final Presentation<br />

In recognition of this being their final presentation, U16 teams will be allowed to show a 10 minute<br />

presentation set to music if it wishes.<br />

Player Awards<br />

At the conclusion of each season, the Club shall hold its Presentation Night, at which the following<br />

trophies shall be presented:<br />

The President is primarily an honorary position within the club and acts as the club’s<br />

<strong>RC</strong>JFC Secretary<br />

The Secretary’s main purpose of this job is that of principal administrator for the club.<br />

The Club Secretary carries out or delegates all the administrative duties that enable the<br />

club and its members to function effectively. The Club Secretary is a pivotal role within<br />

the club, with a close involvement in the general running of the club. The secretary and<br />

their assistant provide the main point of contact for people within and outside the club<br />

on just about every aspect of the club’s activities.<br />

Charter Standard Club Co-Ordinator (CSCO)<br />

The CSCO is responsible for the retention, training, organisation, recruitment and welfare<br />

of a sufficient number of volunteers for the club to operate effectively on a weekly and<br />

ongoing basis to meet Charter Requirements.<br />

He/she will:<br />

● Arrange and book new volunteers onto applicable courses e.g. Level 1<br />

coaching, Safeguarding Children Workshops and First Aid courses.<br />

● The monitoring of coaches qualifications and ensuring coaches complete<br />

refresher training prior to expiration of their safeguarding children and first<br />

aid qualifications.<br />

● Providing support and advice to coaches for delivering effective training and<br />

coaching techniques.<br />

● Promoting the FA Licenced Coaching Club.<br />

Kit & Equipment Manager (KEM)<br />

The KEM is to centralise and co-ordinate the supply of playing kit and equipment to each<br />

of the teams and age groups within the club. The Kit & Equipment manager must ensure<br />

that the club’s “image” is maintained in respect to kit colour scheme and design, whilst<br />

ensuring that all budgetary demands are met subject to the club’s income from any<br />

sponsorship (or otherwise) each season.<br />

an effective mentor as well as developing reflection as a learning tool. It supports<br />

participants to develop skills in a safe and positive environment.<br />

<strong>RC</strong>JFC COMPLAINTS POLICY AND PROCEDURE<br />

Policy<br />

All complaints received by Randlay Colts will be taken seriously and will be dealt with fairly,<br />

without biased to all parties and within a reasonable timeframe.<br />

Complaints maybe received either direct to a Team Manager (or their representative) or direct to<br />

a committee member.<br />

Team <strong>Managers</strong> have the authority to resolve the complaint which relate to their team<br />

immediately at source with the acceptance of a resolution of all parties at that time. Should a<br />

team manager feel that the nature of the complaint is too severe to resolve themselves then the<br />

complaint is to be passed to a committee member.<br />

Complaints made to a committee member are generally of a more serious nature and normally<br />

require investigation and discussions between all parties for a satisfactory outcome.<br />

Procedure<br />

Complaints against Randlay Colts players or members are wherever possible to be reported to<br />

the Randlay Colts Team Manager as soon possible after the incident occurs.<br />

The Team Manager is to wherever possible to try to resolve the complaint between parties and<br />

at team level. Where this is not possible the complaint is to be reported to the Club Secretary for<br />

action.<br />

Where a complaint is submitted to the Club (via the Club Secretary) by a Team Manager or other<br />

party, then the Secretary is to formally acknowledge this asap to the complainer.<br />

The Club Secretary will inform the CWO and Club Chairperson asap. The compliant is to be taken<br />

up by the CWO for investigation.<br />

The Grievance procedure defined within this document and the Club Constitution is to be<br />

followed.<br />

<strong>RC</strong>JFC DISCIPLINARY POLICY & PROCEDURE<br />

Policy<br />

This Policy is established in support of the Grievance procedure documented within the <strong>RC</strong>JFC<br />

Constitution.<br />

Complaints regarding the behaviour of Club Members (players, <strong>Managers</strong>, Committee Members<br />

and Parents/Spectators), howsoever arising, shall be submitted to the Club Secretary in writing.<br />

Such complaints may relate to any act, involving football activities or otherwise, which might bring<br />

the Club into disrepute. The Club Secretary will bring each complaint to the attention of the<br />

Management Committee.<br />

Any cautions or dismissals in a match for field offences must be reported by the Team Manager<br />

(or their deputy) to the Club Secretary within 5 days of the match and details must be included on<br />

the match report. These offences will be dealt with in accordance with the Rules and Regulations<br />

of The Football Association and the Shropshire County F.A. Serious cases of mis-conduct on the<br />

field of play or other incidents which result in a charge being levied by the Shropshire County F.A.<br />

will be reported by the Club Secretary direct to the Committee.<br />

Infringement of Club Rules, misconduct and/or misbehaviour by players shall normally be dealt<br />

with by the Manager of the particular team concerned. If necessary, the Manager can call for the<br />

Disciplinary Committee to deal with any offences he feels requires that level of involvement.<br />

The following offences must be dealt with by the Disciplinary Committee:<br />

All dismissals, offences/complaints against <strong>Managers</strong>, Assistant <strong>Managers</strong>, Club Officials and/or<br />

spectators and, any violent or dangerous conduct by any person covered under this constitution.<br />

Procedure<br />

Disciplinary hearings should be held as soon as possible , but at least, within 28 days of<br />

notification of the offence. Any person failing to attend a disciplinary hearing or failing to respond<br />

to correspondence on a disciplinary matter, shall be dealt with in his/her absence by the<br />

Disciplinary Committee and notified of the decision.<br />

Five representatives of the club to be nominated by the welfare officer to form a disciplinary<br />

committee which shall determine all matters, except appeals, relating to the grievance procedure,<br />

this procedure should be chaired and controlled by the welfare officer.<br />

A minimum of three of these representatives must be present when dealing with matters relating<br />

to the procedure.<br />

The Committee shall have the power to suspend temporarily from membership any Club Member<br />

pending further investigations or enquiries. This suspension is to facilitate the investigation and is<br />

without prejudice to the outcome of the investigation.<br />

Any Club Member believed to have infringed any of the Club’s Rules or Codes of Conduct or of the<br />

Rules and Codes of Conduct of the TYFJL League, or Shrops FA, or who has been accused of any<br />

misconduct, including misconduct on the field of play, shall be invited to comment, in writing,<br />

within seven days following a request to do so by the Club Secretary setting out the allegation.<br />

The Committee shall consider any reply at the next available opportunity. Such consideration may<br />

take place by telephone call or via email. If the Committee is not satisfied by the response of the<br />

Club Member it shall set up a Disciplinary Committee of five Members, none of whom have any<br />

direct interest in the matter.<br />

The Disciplinary Committee will make such further enquiries as it thinks fit and will offer a<br />

reasonable opportunity to the Club Member concerned together with another person, if so<br />

desired, to meet with it and answer the allegations. In the case of the Club Member being under<br />

the age of 18 he/she must be accompanied by a parent or guardian or by the Club’s Welfare<br />

Officer.<br />

The Disciplinary Committee will hear such witnesses as are reasonably produced.<br />

The Disciplinary Committee will make such procedural provisions as necessary for the just and<br />

efficient consideration of the case.<br />

The Disciplinary Committee may take one or more of the following actions:<br />

Note the offence but take no further action;<br />

Warn the Club Member concerned as to future conduct but no further action;<br />

Suspend or disqualify the Club Member from competition, coaching and/or<br />

administration for some definite or indefinite period;<br />

Impose a reasonable financial sanction and/or require the Club Member to meet any<br />

related losses or pay any fines that the Club has paid;<br />

Terminate the membership or such other penalty as the Disciplinary Committee<br />

considers appropriate.<br />

Any decision made by the Disciplinary Committee must be reported in writing to the offender<br />

within 7 days of such decision and a copy issued to the Secretary of the Club.<br />

Appeals against any decision by the Disciplinary Committee must be made in writing to the<br />

Secretary of the Club within 7 days of receipt of written notification of said decision.<br />

Appeals will be heard by the Appeals Committee, as defined within the constitution, as soon as<br />

possible after receipt.<br />

No one who has had any involvement in the original decision will be allowed to attend the appeal<br />

hearing apart from a nominated representative who will present the reasons for their decision.<br />

The decision of the Appeals Committee will be final and binding<br />
